U.S. Special Envoy Martin Indyk blames both Israelis and Palestinians for not being ready to make “gut-wrenching compromises necessary to achieve peace,” in remarks made at the Washington Institute for Near East Peace, a D.C.-based think tank. Indyk also says that U.S. Secy. of State Kerry believes defining borders of a Palestinian state and establishing security arrangements for Israel are “essential” for resuming peace talks. Israeli newspaper Haaretz reports that Martin Indyk will resign from his position as U.S. special envoy for Israeli-Palestinian negotiations in light of the breakdown in negotiations, citing unnamed Israeli officials. PA Pres. Abbas holds talks with Hamas leader Khalid Mish‘al in Doha, and later meets with Qatari emir Shaykh Tamim Bin-Hamad al-Thani. Palestinian chief negotiator Saeb Erakat says that the U.S. gave a commitment that Israel will release 30 Palestinian prisoners, as planned, on 3/29. Erakat also emphasizes that the Palestinians will not take any unilateral action at the UN for the duration of the 9-mo. schedule for talks, which ends 4/29. Israel’s Justice Minister Livni and Special Envoy Yitzhak Molcho depart for Washington to meet with U.S. Secy. of State John Kerry, to discuss details of his draft framework for a peace agreement.
