In the West Bank, Israeli settlers vandalized 80 olive trees and saplings in Yasuf. Israeli settlers also vandalized some 50 olive tree saplings in Surif. Israeli forces violently dispersed Palestinian protesters in Hebron protesting against settler attacks on herders in the South Hebron Hills. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 1. In East Jerusalem, Israeli police violently dispersed Palestinians protesting a settler incursion in Sheikh Jarrah and MK Itamar Ben-Gvir’s announcement that he will reopen his makeshift outdoor office in Sheikh Jarrah. Settlers threw stones and sprayed pepper spray at Palestinians. 2 Israeli settlers were injured, including 1 who was hit by a stone and 1 who was hit by a car; the driver of the car said he accidentally hit the settler after being sprayed with pepper spray by a settler. 6 Palestinians were arrested. Israel’s foreign ministry issued a statement saying that Israel will have a military officer stationed in Bahrain as a part of security agreements between the 2 countries following the normalization deal made in 2020. (MEE 2/11; AJ, HA, REU 2/12; MEMO 2/13)

The chairperson of Sudan’s transitional sovereignty council and de facto leader of the country since the coup in October 2021, Abdel Fattah al-Burhan, told Sudanese TV that meetings between Sudanese and Israeli officials were part of security and intelligence cooperation between the 2 countries and not political. In the West Bank, 3 Israeli settlers set fire to a Palestinian marble factory in Jamma’in near Huwwara, causing damage of around $920,000. 6 Palestinians were arrested during raids in Zabbuba and al-Walaja. In East Jerusalem, 4 Palestinians were arrested in the Old City. In Gaza, an explosion at the Zawiya market killed 1, injured 14, and caused damage. According to the Palestinian Centre for Human Rights (PCHR), the explosion was caused by explosives stored in a residential building at the market. After the PCHR reported its findings, it was smeared and threatened by the National and Islamic Factions’ Follow-up Committee in the Gaza Strip. Israel’s public security minister Omer Bar-Lev called PA president Mahmoud Abbas to wish him well on Eid al-Adha and said he used the oppounity to discuss more communications between the 2. (ALM, WAFA 7/22 HA 7/23)

Haaretz reported that although the ban on family reunifications for Israeli citizens married to Palestinians expired on 7/6, it has not been possible to make an appointment to process an application. According to Haaretz, interior minister Ayelet Shaked has ordered her ministry not to handle any of the requests until a new policy has been formulated. (HA, MEMO 7/22)

The Israeli government told the Israeli high court of justice that it would not grant work permits to Palestinians seeking asylum in Israel based on anti-LGBTQ persecution or domestic violence, saying that the PA “does not systematically persecute people because of their sexual orientation.” (HA 7/23)

In Syria, Israeli forces conducted air strikes for the 2d time in 1 week, this time in the Quseir region. It was unclear if there were any casualties. Syria’s military said its air defenses had intercepted most of the missiles. Russian officials later claimed that it was its air defenses in Syria that had intercepted the Israeli missiles. French president Emmanuel Macron called Israeli prime minister Naftali Bennett for clarification about Macron being a target of Pegasus spyware exported from the Israeli company NSO Group with Israeli government approval. (HA 7/24; MEMO 7/25)

The African Union (AU) said it would readmit Israel as an observer country. Israel was ejected as an observer 19 years ago after pressure from then brotherly leader of Libya Muammar Gaddafi. The Israeli foreign ministry had prior to the readmission sent a senior official to Addis Ababa in Ethiopia to meet with 30 ambassadors to the AU. Hamas later issued a statement calling the AU decision “shocking and reprehensible.” The South African government called the AU decision appalling, “unjust and unwarranted.” Algeria, Egypt, Comoros, Tunisia, Djibouti, Mauritania, and Libya later voiced opposition to Israel’s readmission, saying that the decision could divide the AU nations. During an arrest raid in the Jenin r.c. in the West Bank, IDF troops kill 1 Palestinian and wound 6 others. En route to a suspect’s house in the camp, soldiers meet resistance from residents—including the use of an improvised explosive device—and respond with live fire. In the Gaza Strip, Israeli forces open fire on Palestinian farmers close to the border fence nr. Bayt Hanun, causing no injuries. (HA, MNA 12/18, PCHR 12/19)

Palestinian chief negotiator Erakat tells reporters in Bayt Jala that the Palestinians and Israelis will require up to 1 more year to complete a peace deal, provided that a framework agreement can be put in place in the coming weeks. Erakat says that the Palestinians are thus prepared to extend talks beyond the 4/2014 deadline. (AP, REU, YA 12/18)

The U.S. Senate Foreign Relations Cmte. passes legislation, by a vote of 16–1, that would reform U.S. aid to Egypt, effectively lifting the hold on military aid that was put in place after the 7/2013 military overthrow of Egyptian pres. Morsi. The bill would amend the controversial “coup law” that forbids the transfer of U.S. aid to a country where a democratic govt. has been overthrown by the military; specifically, it would allow the pres. to waive that restriction on the basis of national security, providing that transferred aid supports democratization programs or facilitates new elections. In the Gaza Strip, Israeli forces shoot at Palestinian farmers working close to the perimeter fence nr. Rafah, causing no injuries. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 2 villages and al-‘Arub r.c. nearby, and 1 village each nr. Bethlehem and Ramallah at night; patrols in Hebron and al-‘Arub r.c. in the afternoon, and in 1 village nr. Hebron, and 1 village nr. Qalqilya at night. In East Jerusalem, Israeli security forces escort 24 Jewish Israelis at Haram al-Sharif, prompting clashes with worshippers. (MNA 12/1; PCHR 12/5)

An anonymous official in Israeli PM Netanyahu’s office says that the govt. will not be proceeding with the preliminary planning procedures for 24,000 settlement homes, as previously indicated on the Housing Ministry’s website. Israeli TV reports that the PA directly appealed to U.S. Secy. of State Kerry about the matter, threatening to quit the negotiations if the tenders were not cancelled. Meanwhile, PA Pres. Abbas meets with opposition leader MK Isaac Herzog in Ramallah, and tells him he is keen to reach an agreement with Israel. In a statement released after the meeting, Herzog says, “We have a partner that is ready to go the distance for peace and take original, brave steps on core issues.” (HA, JP 12/1) 

Iranian pres. Ruhani says construction will soon start on a 2nd nuclear power plant, according to local media reports. Meanwhile, Iranian FM Zarif meets with his Kuwaiti counterpart Shaykh Sabah Khaled al-Sabah, on his 1st official visit to a Gulf Arab country. Following the meeting, Zarif says that the 6-mo. interim deal with the West is in the Gulf states’ interests. (AFP, JP 12/1)

Egyptian security forces violently disperse anti-govt. demonstrators in Cairo’s Tahrir Square, as the cmte. charged with amending the constitution approves changes to the text in the 2nd day of discussions. The new constitution give women and Christians “suitable representation” and also stipulates there must be elections, either parliamentary or presidential, within 90 days of the document’s adoption. The use of military tribunals for civilians is also scaled back, to be permitted only in cases of attacks on military personnel or property. However, the armed forces are given the exclusive right to name the defense minister for the next 2 presidential terms. The draft constitution is now handed over to Egyptian interim pres. Adly Mansour who has 1 mo. to call a national referendum. (AP, REU 12/1)

In the West Bank, IDF troops conduct house searches and arrest raids in 1 village nr. Tulkarm in the afternoon, and in Hebron, and 1 village each nr. Tulkarm, Ramallah, Bethlehem, and Jenin at night; patrols in 1 village nr. Qalqilya and al-Fawar r.c. nr. Hebron at night. Jewish settlers pump wastewater onto agricultural land belonging to Palestinian farmers of Wadi Fukin village nr. Bethlehem. (WAFA 7/7; PCHR 7/11)

Assailants attack security checkpoints in the n. Sinai towns of Shaykh Zuweid and al-Arish, killing one soldier. An army spokesperson says that preparations are underway for a large-scale operation in the Sinai, to target “terrorist and criminal cells.” The official says that there is coordination between Egypt and Israel over bringing military forces into the Sinai. In the Israeli media, Israeli army officers serving nr. the Egyptian border report that security coordination is in good shape despite the political turmoil. Meanwhile, Iran’s Foreign Ministry spokesperson Abbas Araghchi expresses opposition to the Egyptian military’s intervention. (AP, HA, MNA, REU 7/7)

The IDF sends helicopters, tanks, bulldozers into Jenin to arrest wanted Islamic Jihad mbr. Hamza Kakur,sparking clashes in which IDF soldiers fatally shoot a Palestinian stone thrower and wound at least 6 Palestinians; Palestinian gunmen wound 2 IDF soldiers; Kakur is arrested. The IDF fires on Palestinian motorists waiting at a checkpoint outside Khan Yunis, seriously injuring 1; fires on residential areas of Naqura and Sebastia nr. The Knesset votes (59–12) to grant citizenship to Palestinians married to Israelis only if the Palestinian men are over age 35 and the Palestinian women are over age 25. The decision replaces an emergency measure (in place since 3/03, set to expire on 7/31) banning all Palestinians fr. becoming Israeli citizens under family reunification, but writes into law limitations previously considered temporary. The Knesset also passes (54–15) the so-called “intifada law” that limits Palestinians’ right to sue the state for damages incurred during the intifada to traffic incidents involving IDF soldiers, physical injuries received while in military detention. New York Times reports that Israeli gov't. is acknowledging for 1st time that tens of thousands of Soviet Jews are postponing or canceling their moves to Israel because of the lack of employment for those already there [NYT 5/5].

For 1st time since PLO established foothold in Lebanon, gov't. authorities have begun to prosecute Palestinian fighters on charges of illegal possession of weapons, according to Lebanese officials. Military prosecutor brings charges against 6 PFLP and 2 Fateh members [NYT 5/5].

Occupied Palestine/Israel: Israeli troops use tear gas and rubber bullets to break up group of approximately 120 women marching to Nablus. The women are relatives of Balatta camp youths arrested 1/20. Students at Nablus' al-Rawda College blockade campus-area roads, pelt Israeli soldiers with stones and empty bottles. Troops respond with tear gas and live ammunition; district military commander orders college closed for 2 weeks. Israeli troops arrest 30 Hebron University students after violent campus confrontation [FJ 2/13].

Occupied Palestine/Israel: P. M. Shimon Peres denounces Arafat's offer of "land for peace," characterizes the PLO as "talking peace in Jordan [while] killing people in Israel" [JP 9/9]. Soldiers fire rubber bullets and tear gas on a group called An End to Occupation as they demonstrate in Ramallah to protest Israeli deportation and administrative detention practices; 21 protesters are detained. Army declares the area a closed military zone [GU 9/18]. Ariel Sharon begins suit against Time magazine in a Tel Aviv court. Under Israeli law, Sharon need not prove malice to substantiate his claim [JP 9/9]. Charges have been filed against Israeli joumalist Amnon Kapeliouk for visiting Jordan in March and April. Under the 1948 Emergency Defense Regulations, Kapeliouk could receive up to a year in prison for entering acountry in a state of war with Israel [JP 9/8].

Other Countries: New York Times reports the Soviet Union has begun a new campaign to encourage Palestinians to reject American-sponsored efforts at Arab-Israeli peace talks. In recent weeks George Habash, Nayef Hawatmeh, Khaled al-Fahoum, and close Arafat aide Salah Khalaf (Abu lyad) have visited Moscow. Soviet leaders have expressed "total opposition" to the 11 February accord between Arafat and King Hussein [NYT 9/8].

Arab World: Fighting continues for the 6th straight day between 2,500 Palestinian fighters inside Burj al-Barajinah refugee camp and Amal militiamen outside [NYT 9/9]. Lebanese officials meet with Syrian Vice Pres. 'Abd al-Halim Khaddam in Damascus to ask for Syrian military intervention to stop the fighting [LT 9/9].
