Late in the afternoon, Israel’s interior M Eliyahu Yishai (Shas) announces approval of 1,600 new settlement housing units in Ramat Shlomo in East Jerusalem, in a move that threatens to scuttle the new peace initiative announced on 3/8. The Gaza cease-fire holds, with no Israeli or Palestinian violence reported. Israeli officials say the IDF has accelerated its withdrawal fr. Gaza in hopes that it will be completed by the time U.S. pres.-elect Barack Obama is sworn in on 1/20. Across Gaza, some stores reopen, and traffic along the main north–south route (occupied by the IDF during the war) resumes, though observers say (WP 1/20) that “much of the main highway was nearly impassable from the dirt and debris plowed up by Israel’s military”; Hamas-led police provide traffic control in damaged areas and generally try to assert a presence. Israel allows a small group of foreign reporters into Gaza and permits them to interview Palestinians, but requires them to team report as a pool and runs their coverage through IDF censors, given the continued presence of Israeli soldiers in the field. Israel for the first time since 12/27 allows a few truckloads of commercial goods into Gaza in addition to humanitarian aid; in total, 208 truckloads are allowed entry. Rescue workers continue searching for survivors and uncovering bodies (at least 14 today), particularly in al-Zaytun. Overnight, the IDF makes an incursion into Abasan, raiding and searching homes, occupying several as operational bases, making air strikes on local gunmen who confront them (killing 1 Hamas mbr., seriously wounding 2 Islamic Jihad mbrs. and 1 Hamas mbr.), demolishing 1 Palestinian home, bulldozing 110 d. of agricultural land and 4 poultry farms, arresting 4 Palestinians before withdrawing late in the evening. The IDF also makes an early-morning incursion into Jabaliya town, fatally shooting a Palestinian civilian riding a bicycle for no apparent reason, exchanging fire with local gunmen (killing 1 armed Palestinian, 1 bystander), hitting 3 Palestinian homes with tank fire (injuring 3 Palestinian civilians). Later, Palestinians fire a Grad-type rocket fr. Israel begins wk.-long celebrations leading up to its 60th anniversary on 5/14, while Palestinians solemnly prepare to mark the Nakba; more than a dozen foreign heads of state, including U.S. Pres. George W. Bush, plan to make official visits to Israel in the next wk. Overnight, in Gaza, IDF tanks and troops raid Abasan under cover of air support, cutting electricity to the area, exchanging heavy fire with Palestinian gunmen, making numerous air strikes and firing tank shells in the densely populated residential area, killing 1 armed Palestinian and 1 Palestinian civilian (a woman killed when soldiers detonate explosives outside her door and storm her home, detaining her children, ages 2–12, in a room for 6 hrs. before releasing them), wounding 19 armed men and 4 civilians (including 1 woman, 2 children), arresting 60 Palestinians (55 are released on 5/8), demolishing 2 Palestinian homes, and bulldozing large areas of agricultural land before withdrawing late in the evening. Hizballah mbrs. and their supporters in Amal and the Syrian Social Nationalist Party (SSNP) set up roadblocks leading to Beirut International Airport, other major roads in an effort to press the government to reverse its 5/6 decisions. They clash with gunmen affiliated with Saad Hariri’s Future Movement, leaving 5 civilians, 2 soldiers wounded. (NYT, WP 5/8)

As the quarter opened, Israeli and Palestinian Authority (PA) negotiating teams created at the 11/07 Annapolis summit were holding regular meetings to discuss final status. Israel, meanwhile, maintained an extremely tight seal on Gaza following Hamas’s 1/23– 2/3 breach of the Gaza-Egypt border (see Quarterly Update in JPS 147); no exports were permitted and only very limited humanitarian imports were allowed. During the day, the Israel Defense Forces (IDF) makes a ground incursion into Rafah, clashing with local gunmen, killing 1 Hamas mbr., wounding 7 Palestinians (including 1 bystander). In the West Bank, the IDF conducts arrest raids, house searches in ‘Ayn al-Sultan refugee camp (r.c.) nr. Jericho, nr. Nablus. A Palestinian resistance mbr. wounded during a 2/11 IDF raid on Wadi al-Silqa dies. An Islamic Jihad mbr. dies of injuries sustained on 2/15 when a mortar he was preparing exploded prematurely. The IDF sends troops into Gaza City, clashing with local gunmen and calling in an air strike, killing 1 armed Palestinian, wounding a 2d. In the West Bank, the IDF conducts arrest raids, house searches in Tubas. A Palestinian resistance mbr. wounded by IDF fire in Jabaliya on 2/7 dies. Palestinian residents of Silwan in East Jerusalem appeal to the Israeli High Court for a temporary stop-work order to halt tunneling under their homes by the Israeli Antiquities Authority (IAA) and to block workers from entering their private property. Israeli police later arrest 4 Palestinians, including 3 landowners who had filed the appeal, placing them under house arrest for 5 days and charging them with sabotaging the IAA project. The IDF makes at least 4 air strikes on Gaza targeting Hamas, attempting to assassinate Hamas mbr. Muhammad Shatat as he drives in Gaza City (causing no injuries), hitting 2 suspected weapons caches and 2 money exchanges in Jabaliya r.c. (also destroying a Palestinian home) and Gaza City (wounding 7 Palestinians, including a pregnant woman, 2 children). Palestinians fire at least 3 rockets fr. Gaza into Israel, causing no damage or injuries. In Jabaliya, 2 Abu Rish Brigades mbrs. (affiliated with Fatah) are injured when explosives they are handling detonate prematurely. In the West Bank, the IDF conducts arrest raids, house searches in and around Bethlehem and Nablus, in Qalqilya, and nr. Hebron, Jenin, Ramallah, Salfit, Tulkarm. Meanwhile, Abbas, Hamas-affiliated PA PM Ismail Haniyeh meet in Gaza to discuss ways of calming intra-Palestinian violence. Abbas also meets with reps. of other factions to urge them to halt rocket fire into Israel. Unidentified gunmen fire on the home of a Fatah leader in Gaza City, wounding 1 Palestinian. With the cease-fire at Nahr al-Barid r.c. holding, the Lebanese army reinforces troops around the camp. Palestinian refugees continue to flee the r.c. during the day, most heading to nearby Biddawi r.c.; at most, half of the 40,000 residents remain. The UN warns the camp is still without water, electricity; food supplies are low. The PLO says it would not object to the Lebanese army entering the r.c. if necessary; raises the possibility of sending in fighters fr. Palestinian factions who know the layout of the r.c. to roust the FI mbrs. Palestinian leaders in the camp and local Islamist figures in Tripoli attempt to negotiate a FI surrender. The Israeli navy fires on Palestinian fishing boats off the coast of Bayt Lahiya, forcing them to return to shore. With approval of the PC, PA Pres. Mahmud Abbas (Fatah) swears in the first Palestinian national unity government headed by PM Ismail Haniyeh (Change and Reform), in keeping with agreements reached by Fatah and Hamas in Mecca on 2/8 aimed at halting intra-Palestinian violence. IDF troops on the n. Gaza border nr. Bayt Hanun shoot, wound 2 Palestinians who stray nr. the border fence while trapping birds. In the West Bank, the IDF conducts arrest raids, house searches in Qalqilya, nr. Jenin; begins construction of a new fence around Karmi’el, Ma’on settlements nr. Hebron that will confiscate around 1,000 d. of Palestinian land to create territorial unity btwn. the 2 settlements. In Gaza City, Hamas-Fatah violence continues for a 6th day, leaving an ESF officer, 3 Hamas mbrs. dead, and 8 ESF mbrs. injured; among the incidents, a bomb explodes outside the home of a Dahlan bodyguard (causing no injuries), Hamas mbrs. fire mortars and antitank rounds at the Fatah-controlled PA police headquarters. Other clashes are reported in and around Khan Yunis, nr. Jabaliya, and in Bayt Hanun. Several Palestinians are also kidnapped during the day in Hamas-Fatah rivalries: Fatah’s Brig. Gen. Sayyid Shaban, head of the PA National Security Forces in central Gaza (quickly released); senior Hamas cmdr. Ashraf Firwana; 2 teenage children of a Fatah col.; a senior Fatah official; a Fatah municipal official. A Fatah mbr. dies of injuries received in the latest round of intra-Palestinian fighting. Fighting also spreads to Nablus, where Fatah mbrs. kidnap, quickly release several Hamas mbrs. In Jabaliya r.c., PFLP mbrs., Islamist parties hold a sit-in to protest the ongoing Palestinian violence. In Ramallah, AMB mbrs. kidnap, kill an alleged Palestinian collaborator with Israel. In Gaza, the IDF launches air strikes destroying the homes of 5 Palestinian militants in Jabaliya, Gaza City, and Rafah after warning residents to leave, destroying the homes of 2 bystanders, wounding 1 bystander. Hamas, Islamic Jihad fire at least 13 rockets fr. Gaza into Israel, killing 1 Israeli woman in Sederot (marking the 1st fatality in a rocket strike since 7/05, the 7th fatality since rocket strikes began in 1/02; see Quarterly Update in JPS 123), wounding 2 Israelis in Ashqelon and Sederot, damaging a home. In Gaza, the IDF continues operations in n. Gaza, fatally shooting 2 Palestinian militants, 1 PA security officer in Bayt Hanun; expanding operations in Jabaliya r.c., firing on residential areas. Palestinians fire some 10 rockets fr. Gaza into Israel, causing no serious damage or injuries. In the West Bank, the IDF searches homes in Askar r.c. nr. Nablus, firing on a PSF post, wounding 3 PSF officers; conducts arrest raids, house searches nr. Bethlehem, Nablus. (NYT, WP 11/6; PCHR 11/9)

Overnight, the IDF launches a major raid into eastern neighborhoods of Gaza City to look for “terrorist infrastructure,” sending in troops, tanks, bulldozers, accompanied by helicopters; making an air strike on a clearly marked Reuters TV truck covering the incursion, saying it was “acting suspiciously,” seriously wounding 2 Reuters journalists; during the day, the IDF fires on residential areas, warns residents to leave, exchanges fire with and conducts air strikes on Palestinian gunmen (killing 3 Palestinian gunmen, 1 Palestinian civilian; wounding 2 Palestinian militants, 10 civilians), occupies houses as observation posts. Also in Gaza, the IDF closes the Rafah crossing, Nahal Oz pipeline. In the West Bank, the IDF fatally shoots a Palestinian guard outside a school in Jenin, claiming he was acting suspiciously; raids, searches the Ramallah home of Hamas-affiliated PC mbr. Mahmud Muslih, arresting him; patrols in Jenin town and r.c., Nablus (firing on residential areas in both cases, causing no injuries); conducts arrest raids, house searches in and around Hebron and nr. Overnight, the IDF launches ground operations in al-Shuka, using helicopters, drones, and some 50 tanks, armored vehicles, bulldozers; seals off Dahaniyya airport, the eastern entrance to Rafah, the main north–south Gaza highway; makes heavy air and artillery strikes on residential areas throughout the day, with Palestinian militants retaliating with antitank and light weapons fire, leaving 2 Hamas mbrs., 2 Islamic Jihad mbrs., 1 PA security officer, 5 bystanders dead and more than 30 Palestinians wounded (including at least 8 militants, 18 civilians). Palestinians fire 4 rockets toward Israel, but all land inside Gaza, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. The IDF operates in 20 villages in s. Lebanon, most of them less than 2 mi. inside the border, engaging in intense clashes with Hizballah (particularly in Bint Jubayl, Maroun al-Ras, Marwahin, Rajmin), with Hizballah killing 4 IDF soldiers, wounding 4, destroying at least 4 APCs in Aita al-Sha‘b and Taybeh. The IDF also continues air strikes across Lebanon, including in s. Beirut (hitting houses of senior Hizballah and Hamas mbrs.), Blat, Nabatiyya, Rashaya, Taybeh, in the Biqa‘ Valley, and in the far n. nr. the border with Syria. Hizballah fires around 180 rockets into n. Israel, killing 5 Israeli civilians in Acre and 3 bedouin in Tarshiha nr. In Gaza, the IDF expands ground operations in Bayt Hanun under artillery fire, occupying the town, firing on residential areas (killing 2 Palestinians), bulldozing land and homes, occupying houses as military bases, forcing some residents to flee; fires 2 artillery shells at a group of Palestinian children playing soccer in al-Bureij r.c., wounding a 14-yr.-old; fires on residential areas of Abasan, wounding 1 Palestinian. Palestinians fire at least 7 rockets fr. Gaza into Israel, lightly injuring 2 Israelis. In the West Bank, the IDF makes a raid on Nablus, where Palestinian militants throw an explosive device at troops, killing 1 IDF soldier, wounding 6; sends undercover units into Bethlehem to detain a wanted AMB mbr.; conducts late-night arrest raids nr. The IDF intensifies attacks on e. and n. Lebanon, hitting Lebanese army barracks in Tripoli and army bases in Baalbek (killing 9 Lebanese soldiers), homes of Hizballah officials in the east; conducting heavy bombing of s. Beirut to destroy underground bunkers where Nasrallah and Hizballah’s senior leadership may be hiding; hitting fuel depots at the Beirut airport for a 2d time. In total, at least 38 Lebanese (mostly civilians) are killed during the day, including 12 civilians killed when the IDF targets a minibus in s. Lebanon. Overnight in Gaza, the IDF conducts air strikes heavily damaging the offices of Change and Reform PC mbrs. in Bayt Lahiya (causing no injuries), destroying a bridge linking Nussayrat r.c. with alMughraqa; directs tank fire on a Palestinian truck approaching its position but refusing orders to halt, killing 1 Palestinian, wounding a 2d. During the day, the IDF continues to shell n. Gaza, targeting 2 PA security offices and damaging 4 Palestinian homes; bulldozes 83 d. of Palestinian land nr. Dayr al-Balah, more than 100 d. of land outside al-Qarara; fires on residential areas of Khuza’ nr. the border, wounding a Palestinian woman inside her home. Some 50 Palestinian militants temporarily take over the Rafah crossing, allowing as many as half of the 4,000 Palestinian stranded on the Egyptian side to enter Gaza; Egyptian border police block Palestinians who try to cross fr. Gaza into Egypt. Palestinians fire at least 7 rockets fr. Gaza into Israel, causing damage in 1 incident but no injuries. Overnight, after Olmert’s security cabinet approves a list of “more significant” Hizballah targets, the IDF makes air strikes on Hizballah sites in s. Beirut and targets the Beirut–Damascus highway (in an attempt to complete an air, sea, and land blockade on Lebanon). During the day, the IDF extends the naval blockade northwards to Tripoli; shells numerous bridges, roads, other civilian infrastructure, especially in s. Beirut; makes air strikes on the building serving as Hizballah’s headquarters and Nasrallah’s residence (destroying it), its al-Nur radio station (missing and hitting an apartment building), and the Beirut airport, a major power plant and a bridge s. of the capital, a PFLP base nr. the Syrian border. At least 8 Lebanese civilians are reported killed (3 in Beirut, 5 in the south), 55 injured during the day, raising the estimated death toll since the start of operations to 66 Lebanese (overwhelmingly civilians), more than 200 wounded. Hizballah continues to fire Katyushas at n.
