In the West Bank, Israeli settlers vandalized 7 Palestinian-owned vehicles in Qira, puncturing tires and spray-painting the Star of David. Israeli forces seized 1 garbage truck near Salfit. Israeli forces also started razing 50 dunams (12.5 acres) of agricultural lands near Dura for settlement expansion. 6 Palestinians were arrested during late-night raids in ‘Azzun and Tulkarm. An Israeli district court rejected a petition by the Salhiya family to have their house rebuilt after it was demolished by Israeli forces on 1/19. The family’s lawyer said they would appeal the case to the High Court of Justice. (WAFA 1/23)

A leaked summary of an investigation by the Israeli military into the death of an 80-year-old Palestinian man who died after being detained by Israeli forces on 1/12 found that his gag, which was left on for more than 1 hour during the detention, could have impeded his breathing, and the exposure to cold weather where he was left could have caused hypothermia, leading to his death. Israeli soldiers testified that they left him after removing his cuffs without providing medical attention or checking on his health. The man was pronounced dead at a Ramallah hospital after being found by Palestinian residents of Jiljilyya. (HA, TOI, WP 1/23; JP 1/24)

Hamas distanced itself from an Islamic Jihad arranged demonstration in solidarity with the people in Yemen on 1/22, where criticism of Saudi Arabia and other Gulf countries were on display. Hamas said, “[t]he shouts against Arab and Gulf states from our Palestinian arena do not represent our position and policy.” The statement from Hamas coincided with Dubai’s deputy police chief, tweeting that Mahmoud Zahar of Hamas was on the UAE most wanted list after he voiced support of Houthi attacks on the UAE. Data released by Action Group for Palestinians in Syria reported that 653 Palestinians have been tortured to death by the Syrian government since the outbreak of the Syrian Civil War in 2011. (MEMO 1/23)

+972 Magazine reported that he Israeli cabinet had approved $30 million to revive its “Solomon’s Sling” program to fund propaganda efforts in the U.S. and Europe. The program, which sees money funneled by the Israeli government to pro-Israel activists and organizations through a public benefit corporation, was originally steered by the ministry of strategic affairs. The ministry was folded into the foreign ministry by the current Israeli government and the program will continue under the foreign ministry. (+972 1/25)

In the West Bank, Israeli settlers set up 4 caravans on Palestinian-owned property north of ‘Abwayn; the outpost was dismantled by Israeli forces the same day. Israeli forces raided the family house of an alleged Palestinian attacker near Nablus and took measurements in preparation for a punitive demolition of the property. Israeli forces also demolished 1 house under construction and delivered 1 demolition order for a carpentry shop in ‘Araba. 13 Palestinians were arrested during raids in and around Bethlehem, Hebron, Ramallah, Qalqilya, Biddu, and Qatanna; during a raid in al-Fawar refugee camp, Israeli forces assaulted 2 Palestinians, fracturing the nose of 1 of them; they also claimed that Israeli forces stole 5,800 NIS ($1,700). In Gaza, Israeli forces opened fire on agricultural lands east of Rafah. In Israel, Israeli forces demolished the bedouin village al-‘Araqib for the 177th time since 2000. The Israeli high court of justice ruled that 1 Israeli settler outpost with some 50 homes, Mitzpeh Kramim, is to be evacuated. The court found that the settler outpost was built in bad faith as the authorities knew it was being built on Palestinian-owned land. (AJ, HA, REU 8/27)

Israeli foreign minister Gabi Ashkenazi said in a news conference with German foreign minister Heiko Maas that, “I think it’s very clear and it’s very tangible that Israel government policy moved from annexation to normalization.” (HA 8/27)

U.S. secretary of state Mike Pompeo met with Omani Sultan Haitham bin Tariq Al Said in Oman to advocate for the Gulf state to normalize ties with Israel. Oman was the 5th stop on Secretary Pompeo’s Middle East trip, having visited Israel, Sudan, Bahrain, and the UAE prior. (HA, REU 8/27)

In the evening, the IAF conduct air strikes on a Hamas site and a vehicle near al-Bureij refugee camp, completely destroying the vehicle and injuring 2 Palestinians allegedly preparing to fly an incendiary kite into southern Israel. Meanwhile, Israeli firefighters put out approximately 21 fires in the border area allegedly caused by such attacks. Separately, IDF troops violently disperse Palestinians gathering near Khan Yunis and Jabaliya refugee camp to continue the Great March of Return; 2 Palestinians are injured. In the West Bank, Israeli forces begin dismantling and evacuating 10 buildings in the illegal settlement outpost West Tapuah near Nablus. The settler-residents throw bleach, sticks, and eggs at the Israeli forces, sparking minor clashes; 11 Israeli police are lightly injured. Meanwhile, IDF troops arrest 5 Palestinians during late-night raids near Hebron and Bethlehem, and patrol near Hebron. The Israeli cabinet convenes to discuss the recent spate of incendiary kite and balloon attacks emanating from Gaza. PM Netanyahu and DM Lieberman support the IDF’s position that direct attacks on the perpetrators are likely less effective than retaliatory strikes on Hamas infrastructure. Israeli public security minister Gilad Erdan and education minister Naftali Bennett reportedly push for the IDF to target the perpetrators directly. (HA 6/17; YA 6/18)

Israeli and Arab sources say that the U.S. delegation scheduled to visit the Middle East this week plans to call on wealthy Gulf states to invest up to $1 billion in an effort to strengthen Gaza’s economy. They reportedly plan to ask for Egypt and Israel to help administer the funds. “This is an issue that is urgent, and at the same time, can be dealt with relatively quickly,” one source says. Off the coast of the Gaza Strip nr. Bayt Lahiya, Israeli naval vessels attack Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF patrols in 1 village nr. U.S. Secy. of State Kerry conducts further talks with Pres. Abbas in Ramallah and Israeli PM Netanyahu in Jerusalem, the 3rd day of discussions with Israeli and Palestinian leaders. Egypt’s Foreign Ministry summons the Qatari amb. in Cairo to protest the Gulf state’s recent statement of concern about the increasing number of casualties during anti-coup protests. Qatar also condemned the 12/24 decision to designate the Muslim Brotherhood a “terrorist organization.” (AP 1/4)

In the Gaza Strip, Israeli forces shoot at Palestinian farmers working close to the perimeter fence nr. Rafah, causing no injuries. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 2 villages and al-‘Arub r.c. nearby, and 1 village each nr. Bethlehem and Ramallah at night; patrols in Hebron and al-‘Arub r.c. in the afternoon, and in 1 village nr. Hebron, and 1 village nr. Qalqilya at night. An anonymous official in Israeli PM Netanyahu’s office says that the govt. will not be proceeding with the preliminary planning procedures for 24,000 settlement homes, as previously indicated on the Housing Ministry’s website. Israeli TV reports that the PA directly appealed to U.S. Secy. of State Kerry about the matter, threatening to quit the negotiations if the tenders were not cancelled. Meanwhile, PA Pres. Abbas meets with opposition leader MK Isaac Herzog in Ramallah, and tells him he is keen to reach an agreement with Israel. In a statement released after the meeting, Herzog says, “We have a partner that is ready to go the distance for peace and take original, brave steps on core issues.” (HA, JP 12/1) 

Iranian pres. Ruhani says construction will soon start on a 2nd nuclear power plant, according to local media reports. Meanwhile, Iranian FM Zarif meets with his Kuwaiti counterpart Shaykh Sabah Khaled al-Sabah, on his 1st official visit to a Gulf Arab country. Following the meeting, Zarif says that the 6-mo. interim deal with the West is in the Gulf states’ interests. (AFP, JP 12/1)

Egyptian security forces violently disperse anti-govt. demonstrators in Cairo’s Tahrir Square, as the cmte. charged with amending the constitution approves changes to the text in the 2nd day of discussions. The new constitution give women and Christians “suitable representation” and also stipulates there must be elections, either parliamentary or presidential, within 90 days of the document’s adoption. The use of military tribunals for civilians is also scaled back, to be permitted only in cases of attacks on military personnel or property. However, the armed forces are given the exclusive right to name the defense minister for the next 2 presidential terms. The draft constitution is now handed over to Egyptian interim pres. After meeting with Syrian FM al-Sharaa, Egyptian pres. Mubarak states multilateral discussions on regional issues, the proposed third stage of peace talks, should not begin before significant progress has been made during bilateral negotiations between Israel, Arabs. Syria has been pushing for delaying the third stage talks until Israel displays willingness to evacuate from the occupied territories. But Mubarak notes that no agreement on this point has yet been made among the Arabs despite the agreement to "coordinate" policies made at recent Arab foreign ministers meeting in Damascus [see 10/23, 10/24]. PLO Pol. Dept. Head Faruq al-Qaddumi, however, states that the foreign ministers did agree to link attendance at the multilateral discussions with Israeli withdrawal from occupied territories. Both statements come in wake of behind the-scenes struggle between Egypt and Gulf states on one hand, Syria on the other, over whether to proceed with multilateral talks before Arab-Israeli agreement isreached in bilateral talks. European Community official announces EC, Israel have reached agreement over long-standing dispute over status, place of residence of EC official who will be sent to monitor EC economic aid to Palestinians in the o.t. EC had sough to post the official in the territories; Israel objected, seeking to place the representativen Tel Aviv instead. The EC has set aside $100 million in aid for Palestinians in the o.t. Human rights organization Middle East Watch issues report on condition of 18,000-20,000 stateless Palestinians in Kuwait. The Palestinians, who were either born in Gaza during the British Mandate, during the period of Egyptian administration of Gaza (1948-67), or who are descendants of those born there, have lived in Kuwait for decades but do not hold citizenship in any country. They do not carry Israeli Gaza identity cards but merely hold Egyptian travel documents, and are thus unable to legally live anywhere. According to the report, Kuwait intends to expel these persons to Iraq 11/15. (MEM 20/24)
