In the West Bank, Israeli settlers set fire to Palestinian olive trees and threw stones at Palestinian property near Burin. Israeli settlers with military escort also prevented Palestinians from reaching their olive trees to harvest near Yatta. Israeli forces fired tear gas at Palestinians harvesting olives near Zabbuba. Israeli forces also delivered demolition orders for 3 structures under construction in al-Meniya. In East Jerusalem, 1 Palestinian family demolished parts of their own home in Silwan. Israeli forces violently dispersed Palestinians gathered at the Damascus Gate plaza, firing sound bombs and spraying skunk water at protesters and property; 3 minors were arrested. In Syria, Syrian state media said an Israeli sniper, shooting from the Israeli-occupied Golan Heights, had assassinated a former Syrian lawmaker, Madhat Saleh, in Ein el-Tinneh. Israeli media had reported that Saleh was an agent operating for Iran. Saleh, who was from the Israeli-occupied Golan Heights, was imprisoned by Israel for 12 years until he was released in 1997. In the West Bank, Israeli settlers chopped down 36 olive trees in Burin. Israeli settlers and military escort toured Joseph’s Tomb in Nablus, leading to confrontations with Palestinians; tear-gas related injuries were reported. Israeli forces demolished a residential structure, displacing 10 people in Bayt Umar. 19 Palestinians were arrested during raids in and around Qalqilya, ‘Azun, Tulkarm, Ramallah, Bethlehem, and Hebron. In East Jerusalem, Israeli authorities banned the former mufti of Jerusalem, Shaykh Ikrima Sabri, from entering the Haram al-Sharif compound for 4 months. PA prime minister Mohammad Shtayyeh said that the PA would not trade Israeli-withheld PA tax revenue for political concessions, saying “[t]he question of Palestine is not that of money, but of rights, dignity and freedom.” (WAFA 6/5)

The PA responded to the ICC’s request for clarification on the PA’s decision to end all agreements with Israel and the U.S. in light of the impeding annexation of parts of the West Bank. In its response, the PA said that ending agreements with Israel and the U.S. does “not in any way purport to, nor does it, legally affect the question [of the ICC jurisdiction relating to Israeli war crimes in the occupied Palestinian territories] presently before the Chamber.” (HA 6/5; WAFA 6/6)

Syrian state media and the British-based Syrian Observatory for Human Rights (SOHR) reported Israeli air strikes in Hama. According to SOHR, 9 people were killed, including 4 Syrians. According to Syrian state media, Syrian forces intercepted 1 Israeli attack. (HA 6/4; AJ 6/5)

Speaker of the U.S. House of Representatives Nancy Pelosi (D-NY) said at an online event that Israeli annexation of parts of the West Bank undermines U.S. national security interests. (HA 6/4)

In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. Israeli newspaper Yedi’ot Ahronot reports that in 2010 Israeli PM Netanyahu engaged in mos. of secret, U.S.-brokered discussions with Syria about a negotiated peace treaty including Israeli withdrawal from the occupied Golan Heights. The U.S. State Dept. confirms that Netanyahu relayed a message to Syrian pres. Bashar al-Asad, but Netanyahu denies the accuracy of the story. (HA, NYT, REU, YA 10/12)

Unidentified Palestinians fire a Grad rocket from the Gaza Strip into Israel, causing no injuries. IDF troops on the Gaza border fire a missile at an olive grove nr. al-Bureij r.c. at night, injuring 1 Palestinian child inside a nearby home, and fire 1 missile at an open area nr. Nussayrat r.c. at night, causing no injuries. Israeli naval vessels fire at Palestinian fishermen in the morning, causing no injuries. In the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning, and in 1 village nr. Ramallah and 2 villages nr. Jenin at night. The IDF also uses tear gas against Palestinians, Israelis, and internationals taking part in a nonviolent protest in Bil‘in village nr. Ramallah against the separation wall and settlements. The IDF makes a brief incursion into n. Gaza to level land and clear lines of sight along the border e. of Jabaliya town. In the West Bank, the IDF bulldozes Palestinian land in Azariyya (just outside Jerusalem) for construction of a “biblical garden”; patrols in 1 village nr. Jenin, firing tear gas and percussion grenades at stone-throwing youths who confront them; conducts late-night arrest raids, house searches in and around Hebron. Palestinian, Israeli, and international activists hold a nonviolent march fr. Jericho toward Ramallah to highlight freedom of movement issues; the IDF blocks the march just outside Jericho and arrests 5 Palestinians. (PCHR 1/12; OCHA 1/13)

Briefing the Knesset’s Foreign Affairs and Defense Comm., IDF chief of staff Gantz says the IDF is preparing for a massive influx of refugees into the Golan Heights if Syrian pres. Bashar al-Asad falls, which in the IDF’s assessment is “inevitable.” He says Israel would try to keep the refugees in a strategic buffer zone between the Golan and Syria, and would likely move Alawite refugees to the divided Alawite city of Ghajar straddling the Lebanon-Israel border to prevent any conflict between Alawis and the Druze population of the Golan. Meanwhile, the Knesset passes an amendment to an existing law to discourage infiltrators that makes it legal to detain illegal migrants and their children for up to 3 yrs. without trial. Though directed at African migrant workers attempting to enter Israel fr. Egypt, Israeli rights groups fear the measure could be used to detain refugees fleeing violence in Syria. (NYT 1/11)

A Palestinian teenager shot in Silwan on 5/13 dies of his wounds. Clashes erupt after the boy’s funeral later in the day, with Israeli police firing rubber-coated steel bullets at angry mourners, injuring 2. For a 2d day, numerous clashes are reported, particularly around East Jerusalem, as Palestinians demonstrate in commemoration of the Nakba, but no serious injuries are reported. Jewish settlers fr. In Syria, troops raid Tal Kalakh village nr. the border with Lebanon before dawn, sending 100s of Syrians fleeing into Lebanon for safety. Clashes continue through 5/15. Lebanese officials estimate that some 5,000 Syrian families have sought refuge in Lebanon since the clashes began. As the quarter comes to a close, Syrian forces continue to violently suppress protests scattered nationwide. Human rights groups say as many as 900 protesters have been killed since the beginning of the uprising, while the govt. says that 98 soldiers and 22 police officers have been killed; around 9,000 Syrians are still in custody or unaccounted for. A GCC envoy arrives in Yemen to try to resurrect a deal with Saleh to step down, but no agreement is immediately reached. Rights groups estimate that more than 154 Yemenis have been killed since protests began. (NYT, WP 5/15)

The IDF claims that Muhammad al-Dura, the 12-yr.-old killed at Netzarim Junction on 10/1, had been throwing stones at soldiers before he was shot, contradicting widely broadcast footage of the incident recorded by France 2 TV showing the boy and his father pinned down by gunfire for 45 minutes. The pair were returning from errands and had been dropped off by a taxi, which refused to take them across Netzarim Junction because of heavy IDF fire. Israeli High Court rules (3-2) that American Samuel Sheinbein, charged committing murder in the U.S. in 9/97, is a citizen of Israel, cannot be extradited, will be tried in Israel. The decision reverses a lower court judgement that Sheinbein did not qualify for automatic citizenship through his father, who was born in Mandated Palestine. Saudi businessman Salih Idris, whose pharmaceutical plant in Sudan was bombed by the U.S. in 8/98 for allegedly housing chemical weapons for Saudi dissident Osama Bin Laden, files suit against the U.S. Treasury Dept. for freezing his London assets without formally declaring him linked to a designated terrorist, as the law demands. Turkish officials allow 2 lawyers for Ocalan to see the jailed PKK leader for the 1st time.
