Elsewhere, Israeli forces shot and injured 1 Palestinian during a late-night raid in Nabi Salih. 45 Palestinians were arrested during late-night raids in Beit Sira, Hebron, and Surif. Israeli prime minister-elect Benjamin Netanyahu and Otzma Yehudit party leader Itamar Ben-Gvir agreed to amend the Disengagement Plan Implementation Law to allow Israeli settlers to repopulate the Homesh settlement outpost, create a yeshiva in the Evyatar settlement outpost, and to create infrastructure to several Israeli settlement outposts. In the West Bank, armed Israeli settlers attacked Palestinians working their land near Tuba, injuring 1 Palestinian; 1 settler was also reported injured. Israeli forces subsequently arrested 1 Palestinian. A video of the incident showed Israeli settlers firing several shots and aiming their gun at Palestinians. 20 Palestinians were arrested during late-night raids in Jenin, Ya‘bad, Jalazun refugee camp, al-‘Amari refugee camp, Qalandia refugee camp, Hebron, Bayt Awa, Bethlehem, and Aida refugee camp. In East Jerusalem, 3 Palestinians were arrested in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Beit Lahiya and northwest of Khan Yunis; no injuries were reported. The Israeli supreme planning council approved expanding the road leading to the Israeli settlement Har Gilo south of Jerusalem. The widening of the road is a planned precursor to building a new settlement next to Har Gilo, which will completely enclose al-Walaja. The new settlement, if constructed, will add 560 new settlement units next to Har Gilo. (HA 9/12; PCN 9/13)

Religious Zionist party chairman Bezalel Smotrich called for Israel to ban Palestinian parties in Israel during a speech on counterterrorism at Richman University. Smotrich’s party list, which is merged with Jewish Power, is polling to become the 4th largest in Israel at the 11/1 elections. (HA 9/12)

Israeli prime minister Yair Lapid met with German chancellor Olaf Scholz and foreign minister Annalena Baerbock during the 2d day of his visit to Germany. Prime Minister Lapid said that the 2 countries are in talks with Germany about buying the Arrow 3 missile defense system from Israel. (ALM, HA, MEE, REU, REU 9/12)

In the West Bank, Israeli forces delivered demolition notices for 4 houses, 8 water wells, and 1 agricultural structure in a-Tabban in the Masafer Yatta area and stop-work notices for 2 water wells and 1 agricultural structure in Zif. Israeli forces also sealed a well in Beit Lid. Elsewhere, Israeli forces prevented Palestinians from working their land in Qusra. Israeli forces also fired tear gas at Palestinians trying to enter Israel for work at the separation wall near Jenin. 15 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Nablus, and Ramallah. In East Jerusalem, representatives from the EU and UN visited Palestinians in Silwan who are threatened by Israeli demolitions and displacement. Israeli forces shot and injured 3 minors with baton rounds on the Jerusalem-Ramallah street. 5 Palestinians were arrested during raids. The PA finance ministry said it would pay PA employees 80% of their wages as it continues to be unable to pay its employees in full due to Israel’s withholding of parts of the PA tax revenue. (REU 6/7)

PA prime minister Mohammed Shtayyeh met with German vice chancellor and economy and energy minister Robert Habeck in Ramallah. The 2 discussed German support for energy projects in Palestine. Prime Minister Shtayyeh briefed Vice Chancellor Habeck on Israeli violations against Palestinians. Shtayyeh also called on the international community to create a political horizon for ending the Israeli occupation and for Germany to exert pressure on Israel to allow the PA to hold elections in East Jerusalem. UN human rights council’s commission of inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel, released its 1st report since receiving its mandate on 5/27/2021. In its report, it pointed to Israel’s continued occupation of Palestinian territory and discrimination against Palestinians as a key factor in recurrent tensions between Israelis and Palestinians. 2d, the report noted Palestinian resentment is fueled by lack of consequences for Israeli human rights violations. A commissioner working on the report said that “Israel clearly has no intentions of ending the occupation. In fact, it has established clear policies to ensure complete permanent control over the Occupied Palestinian Territory.” The report also criticized the PA and Hamas for using the occupation as justification for human rights violations against their own people. Israeli ambassador to the UN Gilad Erdan was elected vice president of the 77th session of the UN general assembly (UNGA), along with 20 others. The appointment will see Ambassador Erdan chair UNGA meetings and being part of agenda selection. Erdan will serve for 1 year, starting in September. PA prime minister Mohammed Shtayyeh said that the PA leadership was “surprised by and deplore the election of Israel's ambassador to the United Nations for the position of Vice President of the United Nations General Assembly, which we consider an attempt to promote and legitimize the colonial occupation regime on the land of the State of Palestine.” (JP 6/7; TOI 6/8; MEE 6/9; WAFA 6/13)

In the West Bank, Israeli settlers uprooted 110 olive saplings from 2 different groves in Burqin. Israeli settlers with military escort also toured Sabastia, closing parts of the town for Palestinians. Elsewhere, Israeli settlers vandalized 3 Palestinian vehicles in Kifl Haris. Israeli forces damaged agricultural lands planted with onions and garlic and a water pipeline during a military drill in Bardala. 11 Palestinians were arrested during late-night raids in Ramallah, Silwad, Kafr Ni’ma, Qaddura refugee camp, Nablus, ‘Anata, Burqa, Kafr Qud, and al-Khader. The Palestinian Prisoners’ Society said in a statement that Palestinian prisoners held by Israel refuse to leave their cells in protest over the Israeli prison service’s decision to decrease the time prisoners have in the prison yards by more than half. (MEE, WAFA 2/10; AJ 2/13)

PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh met with German foreign minister Annalena Baerbock in Ramallah. Prime Minister Shtayyeh called on Germany to recognize the state of Palestine and to pressure Israel to respect agreements made with the PA. (WAFA, WAFA 2/11)

Israel’s foreign minister Yair Lapid and Foreign Minister Annalena Baerbock said at a joint press conference that the 2 countries will cooperate to find ways for Germany to fund projects in the West Bank without allowing funds to go to the 6 Palestinian rights organizations deemed terror organizations by Israel. The 6 organizations outlawed by Israel’s defense ministry in October 2021 are al-Haq, Addameer, Defense for Children International-Palestine, Bisan Center for Research and Development, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees. In the West Bank, Israeli forces delivered a punitive demolition notice for a house in Silat al-Harithiya belonging to a family in which 2 are charged with the killing of 1 Israeli settler on 12/20/2021 near the Homesh settlement outpost. Israeli forces razed a tract of land in Jalud in preparation for expanding the nearby Ahiya settlement. 11 Palestinians were arrested during house raids in Qabatiya, Qalandia, al-Ram, ‘Azzun, Beit Fajjar, Biddu, and Beit ‘Anan. Palestinian Israeli Bedouins in several Naqab villages said they had been experiencing prolonged electricity blackouts for 2 weeks. The Israeli Electricity Corporation (IEC) blamed the blackouts on cold weather and illegal electricity hookups. In a recording of a conversation between an IEC representative and a resident, the representative is heard saying that the Israeli police is preventing them from conducting work to mend the situation, a claim the Israeli police denies. The UN agencies UNWRA, UNICEF, and OHCHR called on Israel to release 1 Palestinian teenager held on administrative detention who is seriously ill due to an autoimmune disease and has been held without charges for more than 1 year. (MEMO, WAFA 1/20)

16 Palestinian Israeli Bedouins were indicted for alleged crimes committed during protests against a forestation program meant to displace Bedouins in the Naqab last week. A total of 155 protesters were arrested over several days of protesting. The protesters are accused of throwing stones and burning tires. (HA 1/20)

A PA court in Nablus sentenced 1 Palestinian journalist to 3 months in prison for defaming the PA. (MEMO 1/21)

PA foreign minister Riyad al-Maliki criticized the U.S. Biden administration for not working to reverse the Trump administration’s one-sided policies against Palestinians during a meeting at the UN security council. Foreign Minister al-Maliki also called on the U.S. to pressure Israel into reversing its rejection of a 2-state solution. Al-Maliki also said that the EU, UN, and Russia had agreed to a ministerial meeting about the Palestinian-Israeli situation but that the U.S. had not. Israeli ambassador to the UN Gilad Erdan accused al-Maliki of ignoring “terror attacks” by Palestinians, holding up a stone that allegedly had been thrown at Israeli forces. (AP, HA, WAFA 1/20)

Former Israeli soldiers acknowledged that there is a mass grave of Palestinians killed during the Nakba in 1948 on a beach in the depopulated village of Tantura, where Israeli forces and militants massacred Palestinian prisoners of war. The Israeli government has denied the existence of the mass grave despite it being published in a thesis in 2000. The mass grave site is now a parking lot for the Dor beach built on the depopulated village. The PA foreign ministry called for an international investigation into the massacre aimed at punishing Israeli officials and institutions covering crimes committed by Israel. Israel and Germany signed a deal for Israel to buy 3 submarines from the Germany company ThyssenKrupp. Germany agreed in 2017 to cover $680 million of the price Israel will have to pay. ThyssenKrupp recently raised the price of the submarines from $2 billion to $3.4 billion. (ALM, AP, HA, MEMO, REU 1/20)

Israeli Channel 13 aired a program showing NSO Group employees training Ghanaian officials in using NSO’s Pegasus software. Ghana’s government bought the Pegasus software in 2016 to use against political opponents ahead of the 2017 elections. (HA 1/20)

In the West Bank, Israeli settlers from the Kiryat Arba settlement, with military protection, threw stones and bottles at Palestinians in Hebron. Israeli forces raided al-Ibrahimi Mosque, closing it to Palestinians for the Jewish celebration of Yom Kippur. Israeli forces also raided the General Trade Union of Workers in Services and Entrepreneurship Sector in Ramallah, seizing computers and documents. Elsewhere, Israeli forces seized 2 concrete mixers and 1 crane in Qarawat Bani Hassan. 5 Palestinians were arrested during late-night raids in Ramallah, Ya‘bad, and Huwwara. Aid donated by Qatar began distribution in supermarkets and money exchange shops in Gaza. The UN said $40 million will be distributed to vulnerable Palestinians in Gaza. Contrary to previous donations, the Qatari aid is only being distributed to vulnerable families and not to government employees. The Palestinian Prisoners’ Club said the mass hunger strike set to begin on 9/17 had been called off because the Israeli prison service agreed to halt the collective punishment measures put in place after 6 Palestinians escaped Gilboa prison on 9/6. The Commission for Detainees and Ex-Prisoners Affairs said, after a lawyer visited the 4 recaptured Palestinian prisoners who escaped Gilboa prison on 9/6, that Zakaria Zubeidi had been severely beaten and drugged by Israeli forces. He allegedly suffered from a broken jaw and broken ribs for which he was hospitalized, had bruises and cuts all over and had been sedated. The Commission also said Mohammad Arda had been beaten, sleep deprived, and humiliated while in Israeli custody. Both denied Israeli officials’ allegations that they had any interaction with anyone after escaping. In the West Bank, Israeli forces prevented Palestinians from renovating a water reservoir in Bayt Dajan. 6 Palestinians were arrested during late-night raids in and around al-Yamun, Deir Balut, Hebron, Beita, and Deir Nidham. In East Jerusalem, the head of Shu‘fat’s local council Mahmoud Ali al-Shaykh was arrested during a late-night raid. In Gaza, the UN mine action service removed an unexploded Israeli bomb fired in May during Israel’s Operation Guardians of the Wall. Hamas thanked Jordanian king Abdullah II for allowing its leaders Ismail Haniyeh and Khaled Meshaal to attend the funeral in Amman of former Hamas leader Ibrahim Ghosheh, who passed away today. The funeral will take place on 8/27. (MEMO 8/27)

U.S. president Joe Biden postponed a meeting with Israeli prime minister Naftali Bennett in Washington D.C. after suicide bombs killed nearly 90 people at the Kabul airport as evacuations continue after the Taliban took over almost all of Afghanistan. Among the killed were 11 U.S. Marines and 1 other navy soldier. President Biden and Prime Minister Bennett are expected to meet on 8/27 instead. German chancellor Angela Merkel reportedly also canceled a visit to Israel next week due to the situation in Afghanistan. The attack at Kabul airport was reportedly made by Islamic State – Khorasan Province, an Afghan offshoot of the Islamic State. The New York Times reported that when Israel attacked the Iranian Natanz nuclear facility on 4/11/2021, the Netanyahu administration gave the U.S. 2 hours’ notice before the attack. In the West Bank, Israeli settlers from the Yitzhar settlement vandalized 150 olive trees in Burin. Israeli forces shot and injured 1 Palestinian shepherd leading a herd of sheep near the Yitzhar settlement. Israeli forces also demolished 1 agricultural structure and delivered 2 demolition orders in Nabi Samwil, demolished 11 residential structures in al-Qabbun, and seized 1 tractor, water tanks, and solar panels. A spokesperson for Turkish president Recep Tayyip Erdoğan’s Justice and Development Party said that President Erdoğan and Israel’s president Isaac Herzog agreed to improve the 2 countries’ ties, including on trade and tourism, in a phone conversation on 7/12. The Israeli military said that its Iron Dome missile defense system almost shot down a fighter jet, mistaking it for a rocket during Israel’s assault on Gaza in May, dubbed Operation Guardian of the Walls. Israeli forces razed 4 dunams (1 acre) of land, uprooting olive trees and destroying a well near Husan. Israeli forces also demolished 1 car wash near Hizma. Elsewhere, Israeli forces delivered stop-work orders for 2 residential structures, 2 tents, 2 toilets, and 1 agricultural structure near Yatta. 14 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, Dayr Sharaf, Tulkarm, and Bayt Fajjar. In East Jerusalem, 3 Palestinians were arrested in al-Tur and Silwan. In Gaza, Israeli forces opened fire at Palestinian farmers east of al-Shuka; no injuries were reported. Israeli forces also made incursions and leveled land east of al-Fukhari. 2 Palestinians were killed by an unexploded Israeli missile in Dayr al-Balah, raising the comprehensive death toll since 5/10 from 261 to 263, including 67 children and 3 pregnant women. In an interview with Vice News, the Hamas leader in Gaza Yahya Sinwar said that Hamas was ready for an immediate and unconditional ceasefire hours after firing the 1st rocket during the escalation of violence last month and that Hamas had communicated this to the Egyptian, Qatari, and UN mediators every day of the assault on Gaza. Sinwar reiterated that the Hamas rockets fired at Israel on 5/10 were intended to be a message to Israel that Hamas will not allow Israel’s aggression at al-Aqsa Mosque and in Shaykh Jarrah, and about Israel’s violations of international law in the occupied Palestinian territories in general. Yair Lapid of Yesh Atid (There Is a Future) told Israeli president Reuven Rivlin that he had formed a government coalition 30 minutes before his mandate to do so ran out. The coalition consisted of an extremely diverse group of parties and people, including Naftali Bennett of Yamina (Rightwards) who will be prime minister for the 1st 2 years. The other party leaders were Mansour Abbas of Ra’am (United Arab List), Gideon Sa’ar of Tikva Hadasha (New Hope), Avigdor Lieberman of Yisrael Beiteinu (Israel Our Home), Nitan Horowitz of Meretz (Vigor), Merav Michaeli of Labor, and current deputy and defense minister Benny Gantz of Kahol Lavan (Blue and White). The only factor binding these parties, which range from far-right to left, was the desire to unseat prime minister Benjamin Netanyahu. According to the government agreement, after the 1st 2 years with Bennett as prime minister, Lapid will become prime minister in a rotation deal similar to the 1 made between Prime Minister Netanyahu and Deputy Prime Minister Gantz, which never materialized. The Knesset also elected Isaac Herzog as the new Israeli president. President-elect Herzog was most recently the chairman of the Jewish Agency and before that, the leader of Labor. Hamas leader Yahya Sinwar announced that Hamas and Israel had reached an understanding to de-escalate the conflict after nearly a month of daily attacks on Gaza and incendiary balloons launched toward Israel. The understanding was facilitated by Qatari mediators. As part of the de-escalation, the Kerem Shalom border crossing would be reopened on 9/1 and the fishing zone would be reopened up to 15 nautical miles. Sources in Hamas told Haaretz that Israel would allow Qatari aid to enter Gaza again, and that Qatar was granted approval by Israel to build a gas pipeline and operate a power station in Gaza. A delegation of senior Israeli and U.S. officials arrived in the UAE to discuss the details of the UAE’s normalization deal with Israel. The delegation arrived in the UAE on an El Al plane flying directly from Tel Aviv to Abu Dhabi using Saudi Arabian airspace. In Israel, prime minister Benjamin Netanyahu said at a press conference that he would discuss sales of U.S. F-35s and other advanced weaponry to the UAE with U.S. president Donald Trump while stressing that U.S. sales of weapons to the UAE was not part of the normalization deal. In a joint statement released by the 3 parties, the language between the English and Arabic releases differed on Israel’s commitment not to annex parts of the West Bank as part of the normalization deal. After their meeting, Foreign Minister Maas said he expressed Germany’s “serious and honest concern” over Israel’s planned annexation of the West Bank. Mass was set to travel to the West Bank for meetings with PA leadership, but Israel prevented him from traveling there, citing that he would have to quarantine for 2 weeks after going to the West Bank because of COVID-19, despite that Maas’s next destination was to be Jordan. It is worth noting that Israeli settlers, Israeli soldiers, and Palestinian workers do not have to quarantine when traveling between the West Bank and Israel. Israeli MK from the Meretz party, Tamar Zandberg, called Maas’s prevention from going to Ramallah “sabotage” and “ridiculous.” After meeting Foreign Minister Ashkenazi, Mass had a video conference with Jordanian foreign minister Ayman Safadi and PA prime minister Mohammad Shtayyeh, after which they released a joint statement, saying “that it is now a matter of priority to prevent” Israel’s annexation plans. PA president Mahmoud Abbas announced that the PA will end all agreements with Israel and the U.S., including security agreements, because of Israel’s plans to annex parts of the West Bank. Haaretz reported that Palestinian sources said that coordination with Israel would continue at a lower level of engagement, at least for a time. In a speech, President Abbas said that, by Israel making the unilateral decision to annex parts of the West Bank, it has “annulled the Oslo agreement and all agreements signed with it, after snubbing all these years all these agreements and all the resolutions of the international legitimacy and international law.” Abbas further stated that the PA is ready to negotiate within the parameters of the Arab Peace Initiative, and that it had signed agreements “to accede to international agreements and conventions that we [the PA] have not yet joined.” (Guardian, WAFA, WAFA 5/19; HA, NYT, WAFA 5/20)

The Israeli cabinet confirms a decision to free 26 Palestinian prisoners as part of an arrangement agreed in 8/2013 to free 104 prisoners in 4 stages. An unnamed senior Israeli official says that Netanyahu has decided Israel will renew its cooperation with the UN Human Rights Council after an 18-month boycott, thus meaning that Israeli diplomats will participate in the periodical hearing scheduled for 10/29 in Geneva. The panel amending Egypt’s constitution begins to vote on the proposed changes, with only 3 articles from an eventual total of 189 amended articles passing by consensus by midday. At the close of 2 days of talks in Tehran with Iranian nuclear negotiator Saeed Jalili, IAEA head Yukiya Amano announces that Iran has agreed in principle to provide the IAEA with access to Iran’s nuclear scientists and facilities, but it has not yet signed a formal statement to this effect. P5+1 nations (the 5 permanent UNSC members plus Germany) call the deal ‘‘a step in the right direction,’’ but say they will judge Iran by its actions. Israeli DM Ehud Barak comments: ‘‘It looks like the Iranians are trying to reach a technical agreement that will create a deception of progress in talks in order to reduce the pressure ahead of talks tomorrow in Baghdad and postpone harshening of sanctions.’’ (WP 5/23)

The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In light of domestic security concerns, Egypt seals its border with Gaza, causing almost all trade through the smuggling tunnels along the Rafah border to cease, sparking hoarding by Gazans. Hamas authorities assure the public that it has enough fuel and food stockpiled to last several days, warning merchants against hiking prices. OCHA however—noting that Israel continues to cut off all industrial fuel imports to Gaza for a 3d week making Gaza all the more reliant on smuggled fuel—expresses concern that fuel shortages will quickly become a problem, affecting the ability of municipal authorities to provide electricity, water, and sewage treatment. Meanwhile, Hamas officials in Gaza report that at least 8 Hamas mbrs. jailed in Egypt are among those freed during prisons breaks and rioting across Egypt in recent days; at least 2 have already returned to Gaza through smuggling tunnels on the Rafah border. In the West Bank, the IDF patrols in a village nr. Tulkarm during the day; conducts late-night arrest raids, house searches in Hebron and nr. With major protests (10,000s) in Egypt continuing unabated and a “march of millions” called for 2/1, the Obama admin. calls on Mubarak to facilitate an “orderly transition” to a more representative government but does not explicitly call on him to resign, with Secy. Clinton stressing “we are not advocating any specific outcome,” but “it needs to be done immediately.” France and Germany issue similar statements. Joint Chiefs of Staff head Adm. Mike Mullen phones Egyptian military chief of staff Gen. Sami Anan to express “his appreciation for the continued professionalism of the Egyptian military” in refusing to engage protesters. Amid signs that Mubarak’s regime might really topple, Egypt’s organized opposition parties, including the Muslim Brotherhood, huddle for most of the day to discuss whether they could project a united front to provide direction and leadership to the popular protests, choosing opposition figure and fmr. IAEA head Muhammad El-Baradei (as a nonthreatening figure to the West) to represent the opposition in negotiations with the government over a transition and naming 10 persons they would delegate to an interim unity government. But when El-Baradei speaks in Tahrir Square in the evening, demonstrators reject him, saying the opposition parties do not represent them. Fearing that outside forces could begin smuggling weapons into the country to back an overthrow, Egypt seals the Gaza border indefinitely and, with Israel’s permission, moves 2 battalions (800 soldiers) into the Sinai for the 1st time since the 1979 peace treaty was reached, requiring the area to be a demilitarized zone. Israeli officials hold nearly around-the-clock strategy meetings to discuss the implications for Israel if Mubarak’s government falls, fearing that Mubarak’s overthrow could strengthen Hamas in Gaza and destabilize Jordan, but seeing Mubarak’s appointment of Suleiman, who has overseen Israeli-Hamas prisoner release talks, as a hopeful sign. In the West Bank, the IDF confiscates 50 d. of Palestinian land in Bayt Iksa, northwest of Jerusalem, for construction of a railway linking Jerusalem and Tel Aviv; closing the 50 d. area also cuts off Palestinian access to 2,000 d. of olive groves. The IDF also patrols in several villages nr. Qalqilya and Salfit; conducts house searches in Zabbuba village nr. Jenin, searching for Palestinian youths who threw stones at the separation wall nearby, making no arrests. Palestinians (accompanied by Israeli and international activists in some areas) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Dayr Nizam/Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 5 Palestinians are injured, 1 German and 1 Israeli are arrested. Jewish settlers beat 2 Palestinian teenagers nr. Jenin; the IDF intervenes, ordering the settlers to leave and detaining the teenagers for questioning, releasing them later in the evening. In the West Bank, the IDF conducts arrest raids, house searches nr. Hebron, Jenin, Nablus. Jewish settlers fr. Hebron attack Palestinians harvesting their olive grove outside Hebron; the IDF arrests the Palestinian family for threatening the settlers, releases them but bars them fr. accessing their land. In Gaza City, unidentified Palestinian gunmen kidnap Spanish Associated Press photographer Emilio Morenatti, release him quickly after Abbas’s intervention; no details of the terms of release are given. The German Defense Min. reports an incident btwn. its naval vessels off the Lebanese coast and the IDF in which 2 Israeli F-16s fired twice and released antimissile flares over a German ship. Israel denies the report, saying that jets were dispatched when a helicopter took off fr. a German boat without identifying itself, but as soon as Israel realized the mistake, the jets broke off. The IDF makes a predawn raid on Rafah, shelling residential areas, demolishing 10 Palestinian homes and a carpentry workshop; during the operation, 1 IDF soldier is wounded by a Palestinian sniper. Later in the day in Rafah, the IDF deliberately fires on a PRCS ambulance, 5 uniformed doctors, 2 uniformed nurses, a clearly identified driver distributing first aid kits (donated by Germany) to Palestinians made homeless by IDF demolitions in an attempt to scare them away, causing no injuries. In Nablus, the IDF detains 3 BBC journalists, a Palestinian doctor who attempt to enter an apartment for a prescheduled interview with a resident, not realizing that the building had been occupied as an IDF observation post; the IDF releases them with an apology after 3 hrs. of questioning. The IDF also bulldozes 100 dunams of land in Mughraqa nr. Netzarim settlement, destroying 5 wells and related irrigation works; conducts arrest raids in Balata r.c., Tulkarm; raids the Islamic Charitable Association of Hebron, confiscating computers and office equipment, sealing the offices; fires on residential areas of Khan Yunis; conducts house searches, arrest raids in Tulkarm and villages nr.
