Tubas, Nablus, and Jenin, arresting 2 Palestinians and sparking clashes nr. Jenin; arrests 5 Palestinians in a village nr. Bethlehem; patrols in 3 villages nr. Hebron, 5 nr. Ramallah, and 2 each nr. Jericho and Qalqilya. A group of Palestinian youth affiliated with Fatah steal a Tnuva milk truck and dump its contents in the middle of al-Manara Square in Ramallah. Tnuva is 1 of the 6 Israeli companies targeted by the boycott initiated by the National Comm. against Israeli Punitive Measures on 2/9. In East Jerusalem, Israeli forces conduct raids in the Old City and al-‘Izzariya, arresting 5 Palestinians and issuing summons to 3. In n. Israeli state prosecutors tell the High Court of Justice that they are no longer pursuing the punitive demolition of the Silwan home of the Palestinian alleged to have shot and injured right-wing activist Yehuda Glick, leader of the messianic Temple Mount movement, on 10/29/ 2014. The prosecutors argue, instead, for the man’s room to be blocked off. (TOI 3/2)

In Washington, Israeli PM Netanyahu addresses the AIPAC conference, saying he has a “moral obligation” to warn the U.S. Congress on 3/3 of the dangers of a potential deal with Iran. Hours later, U.S. Pres. Obama tells Reuters that Netanyahu’s trip to the U.S., and the way it was organized, is a distraction, but not “permanently destructive” to the U.S.-Israel relationship. In the Gaza Strip, Egyptian authorities open the Rafah border crossing, which has been closed since 10/25, the day after 30 Egyptian security troops were killed by Sinai Province of the Islamic State (then known as Ansar Bayt al-Maqdis). In the West Bank, the IDF conducts house searches and raids in and around Hebron; closes the Hawara checkpoint at the s. entrance to Nablus; patrols nr. Hebron. In East Jerusalem, a mentally disabled Palestinian woman is detained and taken to the Russian compound detention center for questioning during a court hearing for her daughter, who was arrested for defending her mother from Israeli security forces on 11/25. Israeli forces conduct raids in Shu‘fat r.c. and Issawiyya. At a prison nr. Beersheba, Israeli security forces detain a Palestinian mother and her 2 infant children while they are visiting their incarcerated father. Senior Hamas official Musa Abu Marzuq criticizes the UN’s Gaza reconstruction mechanism, saying that its architect, UN Special Coordinator Robert Serry, did not reach out to confer with Hamas and that the group rejects the mechanism. Abu Marzuq also describes the mechanism as a way for PA Pres. Abbas to sidestep Hamas. (MEMO 11/26)

Israeli interior minister Gilad Erdan cancels the residency of the widow of 1 of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18, effectively deporting her and her 3 children back to the West Bank. The woman remains in East Jerusalem while she appeals the decision. (TOI 11/26, 12/3; PCHR 12/4)

The UNGA overwhelmingly approves 6 new res. relating to Palestinian rights, methods for achieving justice for the Palestinians, and Jerusalem. (IMEMC 11/26)

Unidentified Palestinians fire a single mortar shell from the Gaza Strip into s. Israel, causing no damage or injuries. It is the 1st such attack since the 8/26 open-ended cease-fire and no faction claims it. Hamas authorities reportedly arrest those responsible. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Hebron and Tulkarm at night; patrols in al- ‘Arub r.c. nr. Hebron, and 1 village each nr. Jenin and Tulkarm. UN Coordinator for Middle East Peace Robert Serry announces that the UN has brokered a deal to enable reconstruction work in the Gaza Strip, satisfying Israel’s conditions that materials would not be diverted to Hamas. The agreement entails a strict, UN-enforced monitoring system, and gives the PA and the private sector lead roles in the rebuilding. (HA, REU 9/16)

In East Jerusalem at night, Israeli settlers kidnap 16-year-old Mohammed Abu Khdeir from Shu‘fat, burn him alive, and leave his body in the Jerusalem Forest. PA Pres. Abbas states that Israel “bears full responsibility for this incident” and “must bring those responsible to justice.” Israeli PM Netanyahu urges police “to swiftly investigate who was behind the loathsome murder” and calls on all sides “not to take the law into their own hands.” In a statement, Secy. of State Kerry condemns the killing as a “sickening” act of “vengeance,” adding that the U.S. looks “to both the govt. of Israel and the PA to take all necessary steps to prevent acts of violence and bring their perpetrators to justice.” UN Middle East envoy Robert Serry also condemns the killing. During the day, there are protests and clashes in Jerusalem, especially in Shu‘fat, and 170 Palestinians are wounded. Meanwhile, Jewish settlers attack Palestinian-owned vehicles in Jaba‘, causing damage to dozens. In the Gaza Strip, Palestinians fire 9 mortars into s. Israel, causing no damage or injuries. The IDF attacks 15 targets across Gaza, injuring 11, including at least 3 civilians. Targets include a number of al-Qassam Brigades training camps. Palestinians fire 2 rockets at Ashqelon, with 1 intercepted by an Iron Dome battery and 1 falling in an open area. Later, 10 rockets are fired into s. Israel, causing no damage or injuries (1 is shot down). Meanwhile, off the coast nr. al-Sudaniyya IDF naval forces open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, IDF troops destroy a house nr. Hebron. It belonged to Ziad Awad, who is charged by Israeli authorities with the killing of an Israeli police officer in 4/2014. The IDF says that the demolition is intended to serve as a deterrent. During the demolition, IDF troops clash with residents and wound 6 with live ammunition. The IDF also conducts house searches and arrest raids in Hebron at night. Israeli settlers set fire to a sheep farm nr. Nablus, causing damage, and leaving “price tag” graffiti. Reps. of Iran and the P5+1 group begin the 6th and final scheduled round of talks ahead of the 7/20 deadline for agreeing to a deal on Iran’s disputed nuclear program. Talks are scheduled to take place between 7/3 and 7/15, but may continue up to the deadline. Both sides say that progress has been made, but major differences remain. (BBC 7/3)

Israeli naval forces open fire on Palestinian fishermen off the northern Gaza coast. In the West Bank, Israeli forces shoot and injure 6 Palestinians with baton rounds during a raid in al-Khader. Israeli forces also patrol in Qalqilya and 2 villages near Ramallah at night; conduct house searches and arrest raids in Balata refugee camp in Nablus, and in 1 village near Hebron at night. UN Special Coordinator for the Middle East Peace Process Robert Serry praises outgoing Palestinian PM Salam Fayyad, following the latter’s resignation (effective 4/13). Serry reaffirms the necessity of a negotiated two-state solution, and says that Fayyad ‘‘had to contend with circumstances that kept constraining the success of the state building agenda’’ that is now ‘‘at serious risk.’’ Meanwhile, Fatah Central Committee member Azzam al-Ahmad says that Abbas must form a national unity government and set a date for elections, in the light of Fayyad’s resignation. The UN Special Coordinator for the Middle East Peace Process Robert Serry warns that ‘‘the two-state solution is now on life support’’ and that 2013 is a ‘‘critical year.’’ Meanwhile, U.S. Secy. of State John Kerry says that Pres. Barack Obama will not bring a new peace initiative with him on his planned visit to the region in 3/2013. (HA, REU 2/26)

The al-Aqsa Martyrs Brigade (AMB) claims responsibility for a single rocket fired into Israel from the Gaza Strip, which causes no casualties or damage. The group says the rocket is in retaliation for the death of Arafat Jaradat in Israeli detention. Israel responds by closing the Erez and Kerem Shalon crossings. In the West Bank, the IDF patrols in and around Hebron and al-Fawar r.c. during the day, causing no serious injuries. The IDF also conducts house searches and arrest raids in 1 village nr. Nablus in the afternoon, and in and around Bethlehem and Aida r.c. and in 1 village nr. Hebron at night. Meanwhile, more than 200 activists and residents of Bayt Safafa in East Jerusalem protest plans for an extension of the Begin Highway that will run through the neighborhood. The Palestinian Authority announces that it has paid the remainder of 1/2013 salaries owed PA civil servants. (MNA 2/26) The U.S. Senate confirms Chuck Hagel as the new defense secy. in a 58-41 vote. Only four Republicans voted to confirm his nomination, reflecting the controversy over Hagel’s appointment (see JPS 167). (REU 2/26)

Iran and the P5+1 group (permanent UN Security Council members plus Germany) begin two days of talks in Almaty, Kazakhstan, the first such meeting since 7/2012 (see QU 165). (AP, REU 2/26)

White House spokesperson Jay Carney responds to a question about the consequences of the Israeli election for peace efforts by restating the administration’s call for a resumption of direct negotiations on final-status issues. Meanwhile, the UN’s special coordinator for the Middle East peace process, Robert Serry, tells a UNSC meeting that courageous steps by Israeli and Palestinian leaders are required to save the two-state solution. At the meeting, Palestinian FM Riyad al-Maliki sits behind a ‘‘State of Palestine’’ nameplate, drawing criticism from U.S. amb. Susan Rice, who says that the U.S. does not recognize the UNGA vote in 11/2012 (see Quarterly Update in JPS 166). After the meeting, Maliki says that the Palestinians’ decision about whether to go to the ICC over Israel’s settlement construction will depend on what the Israeli government does in the E1 area nr. Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. The IDF also makes a brief incursion into Gaza to a distance of 200 m from the border fence nr. Bayt Hanun to level land. In the West Bank, IDF soldiers open fire on Palestinians at the entrance to al-‘Arub r.c. nr. Hebron, killing 1 woman with a shot to the head. Eyewitnesses say the soldiers were traveling in a civilian car. Also, a Palestinian teenager shot by the IDF during clashes in Aida r.c. on 1/18 dies in the hospital. The IDF patrols in 1 village nr. Ramallah in the morning, in 1 village nr. Ramallah in the afternoon, and in 2 villages nr. Hebron at night; conducts house searches and arrest raids in 1 village each nr. Hebron and Jenin at night. Human rights NGO the Palestinian Center for Human Rights publishes a list of media workers in the Gaza Strip arrested by Hamas security services over the previous 48 hours. Meanwhile, dep. head of Hamas politburo Musa Abu Marzuq says that there is no disagreement within Hamas about Mahmud Abbas heading a unity government. (MNA 1/23)

PA fin. min. Nabil Qassis says that the government’s financial crisis is structural, requiring systematic changes in the budget and culture. He reveals that the deficit has now exceeded $1.4 b. (MNA 1/23)

Jordan holds parliamentary elections, which are boycotted by the Muslim Brotherhood–affiliated Islamic Action Front. The boycott is based on claims that the electoral system is biased in favor of rural tribal areas where pro-regime sentiment is highest, in contrast to large, more densely populated urban areas, where pro-Brotherhood views are strong among poor Palestinians. In the election, 1,425 candidates compete for 150 seats, up from 120, in the lower house. King Abdallah has agreed to cede some powers to the new legislature, such as choosing the PM and running day-to-day affairs. There are numerous reports of vote-buying and small-scale clashes in Karak governorate and some districts of Amman. The results see pro-government candidates maintain their dominance of the parliament, though 37 Islamist and other government critics win seats in the legislature. The Lebanese army states that 12 Israeli warplanes violated Lebanese airspace overnight, claiming that the breach of Lebanon’s sovereignty is a violation of UN Res. 1701, which was accepted as the basis for the cease-fire that ended the Israeli-Lebanon war of 2006. (Daily Star 1/23)

The IDF assassinates 3 Palestinian fighters in 2 separate air strikes on Khan Yunis in the morning and Dayr al-Balah in the afternoon; 2 of those killed are identified as members of the Popular Resistance Comm. (PRC), which vows to retaliate. In the West Bank, the IDF arrests a number of teachers en route to work in 1 village nr. Hebron; patrols in 1 village nr. Ramallah and 1 village nr. Hebron in the afternoon (in the latter’s case confiscating a tractor); arrests a Palestinian working on his land nr. Hebron in the afternoon; conducts house searches and arrest raids in 1 village nr. The World Bank reports that the Palestinian economy is facing its worst crisis since 1994, noting that the recent growth rate of 7.7% between 2007 and 2011 is insufficient to run a state because it is overly contingent on donor aid. The report says that sustainable growth can only be met through increased trade and private sector growth, which are hampered by restrictions imposed by Israel. Separately, UN special coordinator for the Middle East peace process Robert Serry warns that the PA is facing insolvency and has been late paying government salaries because donors have failed to fulfill pledges. IDF troops make a brief incursion into s. Gaza to level land and clear lines of sight along the border fence e. of Khan Yunis. In the West Bank, the IDF conducts late-night patrols in Jericho. Jewish settlers fr. Shilo settlement nr. Ramallah beat 4 Palestinian farmers attempting to reach their crop land nearby; the IDF observes but does not intervene. (PCHR 7/26, 8/2; OCHA 8/3)

Israel and Hamas (assisted by Egyptian mediators) agree to restore their cease-fire, ending 4 days of cross-border violence. Hamas says it has secured the agreement of the smaller Palestinian factions and will enforce a moratorium on rocket and mortar fire. A PRC spokesman says, however, that the PRCs will not abide by the cease-fire. Before the new cease-fire goes into effect, unidentified Palestinians fire as many as 27 rockets (including 5 Grads) and 2 mortars into Israel, damaging an empty school but causing no injuries. The IDF carries out 6 air strikes and 2 artillery strikes on the rocket launch site, empty Hamas training sites, and a police station, injuring 12 Palestinians (3 militants and 9 bystanders, including 5 children). An Israeli military delegation arrives in Egypt to discuss the preliminary findings of its investigation of the deaths of the 3 Egyptian soldiers, securing a new Gaza cease-fire (agreed later in the day), and repairing bilateral relations. U.S. asst. secy. of state for Near Eastern affairs Jeffrey Feltman and UN coordinator for the Middle East peace process Robert Serry are also in Cairo to help mediate. Around this time, Israeli DM Ehud Barak sends the message to Egypt’s transitional military council that they may skirt provisions of the 1979 peace treaty and send as many troops, armored vehicles, and helicopters into the Sinai as necessary to restore order and guarantee border security. The U.S. summons Israeli amb. Michael Oren and national security advisor Uzi Arad to a 4-hr. mtg. at the White House to discuss how to “contain fallout” fr. the flotilla raid and to find ways for Israel to ease the siege of Gaza without harming Israeli security. Separately, U.S. Secy. of State Hillary Clinton phones Israeli DM Ehud Barak to urge Israel to be very careful about what it says and does in the coming days to defuse the situation as quickly as possible. In light of the 5/31 flotilla incident, Egypt says it will open its border with Gaza indefinitely as of 6/2 for unlimited travel for humanitarian purposes, though import of goods will remain restricted per Israeli demands. Overnight, unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing damage but no injuries. In response, the IDF carries out 2 air strikes and fires 7 tank shells on the launch site nr. Abasan in s. Gaza, killing 2 armed Palestinians; then sends troops 400 m into Gaza to clear lines of sight in the area. Later in the day, Islamic Jihad mbrs. fire 2 Qassam rockets fr. n. Gaza into Israel, causing no damage or injuries; the IDF shells the launch site, killing 3 Islamic Jihad mbrs. Meanwhile, IDF troops on the s. Gaza border for unknown reasons fire into al-Shuka neighborhood in Rafah, wounding a 71 yr.-old-Palestinian woman inside her home. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging construction materials inside the Erez industrial zone, causing no reported injuries. The UN reports that in the previous wk., Hamas authorities in Gaza for unstated reasons shut down 6 Palestinian NGOs and confiscated some of their property; UN special coordinator for Middle East peace Robert Serry expresses concern over the impact on Palestinian civil society. The UN also reports that in the previous wk., 6 Palestinians were killed, 12 injured when a gas canister being smuggled through a tunnel on the Rafah border exploded; 1 Palestinian was killed and 2 were injured in a separate tunnel collapse. In the West Bank, the IDF opens a major road fr. Hebron to Bayt ‘Awwa that passes by Kiryat Arba settlement to Palestinian traffic for the 1st time in 8 yrs. after the High Court rules that closing the road is not necessary to protect the safety of local Jewish settlers; however, 2 road blocks at either end of the road are replaced with permanently staffed IDF checkpoints, and Palestinians wishing to use the road must apply for special IDF permits (as of 8/31 only 22 vehicles and 44 drivers were on the list). The IDF also conducts late-night arrest raids, house searches nr. Bethlehem and in ‘Askar r.c., Balata r.c., and Bil‘in. Israeli police carry out a predawn eviction of 2 Palestinian families (52 people, including 20 children) fr. the Ghawi and Hanun residences in Shaykh Jarrah (see 7/28), where they have lived for more than 50 yrs., after the High Court rules that the Jewish settlers who claim ownership can move in even while the authenticity of their deeds remains disputed; Jewish settlers move in immediately; Britain, the U.S. State Dept., and UN special coordinator for the Middle East Robert Serry issue statements denouncing the action, which in Serry’s words, “heighten[s] tensions and undermine[s] international efforts to create conditions for . . . achiev[ing] peace.” Jewish settlers fr. Harsina settlement nr. Hebron set fire to 10 d. of Palestinian agricultural land nearby in an effort to create territorial linkage btwn. the settlement and a 200 d. plot of land nearby fenced off by the IDF as a closed military zone.
