In the West Bank, Israeli settlers tried to enter ‘Urif, but were repelled by Palestinians. Israeli forces razed land, uprooted 50 olive trees, and demolished 2 agricultural structures and 1 house under construction in Tuqu‘. 11 Palestinians were arrested during late-night raids in Silwad, Kifl Haris, Idhna, Hebron, and Beit Umar; 1 Palestinian was injured by live ammunition during the raid in Silwad and 1 was hit by a baton round; others suffered tear-gas related injuries during the raid in Beit Umar. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen northwest of Rafah and seized 3 boats carrying 2 generators and flashlights. In Gaza, Israeli forces made incursions and leveled land east of al-Fukhari. In the Israeli-occupied Golan Heights, 1 Israeli soldier died during a military exercise involving a tank. Khalil Awawdeh suspended his over-170-day hunger strike to protest his administrative detention after Israel said it would not extend his administrative detention period beyond 10/2. Haaretz reported that Egyptian security officials had been mediating between Islamic Jihad and Israel to secure Awawdeh’s release and that talks continued for the release of Bassam al-Saadi. Their release was reportedly a demand by Islamic Jihad for agreeing to the ceasefire after Operation Breaking Dawn. Awawdeh is currently hospitalized for treatment related to his hunger strike. The Palestinian Prisoners’ Club said that more than 1,000 Palestinian prisoners would launch a hunger strike on 9/1 in protest against Israeli punitive measures against prisoners implemented since February, including limited yard time and constant transfer of prisoners. The mass hunger strike was called off after the Israeli prison service gave in to the prisoners’ demands. (HA, MEMO, WAFA, WAFA 8/31; MEE, WAFA 9/1)

Israel imposed sanctions on 20 companies and individuals alleged to be involved in financing Hamas. The companies and individuals are in Sudan, Turkey, Algeria, and the UAE. (ALM, AP 8/31)

PA prime minister Mohammed Shtayyeh met with U.S. deputy assistant secretary for Israeli and Palestinian affairs Hady Amr in Ramallah. Prime Minister Shtayyeh called on Deputy Assistant Secretary Amr to ensure that the Biden administration will fulfill its promises to the Palestinian people. (WAFA 8/31)

U.S. president Joe Biden and Israeli prime minister Yair Lapid spoke on the phone, discussing the U.S. reentering the Iran Nuclear Deal and both countries’ commitment to prevent Iran from obtaining nuclear weapons. (AJ, REU 8/31)

The UN security council passed a resolution extending the UNIFIL mandate until 8/31/2023 and condemning harassment of UNIFIL personnel in southern Lebanon. (AP 8/31)

In the West Bank, Israeli settlers shot and injured 2 Palestinians and injured 5 others with stones near Khalat al-Daba; 3 cars were also damaged. 13 Palestinians were arrested during late-night raids in Beit Ur al-Tahta, al-Bireh, Jenin, Bethlehem, Husan, Dura, and Fawwar refugee camp. In East Jerusalem, Israeli forces raided the home of 1 Palestinian prisoner in Wadi al-Juz and ordered its occupants to demolish it; municipality workers demolished parts of the inside of the home before leaving. PA prime minister Mohammed Shtayyeh told reporters during a press conference in Ramallah that if Israel does not embrace a 2-state solution, it will result in a 1-state reality of “apartheid.” Prime Minister Shtayyeh reiterated his charge against Israeli prime minister Naftali Bennett, accusing him of a 3-no mantra: no to meeting PA president Abbas, no to peace negotiations, and no to a Palestinian state. Palestinian politician, nephew of Yasir Arafat, and former chairman of the Arafat Foundation Nasser al-Kidwa charged PA president Mahmoud Abbas with destroying the Arafat Foundation in an advance statement for the anniversary of Arafat’s death. Al-Kidwa said that President Abbas is destroying the foundation by dismissing its board and canceling its independence from the PA. (MEMO 11/11)

Israel claimed to have new evidence against the 6 Palestinian rights organizations recently deemed terrorist organizations by the state, based on a plea deal from a Spanish citizen who worked for Health Work Committee, which is not 1 of the 6 rights organizations in question. According to the indictment, some money raised by the woman was transferred to the PFLP without her knowledge. The woman, however, only said that she had suspected the organization acted on behalf of the PFLP. (AP, HA, JP, TOI 11/10; +972, MEE 11/11)

Israel, the U.S., Bahrain, and the UAE participated in a joint military drill in the Red Sea. The naval drill is scheduled to last for 5 days. (AJ, AP, HA, MEMO 11/11)

6 progressive-leaning members of U.S. congress, including Jamaal Bowman (D-NY), Mondaire Jones (D-NY), Rosa DeLauro (D-CT), Barbara Lee (D-CT), Melanie Stansbury (D-NM), and Mark Pocan (D-MN) met with Israel’s prime minister Naftali Bennett during a J Street-sponsored trip to Israel and Palestine. Representatives Bowman and Pocan also visited Hebron and Susiya with Palestinian activist Nasser Nawajah and the executive director of Breaking the Silence Avner Gvaryahu. A bipartisan group of House representatives and senators led by Chris Coons (D-DE) also met with Prime Minister Bennett and PA prime minister Shtayyeh. Senator Coons said the group had asked Israel to provide more evidence against the 6 Palestinian rights organizations (see above). Members of the Democratic Socialists of America, of which Bowman is a member, debated whether to expel Bowman due to his participation in the meeting with Naftali Bennett and his association with J Street. In the end, the Democratic Socialists of America did not expel Bowman but said that it expected to see significant movement from him on Palestine if it was to endorse him for the 2022 elections. The U.S. Biden administration reverted to the voting pattern of the Obama administration on UNGA resolutions pertaining to UNRWA. The U.S., Cameroon, Canada, the Marshall Islands, Micronesia, Nauru, Palau, Papua New Guinea, and Uruguay abstained on 1 resolution in support of Palestinian refugees’ right of return, while Israel was the only country that voted against. The U.S. and Israel were the only 2 countries to vote against a resolution calling for Israel to end its occupation of the Golan Heights. The U.S., Canada, Hungary, the Marshall Islands, Micronesia, Nauru, and Israel also voted against a resolution condemning Israeli settlement activity and evictions in East Jerusalem. In the West Bank, 2 Palestinian families were notified that Israel intend to seize 4 dunums of their land in Jaba‘ for construction of a parking lot for Israeli military vehicles. A Palestinian family from Ya‘bad accused Israeli soldiers of stealing money and jewelry from their house during a late-night raid. Israeli forces also demolished 2 Palestinian-owned water tanks near Tubas and seized a cement mixer near Salfit. 12 Palestinians were arrested during late-night raids in and around Ramallah, Nablus, Jericho, and Hebron. In East Jerusalem, 2 Palestinians were detained in al-Aqsa Mosque during prayers; both were released after 5 hours of interrogation and banned from entering the mosque for 2 weeks. During a visit by the Irish minister of foreign affairs Simon Coveney to Israel, Gaza, and the West Bank, the ministry announced that Ireland was funding a $8.8 million project for construction of solar panels in Gaza in partnership with the French Development Agency. Foreign Affairs Minister Coveney met with PA prime minister Mahmoud Abbas in Ramallah during his visit. (HA, WAFA 12/3)

In France, the French parliament passed a resolution to combat anti-Semitism that included anti-Zionism and criticism of Israel. The resolution adopted the language of the International Holocaust Remembrance Alliance’s working definition of anti-Semitism which equates some criticism of Israel as anti-Semitic. The resolution was passed despite a petition signed by 129 Jewish and Israeli scholars warning the French parliament about equating anti-Zionism with anti-Semitism. (HA 9/4)

At the UN, 5 resolutions pertaining to Israel and Palestine passed in the General Assembly. 13 countries changed their vote, compared to previous years, on the resolution in support of the Division for Palestinian Rights of the Secretariat. The 13 countries that previously abstained on the yearly vote were Germany, the Czech Republic, Austria, Bulgaria, Denmark, Estonia, Greece, Lithuania, the Netherlands, Romania, Slovakia, Brazil, and Colombia. The vote on that resolution passed 83 to 23, with 54 abstentions. (TOI 12/4; HA 12/5)

In the Gaza Strip, IDF troops conduct a limited incursion to level land close to the border fence nr. Khan Yunis. In the West Bank, the IDF conducts house searches and arrest raids in 1 village each nr. Hebron, Qalqilya, and Salfit at night; patrols in 1 village nr. Hebron in the afternoon, and in 2 villages nr. Hebron, and 1 village each nr. Nablus, Ramallah, and Salfit at night. Israeli settlers use bulldozers to level Palestinian-owned land nr. Salfit. (MNA 5/22; PCHR 5/29)

Israeli PM Netanyahu says that “the idea of taking unilateral steps is gaining ground” among Israel’s political class, particularly in light of the collapse of U.S.-led negotiations, in an exclusive interview published by Bloomberg View. Netanyahu’s office subsequently clarifies that this is not a reference to any intention to evacuate settlements. Economy Minister Naftali Bennett welcomes the remarks and urges the adoption of his plan, which would include the annexation of parts of the West Bank. Meanwhile, senior Palestine Liberation Organization (PLO) official Hanan Ashrawi condemns talk of unilateral steps as a way to bypass talks, while U.S. State Dept. spokesperson Marie Harf responds to Netanyahu’s remarks by emphasising that “no one should take any steps that undermine trust, including unilateral.” (Bloomberg, HA, YA 5/23)

China and Russia veto a UN Security Council (UNSC) res., drafted by France, referring the Syrian crisis to the International Criminal Court (ICC) for an investigation into possible war crimes. The 13 other mbrs. of the UNSC vote in favor. It is the 4th time that China and Russia have blocked Western-drafted resolutions on Syria since spring 2011. Meanwhile, the Organization for the Prohibition of Chemical Weapons (OPCW) says that the last 100 tons of Syria’s declared stockpile of precursors for poison gas and nerve agents are ready for transport, but Syrian authorities say it is too dangerous to move them for the time being. Gunmen kill Shadi al-Manaei, leader of Ansar Bayt al-Maqdis, along with 3 other mbrs. of the Egypt-based militant group, in a drive-by shooting in c. Sinai. Egyptian officials say that the attack is likely revenge for the group’s killing of local tribesmen as “collaborators.” (AP 5/22)

Lawmakers allied with Hizballah boycott a session of Lebanon’s parliament, blocking the body from electing a new pres. This is the 5th failed attempt in the past mo. Lebanon’s current pres., Michael Suleiman, is scheduled to leave office on 5/24, the last day of his 6-year term. (AP 5/22)

The IDF patrols in Tulkarm, 2 villages nr. Jenin, 2 nr. Ramallah, and 1 nr. Jericho in the morning; patrols in 2 villages nr. Jenin in the afternoon, firing stun grenades at stone-throwing Palestinian youths who confront them in 1 instance and stopping a Palestinian boy on the street and briefly detaining him for questioning in the other; conducts late night patrols in 2 villages nr. The UN Human Rights Council (UNHRC) approves 5 resolutions critical of Israel, including a res. (approved 36-1, with 10 abstentions and the U.S. voting against) calling for a UN team to be sent to investigate how Jewish settlements in the West Bank affect Palestinian rights. Israel denounces the res., vowing not to cooperate with the mission. Netanyahu’s spokesman says the council should deal with “real issues of human rights” instead of harassing Israel. Israel’s FMin. threatens to cut off all operation with the UNHRC, accusing it of “working to satisfy the Palestinians’ whims and to harm future chances of reaching an agreement though peaceful means.” (WP 3/23; NYT 3/24; JPI 4/6)

A bipartisan group of 34 U.S. representatives and 10 senators submits an appropriations request seeking $2 m. for the U.S.-Israel Energy Cooperation Program for FY 2013. The program includes such projects as solar thermal plant and smart grid designs for commercial and residential use and is seen as another “vehicle for expanding . . . common interests” between the nations. The Israeli government would match the funding dollar for dollar. (WJW 4/5)
