In the Gaza Strip, Israeli forces shoot and wound a Palestinian nr. Dayr al-Balah close to the border fence after an explosion targets an Israeli military jeep, causing no injuries. Separately, Israeli forces open fire on farmland nr. Khan Yunis, causing no injuries, and in another incident, Israeli forces conduct a limited incursion nr. Bayt Hanun and search the area adjacent to the border fence before withdrawing. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Hebron, and 1 village each nr. Jenin and Tulkarm at night; patrols in 2 villages nr. Jenin and in Tulkarm in the morning, 1 village nr. Qalqilya in the afternoon, and in 6 villages nr. Jenin and 3 villages nr. Hebron at night. A dispute escalates between Israeli PM Netanyahu and Economy and Trade Minister Naftali Bennett, with Netanyahu condemning his colleague for “irresponsible” comments, a reference to Bennett’s reported attack on the PM’s suggestion Israeli settlers could live under Palestinian rule. (HA, ToI 1/27)

The Israeli Air Force attacks a warehouse of S-300 missile launchers in the Syrian city of Latakia, according to Syrian opposition groups cited in Israeli media. The Syrian govt. neither confirms nor denies the alleged strike. (JP 1/27)

In the Gaza Strip, the Popular Resistance Cmte. and PFLP claim responsibility for several rockets and mortar shells fired into s. Israel and at Israeli military positions nr. Khan Yunis. However, the Israeli army says that no rockets landed in Israeli territory. In the West Bank, the IDF patrols in 1 village nr. Hebron in the afternoon and 1 village nr. Hebron at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (al-Ma‘sara). There are no serious injuries, except in Bil‘in (3 injured with live ammunition) and Nabi Salih (1 injured with a rubber-coated metal bullet). In East Jerusalem, municipal officials and security forces distribute demolishing orders for dozens of apartments in Ras Khamis and Ras Shahada. The Gaza Strip’s sole power plant shuts its generators due to fuel shortage, meaning that Palestinians could experience 12 hours of daily blackouts. Fuel supplies have diminished following an Egyptian crackdown on smuggling tunnels, and the inability of the authorities in Gaza to pay for PA-delivered fuel with an imposed tax, according to chair of the Gaza Energy Authority, Fathy Asheik-Khalil. The plant produces up to 65 megawatts, while Israel supplies the Gaza Strip with a further 120 and Egypt with 27. (MNA, REU 11/1)

Unnamed Israeli officials cited by Israeli media express anger at the White House for confirming that it was the IAF which attacked a Syrian military base nr. Latakia. The Israeli govt. typically refrains from officially acknowledging responsibility for such attacks. However, M Gilad Erdan tells the media that Israel will not allow advanced weapons to be transferred to Hizballah. (REU, ToI 11/1)

In the Gaza Strip, the IDF kills 4 mbrs. of Izzeddin al-Qassam Brigades in 2 separate incidents. First, IDF troops working to close a tunnel on both sides of the border are targeted by an explosion, wounding 5 soldiers. Returning fire, they kill 1 Palestinian. Subsequently, the Israeli Air Force (IAF) bombs another tunnel, killing 3 Palestinians who were inside. In addition, IDF troops along the border nr. Jabaliya r.c. open fire on an open area, causing no damage or injuries. In the West Bank, Palestinian gunmen open fire on a settler vehicle close to Hawara checkpoint nr. Nablus, causing no injuries. The IDF conducts house searches and arrest raids in 2 villages nr. Hebron and 1 village each nr. Nablus and Jenin at night; patrols in 2 villages each nr. Hebron and Jenin and 1 village nr. Ramallah in the afternoon. Jewish settlers vandalize around 300 olive trees nr. Qalqilya. Reports emerge that Palestinian negotiators Saeb Erakat and Mohammed Shtayyeh have handed in their resignation letters to PA Pres. Abbas, in response to what the 2 describe as Israel’s lack of commitment to the peace process. However, PLO official Wassel Abu Yousef denies that any such resignation had taken place. At a meeting of the PLO executive cmte, Abbas says that the Palestinian leadership will take steps in response to Israeli settlement construction, but without specifying exactly what. The IAF attacks a shipment of missiles located at a Syrian military base, a strike confirmed by an anonymous Obama administration official. The air strike targets missiles at a base nr. Latakia thought to be en route to Hizballah. Meanwhile, the OPCW announces that Syria has met a deadline in the internationally mandated disarmament program, with equipment and production facilities rendered inoperable. (AP, REU 10/31)

U.S. VP Joe Biden and other administration officials work to convince lawmakers to hold off from passing further sanctions targeting Iran, to let the current efforts to secure a negotiated solution have some breathing space. Comments by sens. emerging from the private briefing with Senate Democratic leaders and Republican and Democratic mbrs. of the Senate Banking Cmte. indicate that the Obama administration had done enough to convince many of the need to wait. Through UN and Egyptian emissaries, Israel and Gaza’s factions agree to a new cease-fire ending 4 days of heavy violence. Before the agreement is announced in the evening, Palestinians fire around 20 rockets and mortars (including 1 Grad) fr. Gaza into Israel, causing no damage or injuries; Israel does not immediately respond; 1 rocket is fired after the announcement. In the West Bank, the IDF declares Awarta a closed military zone, then raids 10s of homes arresting 20 Palestinian youths and 3 women. The IDF patrols in Tulkarm and 2 neighboring villages, 3 villages nr. Qalqilya, and 3 nr. Ramallah. During a morning patrol in Zabbuba village nr. Jenin, IDF troops raid an Internet café in search of stonethrowing youths who confronted them, arresting 4 children age 11–17. Israeli interior M Eli Yishai, under pressure fr. Netanyahu, postpones a meeting of Jerusalem’s planning committee (set for later this wk.) until 5/5 (after Passover) to discuss building 980 settlement housing units in Jabal Abu-Ghunaym and 600 units in Pisgat Ze’ev. In Syria, after heavy clashes with protesters after Friday prayers on 4/8 and with mourners after funerals on 4/9, Pres. Bashar al-Asad deploys soldiers and tanks for the 1st time to surround and cut off towns where protests are being held. Instead of quelling protests, clashes continue and casualties slowly but steadily mount through the end of the quarter. Nationwide Friday protests (4/15, 4/22, 4/29, 5/6, and 5/12) steadily grow more massive (into the 10,000s) and the regime’s response more extreme. Shelling, sniper fire, and arrest raids became routine. In between Friday protests, Syrian forces raid areas where protests or funerals are the largest; Baniyas, Dara‘a, Homs, Latakia, and the Kurdish region remain frequent targets. Still, the various protests seem isolated, with little overarching organization. As of this date, human rights groups in Syria believe that at least 170 Syrians have died and some 800 have been detained since clashes began. The govt. has also expelled many media organizations and cut Internet and phone access to keep news of the clashes sparse. Overnight, Israel makes an air strike on Gaza, killing 1 Palestinian preparing to fire a rocket into Israel. Between dawn and mid-morning, Islamic Jihad fires 3 manufactured Grad rockets fr. Gaza into Israel, causing light damage and slightly injuring 1 Israeli. Later, unidentified Palestinians fire 7 mortars fr. Gaza into Israel, some of which allegedly contain white phosphorous, causing no damage or injuries. Late in the evening, the IDF carries out several air strikes on training sites, rocket launching sites, and smuggling tunnels on the Rafah border, causing no reported injuries. In the afternoon, suspected Palestinian assailants leave a bomb nr. Jerusalem’s central bus station and convention center that detonates, killing 1 British woman, injuring 38 Israelis; the PA immediately condemns the incident; no group claims responsibility. In the West Bank, the IDF blocks a funeral procession fr. using a main road in Bayt Umar village nr. Hebron, sparking a clash in which 2 Palestinian mourners are wounded by live ammunition and 4 are arrested. Hours later, the IDF sends undercover units into Bayt Umar to raid and search a gas station, beating the owners and confiscating a computer. Several hours after that, the IDF returns to block the main entrance of the village with cement blocks and sand barriers. The IDF also patrols in Jericho (photographing the Intercontinental Hotel) and 3 villages nr. Ramallah; conducts late-night arrest raids, house searches in and around Hebron and in Tulkarm. In Syria, security forces make a predawn assault on the main mosque in Dara‘a, where antigovernment protesters have taken refuge, killing 15. Clashes last throughout the day and spread to 4 nearby villages. Over the succeeding days, clashes spread to towns and villages across the nation, becoming nr. daily events but remaining relatively small (in the 1,000s) and uncoordinated. Hot spots include Baniyas, Hama, Homs, Idlib, Latakia (which was reported to be “near anarchy”), and the Kurdish zone. (Only a few protests are reported in Damascus.) Govt. forces routinely dispersed the rallies, violently killing around 100 nationwide by 4/4. Meanwhile, Syrian activists mobilize through online social networking sites to call for mass protests every Friday until the regime falls. Overnight, the IDF launches Operation Summer Rains, sending ground troops into s. Gaza; retaking the Dahaniyya airport area as a base, demolishing 5 Palestinian homes and bulldozing land to improve lines of sight, and blowing up 3 bridges to control movement between the Rafah and Gaza City environs; conducting 7 air strikes on Gaza’s only electricity plant nr. Gaza City and 6 transformer stations, wounding 2 Palestinians, blacking out 45% of the Strip, and leaving Gaza fully dependent on electricity fr. Israel); shelling open areas of s. Gaza; repeatedly breaking the sound barrier over the Strip. The IDF’s elite Givati Brigade deploys outside n. Gaza, prepared to enter if rocket attacks resume. Midafternoon, IDF artillery begins shelling n. Gaza for the 1st time since the 6/9 incident that killed 8 Palestinians. After Palestinians fire 2 rockets into Israel in response (causing no damage or injuries), the IDF warns n. Gaza residents to evacuate the area, with Olmert saying that IDF operations will escalate until Shalit is released. In a warning to Syrian pres. Bashar al-Asad and Hamas’s Damascus-based leadership, the Israeli air force makes overflights of Asad’s residence in Latakia (where he is believed to be staying) and along the Syrian coast. Meanwhile, Palestinians fire 6 more rockets toward Israel, but all land inside Gaza, causing no damage or injuries. The AMB says it has kidnapped a 62-yr.-old Israeli man fr. Rishon Letzion, inside Israel, who has been missing since 6/26; issues a statement threatening to target Israeli embassies abroad. In the West Bank, the IDF patrols in Iktaba nr. Tulkarm; raids a Fatah office in al-Bireh, confiscating computers, arresting 3 Palestinians; conducts arrest raids, house searches in Tulkarm, nr. Hebron. In Khan Yunis, 2 Palestinian children are killed when they accidentally detonate unexploded IDF ordnance. In West Jerusalem, around 100 ultra-Orthodox Jews attack a tour group of 50 pro-Israel Christians for wearing shirts saying “love your neighbor as yourself”; Israeli police intervene to stop the attack but make no arrests; 3 tourists, 1 police officer are injured.
