Bloomberg reported that Israel and Saudi Arabia have intensified talks on developing a closer military and intelligence sharing relationship. According to Bloomberg sources, the two countries held talks on the sidelines of the U.S.-Gulf Cooperation Council Working Group meeting in Riyadh and are expected to continue talks at the Munich Security Conference in Prague in the coming days. Israeli forces delivered a demolition notice for a school under construction in the al-Saffi community in the Masafer Yatta area. Israeli forces also demolished 1 car repair shop in Nabi Ilyas. 8 Palestinians were arrested during late-night raids in Qalqilya, Jalbun, Nazlet Zeid, Tulkarm, Yatta, and Asira ash-Shamaliya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Waha and al-Sudaniyya; no injuries were reported. In Gaza, 22 Palestinians were killed in a fire in the Jabalia refugee camp. The PA called on Israel to open its crossings to Gaza to allow the injured to receive treatment in East Jerusalem and the West Bank, which Israel subsequently said it had done. The preliminary investigation suggested that the fire escalated quickly due to a large amount of gasoline stored in the house. U.S. ambassador to Israel Tom Nides visited the Kiryat Netafim settlement. Ambassador Nides said he visited the settlement to offer condolences to the family of an Israeli settler who was stabbed to death on 11/15 in the Ariel settlement, allegedly by a Palestinian. Shomron Regional Council head Yossi Dagan, who accompanied Nides, told Nides that “we will build Samaria [the West Bank]. We are believers, and we know that this is our land.” (HA 11/17)

In the West Bank, 1 member of the Lion’s Den, Tamer al-Kilani, was killed when an explosive device planted in a motorcycle exploded in Nablus. The Lion’s Den said al-Kilani was the victim of an Israeli assassination. Israeli settlers sprayed pepper spray at 2 Palestinians in Huwwara. Israeli forces fired tear gas near a school in Kharbatha Bani Harith, causing tear-gas related injuries among students and staff. Commenting on Israeli settler attacks against Israeli soldiers in recent weeks, prime minister Yair Lapid said he would not allow “criminal militias in the State of Israel” during a cabinet meeting. Defense minister Benny Gantz also said that Israel will not accept the attacks. The cabinet approved the appointment of Herzl Halevi as new IDF chief of staff during the meeting. The General Union of Palestinian Teachers launches a limited strike in the West Bank in protest at the failure of the Palestinian Authority (PA) to implement previous agreements. The union’s secy.-gen., Ahmad Sahwil, says the union is prepared to begin a full, open-ended strike should the PA not meet its demands. They had threatened a strike in early 9/2013, but called it off following an agreement with the PA on 9/5 to raise teachers’ salaries by 10%. (MNA 11/17)

Three days before the onset of the 2nd round of negotiations in Geneva over Iran’s nuclear program, French pres. U.S. State Dept. spokesperson Victoria Nuland says that Secy. of State John Kerry, appointed on 2/1, is working to try to free up almost $700 m. in aid for the PA held up in Congress. Hamas says that the Egyptian army is flooding tunnels between the Gaza Strip and Sinai used for smuggling, and that there is a reinforced troop presence on the border. Israeli DM Ehud Barak tells a security conference in Munich that Israel means what it says with regard to threats to take preemptive action against its enemies. The comment is taken as hint of admission that Israel was behind the air strike in Syria. U.S. officials now say that the attack targeted a weapons shipment bound for Lebanon but also caused collateral damage to a nearby research center, an explanation for the discrepancy between accounts of the target (see 1/30, 1/31). Meanwhile, UK newspaper the Sunday Times reports that Israel is considering establishing a 10-mi. buffer zone inside Syria to protect itself from rebels. (AP, JP, WP 2/3)

The Israeli cabinet approves (16–3, with 1 abstention) a plan for the Bedouin communities in the Negev that would see thousands of so-called unrecognized villages destroyed and their populations forcibly relocated to governmentapproved towns. The plan covers landownership issues, compensation, and investment in the region. The PM’s Office calls it a ‘‘compromise,’’ but Bedouin activists and human rights campaigners denounce it entirely. Israeli security agency Shin Bet announces that for the 1st year since 1973, there were no Israeli casualties from a Palestinian attack in the West Bank. The report covering 2012 says that there was an uptick in so-called popular terror in the West Bank, referring to stone-throwing and Molotov cocktails. The report notes that 10 Israelis were killed in security-related incidents during 2012, and that more than 2,500 rockets and mortar shells were fired from the Gaza Strip into Israel. However, Shin Bet reports that since Operation Pillar of Defense in November 2012, no rockets have been fired. The report also records that 8 rockets were fired at Israel from Egypt’s Sinai Peninsula, and that there were 11 attempts to fire anti-aircraft weaponry at IDF planes, up from just 1 effort in 2011. Jordan holds parliamentary elections, which are boycotted by the Muslim Brotherhood–affiliated Islamic Action Front. The boycott is based on claims that the electoral system is biased in favor of rural tribal areas where pro-regime sentiment is highest, in contrast to large, more densely populated urban areas, where pro-Brotherhood views are strong among poor Palestinians. In the election, 1,425 candidates compete for 150 seats, up from 120, in the lower house. King Abdallah has agreed to cede some powers to the new legislature, such as choosing the PM and running day-to-day affairs. There are numerous reports of vote-buying and small-scale clashes in Karak governorate and some districts of Amman. The results see pro-government candidates maintain their dominance of the parliament, though 37 Islamist and other government critics win seats in the legislature. Teachers in the West Bank go on strike to protest the delay in the payment of their salaries. The PA has not set a target date for paying back salaries.
