As agreed on 9/30, Israel releases 19 Palestinian female prisoners in exchange for a 2-min. video fr. Hamas proving that captured IDF soldier Cpl. Shalit is still alive. A 20th prisoner is expected to be released on 10/3. After Palestinians fire 3 rockets fr. Gaza into Israel (causing no damage or injuries), the IDF carries out air strikes on smuggling tunnels along the Rafah border and on a marble factory and an iron warehouse in Gaza City suspected of being used to manufacture weapons. In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas) and at Palestinian activists, some of whom throw stones at IDF troops, taking part in a demonstration against the separation wall in Bil‘in (injuring 2 international activists); conducts late-night raids, house searches nr. Israeli security forces prevent thousands of Palestinians fr. entering East Jerusalem for Friday prayers at the al-Aqsa Mosque. The overcrowded conditions at Qalandia checkpoint cause at least 35 Palestinians to faint. Additional checkpoints are also erected in the Old City. (PCHR 10/8)

Hamas mbr. Yusuf Abu Zuhri, the brother and bodyguard of Hamas spokesperson Sami Abu Zuhri, dies in Egyptian custody. Hamas accuses Egyptian authorities of torturing him. Abu Zuhri was detained in al-Arish in 4/09 on charges of entering Egypt illegally through a smuggling tunnel on the Rafah border. (Agence France-Presse 10/13; JPI 10/22)

At Abbas’s request, the UN Human Rights Council (HRC) defers until 3/10 a vote to endorse the UN’s Goldstone report (see 9/15). The move is supported by Israel and the U.S. but is immediately denounced by Palestinians. (WP 10/2; WP 10/3; JR 10/26)

Israel and Hamas announce a deal (to be implemented 10/2) in which Israel would free 20 female Palestinian prisoners (4 fr. Hamas, 5 fr. Fatah, 3 fr. Islamic Jihad, 1 fr. the PFLP, and 7 not affiliated with any group) convicted of minor offenses in exchange for definitive proof that captured IDF soldier Cpl. Gilad Shalit is still alive. In the West Bank, an IDF jeep hits and kills 1 Palestinian teenager on the grounds of a school nr. Jenin in disputed circumstances (the IDF says it was an accident, whereas Palestinian eye-witnesses say the jeep was chasing the youth); angry Palestinians throw stones, clash with IDF troops, who respond with tear gas, causing minor injuries. The IDF also conducts latenight raids, house searches in and around Qalqilya, and nr. In retaliation for Palestinian rocket fire on 8/24, the IDF carries out an early morning air strike on smuggling tunnels on the Rafah border, collapsing a tunnel, killing 2 Palestinians and injuring at least 6 others; 1 person is reported missing. In the West Bank, the IDF storms the Bayt Jala offices of Bethlehem 2000 Radio, confiscating $150,000 worth of equipment; conducts raids, house searches nr. Ramallah, and Jericho, in Hebron and al- ‘Arub r.c. nr. Hebron, arresting 5 Palestinians (including 2 teenagers); patrols and opens fire in Qabatya village nr. Jenin, causing no reported injuries. Palestinian Authority (PA) PM Salam Fayyad publicizes a 65-page plan to unilaterally build a de facto Palestinian state comprising both the West Bank and Gaza by 2011. (NYT, WP, WT 8/26; WJW 8/27; JPI 9/4)(See Doc. B4 in JPS 153)

To mark captured IDF soldier Cpl. Gilad Shalit’s upcoming 23d birthday on 8/28, 100s of Israeli activists demonstrate outside Israeli security prisons where Palestinians are detained to prevent prisoners’ families fr. visiting them; Israeli police arrest 4 demonstrators. Israel consequently suspends family visits for West Bank prisoners in the Hadarim and Shikma prisons allegedly to reduce the likelihood of clashes. (OCHA 8/25; JPI 9/4)

Israel releases elected Hamas-affiliated speaker of the Palestinian parliament ‘Aziz Dwayk, jailed nearly 3 yrs. before as part of an IDF arrest sweep targeting Hamas leaders in the wake of IDF Cpl. Gilad Shalit’s capture; some 40 other Hamas legislators remain in custody. The release raises speculation that a Hamas-Israeli prisoner exchange deal to free Shalit is imminent. A wk. after making public comments about Arabs that were denounced as racist, Israeli internal security M Yitzhak Aharonovitch (Yisrael Beitainu) makes a highly controversial 90-min. visit to the al-Aqsa Mosque compound, including entering the mosque, to “review police deployments” at the site. He says his visit was coordinated with Muslim authorities, which they deny. A similar visit to the compound by Ariel Sharon in 2000 sparked the al-Aqsa intifada. In the West Bank, the IDF levels 500 d. of Palestinian land in Issawiyya on the outskirts of Jerusalem to “preserve the natural beauty of the city [i.e., Jerusalem]”; conducts late-night arrest raids, house searches nr. Tulkarm. Jewish settlers fr. Avnei Hefetz settlement nr. Tulkarm erect a tent in nearby Kafr Labad village, previously bulldozed by the IDF, with the aim of expanding the settlement. As Israel continues widespread air and naval bombardment of Gaza for a 3d day, Israeli DM Barak declares “all-out war” on Hamas. The IDF declares a 2-mi. buffer zone around the Strip a closed military zone and continues amassing tanks and troops there, indicating further preparations for a ground invasion. Israeli military officials speaking anonymously say they have expanded the IDF’s target list to include Hamas’s support network and symbols of Hamas power, stating that “there are many aspects of Hamas, and we are trying to hit the whole spectrum, because everything is connected and everything supports terrorists against Israel” and that “anything affiliated with Hamas is a legitimate target.”

Israeli actions: The IDF reports hitting 100 sites today, including more Islamic University buildings (including the engineering dept., library); homes and offices of Hamas leaders; PA government buildings (including the Interior Min., Finance Min., Foreign Min., Labor Min., Construction and Housing Min., and a PA presidential guest house); Bani Suhayla’s municipal building; the alZawiyya Mosque in Jabaliya r.c. and Omar Bin al-Khattab Mosque in al-Bureij r.c.; more civil and naval police stations; more tunnels along the Rafah border; the headquarters of Hamas’s al-Aqsa TV; Gaza’s port (for a 2d day); and 1 Izzeddin al-Qassam Brigades training site. Target areas include Abasan, Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Rimal, al-Sabra, Shaykh Ajlin, Tal al-Hawa), Jabaliya town and r.c., Khan Yunis, Nussayrat r.c., al-Qarara, Rafah, Shati’ r.c., Tal al-Za‘atar. Just before strikes on Rafah, Israeli Military Intelligence makes 10,000 automated calls to Rafah residents warning of pending air strikes, breaks into Palestinian radio broadcasts to urge residents across Gaza to move to city centers. Palestinian medical officials report at least 364 Palestinians dead, 1,500 wounded since 12/27.

Palestinian actions: Palestinians fire 66 rockets, 14 mortars into Israel (twice as many as in the previous 24 hrs.), killing 3 Israeli civilians (1 each in Nahal Oz, Ashdod, Ashqelon; 1 of them an Israeli Palestinian) and wounding 5 (3 of them Israeli Palestinians), with 2 rockets hitting 23 mi. north in Gan Yavne/Ashdod. A Palestinian mortar hits an IDF base in Netivot, s. and e. of the Nahal Oz crossing, killing 1 IDF soldier (a Druze), seriously wounding 1, lightly injuring 4. The Israeli toll stands at 4–5 dead, about 20 injured. Reports circulate (e.g., NYT 12/30) of Hamas gunmen executing at least 5 accused collaborators with Israel inside hospitals; the 5 had been jailed for collaboration and transferred to hospitals after being wounded in IDF air strikes on jails.

Humanitarian notes: Israel allows 40 truckloads of humanitarian aid into Gaza; Egypt allows 23 truckloads of emergency goods in, some wounded out through Rafah. International aid groups (including Amnesty International, the UN) say aid transfers are insufficient, warn that the death toll is rising in part because of lack of medicines and medical supplies, food, and fuel.

Of note: One Israeli air strike heavily damages the UN Special Coordinator’s Office (UNSCO) headquarters in Gaza City, prompting the UN to issue a formal complaint. Egyptian TV reports that captured IDF Cpl. Gilad Shalit has been wounded in an Israeli air strike in recent days; Hamas does not comment. Overnight, the IDF sends tanks and troops into Abasan to search homes (reportedly using some Palestinians as human shields), exchanging fire (including tank shells) with local gunmen (killing 1 Palestinian, wounding 1), detaining 21 (releasing them in the evening), and bulldozing 225 d. of agricultural land, a greenhouse, an irrigation system before withdrawing late at night. The IDF also makes an air strike on Rafah, assassinating Izzeddin al-Qassam Brigades cmdr. Nafiz Mansur, who allegedly had a role in the capture of IDF Cpl. Gilad Shalit, as he walks through town, seriously wounding a 15-yr.-old bystander, damaging several surrounding homes. IDF soldiers at the Kerem Shalom crossing fire on Palestinian farmers who stray nr. the border fence, causing no reported injuries. Palestinians fire 30 rockets, mortars fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in Jenin town and r.c., Tulkarm and nr. Hebron. As a gesture to Abbas, Israel frees 57 Palestinian prisoners from the West Bank (mostly Fatah mbrs. but also mbrs. of the DFLP, PFLP, and PA security forces) to mark Ramadan; the release of 29 prisoners fr. Gaza to “encourage the moderates” there is delayed until 10/2 after Israeli pres. Shimon Peres initially refuses to sign the releases, citing captured IDF soldier Gilad Shalit’s continued detention in Gaza, finally signing them late in the evening. Meanwhile, the IDF on the Israeli side of the Erez crossing fires at a crowd on the Palestinians side gathered to welcome home the prisoners, wounding a 14-yr.-old Palestinian boy. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, in Hebron, nr. Ramallah; removes Jewish settlers fr. 2 unauthorized settlement outposts occupied on 9/30 as well as fr. 2 new sites occupied today nr. Elon Moreh settlement nr. Nablus and Keddumim settlement nr. Qalqilya. In Gaza, some 300 PFLP mbrs. stage a solidarity sit-in outside the home of a UNRWA staff mbr. who was temporarily kidnapped, beaten by unknown assailants earlier in the day. Late in the evening, the IDF sends undercover units dressed in ESF uniforms into Rafah to kidnap and take to Israel Hamas military cmdr. Mihawish al-Nu‘aymat (also reported as Mohawah al-Qadi), who reportedly has information on captured IDF soldier Gilad Shalit. In the West Bank, the IDF conducts arrest raids, house searches in Jenin town and r.c., Qabatya and nr. Hebron; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 1. A 13-yr.-old Palestinian boy is injured by IDF UXO nr. Nablus. Across Gaza, Fatah supporters for a 3d week hold Friday prayers outside in protest against Hamas; the ESF clashes with demonstrators in al-Bureij r.c., Gaza City, Jabaliya r.c., Khan Yunis, and Rafah, using batons and percussion grenades, leaving a total of 51 Palestinians injured, 20 Fatah mbrs. arrested, 3 journalists temporarily detained; reports differ as to whether the ESF tried to break up peaceful prayer services or only intervened afterward, when Fatah supporters began chanting anti-Hamas slogans and throwing stones at ESF officers. In the West Bank, the IDF conducts arrest raids, house searches nr. Hebron, Nablus and in Balata r.c., Tubas. The Palestinian groups holding IDF soldier Gilad Shalit release a video of him to mark the anniversary of his capture in a raid 1 yr. ago in which he urges the Israeli government to agree to a swap of Hamas prisoners for his release. The Army of Islam issues a new video of kidnapped BBC correspondent Johnston warning that he would be killed if an attempt were made to free him by force. Four Islamic Jihad and AMB gunmen in an armored jeep marked “TV” and “press, carrying RPGs and supported by mortar fire, break through the Gaza border fence nr. the Kissufim crossing, engage IDF troops for 2 hrs. in what Islamic Jihad describes as an attempt to capture a 2d IDF soldier (Cpl. Gilad Shalit was captured in 6/06 and is still being held); 1 Palestinian is killed. The IDF continues operations in Shuka, bulldozing 33 d. of Palestinian land, exchanging fire with local Hamas mbrs., leaving 1 Hamas mbr. dead. Palestinians detonate a roadside bomb nr. an IDF tank n. of Bayt Hanun, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. Hebron and in Jenin town and r.c., Tulkarm. Jewish settlers fr. Hebron severely beat a Palestinian teenager nr. the Ibrahimi Mosque/Tomb of the Patriarchs; an ambulance sent to the scene is barred by the IDF, stoned by settlers; the IDF arrests the teenager. The Lebanese army escalates attacks on FI, sending special forces and armored personnel carriers into areas around Nahr al-Barid r.c. to root out FI mbrs., increasing tank, artillery shelling of FI positions inside the camp to the highest level to date. FI replies with mortar and sniper fire. The army reports 6 soldiers killed, more than 40 wounded during the day. FI reports 4 mbrs. killed, 6 wounded. At least 60 FI mbrs., 49 soldiers, 20 civilians are thought to have been killed since fighting began on 5/20, but figures for casualties inside the camp cannot be confirmed. (WP, WT 6/10)

For a 3d day, IDF troops at the Erez crossing fire at Palestinians collecting scrap metal nr. the border fence, wounding 1 Palestinian. In the 1st such incident since the Gaza ceasefire went into effect on 11/26, an Islamic Jihad mbr. receives a phone call fr. the IDF warning him to evacuate his home pending an air strike; family and neighbors surround the home and no strike is carried out. In the West Bank, the IDF conducts arrest raids, house searches in and around Bethlehem, in Silat al-Harithiyya, nr. Nablus. Inside Israel, Israeli forces demolish 21 bedouin homes in Twayyil in the Negev. An ESF mbr. is injured in an exchange of fire btwn. ESF, Fatah mbrs. in Bayt Lahiya. ESF, Force 17 mbrs. clash nr. Abbas’s office in Gaza City, leaving a Force 17 mbr. wounded. After nearly 6 mos. of silence, the PRC faction holding captured IDF Cpl. Overnight, the IDF stages scores of arrest raids across the West Bank detaining 64 senior Hamas political officials, including 8 PA cabinet mbrs. and 26 PC mbrs., plus 23 senior Izzeddin al-Qassam Brigades mbrs. Haniyeh, Siyam, PA FM Mahmud Zahhar remain free. (100s of Palestinians in Jenin, Ramallah, Tulkarm hold marches, sit-ins to protest the Israeli arrest of PA legislators.) Israel says the arrest campaign has been planned for wks., with the government securing Atty. Gen. Menachem Mazuz’s authorization and arrest warrants far in advance of the Kerem Shalom attack on 6/25. In Gaza, the IDF shells 2 electricity transformers and open areas of n. Gaza, cutting all electricity to n. Gaza; retaking the Dahaniyya airport area as a base, demolishing 5 Palestinian homes and bulldozing land to improve lines of sight, and blowing up 3 bridges to control movement between the Rafah and Gaza City environs; conducting 7 air strikes on Gaza’s only electricity plant nr. Gaza City and 6 transformer stations, wounding 2 Palestinians, blacking out 45% of the Strip, and leaving Gaza fully dependent on electricity fr. Israel); shelling open areas of s. Gaza; repeatedly breaking the sound barrier over the Strip. The IDF’s elite Givati Brigade deploys outside n. Gaza, prepared to enter if rocket attacks resume. Midafternoon, IDF artillery begins shelling n. Gaza for the 1st time since the 6/9 incident that killed 8 Palestinians. After Palestinians fire 2 rockets into Israel in response (causing no damage or injuries), the IDF warns n. Gaza residents to evacuate the area, with Olmert saying that IDF operations will escalate until Shalit is released. In a warning to Syrian pres. Bashar al-Asad and Hamas’s Damascus-based leadership, the Israeli air force makes overflights of Asad’s residence in Latakia (where he is believed to be staying) and along the Syrian coast. Palestinian gunmen holding Shalit issue a statement demanding the release of all 113 Palestinian women and 318 children fr. Israeli jails in return for information on Shalit’s condition; Israel refuses, proceeds with plans to free Shalit itself, sending 3 additional armored battalions (more than 3,000 troops) to the Gaza border in warning. Egypt deploys 2,500 border guards along the Rafah border to prevent the kidnappers fr. trying to sneak Shalit into Egypt. Abbas, Haniyeh coordinate deployment of Abbas’s presidential guard, other PA security forces to conduct house-to-house searches to find Shalit. Before dawn, 8 Palestinian gunmen dressed in IDF uniforms sneak across the s. Gaza border into Israel using a tunnel, attack an IDF border post nr. Kerem Shalom with grenades, rifles, antitank rockets, killing 2 IDF soldiers, wounding 4, capturing 1 (IDF soldier Cpl. Gilad Shalit, apparently wounded in the exchange) in what they call Operation Dispel Illusion; 2 Palestinian gunmen are killed by retaliatory fire; the IDF sends tanks, bulldozers a half-mile inside Gaza to search for the captured soldier, the tunnel; several groups including Hamas’s Izzeddin al-Qassam Brigades, the PRCs, and a previously unknown group, the Army of Islam, jointly claim the attack as retaliation for the IDF’s 6/8 Abu Samhadana assassination; Abbas, some Hamas political leaders call for the captured IDF soldier’s immediate release. In response, Israel shuts all crossings into Gaza (including forcing the closing of the Rafah crossing by barring EU monitors fr. entering Gaza through Kerem Shalom, leaving as many as 3,000 Palestinians stranded on the border inside Egypt, and some 400 medical patients awaiting treatment abroad stranded on the Gaza side); shuts off fuel supplies to Gaza; bars Palestinian fishermen fr. going out to sea; tightens restrictions on Palestinian movement at checkpoints and roadblocks across the West Bank. During the day, the IDF also conducts arrest raids, house searches in and around Nablus (firing on a clearly marked al-Jazeera TV vehicle, causing damage but no injuries), and nr.
