In the West Bank, Israeli settlers tried to enter ‘Urif, but were repelled by Palestinians. Israeli forces razed land, uprooted 50 olive trees, and demolished 2 agricultural structures and 1 house under construction in Tuqu‘. 11 Palestinians were arrested during late-night raids in Silwad, Kifl Haris, Idhna, Hebron, and Beit Umar; 1 Palestinian was injured by live ammunition during the raid in Silwad and 1 was hit by a baton round; others suffered tear-gas related injuries during the raid in Beit Umar. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen northwest of Rafah and seized 3 boats carrying 2 generators and flashlights. In Gaza, Israeli forces made incursions and leveled land east of al-Fukhari. In the Israeli-occupied Golan Heights, 1 Israeli soldier died during a military exercise involving a tank. Khalil Awawdeh suspended his over-170-day hunger strike to protest his administrative detention after Israel said it would not extend his administrative detention period beyond 10/2. Haaretz reported that Egyptian security officials had been mediating between Islamic Jihad and Israel to secure Awawdeh’s release and that talks continued for the release of Bassam al-Saadi. Their release was reportedly a demand by Islamic Jihad for agreeing to the ceasefire after Operation Breaking Dawn. Awawdeh is currently hospitalized for treatment related to his hunger strike. The Palestinian Prisoners’ Club said that more than 1,000 Palestinian prisoners would launch a hunger strike on 9/1 in protest against Israeli punitive measures against prisoners implemented since February, including limited yard time and constant transfer of prisoners. The mass hunger strike was called off after the Israeli prison service gave in to the prisoners’ demands. (HA, MEMO, WAFA, WAFA 8/31; MEE, WAFA 9/1)

Israel imposed sanctions on 20 companies and individuals alleged to be involved in financing Hamas. The companies and individuals are in Sudan, Turkey, Algeria, and the UAE. (ALM, AP 8/31)

PA prime minister Mohammed Shtayyeh met with U.S. deputy assistant secretary for Israeli and Palestinian affairs Hady Amr in Ramallah. Prime Minister Shtayyeh called on Deputy Assistant Secretary Amr to ensure that the Biden administration will fulfill its promises to the Palestinian people. (WAFA 8/31)

U.S. president Joe Biden and Israeli prime minister Yair Lapid spoke on the phone, discussing the U.S. reentering the Iran Nuclear Deal and both countries’ commitment to prevent Iran from obtaining nuclear weapons. (AJ, REU 8/31)

The UN security council passed a resolution extending the UNIFIL mandate until 8/31/2023 and condemning harassment of UNIFIL personnel in southern Lebanon. (AP 8/31)

In the West Bank, Israeli settlers shot and injured 2 Palestinians and injured 5 others with stones near Khalat al-Daba; 3 cars were also damaged. 13 Palestinians were arrested during late-night raids in Beit Ur al-Tahta, al-Bireh, Jenin, Bethlehem, Husan, Dura, and Fawwar refugee camp. In East Jerusalem, Israeli forces raided the home of 1 Palestinian prisoner in Wadi al-Juz and ordered its occupants to demolish it; municipality workers demolished parts of the inside of the home before leaving. PA prime minister Mohammed Shtayyeh told reporters during a press conference in Ramallah that if Israel does not embrace a 2-state solution, it will result in a 1-state reality of “apartheid.” Prime Minister Shtayyeh reiterated his charge against Israeli prime minister Naftali Bennett, accusing him of a 3-no mantra: no to meeting PA president Abbas, no to peace negotiations, and no to a Palestinian state. Palestinian politician, nephew of Yasir Arafat, and former chairman of the Arafat Foundation Nasser al-Kidwa charged PA president Mahmoud Abbas with destroying the Arafat Foundation in an advance statement for the anniversary of Arafat’s death. Al-Kidwa said that President Abbas is destroying the foundation by dismissing its board and canceling its independence from the PA. (MEMO 11/11)

Israel claimed to have new evidence against the 6 Palestinian rights organizations recently deemed terrorist organizations by the state, based on a plea deal from a Spanish citizen who worked for Health Work Committee, which is not 1 of the 6 rights organizations in question. According to the indictment, some money raised by the woman was transferred to the PFLP without her knowledge. The woman, however, only said that she had suspected the organization acted on behalf of the PFLP. (AP, HA, JP, TOI 11/10; +972, MEE 11/11)

Israel, the U.S., Bahrain, and the UAE participated in a joint military drill in the Red Sea. The naval drill is scheduled to last for 5 days. (AJ, AP, HA, MEMO 11/11)

6 progressive-leaning members of U.S. congress, including Jamaal Bowman (D-NY), Mondaire Jones (D-NY), Rosa DeLauro (D-CT), Barbara Lee (D-CT), Melanie Stansbury (D-NM), and Mark Pocan (D-MN) met with Israel’s prime minister Naftali Bennett during a J Street-sponsored trip to Israel and Palestine. Representatives Bowman and Pocan also visited Hebron and Susiya with Palestinian activist Nasser Nawajah and the executive director of Breaking the Silence Avner Gvaryahu. A bipartisan group of House representatives and senators led by Chris Coons (D-DE) also met with Prime Minister Bennett and PA prime minister Shtayyeh. Senator Coons said the group had asked Israel to provide more evidence against the 6 Palestinian rights organizations (see above). Members of the Democratic Socialists of America, of which Bowman is a member, debated whether to expel Bowman due to his participation in the meeting with Naftali Bennett and his association with J Street. In the end, the Democratic Socialists of America did not expel Bowman but said that it expected to see significant movement from him on Palestine if it was to endorse him for the 2022 elections. The U.S. Biden administration reverted to the voting pattern of the Obama administration on UNGA resolutions pertaining to UNRWA. The U.S., Cameroon, Canada, the Marshall Islands, Micronesia, Nauru, Palau, Papua New Guinea, and Uruguay abstained on 1 resolution in support of Palestinian refugees’ right of return, while Israel was the only country that voted against. The U.S. and Israel were the only 2 countries to vote against a resolution calling for Israel to end its occupation of the Golan Heights. The U.S., Canada, Hungary, the Marshall Islands, Micronesia, Nauru, and Israel also voted against a resolution condemning Israeli settlement activity and evictions in East Jerusalem. Fourteen of 15 mbrs. of the UNSC make statements condemning Israel’s settlement construction plans, while the U.S. vows to veto any resolution on the issue. Four separate statements are made by the 8 council mbrs. from the Non-Aligned Movement, the 4 European mbrs., as well as Russia and China. Meanwhile, the Jerusalem District Planning and Building Comm. approves the creation of a new Jewish settlement, Givat Hamatos, in the s. of East Jerusalem, not far from Har Homa. In addition, Israel’s Defense Ministry advances plans to build 523 homes in Giva’ot settlement in the Gush Etzion bloc, though this plan is long-standing and unrelated to the recent high-profile construction announcements tied to the Palestinian bid at the UN. The IDF announces that it will issue permits to around 500 Christian Palestinians from the Gaza Strip to visit Bethlehem for Christmas. In the West Bank, the IDF conducts house searches and arrest raids in Jenin, Nur Shams r.c. nr. Tulkarm, 1 village each nr. Hebron and Jenin, and 2 villages nr. Nablus. (JP 12/19; PCHR 12/20)

Palestinian government employees begin a 2-day general strike to protest a delay in the payment of their wages due to Israel’s withholding of around $100 m. customs revenue. Around 50,000 workers take part in the strike. Meanwhile, Palestine Monetary Authority chief Jihad al-Wazir says that Palestinian banks will lend the PA $100 m., set to be repaid when the Arab League delivers its promised financial safety net. Israel’s Central Elections Comm. votes to disqualify MK Haneen Zoabi, from Balad party, from running in the forthcoming elections, a decision based largely on her participation in the 2010 Gaza flotilla. (HA 12/19)

Palestinian pres. Mahmud Abbas offers to take in Palestinian refugees fleeing from fighting in Syria, and UN secy.-gen. Ban Ki-moon calls on Israel to facilitate their entry. Meanwhile, the UN launches its biggest aid appeal to date for Syria, estimating that it needs $1.5 b. to cope with a ‘‘dramatically deteriorating humanitarian situation.’’ Meanwhile, the Security Council passes a U.S.-and-Russian-drafted resolution on extending the peacekeeping mission in the demilitarized zone between Syria and Israel. Israeli-Palestinian clashes intensify, leaving 9 Palestinians dead, including senior Fatah official Jamal `Abd al-Razik, whose car is ambushed and strafed by IDF troops. Hrs. later, a remote-controlled car bomb explodes during rush hr. in Hadera, Israel, killing 2 Israelis, injuring 60. Although Arafat denounces the bombing, Barak blames the PA, vows Israel will "get even," convenes his security cabinet to discus how to respond; the cabinet recesses without taking a decision. At an emergency session of the UN Security Council (UNSC) in New York, Egyptian, Palestinian envoys call for international protection for the Palestinians. Occupied Palestine/Israel: Al-Fajr reports Palestinian political prisoners in Asqalan and Jenin prisons begin open-ended hunger strike this week to protest brutal actions by guards. Mothers and relatives of Asqalan prisoners continue their hunger strike at the Gaza Red Cross office; Israeli army threatens to disband their sit-in strike by force [FJ 10/4]. Al-Fajr daily prints obituary for Lt. Col. Muhammad al-Ghoul, the chief of security for the Tunis headquarters of the PLO killed in the 10/1 raid. Other reports mention death of Abu al-Tayyib, leader of Force 17, Arafat's bodyguard unit [BG 10/5].

Arab World: Tunisian civilians killed in 10/1 Israeli air raid on PLO headquarters in Tunis have been quietly buried to avoid anti-American backlash, Tunis announces; 60 died in the raid, including 12 Tunisian civilians [WP 10/5]. Tunisian police are deployed to prevent opposition parties from marching on the U.S. embassy [FT 10/5].

Other Countries: UN Sec. Council passes, by vote of 14-0 (with the U.S. abstaining), resolution condemning Israeli air raid on PLO headquarters in Tunis, urging member countries to "take measures to dissuade Israel from resorting to such acts," stating Tunisia's right to reparations. Occupied Palestine/Israel: Body of an Israeli, Haim Falah, who had been shot in the head, is found in the Galilee [MG 10/7]. Anonymous caller phones Western news agency in Jerusalem and claims responsibility on behalf of Fateh's Force 17 for killing 2 other Israelis near Jerusalem; their bodies have not yet been found [MG 10/7].

Arab World: Islamic Jihad organization delivers message and Polaroid photo to 2 Beirut newspapers stating they have executed William Buckley, political officer at the U. S. embassy held hostage since March 1984, in retaliation for Israel's 10/1 air raid on PLO headquarters in Tunis, in which they said the U.S. was involved. Buckley's body has not been found, and the claim is unconfirmed [LAT 10/4; LT 10/5].

Cease-fire holds, reportedly due to Haig resignation; IDF claims to have destroyed SAM batteries; 560 IDF tanks, 2400 armored personnel carriers, 120 howitzers around Beirut; IDF units skilled in urban fighting reportedly brought up from Golan; IDF and Syrians reinforcing units.

Casualties:
