In the West Bank, Israeli settlers threw stones and bottles at Palestinian vehicles traveling near Ya’bad. Israeli forces shot and killed 2 Palestinians, including 1 minor, during a raid in Aqabat Jaber refugee camp. Israeli forces also shot and critically wounded 1 Palestinian while escorting Israeli settlers to Joseph’s Tomb in Nablus; the man succumbed to his wounds on 8/19. Meanwhile, Israeli forces shot and wounded 1 Palestinian at a checkpoint in Huwwara, claiming he had opened fire at the soldiers. Israeli forces also arrested 2 Palestinians, including 1 minor, in Burqa; they were then charged with throwing stones at Israeli settlers when the settlers raided Burqa on 8/4. Elsewhere, Israeli forces demolished a park in Qarawat Bani Hassan, razing 40 trees, removing artificial turf, benches, solar panels, and light poles. Israel claimed that Palestinian militants attempted to launch a rocket at Israel from the northern part of the West Bank, but that the rocket launch had failed. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces arrested 1 Palestinian man suspected of drug offenses in Shu’fat refugee camp; he was then severely beaten and imprinted with a Star of David under his eye. None of the 16 Border Police officers had their body camaras on and Israeli police claimed the Star of David imprint was caused by shoelaces. The Palestinian man was released from custody on 8/20. Off the coast of Gaza, Israeli naval forces arrested 2 Palestinian fishermen and seized their boat. An Israeli court sentenced Palestinian activist Aya Khatib to 4-years in prison claiming she provided “information with the aim of harming state security” and that funds she raised were given to families that are connected to Hamas. Khatib called the ruling unjust, saying her work benefits Palestinian children in Gaza suffering from medical issues. (MEE 8/15)

The Jerusalem District Court released Yehiel Indore, the main suspect of the settler attack on Burqa on 8/4 where 1 Palestinian was killed, to house arrest. (AP, HA 8/15)

Israeli foreign minister Eli Cohen met with Paraguayan president Santiago Peña in Asunción hours after he was sworn in to office. The Paraguayan Foreign Ministry announced that Peña will move the country’s embassy to Israel to Jerusalem. In 2018, the then Paraguayan president Horacio Cartes moved the Paraguayan embassy to Jerusalem from Tel Aviv before his successor Mario Abdo Benítez moved the embassy back to Tel Aviv months later, prompting Israel to close its embassy to Paraguay. Japan donated $1 million to UNRWA to help Jenin refugee camp recover from the 2-day Israeli raid on the camp in July. The EU donated $24 million for payments to 71,162 vulnerable Palestinian families. (WAFA, WAFA 8/15)

In the West Bank, armed Palestinians kidnapped 1 Druze citizen of Israel from a hospital in Jenin where he was admitted after suffering life threating injuries in a car accident. Israeli forces shot and killed 1 Palestinian man during a raid in Nablus. Israeli forces also delivered stop-work orders against 8 houses in Qarawat Bani Hassan. 18 Palestinians were arrested during late-night raids in ‘Anata, Deir Abu Mash‘al, Balata refugee camp, Silwad, Burqa, Jenin, Bethlehem, Tulkarm, and Hebron. In East Jerusalem, Israeli forces raided the home of PA governor of Jerusalem Adnan Ghaith. Governor Ghaith was placed under house arrest on 8/4. 6 Palestinians were arrested during late-night raids in Silwan. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 1 with a rubber-coated bullet. 9 Palestinians were arrested, including 8 during late-night raids in Sa‘ir, Yatta, as-Samu, and Tell; 1 was arrested at a checkpoint near Nablus. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 1 Palestinian stabbed and injured 1 Israeli soldier and 1 Israeli settler while being arrested in relation to a car-torching incident in Ras al-Amud. In Gaza, 2 Palestinians were arrested in the vicinity of the Gaza fence. In Israel, 1 Palestinian citizen of Israel was attacked by 4 Israeli Jewish people, who yelled “death to Arabs,” used pepper spray through the window of his vehicle, and vandalized his vehicle in Beersheba. The man was placed in house arrest after receiving treatment at a hospital, despite a judge saying that the Palestinian man was clearly attacked 1st by the Israelis. Israel said it had arrested 2 Palestinian men in the Galilee region for allegedly working with Hezbollah. (HA 3/20)

A Jewish vigilante militia set up by a former Israeli police officer was formally launched in the Naqab desert. The militia, The Barel Rangers, says it will patrol the Naqab to protect Jewish residents against Palestinian attacks. (AJ 3/24; MEE 3/26)

In the West Bank, Israeli settlers placed a large menorah on the roof of a mosque in Nabi Samwil. Israeli settlers with military escort blocked an entrance to al-Lubban ash-Sharqiya. Elsewhere, Israeli settlers threw stones at Palestinian homes in Burqa. Israeli forces shot and injured 1 Palestinian, physically assaulted 1, and injured others by tear gas suffocation during a late-night raid in Silwad. 8 Palestinians were arrested during late-night raids in Surif, Tubas, Silat al-Harithiya, Nablus, and ‘Asira. In East Jerusalem, Israeli forces delivered a demolition notice for an apartment and office building in Silwan. Israeli forces also arrested and interrogated PA governor of Jerusalem Adnan Ghaith before releasing him to house arrest and renewing his ban on contacting PA officials. 16 others were arrested during late-night raids in Isawiya and Qalandia refugee camp. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah and north of Beit Lahiya; no injuries were reported. Egypt announced that it had signed an agreement with Israel to increase the amount of natural gas it receives from Israel. Egypt exports the gas it buys from Israel to the European market using its liquefied gas terminals. (MEMO 11/26)

Germany, through its development bank, donated $33 million to the UNRWA in support of programing in Lebanon and Gaza, including rebuilding the Nahr al-Bared refugee camp. (MEMO, WAFA 11/25)

After a wk.'s delay, Bush gives a major speech outlining the new U.S. policy toward the peace process. Without mentioning Israel's military escalations, Bush says in effect that the Palestinians must remove Arafat and create a Western-style democracy before the peace process can move forward. The U.S. halts direct dealings with Arafat. Bush's decision to call for Arafat's ouster was reportedly influenced heavily by an Israeli intelligence report he received last wk. Chief of the U.S. Central Command Gen. J.H. Binford Peay says that Iraqi Pres. Saddam Hussein has placed his 1st wife, Sajida Talfah, and 2 daughters under house arrest, because of disputes over the murder of Saddam's 2 sons-in-law (2/23/96). Saddam's son Uday may lose a leg, be paralyzed as a result of the 12/12 assassination attempt. 600 people, incl. 20 senior military officers, have been arrested in connection with the shooting.
