The Palestine Chronology

In the Gaza Strip, Palestinians continue to undertake emergency relief efforts, uncovering many bodies of people killed earlier during Israel’s Operation Protective Edge (OPE), while many more Palestinians succumb to injuries. The Israel Defense Forces (IDF) and the armed Palestinian groups continue to hold to the 5-day cease-fire. In the West Bank, a group of Israeli settlers in Hebron throws stones at Palestinian houses on al-Shuhada Street and IDF troops arrest 1 Palestinian in the clashes that follow. The IDF conducts raids on several houses in Dayr Istya, and patrols in 2 villages n. of Jenin. During the day, the IDF conducts 13 other incursions into various areas of the West Bank. There are no talks held today between Egyptian mediators, the Palestinian delegation, and Israeli negotiators. Hamas head of foreign affairs Usama Hamdan responds to the Egyptian proposal of 8/15, saying Israel must accept the demands of the Palestinian people or face a long war, and that the proposal was, therefore, insufficient. Head of the Palestinian delegation and senior Fatah official Azzam al-Ahmad says that he is quietly optimistic that a long-term agreement can be reached before the 5-day cease-fire expires on 8/18. Meanwhile, in a televised speech from Ramallah, Palestinian Authority (PA) Pres. Mahmud Abbas says that the “goal is to stop the fighting and to stick to the Egyptian initiative, and no other,” in an implicit reference to efforts by Qatar and Turkey to serve as alternative diplomatic channels. PLO chief negotiator Saeb Erakat meets with Hamas political office chief Khalid Mishal and urges him to continue talks with Israel based on the Egyptian initiative. The pair also reportedly discuss the possibility of Palestine becoming a mbr. of the International Criminal Court (ICC). (AFP, HA, MNA, REU 8/16)

In Tel Aviv, thousands of demonstrators gather in Rabin Square to protest the ongoing assault on Gaza with the slogan “Changing direction: toward peace, away from war.” Counterprotesters also congregate in Rabin Square, but Israeli police keep the groups separate. (HA, JP 8/16)

Meanwhile, the Qatari govt. announces that it will donate $1,000 to each Palestinian family whose home has been destroyed during the Israeli assault, of which there are reportedly 797. The funds will be disbursed through the Qatari Comm. for Rebuilding the Gaza Strip. (JP 8/17)

Israeli aircraft strike an alleged Islamic Jihad training camp deep inside Syria, just 10 mi. northwest of Damascus in ‘Ayn Sahib, injuring at least 1 security guard. Israel says the attack is in response to the 10/4 suicide bombing, in which it claims Syria played a “detailed role in orchestrating.” Syria denies this, denounces the strike as a “grave escalation,” says its response will be diplomatic. (The Popular Front for the Liberation of Palestine–General Command [PFLP-GC] says ‘Ayn Sahib is its fmr. training base, which is no longer active; says the site was patrolled by 1 civilian guard, who was injured.) The U.S. says that “we have repeatedly told the government of Syria that it is on the wrong side in the war on terror and that it must stop harboring terrorists.” Bush phones Sharon after the attack on Syria, expresses condolences on the 10/4 bombing, agrees with Sharon on “the need to continue fighting terrorism,” does not criticize Israel’s strike. Arafat declares a 30-day state of emergency in the occupied territories, issues a presidential decree appointing a 9-mbr. emergency cabinet, with Qurai‘, negotiating a regular cabinet since 9/10, as PM. In the occupied territories, the IDF fires on Palestinians attempting to bypass a new checkpoint separating Rafah and Khan Yunis (imposed after the 10/4 bombing), killing 1 Palestinian, wounding 3; begins bulldozing Palestinian land nr. Israel’s Interior Minister Yishai closes the Voice of Truth and Freedom, a newspaper published by the northern branch of the Islamic Movement on the grounds that it is an “almost certain” danger to national security, saying the move “is part of our effort in the war on terror." (HA 12/22, 12/23)

The IDF directs shells/heavy machine gun fire at residential areas of Khan Yunis, Qarni, Rafah, Wadi al-Silqa; occupies a Palestinian home, bulldozes land in Dayr al-Balah; conducts arrest raids in Dayr al-Balah, Dayr al-Sharaf, Hebron, Tal; fires on a Palestinian boat off Gaza, wounding 1 fisherman; places new roadblocks on the roads linking Nablus with Qalqilya, Tulkarm. Palestinians fire 3 mortars at Gush Katif settlement causing no damage. In Jenin, a mob of more than 1,000 Palestinians enraged by reduced sentences handed down by a judge, storms a makeshift PA security courtroom and executes 3 Palestinians convicted of murdering a popular PSF officer over an intrafamily feud; 100 PSF officers surrounding the building are unable to fend off the mob. Since 9/01, the IDF has demolished Jenin's 2 police headquarters, its security headquarters, 2 prisons, the governor's administrative offices, and its military courtroom, leaving the PA without a secure compound to hold the controversial trial. In New York, Ben-Eliezer says that Arafat is not a partner for peace; urges the U.S. to open talks with more "realistic" Palestinians who could form an alternative leadership. He also alleges that Israel has new intelligence information that al-Qa`ida mbrs. have been relocating to Lebanon to join forces with Hizballah; says he will encourage the U.S. to target Hizballah in its war on terror when he meets with officials in Washington on 2/6. The IDF attempts to assassinate senior Islamic Jihad mbr. Muhammad Sidir by firing missiles at his car in Hebron; Sidir is injured, 2 Palestinian children are killed, 6 others are injured. (1 of the dead, 5 of the injured are bystanders.) A 3d Palestinian is killed in al-Bireh by an IDF tank shell. The IDF also shells, destroys a PSF headquarters in n. Gaza; enters Rafah to bulldoze 3 Palestinian homes; uproots 200 olive trees in Sinjil. Palestinians fire a mortar at a Jewish settlement in Gaza, lightly injuring 1 Jewish settler. Jewish settlers in Hebron severely beat 2 Palestinian girls. Palestinians, Israeli peace activists stage a nonviolent protest at an IDF roadblock in Qalandia. In Washington, Bush hosts the White House's 1st menorah-lighting and Hanukkah party. Speaking privately with American Jewish leaders, Bush reportedly assails Arafat and the State Dept., identifies with Sharon, says that winning the war on terror means getting rid of groups like Hamas, Hizballah. In Brussels, EU FMs call on Arafat to dismantle the "terrorist networks" of Hamas and Islamic Jihad; to declare, in Arabic, the end to the "armed intifada." The Israel Defense Force (IDF) enters 2 areas of Gaza controlled by the Palestinian Authority (PA), bulldozes Palestinian agriculture land, destroys a PA Preventive Security Force (PSF) post. In Jinin, 2,000 Palestinians protest outside a PSF office for the 3d day, demanding the release of senior Islamic Jihad mbr. Muhammad Tawalbi, arrested by the PSF on 11/14. Bush prepares the U.S. for a long, sustained "war on terrorism." Admin. officials say they are considering lifting the 25-yr.-old ban on U.S. involvement in foreign assassinations, loosening restrictions on FBI surveillance and detention of foreigners. The IDF announces that it is establishing an 18-mi.-long "closed military area," or buffer zone, along the Green Line btwn. Jinin and Tulkarm. In response to the 9/15 DFLP shooting, the IDF sends tanks into Bayt Hanun, al-Qarara, and Ramallah, shelling residential areas while helicopters fire missiles; 2 Palestinians and 1 IDF soldier are killed, 26 Palestinians and 1 IDF soldier are wounded before Israeli forces withdraws fr. areas A 4 hrs. later. In al-Qarara, the IDF confiscates 200 dunams of Palestinian land for a new settler bypass road to Gush Katif (see 9/12), confiscates a Palestinian home as an military post. Arafat says he is ready to hold talks with Israel "any time, any place," but Sharon says he will only allow cease-fire talks to resume after 48 hrs. without a Palestinian attack. Sharon reiterates Israeli support for the U.S. effort to build a coalition but is "not prepared to pay the price" if it involves concessions to the PA. Arafat publicly reiterates his call on Palestinians to adhere to a cease-fire. Secy. of State for Near East Affairs William Burns official meets with 15 Arab envoys, including the PLO rep., and tell them they must either declare their nations "mbrs. of an international coalition against terrorism or risk being isolated." Sharon rejects direct appeals by Bush, Powell to hold peace talks with the PA, which would facilitate U.S. efforts to form a coalition to strike at Bin Laden. Instead, he cancels tentative plans to hold an Arafat-Peres mtg. on 9/16, saying it would be "inappropriate" in light of the 9/11 U.S. attacks; tells Bush that Israel opposes the U.S. bringing the PA, Syria into its antiterrorism coalition. Meanwhile, 3 Palestinians are killed by IDF fire in Gaza. Israeli authorities detain Mufti of Jerusalem Shaykh Ikrima Sabri following Friday prayers for several hrs. of questioning regarding his recent visit to Beirut. In Gaza's Nussayrat refugee camp, 100s of Palestinians protest against the U.S.'s threat to attack Afghanistan, fearing the U.S.'s "international campaign against terrorism" will be campaign against Muslims; undercover PSF officers confiscate reporters' film. Some 40,000 Israeli Arabs in Umm al-Fahm Israel hold a similar rally, denouncing the killing of American civilians but also condemning U.S. support for Israel.
