In the West Bank, 1 Israeli settler intentionally rammed 1 Palestinian protester with their vehicle in Izbat at-Tabib. Israeli forces shot and injured 1 Palestinian child with live ammunition during a protest in Hebron. Israeli forces also demolished the Ramot Migron settlement outpost. Elsewhere, Israeli forces placed cement blocks at an entrance to al-Twana. 15 Palestinians were arrested, including 11 during late-night raids in Bethlehem, al-Mughayyir, and Hebron, 4 were arrested at flying checkpoints near Nablus and Tulkarm. In Gaza, 2 Palestinians died of wounds sustained from Israel’s attacks on Gaza over the weekend, including 1 child. Israeli forces opened fire at agricultural lands east of Khan Yunis; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 4 nautical miles west of Gaza; no injuries were reported. Middle East Eye reported that Islamic Jihad was angry with Egypt after its intelligence service allegedly informed the group that Israel was not seeking an escalation hours before attacking Gaza in Operation Breaking Dawn. (MEE 8/11)

In was reported that the U.S. defense department had decided against downgrading the post of security coordinator for Israel and the PA from a 3-star general to a colonel. The decision followed sustained pressure from U.S. lawmakers. (HA 8/11)

The EU donated $2.7 million in support of a PA program to help farmers in Gaza. (WAFA 8/11)

In the West Bank, the IDF conducts house searches and arrest raids in 1 village each nr. Jenin and Qalqilya, and in 3 villages, as well as al-‘Arub refugee camp (r.c.) nr. Hebron, 1 village each nr. Bethlehem and Jenin, and Qalqilya at night; patrols in 2 villages nr. Nablus and 1 village nr. Jenin at night. Jewish settlers from Migron outpost attack a Palestinian shepherd on his village land, severely wounding him and killing 2 sheep. (PCHR 8/22; YA 8/18)

The PLO Executive Cmte. meets in Ramallah, speaking out against recent Israeli settlement construction announcements and threatening to go to international bodies in search of redress. The cmte. also says it holds the U.S. administration responsible for failing to stop Israel’s settlement activity during the renewed peace talks. Meanwhile, Palestinian Authority (PA) PM Rami Hamdallah signs an agreement with U.S. Consul General in Jerusalem Michael Ratney in which the U.S. will pay $148 million to support the PA’s budget. A meeting takes place in the Gaza Strip between Hamas and Fatah leaders to discuss the possibility of holding presidential and legislative elections. However, on the same day, Fatah accuses Hamas authorities in Gaza of targeting its mbrs. for detention and harassment. Meanwhile, PA forces arrest 6 Hamas mbrs. in the West Bank. (MNA 8/18)

The U.S. State Dept. puts financing for economic programs directly involving the Egyptian govt. on hold, in the 1st real indication that the Obama administration will cut or curtail aid to the country in response to the military coup. Meanwhile, clashes continue in Egypt, with security forces killing at least 36 prisoners through suffocation after firing tear gas into a prison truck. The estimated death toll for 4 days of unrest in the country stands at around 900, with an estimated 70 police officers also killed. (AP, NYT 8/18)

The day before U.S. Pres. Obama arrives in Israel, the IDF and Israeli police raze 6 structures in 2 unauthorized Jewish settler outposts in the West Bank (Oz Zion and Ramat Migron). In retaliation, Jewish settlers vandalize 18 Palestinian cars and a bus in Nablus. In the West Bank, the IDF patrols in al-Fawar r.c. nr. Hebron in the afternoon, and conducts house searches and arrest raids in 1 village nr. Jenin at night. (MNA, YA 3/19; PCHR 3/21)

Palestinian PM Salam Fayyad and EU foreign policy chief Catherine Ashton sign a deal in Brussels for the EU to provide $9 million of new funding for Palestinian development, aimed at supporting the Palestinian presence in West Bank Area C (under full Israeli civilian and security control). Fayyad and his delegation then attend the annual meeting of the Ad Hoc Liaison Committee (AHLC)—the main donor body responsible for formulating broad policy for development assistance to the Palestinians. There he presents a paper on how the Israeli occupation affects the Palestinian economy. Donors are asked by the Palestinian delegation to protect projects in Area C and are told how irregularities in aid transfers to the PA and Israel’s withholding of tax revenue have worsened a financial crisis. After talks, Norwegian FM and AHLC head Epsen Barth Eide says that progress was made towards securing the $1.2 billion needed to fund the PA this year (see QU 168). (AFP, MNA 3/18; HA 3/19)

A World Bank report warns of the continued deterioration of the Palestinian economy, citing Israeli-imposed restrictions and the impact of closures (See Docs in JPS 168). The report also notes a drop in donor funding, and the PA’s large debts to banks and suppliers. Palestinian gross domestic product grew 6.1% in the first three quarters of 2012, down from an 11% average in 2010 and 2011. (HA 3/12)

Ross and Hale return to the U.S., having failed to secure a last-minute postponement of the Palestinian statehood bid. U.S. officials say they are “at a loss” for how a U.S. veto can now be avoided. Quartet efforts to broker a resumption of talks continue, however. (NYT, WP 9/9)

IDF troops on the s. Gaza border fire toward al-Qarara village, causing no damage or injuries. In the West Bank, the IDF conducts daytime patrols in 4 villages nr. Qalqilya, 3 villages northwest of Salfit, and 2 villages southwest of Ramallah; conducts synchronized late-night patrols in 4 villages nr. Tulkarm and additional late-night patrols in 1 village nr. Ramallah. In Ramallah, 10s of Palestinians hold the 1st small demonstration in support of the statehood bid, marching to the UN’s local headquarters. Jewish settlers fr. Shvut Rachel settlement nr. Nablus set fire to 2 Palestinian cars and vandalize a mosque in nearby Yatma village to protest the IDF’s 9/5 removal of structures at Migron outpost. Jewish settlers fr. Yitzhar nr. Abbas tells a group of 20 left-leaning Israeli intellectuals that the Palestinians want above all to resume negotiations, stating that “no matter what happens at the [UN], we have to return to negotiations,” but also that even if there is a last-minute deal to resume talks, the UN bid will proceed. He confirms that in recent months he met 3 times secretly with Israeli pres. Shimon Peres in Amman, London, and Rome to discuss reviving talks. He also reveals that he met secretly on 8/27/11 with Israeli DM Ehud Barak, who asked him to drop the statehood bid. (NYT 9/6; WJW 9/8; OCHA 9/9)

The IDF carries out an air strike on a house in Nussayrat r.c. in c. Gaza, seriously injuring 1 Palestinian woman. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts morning house searches in Sirris village nr. Jenin, summoning several Palestinians for interrogation; conducts late-night arrest raids, house searches nr. Qalqilya and Ramallah (arresting Hamas-affiliate PC mbr. Muhammad Abu Tair). The IDF razes 3 buildings in Migron outpost, ordered removed by Israel’s High Court; settlers scuffle with the IDF, which arrests 6. Soon after, Jewish settlers set fire to a mosque in a nearby Palestinian village and spray graffiti saying “Migron.” In other apparent reprisals, Jewish settlers fr. Beitar Ilit nr. Bethlehem pump wastewater on agricultural lands in nearby Husan and Nahalin villages, damaging 100s of trees and crops; Jewish settlers vandalize a Palestinian home in Hebron; Jewish settlers fr. Shilo settlement set up a roadblock on the Nablus–Ramallah road and stone passing vehicles, seriously damaging 1 car and injuring 1 Palestinian; Jewish settlers fr. Keddumim settlement stone Palestinian vehicles on the Qalqilya– Nablus road, causing light damage but no injuries. Israel issues tenders for construction of 294 new settlement housing units in Beitar Ilit nr. Jerusalem and Karnei Shomron nr. Nablus (see 5/21). The IDF fires rubber-coated steel bullets, tear gas, and stun grenades at mourners attending a funeral in Bayt Umar, sparking stone-throwing clashes that leave 3 Palestinians injured; patrols in al-Til nr. Tulkarm, randomly stopping and searching Palestinian cars; conducts late-night patrols in Tulkarm and late-night arrest raids, house searches nr. Bethlehem and in Jenin. Jewish settlers fr. For a 3d day, Israel allows significant cross-border transit through the Rafah crossing, allowing 600 Palestinians to enter Egypt and 494 to return to Gaza. IDF troops on the central Gaza border e. of Gaza Valley, supported by IDF helicopters, engage in a cross-border exchange of fire with armed Palestinians; the only casualty is a 12-yr.-old Palestinian boy seriously wounded by IDF fire outside his home, 1,500 m fr. the border. In the West Bank, the IDF conducts a rare daytime arrest raid, house searches in Bayt Umar village nr. Hebron; conducts late-night arrest raids, house searches in and around Balata r.c. and Nablus, in Bil‘in, and nr. Jenin and Qalqilya. The Israeli High Court approves construction of the 1st 50 of 1,450 housing units in Adam settlement nr.
