In Gaza, over 70 Palestinians are injured when police accidentally detonate an unexploded Israeli rocket in Gaza City. Off the coast nr. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, Israeli forces clash with Palestinians in a village nr. Ramallah, shooting 3 youths with live ammunition; clash with Palestinians in a village s. of Bethlehem, causing several to suffer from tear gas inhalation. Israeli settlers throw stones at Palestinian vehicles nr. Nablus and Bethlehem, causing damage. Late at night, IDF troops clash with stone-throwing Palestinian youth in e. Nablus, injuring 19 with live ammunition, rubber-coated metal bullets, tear gas, and stun grenades. The IDF raids a barber shop in ‘Askar r.c. nr. Nablus and a home nr. Jenin, arresting 1 Palestinian and issuing arrest summons to 2; patrols in and around Jenin, 3 villages nr. Hebron, and 1 each nr. Ramallah and Qalqilya. Senior PLO official Wasel Abu Yousef says that the Palestinians will not enter a new round of peace negotiations with Israel unless a deadline for the occupation is set. Meanwhile, in Tunisia, PA Pres. Abbas says that the Palestinians welcome the French efforts to resume Israeli-Palestinian peace negotiations and have the UNSC pass a corresponding res. Israel’s Housing Ministry issues tenders for the construction of 85 new residences in the Givat Ze’ev settlement, n. of Jerusalem, and 1,500 new hotel rooms in the Jabal Mukabir neighborhood of East Jerusalem. The U.S. House of Representatives passes the Iran Nuclear Agreement Review Act by a vote of 400–25. (It passed in the Senate on 5/7.) The bill now goes to Pres. Obama, and White House spokesperson Josh Earnest says that he intends to sign it into law.

Meanwhile, Israeli govt. sources say the govt. will be willing to accept a nuclear deal with Iran in exchange for compensation in other areas from the U.S. (AP, JP, TOI, YA 5/15)

The IDF continues its assault on the Gaza Strip by land, air, and sea, killing 79 Palestinians. In the most deadly incident of the day, an Israeli air strike hits a family home in Nussayrat r.c., killing 11 Palestinians. Armed Palestinian groups fire over 90 projectiles into Israel, with Iron Dome batteries intercepting 17 projectiles. The rocket fire injures 2 Israeli civilians. In the West Bank, armed Palestinians open fire on Israeli settlement Shavei Shomron nr. Nablus, causing no casualties. The IDF conducts house searches and arrest raids in 1 village nr. In the evening, U.S. Secy. of State Kerry and UN Secy.-Gen. Ban release a joint statement announcing a 72-hour cease-fire agreed to by all parties, to begin 8/1 at 8:00 A.M. local time. During that time, negotiators from all sides will discuss a longer-term agreement in Cairo. The IDF intends to continue searching for and destroying tunnels during the truce. In the Gaza Strip, IDF troops open fire on Palestinians walking close to the border fence nr. Bayt Lahiya, wounding 2. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Qalqilya at night; patrols in 2 villages nr. Hebron, 1 village nr. Jericho and Jenin at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). An Arab-introduced res. at the IAEA’s annual conference in Vienna to censure Israel’s refusal to allow international oversight of its nuclear weapons is voted down 43–54–32 (and another 30 countries were absent during the vote). (AP 9/20)

The Organisation for the Prohibition of Chemical Weapons (OPCW) says that Syria has given details of some of its arsenal but still needs to fill in the gaps by next week to satisfy the timetable proposed by the Russian-U.S. plan. (REU 9/20)

White House dep. spokesperson Josh Earnest says that the Obama administration is ready to engage in talks with Iran “on the basis of mutual respect” about the country’s nuclear program. (REU 9/20)

Egyptian police arrest some 87 wanted men in a village nr. Cairo, while separately, gunmen target 3 military vehicles in Rafah, injuring 3 soldiers. Security forces say they also arrested 15 Salafist militants in villages in the n. Sinai. (AFP, AP, MNA 9/20)

In the Gaza Strip, IDF troops open fire on Palestinian children close to the border fence nr. Jabaliya r.c., wounding 2. The IDF also opens fire on Palestinian fishermen working nr. Gaza City, injuring none but causing damage to their boats. In the West Bank, the IDF shoots and kills 1 Palestinian and wounds 2 others in Jenin r.c. after opening fire in clashes sparked by an arrest raid. The IDF conducts house searches and arrest raids in 1 village nr. Bethlehem at night; patrols in 2 villages nr. Jenin, 1 village nr. Nablus, and in Dahaysha r.c. nr. Bethlehem. During clashes in Dahaysha, the IDF wounds 1 Palestinian with a rubber-coated metal bullet. IDF troops also demolish 15 structures of Bedouin residents in the n. Israeli and Palestinian negotiating teams meet in Jerusalem to continue discussions taking place following the resumption of official peace talks. U.S. envoy to the peace process Martin Indyk joins the teams, following the previous session that lacked a U.S. presence. The Israeli delegation is headed by Tzipi Livni and Yitzhak Molcho, while the Palestinian side is led by Saeb Erakat and Mohammed Shtayyeh. Livni tells Israeli media that both sides have agreed on not sharing details of their discussions to build trust. (AFP, AP, HA 8/20)

Iranian Foreign Ministry spokesperson Abbas Araqchi hints that Tehran’s FM Mohammad Javad Zarif is poised to take over as negotiator in talks over the country’s nuclear program. Turkish PM Recep Tayyip Erdogan accuses Israel of being involved in the military coup that removed Pres. Morsi in Egypt, though offers only a reference to a meeting between French intellectual Bernard-Henri Levy and Tzipi Livni as evidence of his claim. The Egyptian cabinet rejects the comments as baseless, and Erdogan’s remarks are also condemned by White House spokesperson Josh Earnest as “offensive.” (AP, REU 8/20)

Israeli and Palestinian officials hold their 1st direct peace talks in 3 years in Jerusalem, a meeting that last for several hours, but the proceedings and details are kept secret. However, the next day, Palestinian pres. Mahmud Abbas says that the talks dealt with all final-status issues. (BBC, JP 8/15)

Egyptian security forces launch a large-scale attack on a protest camp of Muslim Brotherhood supporters in Cairo, sparking clashes in the capital, Alexandria and other cities. More than 600 people are killed by state forces, and thousands are injured. In apparent reprisal attacks, a number of churches across Egypt are attacked and set on fire. U.S. Secy. of State John Kerry says that the violence had dealt a “serious blow” to political reconciliation efforts, comments echoed by White House spokesperson Josh Earnest. (AP, REU 8/14)

White House spokesman Josh Earnest says that U.S. Pres. Barack Obama will be looking for ‘‘serious commitments’’ from Israeli PM Netanyahu and Palestinian pres. Mahmud Abbas when he meets with them both separately on his trip to the region next week. (JP 3/16)

On the 2d day of his trip to Israel, Republican presidential candidate Romney prays at the Western Wall and gives a public address to 300 select supporters in Jerusalem (calling Jerusalem the capital of Israel). He vows to support Israel’s right to defend itself and calls for Israel and the U.S. to use ‘‘any and all means’’ to prevent Iran from obtaining a nuclear weapon. He does not repeat the comment his foreign policy aide, Dan Senor, made en route to Israel that Romney would ‘‘respect’’ an Israeli decision to strike Iran unilaterally, nor does he mention the Palestinians or the peace process. Romney meets with his former business colleague PM Netanyahu, who makes kind remarks but is seen (e.g., WP 7/30) as being careful not to take sides in the election. He also meets with Israeli pres. Peres and PA PM Salam Fayyad; the Romney camp cancels at the last minute a planned meeting with Labor party officials. In an interview with CNN later in the day, Romney says that the U.S., in consultation with Israel, should move its embassy to Jerusalem. In response, White House spokesman Josh Earnest says: ‘‘The view of this administration is the capital should be determined in final status negotiations between the parties. Timed with Romney’s visit to Israel, the Obama admin. leaks a story to the Israeli daily Ha’Aretz that NSA Donilon briefed an Israeli official (some say PM Netanyahu, though Israel explicitly denies this) over dinner in Israel earlier in 7/2012 on ‘‘U.S. contingency plans for any attack on Iran,’’ emphasizing that the U.S. is making serious preparations for a military strike if such action is deemed necessary. A Netanyahu spokesman says Donilon did not share any operational plans. Donilon’s office says it does not comment on private meetings. (WT 7/30)
