Along Gaza’s border, Israeli firefighters put out a large fire in Kissufim Forest that was reportedly sparked by an incendiary balloon flown from Gaza. In the evening, an Israeli aircraft conducts a retaliatory air strike on a Hamas site near Khan Yunis, causing no injuries or damage. In the West Bank, IDF troops conduct raids in Dahaysha refugee camp near Bethlehem overnight, arresting 1 Palestinian and sparking clashes; 3 Palestinians are injured. They also arrest 3 Palestinians during raids in and around Tulkarm and patrol near Hebron. Israeli forces deliver stop-work orders to several Bedouin homes and barns under construction near Jericho. In East Jerusalem, Israeli forces shoot and injure 11 Palestinians during clashes sparked by an arrest raid in Abu Dis. Israeli defense minister Avigdor Lieberman says that Egypt and the UN have requested that Israel give them one more chance to de-escalate the situation in the context of the ongoing talks on a potential Israel-Hamas cease-fire agreement. He says that they are asking Israel to ease restrictions on Gaza in exchange for Hamas imposing limitations on resistance activities along the border fence. (JP, MNA 10/25)

The Israeli government approves the construction of more than 20,000 new housing units for Israeli settlers in Ma’ale Adumim, a settlement east of Jerusalem. The move comes in the context of a new agreement signed by Israel’s Construction and Housing Ministry and the Ma’ale Adumim Municipality. Also in that context, the government permits the immediate construction of 470 previously approved housing units. “In addition to the new housing units, public and educational institutions will also be established, and will include synagogues, schools, parks, community centers and sports arenas,” says Construction and Housing Minister Yoav Gallant. “We must continue to establish [our] hold on the Jerusalem area.” (IHY, MNA 10/28; FMEP 11/2)

Jordan’s Foreign Minister Ayman Safadi insists that the Jordanian government is still committed to its 1994 peace treaty with Israel, despite King Abdullah’s 10/21 decision not to renew 2 annexes therein “We acted within the provisions of the peace treaty,” he says. “This is an indication of our commitment to the peace treaty. Israeli prime minister Benjamin Netanyahu and his wife Sara fly to Oman to meet with Sultan Qaboos bin Said. Because Oman and Israel have no formal diplomatic ties, the visit is seen as an indication of a growing relationship between Israel and Oman. After Netanyahu meets with the sultan, his office states that they discussed ways to achieve “peace and stability in the Middle East” and that the visit marks a “significant step in implementing the policy outlined by Prime Minister Netanyahu on deepening relations with the states of the region while leveraging Israel’s advantages in security, technology and economic matters.” (AP, JP, NYT, REU 10/26; HA 10/27)

Off the coast of Gaza City, Israeli naval forces open fire on Palestinian fishing boats, injuring 2 Palestinian fishermen. Later, Israeli naval forces arrest 5 fishermen in the same area. IDF troops stationed on the border e. of Khan Yunis open fire on agricultural lands. In the West Bank, Israeli forces order residents of a village nr. Nablus to remove their tent homes. IDF troops arrest a leader of Islamic Jihad and 2 other Palestinians in late-night raids in Jenin, sparking minor clashes with stone-throwing Palestinian youths. The IDF also conducts raids in 2 villages nr. Hebron, 1 nr. Ramallah, and ‘Ayn al-Sultan r.c. nr. Jericho, arresting 6 Palestinians; patrols in Tulkarm, 3 villages nr. Jericho, 2 nr. Hebron, and 1 nr. Ramallah. The annual American Israel Public Affairs Comm. (AIPAC) conference begins today, with a record-breaking 16,000 in attendance. The organization’s lobbyists will be on Capitol Hill on 3/3 to lobby for the passage of the Iran Nuclear Agreement Review Act and the Nuclear Weapon Free Iran Act. (HA, TOI 3/1, 3/2)

In the West Bank, IDF troops open fire on Palestinian children gathered on agricultural lands nr. the UNRWA school for boys in al-Jalazun and close to Beit El settlement, wounding 1 seriously. Israeli FM Avigdor Lieberman says that PA Pres. Mahmud Abbas is not a partner for peace, and also that the U.S. administration is “wrong about the settlements,” in comments to Israeli television reporters. Lieberman frames the latter dispute as a fallout between “good friends,” but says that the Israeli govt. must present an “alternative” to the current framework for talks. (HA, ToI 5/17)

Senior Hamas official Musa Abu Marzuq announces that Hamas and Fatah have reached an agreement on the ministers who will make up the PA’s new unity govt. Abu Marzuq says that Fatah official Azzam al-Ahmad is expected to return to the Gaza Strip within days for further discussions. Separately, Hamas spokesperson Fawzi Barhoum urges Abbas not to give in to Israeli pressure with regard to the unity govt. (JP 5/17)

U.S. Secy. of State Kerry tells reporters on a trip to Ethiopia that he intends to “pause” and “take a hard look” at the Israeli-Palestinian negotiations, given the current impasse. He says he is “convinced that, as each [side] sort of works through the reasons that things began to become more difficult in the final hours, there may be quiet ways within which to begin to work on next steps.” He also claims that genuine “progress” was made during the previous 9 mos. Israeli PM Netanyahu says he intends to seek a new Basic Law anchoring Israel’s status as “the nation-state of the Jewish people.” Livni, leader of the Hatnua party and Israeli chief negotiator, criticizes the move, but the Jewish Home party, another coalition-mbr., welcomes it. (HA, REU 5/1)

The UNSC comm. reviewing the Palestinian membership request issues its final report, stating that mbrs. are deadlocked and unable to reach consensus and therefore cannot make a recommendation, leaving the statehood application effectively dead. France urges the Palestinians to ask the UNGA to upgrade its status to the lesser observer-state status, but the Palestinians have not decided what to do next. (NYT, WP 11/9; WT 11/10)

The IDF carries out 2 late-night air strikes, destroying a greenhouse in the former Jewish settlements n. of Khan Yunis, causing no reported injuries. Egypt announces that Gaza- and Damascus-based Hamas officials have agreed on a cease-fire offer to be present to Israel (see Quarterly Update). Israel agrees to send an envoy to Cairo on 1/15 to be briefed on the plan. Meanwhile, Israel’s intense air, naval, and ground assaults on Gaza continue.

Combat notes: Under cover of air strikes and heavy shelling, IDF troops take up new positions in s. Gaza’s al-Fukhari area nr. the Sufa crossing (occupying several homes and expelling the residents) and al-Shuka village; Israeli fire is so intense that rescuers cannot reach the wounded or retrieve the dead. The IDF reports carrying out approximately 120 air strikes today (70 of them after nightfall) that kill 10s of Palestinians. Targets include at least 24 groups of armed Palestinians, 16 smuggling tunnels, at least 10 suspected weapons depots (including a Rafah mosque), and 24 rocket launching sites (killing senior IQB cmdrs. Walid Za‘abud and Muhammad Dash nr. al-Zaytun). Air strike target areas include Bani Suhayla, Bayt Lahiya, Gaza City (areas northwest of the city and al-Nasser, al-Sabra, al-Sha‘af, Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk, al-Zaytun), Khan Yunis, Khuza, al-Mughraqa, Nussayrat r.c., al-Qarara, Rafah, al-Shabura r.c., Twam, Yibna r.c. Heavy artillery and tank fire are reported in and around Bayt Lahiya (white phosphorous suspected), al-Bureij r.c., Gaza City (al-Sabra, al-Tuffah), Jabaliya town and r.c. Naval bombardment centers on Rafah’s Tal al-Sultan neighborhood.

Palestinians fire 14 rockets and 2 mortars, including 4 Grads (2 each in Ashdod and Beersheba), into Israel, causing no injuries. Gaza medical workers put the estimated Palestinian toll at 1,018 dead (including an estimated 300 children), 4,700 injured. The IDF reports 27 soldiers wounded (1 severely, 2 moderately, 24 lightly), mostly in ground fighting with Palestinians n. Gaza, including 7 soldiers wounded (1 severely, 1 moderately, 5 lightly) by a Palestinian antitank missile. The Israeli toll stands at 13–14 dead, more than 150 wounded.

Humanitarian notes: The IDF allows at least 108 truckloads of humanitarian aid into Gaza during the lull. For a 3d day, Jewish settlers in Hebron vandalize Palestinian property and attack local Palestinians; the IDF observes but does not intervene; 3 Palestinians have been injured since 3/21. Jewish settlers fr. Eli nr. Nablus kidnap 2 Palestinian boys herding sheep nr. the settlement, release them hrs. later after PA security forces request IDF intervention. Jewish settlers in Efrat nr. Bethlehem begin construction of 3 apartment buildings (54 units). In Khan Yunis, Hamas officials dismiss the Fatah-affiliated admin. officer at the College of Science and Technology and name a pro-Hamas officer to replace him, sparking a fight with local Fatah supporters; police intervene to disperse the crowd, with no injuries reported; classes are suspended until the issue can be resolved btwn.
