In the West Bank, Israeli forces shot and injured 2 Palestinians in Bir Nabala after clashes broke out during a raid; Israeli forces also seized 2 cars. Israeli forces also delivered stop-work orders to Palestinians rehabilitating land in Dayr Nidham. Elsewhere, Israeli forces razed some 3 dunams (0.75 acres) of land in Kisan. 23 Palestinians were arrested during late-night raids in and around Jenin, Qabatiya, Jalazun, al-Bireh, Bethlehem, Hebron, and Tammun. In East Jerusalem, Israeli forces demolished 2 Palestinian-owned homes in Jabal Mukabir. 1 Palestinian was arrested during a late-night raid in Issawiyya. In Israel, 1 Palestinian man from Ramallah, who was working without an Israeli permit in Tel Aviv, died after falling to his death while being chased by Israeli police because of his lack of permit. In the West Bank, Israeli forces seized a tractor near Jericho and assaulted its 2 Palestinian owners as they tried to prevent the seizure, leading to hospitalization of 1 and arrest of the other. Israeli forces also violently dispersed a protest in Kafr Qaddum, injuring 2 with sponge grenades. 2 Palestinians were arrested during late-night raids in Hizma and al-Shuyukh. In East Jerusalem, 2 Palestinians were arrested during raids in Silwan and Issawiyya; during the arrest in Silwan, Israeli forces also confiscated 1 Palestinian-owned vehicle. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. UNRWA announced that it will unify its food basket system in Gaza, canceling double portions for the most vulnerable families to expand its services to another 60,000 people. The Palestinian Centre for Human Rights warned that the move will harm the poorest people in Gaza and that UNRWA needs to enhance its food program. (PCHR 2/21)

PA president Mahmoud Abbas signed a decree banning police pursuits and detentions based on “reasons related to freedom of expression and political affiliation.” The decree also said prisoners held because of political affiliation or for voicing opinions should be released. Israeli forces also clashed with Palestinians during a late-night raid in Jenin; 1 Palestinian was shot and injured in the stomach. Elsewhere, Israeli forces seized 1 bulldozer in Bayt Dajan. 7 Palestinians were arrested, including 6 during raids in Bayt Fajjar, Jenin, and Nablus, and 1 was arrested after he allegedly tried to stab 1 Israeli soldier at a checkpoint near Hebron. In East Jerusalem, 2 Palestinians were arrested in Issawiyya. In Gaza, 1 rocket was fired at Israel, landing in an open area, and Israel fired 1 missile at Gaza, causing damage near Rafah. Israeli forces also opened fire on agricultural lands east of al-Qarara; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of al-Sudaniyya refugee camp within the allowed fishing area; no injuries were reported. In the 1st installment of a 3-part interview with al-Arabiya TV, Saudi prince Bandar bin Sultan bin Abdulaziz, a former ambassador to the U.S., criticized the Palestinian leadership for its response to the UAE-Israel normalization deal which Prince Bandar called a “transgression” and “reprehensible.” He also said that “[t]he Palestinian cause is a just cause but its advocates are failures, and the Israeli cause is unjust but its advocates have proven to be successful. That sums up the events of the last 70 or 75 years . . . There is something that successive Palestinian leadership historically share in common: they always bet on the losing side, and that comes at a price.” (REU 10/5; HA 10/6)

In the West Bank, Israeli forces shot and killed 1 Palestinian man and injured 1 other near Kafr Haris. According to the Israeli military, the 2 had thrown a Molotov cocktail at the Israeli forces; the governor of Salfit said that the 2 had done nothing wrong and were hanging out with friends when they were attacked. During the funeral procession for the deceased Palestinian man, Israeli forces and Palestinians clashed in Kafr Haris; 1 Palestinian was hospitalized after being hit by a rubber-coated bullet to the neck. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum and Asira; 2 people were injured by sound bomb canisters in Asira, leading to fractures and an amputation of 1 finger; in Kafr Qaddum, 1 Palestinian was hit by a rubber-coated bullet; tear-gas related injuries were also reported. Israeli forces also delivered stop-work orders for 2 homes under construction in al-Khadir. 2 Israeli soldiers were injured by Israeli settlers while dismantling an Israeli settlement outpost near the Yitzhar settlement. 8 Palestinians were arrested, including 5 during late-night raids in and around Yatta, Hebron, and Jalazun refugee camp; and 3 at checkpoints near Nablus and Ramallah. In East Jerusalem, the Church of the Holy Sepulchre was closed to curb the spread of COVID-19; no date was set for its reopening. 1 Palestinian was arrested during a house raid in the Old City. According to the Saudi Arabian news channel al-Arabiya, 1 senior member of Hamas, Mohammed Omar Abu Ajwa, defected and fled to Israel for which he allegedly had been spying on Hamas for more than 10 years. Hamas denied al-Arabiya’s report. (HA 7/12; HA 7/14)

In a letter to the EU foreign policy chief Josep Borrell, the foreign ministers of Belgium, Denmark, Finland, France, Holland, Ireland, Italy, Luxembourg, Malta, Portugal, and Sweden demanded that he accelerate the process of formulating possible responses to Israel annexation. The 1st request for Foreign Policy Chief Borrell to do so was made on 15 May at an unofficial meeting. (HA 7/14)
