In the West Bank, Israeli settlers stole around 30 cows in ‘Ain al-Hilweh. Israeli settlers also erected a large menorah on Palestinian-owned land in Tal Ma’in in the Masafer Yatta area. Israeli forces raided Jenin for the majority of the day and into 12/13, killing 6 Palestinians, including 4 in a drone strike, and arresting at least 100; 1 ill Palestinian child died in an ambulance that was unable to reach a hospital that was under Israeli siege. Israeli forces also shot and injured 3 Palestinians, including a child, during raids in Ni’lin and Kobar. Israeli forces also demolished 2 agricultural structures in ‘Anata. In addition to the 100 people detained and arrested in Jenin, 50 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, Hebron, Nablus, and Tubas. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces bombed Khan Yunis, Dayr al-Balah, Rafah, Nuseirat refugee camp, and Gaza City, killing at least 217 Palestinians and injuring 455. Israeli forces raided the Kamal Adwan Hospital, arresting 71 medical staffers and bombed an UNRWA school in Beit Hanun; there were reports that medical staff had been shot and killed in the hospital. 10 Israeli soldiers were killed in combat, including 9 in the Shuja’iyya neighborhood of Gaza City. More than 18,412 Palestinians have been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 50,100 have been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 274 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 70 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 115 Israeli soldiers have been killed and 600 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 107 trucks carrying aid, including fuel, entered Gaza via the Rafah crossing. Israel said it had inspected aid trucks at the Karem Abu Salem (Kerem Shalom) crossing and the trucks sent to the Rafah crossing in Egypt before entering Gaza. An injured Palestinian and 399 dual nationals were evacuated to Egypt. Israel said it found the bodies of 2 Israeli captives in Gaza, including a soldier and a civilian. The Gaza Ministry of Health said it has document 360,000 cases of infectious diseases in shelters. The Israeli military released data showing at least 20 out of 115 soldiers killed in Gaza have been killed in friendly fire and in accidents, including 13 that were mistaken for Palestinians. The UN General Assembly adopted an Egyptian-drafted resolution calling for an immediate ceasefire in Gaza and the immediate and unconditional release of all captives with 153 votes in favor, 10 against, and 23 abstentions. Austria, Czechia, Guatemala, Israel, Liberia, Micronesia, Nauru, Papua New Guinea, Paraguay, and the U.S. voted against the non-binding resolution. Amendments put forward by the U.S. and Austria failed to reach the 2/3 threshold with 84 voting in favor of the U.S. amendment and 89 voting in favor of the Austrian amendment. Hamas welcomed the resolution. U.S. president Joe Biden gave a speech at a campaign reception, reiterating narratives that have proven to be false, including that Hamas militants beheaded babies on 10/7 and calling Hamas animals. Biden also said Israel has to strengthen the PA and said Israel was “starting to lose that support [from the EU] by the indiscriminate bombing that takes place” in Gaza. He further complained about Israeli prime minister Benjamin Netanyahu’s coalition partners, naming National Security Minister Itamar Ben-Gvir. Lastly, he said “I believe, without Israel as a freestanding state, not a Jew in the world is safe,” despite more than a quarter of the world’s Jewry living in the U.S. In response to Biden’s speech, PLO secretary-general Hussein al-Sheikh said the U.S. should call for an immediate ceasefire and put forward a comprehensive peace plan. Israeli minister of communications Shlomo Karhi said in response to Biden’s call for a 2-state solution that Israel would not accept a Palestinian state. Prime Minister Netanyahu said in a statement that “Gaza will be neither a Hamas-stan nor Fatah-stan.” Netanyahu also told the Israeli Public Broadcasting Cooperation that the Gaza “Strip will be under Israeli military control. After the war, a civilian administration will operate in Gaza and the Strip will be rehabilitated under the leadership of the Gulf states. The Israeli supreme court rejected a petition for a retrial in a case where the Israeli settler group Ateret Cohanim allegedly purchased 3 buildings in the Old City from the Greek Orthodox church, allowing the settler organization to evict the Palestinian tenants. The Greek Orthodox church called the ruling “unfair” and without “any legal logical basis.” The EU voiced concern about the supreme court ruling. Haaretz reported that the EU commission’s anti-fraud office will not open an investigation into the 6 Palestinian rights organizations Israel deemed terrorist organizations in October 2021, saying that it had not seen sufficient evidence from Israel against the 6 organizations. In a report, Forensic Architecture concluded that a Palestinian man Ahmed Erekat was killed by Israeli forces in an “extrajudicial execution” on 7/23/2020. The Forensic Architecture report stated that Erekat was shot and killed while not posing a threat to Israeli forces and that the forces had prevented him from getting medical attention after he was shot. Israel claims that Erekat intended to ram Israeli forces at a checkpoint, but the report states that he did not accelerate his car while approaching the checkpoint, that he kept a low speed of 9.3 miles per hour, and that he held his arms in the air after exiting his vehicle after the accident. Israel announced that it will share COVID-19 vaccination doses with Guatemala, Honduras, the Czech Republic, and Hungary, all countries that have enhanced ties to Israel in the last couple of years. The IEC agrees to stop cutting power to areas in the West Bank (as it did on 2/23 and 2/25) in exchange for the Israeli govt.’s promise to offset the Palestinians’ debts with the tax revenues that it has punitively withheld from the PA since 1/2. The PM’s office also announces a deal that will connect Rawabi, the 1st planned Palestinian city, to the water grid, enabling new residents to move in to the city. On the 6 mo. anniversary of the 8/16 cease-fire that ended Operation Protective Edge (OPE), 30 UN agencies and other international organizations in Gaza jointly express their alarm at the slow pace of reconstruction and the dire conditions in the Strip. In their statement, they say, “We must not fail Gaza,” and that “since 7/2014, the situation has deteriorated dramatically.” (WAFA 2/26)

The Jordanian and Israeli govts. sign a deal that will govern the construction of a pipeline to link the Red Sea and the Dead Sea, the 1st phase of a Dead Sea revitalization project that has been debated and discussed for over a decade. They plan to begin preparing tenders to offer to construction companies in the coming weeks. They ultimately plan to build a desalinization plant n. of Aqaba, Jordan. In 12/2013, reps. of Jordan, Israel, and the PA signed a memorandum of understanding at the World Bank to guide their joint efforts on the project. (AFP, TOI 2/26)

In the Gaza Strip, Israeli forces shoot and kill 1 Palestinian mbr. of Hamas’s military wing and injure 2 others in a cross-border firefight nr. Khan Yunis. The Palestinian fighters shoot and severely injure an Israeli soldier during the exchange. In the West Bank, a Palestinian man is found dead in Jericho with several stab wounds. Clashes break out between stonethrowing Palestinian youth and Israeli soldiers at a checkpoint nr. Hebron; dozens of Palestinians suffer from tear gas inhalation. More clashes break out nr. Hebron and Nablus, where 2 Palestinians are moderately injured. Israeli forces demolish 400 m of stone walls in a village nr. Nablus and 2 agricultural buildings nr. Hebron. IDF troops arrest 4 Palestinians at a checkpoint nr. Jenin; conduct house searches and arrest raids in and around Nablus and Hebron, as well as nr. Ramallah. Israeli settlers enter Salfit to perform religious rites, and settlers separately open fire on PA police officers nearby. Israeli settlers attack a Palestinian construction worker in Hebron, lightly injuring him. PA security forces conduct raids across the West Bank and detain 14 mbrs. of Hamas. In East Jerusalem, Israeli authorities return the bodies of the 2 Palestinians who were killed after attacking a synagogue in West Jerusalem on 11/18. Israel punitively held the bodies for over a mo. Israeli security forces clash with stone-throwing Palestinians in Issawiyya, and 1 Palestinian child is injured with a rubber-coated metal bullet. Israeli forces conduct arrest raids in Issawiyya, Sur al-Bahir, and al-Tur, where they also demolish 2 residential structures and a barn. The World Bank transfers $31.6 m. to the PA via the Palestinian Reform and Development Plan Trust Fund. The money was donated by Australia, the UK, and Norway and will fund, among other things, emergency needs in Gaza. (WAFA 12/24; MNA 12/25)

Israeli PM Netanyahu tells his Likud-Yisrael Beitenu faction at the Knesset that the govt. is not on the way to a final-status agreement with the Palestinians, ahead of U.S. Secy. of State Kerry’s on 12/11, his 9th trip to the region since taking office. Netanyahu also reportedly rejects the U.S. Gen. John Allen’s security plan, saying it was important to maintain Israeli forces on the border shared with Jordan. Meanwhile, PLO Secy.-Gen. Yasir ‘Abid Rabbuh also rejects the U.S. security proposals, which he says will lead to a “total failure” of Kerry’s efforts. Separately, PA Minister of Prisoners Issa Qarage says that any delays to the scheduled release of a 3rd group of Palestinian prisoners on 12/29 will be considered a serious blow to the peace process. Israel, Jordan, and the PA sign a watersharing agreement that includes the proposed construction of a desalination plant in Jordan on the Gulf of Aqaba, and a pilot study for a pipeline linking the Red Sea-Dead Sea. Israel also intends to sell more water from the Sea of Galilee to Jordan and to sell water to the PA at reduced rates. The agreement is signed at the World Bank in Washington. Mohamed Badie, leader of the Muslim Brotherhood in Egypt, appears in a Cairo court for the 1st time since being detained on 8/20. The day before U.S. Pres. Obama arrives in Israel, the IDF and Israeli police raze 6 structures in 2 unauthorized Jewish settler outposts in the West Bank (Oz Zion and Ramat Migron). In retaliation, Jewish settlers vandalize 18 Palestinian cars and a bus in Nablus. In the West Bank, the IDF patrols in al-Fawar r.c. nr. Palestinian PM Salam Fayyad and EU foreign policy chief Catherine Ashton sign a deal in Brussels for the EU to provide $9 million of new funding for Palestinian development, aimed at supporting the Palestinian presence in West Bank Area C (under full Israeli civilian and security control). Fayyad and his delegation then attend the annual meeting of the Ad Hoc Liaison Committee (AHLC)—the main donor body responsible for formulating broad policy for development assistance to the Palestinians. There he presents a paper on how the Israeli occupation affects the Palestinian economy. Donors are asked by the Palestinian delegation to protect projects in Area C and are told how irregularities in aid transfers to the PA and Israel’s withholding of tax revenue have worsened a financial crisis. After talks, Norwegian FM and AHLC head Epsen Barth Eide says that progress was made towards securing the $1.2 billion needed to fund the PA this year (see QU 168). (AFP, MNA 3/18; HA 3/19)

A World Bank report warns of the continued deterioration of the Palestinian economy, citing Israeli-imposed restrictions and the impact of closures (See Docs in JPS 168). The report also notes a drop in donor funding, and the PA’s large debts to banks and suppliers. Palestinian gross domestic product grew 6.1% in the first three quarters of 2012, down from an 11% average in 2010 and 2011. (HA 3/12)

Ross and Hale return to the region 9/14–15 to meet with Netanyahu and Abbas. They propose that the Palestinians drop their UN bid in exchange for “some attributes of a state” (e.g., getting aid directly from the World Bank, which gives only to states) or for restarting talks based on 1967 lines but without a settlement freeze (already rejected by Abbas as insufficient). Separately, EU foreign policy chief Ashton and Quartet special envoy Blair suggest that the Palestinians drop their bid in exchange for a Quartet statement outlining a return to peace talks and a UNGA res. endorsing the idea of Palestinian statehood without granting the status of a state. Israeli pres. Shimon Peres authorizes Livni to form a new government. Israeli law gives her 42 days to complete the task or step aside for the pres. either to authorize another party to form a coalition or to call early elections.
