Israel’s civil administration told an Israeli court that it demolished the home of a Palestinian family in the West Bank by mistake. The family of 5’s home was demolished in July by Israeli forces despite the family’s pleas that there was a court order protecting their home. The Civil Administration said that the family’s home was thought to be the home of a different Palestinian family, whose home had already been demolished and blamed the mistake on “human error.” (HA 8/10)

The Honduran foreign ministry said that the country is considering moving its embassy to Israel back from Jerusalem to Tel Aviv. The new Honduran government that took office in January this year said in a statement that president Xiomara Castro wants to maintain a balanced relationship with Israel and Arab countries. The UN envoy for the Middle East peace process warned the UN security council that the ceasefire between Islamic Jihad and Israel was fragile and that the only way to secure longtime peace is through a 2-state solution based on the 1967 lines. PA UN envoy Riyad Mansour called on members of the Security Council to protect Palestinian lives and pressure Israel to end its blockade of Gaza. The Security Council emergency session was called by France, China, Norway, Ireland, and the UAE in response to Israel’s attacks on Gaza over the weekend, dubbed Operation Breaking Dawn. U.S. president Joe Biden continued his 4-day Middle East trip, leaving Israel for East Jerusalem and the West Bank. In East Jerusalem, President Biden visited the Augusta Victoria Hospital, announcing $100 million in aid for the East Jerusalem Hospital Network that serves Palestinians from East Jerusalem, the West Bank, and Gaza. The funding of the hospital will need U.S. congressional approval. Biden’s predecessor Donald Trump had cut U.S. funding in medical aid for the PA. Biden’s visit was the 1st by a sitting U.S. president to East Jerusalem, outside of the Old City. In Bethlehem, Biden and PA president Mahmoud Abbas met and held a press conference, where President Abbas stressed that a 2-state solution will not be tenable forever and called for accountability for Israel’s killing of Palestinian American journalist Shireen Abu Akleh. Additionally, Abbas called on the U.S. to reopen its consulate to Palestinians and delist the PLO from the U.S. list of terrorist organizations, saying “we are not terrorists.” Biden for his part called for a “full and transparent” investigation into the killing of Abu Akleh, voiced support for a 2-state solution along the 1967 borders with land swaps, and announced that Israel had said it would allow Palestinian phone companies to connect to 4G networks by the end of 2023. Biden also announced $201 million in funding for UNRWA and $15 million in aid for food security via the UN World Food Program and 2 NGOs. Additionally, it was reported that Israel will open the Allenby Bridge on a 24-hour basis and assess if the PA should have a presence at the crossing. It was reported by Palestinian sources that the 2 leaders gave separate statements after failing to agree on a joint statement. After meeting with President Abbas, Biden headed to Saudi Arabia where he was greeted by Saudi crown prince Mohammed bin Salman with a “fist-bump,” despite promising during his presidential campaign to make Saudi Arabia a pariah due to Crown Prince bin Salman’s involvement in the killing of journalist Jamal Khashoggi. It was announced by U.S. national security advisor Jake Sullivan that Saudi Arabia had opened its air space to all Israeli flights as part of the 2 countries’ path to normalization and Saudi officials said they would start discussions to approve flights from Israel to Saudi Arabia for Muslim pilgrims. Saudi Arabia’s foreign minister Adel al-Jubeir told CNN in an interview that his country remains committed to the Arab Peace Initiative, saying “we need to have a process, and this process needs to include the implementation of the Arab Peace Initiative. Israeli forces violently dispersed Palestinian protesters near Beita, killing 1 Palestinian using live ammunition; 7 others were hit by rubber-coated bullets and live ammunition, and 18 suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with rubber-coated bullets. 12 Palestinians were arrested during late-night raids in and around Yatta, Bani Na‘im, Bayt Liqya, Bethlehem, Biddu, Aqabah, and Qabatiya. PA president Mahmoud Abbas addressed the UN general assembly, outlining the territorial dispossession of Palestinians from historic Palestine at the time of the British Mandate to the current situation where Palestinians control 12% of the same land. President Abbas demanded that Israel withdraw from to the 1967 borders within 1 year. Abbas warned that if the world does not act to ensure the PA demand for a 2-state solution, then the “developments on the ground will dictate a reality [in which] the Palestinian people will demand its rights in the territory of all of historic Palestine,” hinting at moving toward demanding a 1-state solution. Abbas also accused Israel of ethnic cleansing and apartheid. Abbas addressed the UN general assembly in a pre-recorded video message. The U.S. think tank Center for Peace Communications hosted some 300 people in Erbil, Iraq, in a conference for normalizing ties between Iraq and Israel. Iraq’s presidential office, the prime minister’s office, and several influential organizations condemned the conference. An Iraqi court also issued arrest warrants for several of the attendees. In the West Bank, Israeli forces delivered a stop-work notice for renovations at a cemetery near Yatta. Israeli forces also seized 1 bulldozer in Bardala. 4 Palestinians were arrested, including 3 at checkpoints in Jericho and Bethlehem, and 1 during a house raid in Hizma. In East Jerusalem, for the 6th night in a row, Palestinians protested the Israeli-imposed restrictions on the Old City during the month of Ramadan; Israeli police violently dispersed the protest with water cannons and stun grenades and 3 Palestinians were arrested. In Israel, Palestinian-Israelis protested the sale of a building in Jaffa to a Jewish religious organization, saying their community is being settled by Jewish-Israelis; 3 members of the Jewish organization were reportedly assaulted and clashes with police ensued. Gaza saw the highest COVID-19 death toll in a 24-hour period as 23 Palestinians died in Gaza of the virus. 761 people have died of COVID-19 in Gaza since the start of the pandemic. This occurred as Israel reopened society after vaccinating the majority of people within the Green Line while refusing to provide vaccinations to the people in its occupied territory. PA president Mahmoud Abbas spoke, via video link, at the annual J Street conference, where he said that the PA is “ready to resume negotiations with our Israeli counterpart on the basis of international legitimacy, resolutions and signed agreements and under the auspices of the International Quartet.” He also said that moving away from a 2-state solution would lead to apartheid. President Abbas also commended the Biden administration for resuming aid and restoring bilateral relations. (HA 4/18)

Israel and Greece signed a defense procurement deal worth $1.65 billion. According to the deal, the Greek air force will get a training center operated by Elbit Systems, and Elbit will maintain the Greek air force fleet for 20 years. The deal was signed in Cyprus after a meeting between the foreign ministers of Israel, Greece, Cyprus, and the UAE. (AJ, HA, REU 4/18)

The head of the sovereign council in Sudan, General Abdel-Fattah al-Burhan, said that Sudan had normalized ties with Israel because the country would have to wait until August or September of 2021 to be removed from the U.S. list of state sponsors of terrorism. General al-Burhan also stated that Sudan still supports a Palestinian state within the 1967 borders and urged Israel to engage the Arab Peace Initiative. (HA 10/26)

In an op-ed in the New York Times, former lead Israeli peace negotiator Gilead Sher, former Israeli Security Agency head Ami Ayalon, and Israeli entrepreneur Orni Petruschka (organizers of a new group called Blue White Future) argue that since serious Israeli-Palestinian peace talks are unlikely to resume soon, Israel should adopt a “radically new unilateral approach” (which they term “constructive unilateralism”): openly “strive . . . to establish facts on the ground” that would impose a 2-state solution based on 1967 borders with Israel’s desired land swaps “regardless of whether Palestinians leaders have agreed.” The proposed borders would be based on Israel’s separation wall. At the same time, Israel would cease settlement expansion in areas that it does not intend to keep and prepare a plan to relocate settlers (they estimate 100,000) from settlements that would fall under permanent Palestinian control. Relocation would not take place, and the IDF would remain deployed in the West Bank, until the Palestinians signed a formal final-status agreement recognizing Israel’s fait accomplis. They argue that the plan meshes well with the Palestinians’ own constructive unilateralism of late (i.e., Abbas’s mission to gain UN recognition of Palestinian statehood), since it would be easier for Israel to negotiate with the Palestinians state to state.
