Elsewhere, Israeli forces assaulted 1 Palestinian man after forcing him out of his car in Hebron. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 Palestinians and 1 international activist with a baton round and others with tear gas. Meanwhile, Israeli forces confiscated 2 tractors and 1 car in Hamsa in the Jordan Valley. 2 Palestinians were arrested during late-night raids in Jenin refugee camp and Tayasir. The UN special political and decolonization committee approved draft resolution A/C.4/77/L.12/REV.1 requesting the International Court of Justice give its opinion on the legal status of the Israeli occupation of Palestine since 1967. The resolution will go to the UNGA for a vote. The draft resolution passed 98-17 with 52 countries abstaining. Notably, Ukraine voted for the draft resolution and the UK abstained. The U.S., Israel, Australia, Austria, Canada, the Czech Republic, Hungary, and Italy were among the countries to vote against. According to Israel’s ambassador to the UN Gilad Erdan, Israel lobbied “dozens of countries that we have persuaded not to support” the draft resolution. Israeli president Isaac Herzog also called PA president Mahmoud Abbas in an effort to pressure Abbas into retracting the proposal. In the West Bank, 6 Israeli settlers attacked 3 Red Cross workers monitoring the olive harvest with pepper spray in Burin. Israeli settlers also uprooted 25 olive saplings in al-Masara. Israeli forces demolished 4 Palestinian stores under construction in Deir Qaddis. Israeli forces also delivered stop-work orders for 4 houses under construction in Idhna. 8 Palestinians were arrested, including 6 during late-night raids in Dheisheh refugee camp, Hebron, Beit Umar, and Dura; 1 was arrested at the Container checkpoint and 1 in his shop in Arrabah. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting the demolition of graves at al-Yusufiya Muslim cemetery; 1 was arrested. Israel’s public security minister Omer Bar-Lev ordered a ban on a cultural festival put on by the Catholic Church, claiming it was connected to the PA. The festival funded by Austria and France was set to take place for 3 days at Beit Abraham at the Mount of Olives in East Jerusalem. Israeli forces closed a performance attended by the French consulate general. The organizer Bernard Thibaud said he was shocked by the Israeli behavior and would speak to the French foreign ministry to complain and possibly take Israel to court. The U.S. state department said it was “deeply concerned about the Israeli government’s plan to advance thousands of settlement units, many of them deep in the West Bank. In addition, we are concerned about the publication of tenders on Sunday [10/24] for 1,300 settlement units in a number of West Bank settlements.” Haaretz reported that U.S. officials secretly had conveyed to Israel that the main concern for the U.S. is construction deep within the West Bank. When asked about the state department’s harsher tone toward Israel, state department spokesperson Ned Price said, “our public messaging on this is consistent with what we are seeing transpire so far. It only stands to reason that our public messaging may shift over time.” It was later reported by Axios that secretary of state Antony Blinken had a “tense” phone call with Israeli defense minister Benny Gantz over the issue of settlements. According to an Israeli official, the Israeli understanding was that the U.S. gave Israel a “yellow card,” a soccer reference for a warning. Israel rebuked the U.S. statement that the U.S. had not been informed about Israel’s decision, from 10/22, to designate 6 Palestinian rights organizations as terrorists. The Israeli deputy director-general of strategic affairs in the foreign ministry Joshua Zarka said that he had told the U.S. about the Israeli decision when he visited the U.S. the week of the announcement. Deputy Director Zarka said that Spokesperson Price probably had not been updated on the issue. UN human rights commissioner Michelle Bachelet also condemned the terrorist designations by Israel, saying they should be overturned immediately. The U.S. secretary of homeland security Alejandro Mayorkas said Israel was among 4 countries the U.S. is considering for its visa waiver program. It was announced by Israel that the country will join the EU Horizon Europe research program. The program provides funding for research and innovation and has a budget of $110 billion. Israel will be prohibited from using program funds to invest in East Jerusalem, the Golan Heights, and the West Bank, according to the deal with the EU. Republican senators in the U.S. congress introduced a bill co-sponsored by 35 senators seeking to block the Biden administration from reopening the U.S. mission to Palestinians in Jerusalem. The bill “Upholding the 1995 Jerusalem Embassy Law of 2021” was introduced by Bill Cassidy (R-LA) and Bill Hagerty (R-TN). (TOI 10/27)

In the West Bank, Israeli forces shot and killed 1 Palestinian near the checkpoint at Beit Ur al-Tahta near Ramallah; Israeli forces said they shot a man lighting a small fire in the area and that the man was found dead 1 hour and 30 minutes later, next to his child. Israeli forces did not go to check on the man they shot him and it was later revealed that the man had lit a cigarette, not a fire. Israel later said it would investigate the killing. Israeli forces also demolished 3 agricultural structures in Ibziq. 18 Palestinians were arrested during raids in and around Tammun, Deir Istiya, Ramallah, Abu Dis, ‘Anata, Beit Fajjar, Beit Sahour, Dura, and al-‘Arroub refugee camp. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. Israel allowed construction material to enter Gaza for the 1st time since May, including 30 truckloads of cement, 120 of gravel, and 15 of steel. Israeli forces demolished 1 residential tent and 2 agricultural tents, and seized solar panels in al-Samou. Israeli forces also razed a tract of land near Khirbet Umm al-Khawas in the Masafer Yatta area for settlement expansion. 21 Palestinians were arrested during raids in and around Ramallah, Tulkarm, Jenin, Tubas, Qalqilya, Bethlehem, Hebron, and Qatanna. During a trip to Israel, senator Lindsey Graham (R-SC) told Fox News that Israel is planning to ask the U.S. for $1 billion in military aid to “replenish the Iron Dome batteries” after the 11 days of escalation of violence last month, which Israel dubbed “Operation Guardian of the Walls.” (HA, HILL, REU 6/1; AJ 6/2)

17 Democratic U.S. senators led by Chris Van Hollen (D-MD), Tim Kaine (D-VA), Chris Murphy (D-CT), and Jeff Merkley (D-OR) signed a letter to secretary of state Antony Blinken urging him to pressure Israel to allow humanitarian aid into Gaza. Israel is conditioning the allowance of much of the humanitarian aid into Gaza on a number of demands to Hamas, including releasing 2 Israeli citizens and the bodies of 2 soldiers. In the West Bank, Israeli settlers stole some 100 Palestinian-owned hay bales in Burin. Israeli forces shot and injured 3 Palestinians while traveling in the same car near al-Bireh. 12 Palestinians were arrested during late-night raids in Kafr Na‘im, al-Bireh, Askar refugee camp, and Sa‘ir; 2 Palestinian children were injured by rubber-coated bullets during a confrontation with soldiers in Askar refugee camp. In East Jerusalem, 10 Palestinians were arrested during raids in Jabal al-Mukabir and al-Tur. In Gaza, 1 Palestinian injured in Israeli air strikes in al-Bureij on 5/17 succumbed to his injuries, raising the comprehensive death toll since 5/10 from 259 to 260, including 67 children and 3 pregnant women. In Israel, 1 Palestinian guard at a construction site was severally beaten by 10 Jewish-Israelis in Binyamina. 1 firebomb was thrown at a house occupied by Jewish-Israelis in Lydda; no injuries were reported. At a meeting in the Knesset, it was revealed that 1,892 Israelis had been arrested in protests and in confrontations and clashes between Palestinian-Israelis and Jewish-Israelis, and that only 183 of them are Jewish-Israelis. Israeli police dubbed its arrest campaign “Operation Law and Order.” Palestinian-Israeli lawmakers called the operation racist, saying it only targets Palestinian-Israelis. 1 Palestinian-Israeli imam Shaykh Kamal Khatib, the deputy leader of the northern faction of the Islamic Movement in Israel, was charged with incitement to terrorism and identification of a terrorist organization. Shaykh Khatib was arrested on 5/16. Khatib’s lawyer called the charges a political persecution. (HA, MEE 5/27)

An Egyptian official said that Egypt had invited Israeli, Hamas, and PA officials to Egypt for separate talks about reinforcing the ceasefire and accelerating the rebuilding of Gaza. A Hamas official said that Hamas leader Ismail Haniyeh would visit Cairo next week and that Hamas is ready to talk about a prisoner swap. The Israeli foreign minister Gabi Ashkenazi is expected to meet the Egyptian foreign minister Sameh Shoukry as part of the talks. (ALM, AP, HA, HA 5/27)

Israel summoned the French ambassador to Israel after the French foreign minister Jean-Yves Le Drian on 5/23 said, about Israel’s occupation of Palestinian territory, that the “risk of apartheid is strong if we continue to follow a logic of one state, or of status quo.” (HA, MEMO 5/26; ALM, HA, HA 5/27)

A public opinion poll released by the Arab American Institute said that 51% of Americans are for restricting U.S. military aid to Israel. 62% of Democrats supported restricting U.S. military aid to Israel. The UN Human Rights Council passed a resolution to investigate the latest escalation of violence between Israel and Hamas and Israeli attacks on Palestinians in East Jerusalem. 9 countries voted against the resolution, including Austria, Bulgaria, Cameroon, Czech Republic, Germany, Malawi, the Marshall Islands, U.K., and Uruguay. 14 countries abstained. Israel said it would not cooperate with the investigation. Hamas said its actions during the 11 days of violence were “legitimate resistance.” The U.S. said it opposed the investigation. The UN high commissioner for human rights Michelle Bachelet stated that Israeli attacks on Gaza may be war crimes and that rockets fired from Gaza were a violation of international law. Israeli settlers also uprooted some 50 olive trees near al-Twana. Elsewhere, Israeli settlers and military escort raided Kafr Ni‘ma, leading to confrontations; no injuries were reported. Israeli forces shot and injured 1 Palestinian man trying to enter Israel for work at the separation barrier near Barta‘a. Israeli forces also clashed with Palestinians during a raid in Tuqu‘, injuring 1 child who was hit by a tear gas canister, others suffered tear-gas related injuries. 7 Palestinians were arrested during raids in and around Kaubar, Dura, Hebron, Dheisheh refugee camp, and al-Khadir; during the raid in Dheisheh refugee camp, 1 Palestinian was injured by Israeli forces using live ammunition and others suffered tear-gas related injuries. In East Jerusalem, Israeli forces demolished 1 Palestinian-owned home in Shaykh Jarrah. Palestinians protested the pending eviction of 4 Palestinian families in Shaykh Jarrah whose homes are expected to be taken over by Israeli settlers. Israeli authorities also banned the Old City’s caretaker of Islamic cemeteries from entering the city for 15 days. 5 Palestinians were arrested, including 4 during late-night raids in al-Tur and 1 at the Haram al-Sharif compound. 14 Palestinian factions, including Fatah and Hamas, released a joint statement following 2 days of meetings in Cairo confirming the Palestinian elections to be held in May, July, and August. German foreign minister Heiko Maas tweeted that Germany does not agree with the ICC on the issue of the ICC’s territorial jurisdiction in the West Bank, East Jerusalem, and Gaza, saying that the State of Palestine is not recognized in international law. Foreign Minister Maas’s tweet came 1 day after he spoke with Israeli foreign minister Gabi Ashkenazi, who has been reaching out to allies to have them publicly side with Israel in the matter of the ICC investigation. Unlike the U.S. and Israel, Germany is part of the ICC. The EU has said it supports the independence of the ICC. Canada and Australia, also members of the ICC, have also expressed dismay about the territorial jurisdiction ruling. The PA foreign ministry said it regretted that Israel had been successful in convincing Germany, Canada, Australia, Austria, Brazil, and others in opposing the ICC investigation. In the West Bank, Israeli forces demolished 1 Palestinian-owned home in al-Khadir. Israeli forces raided Jenin, dismantling a PA COVID-19 checkpoint and injuring 1 Palestinian using live ammunition during clashes at Jenin refugee camp. Elsewhere, Israeli forces injured 1 Palestinian using live ammunition during clashes at Jalazun refugee camp. Israeli forces seized a Byzantine-era baptismal font from a church in Tuqu‘. Israeli forces also seized 700 dunams (173 acres) of Palestinian-owned land for an Israeli national park near Bethlehem. 4 Palestinians were arrested during raids in Yatta, Bethlehem, and Ramallah. In East Jerusalem, 2 Palestinians were arrested during raids in Shu‘fat ad Wadi al-Juz. An Israeli court remanded the PA governor of Jerusalem Adnan Gheith for 7 days. Governor Gheith was arrested on 7/19; it was the 17th time he has been arrested by Israeli forces since being named governor in 2018. Gheith had previously been released after 2 days but this time his lawyer told Agency French Presse that he is being probed over “planning an act of terrorism.” (WAFA, WAFA, WAFA, YAHOO 7/20)

Syrian state media reported that Israel fired missiles from Israel-occupied Golan Heights toward Damascus, but that the missiles were intercepted. Israeli media later reported that some missiles had not been intercepted and 5 people had been killed and 11 injured in the attacks. In the West Bank, Israeli settlers under quarantine due to possible COVID-19 virus infection in the Jordan Valley attacked 3 Palestinians with stones and set 2 Palestinian vehicles on fire near the Dead Sea. Israeli settlers also attacked Palestinian minors at a youth center in Hebron. 3 Palestinians were arrested by Israeli forces during raids near Jenin. In East Jerusalem, Israeli forces raided a COVID-19 clinic and arrested 4 workers because the PA had donated COVID-19 test kits to the facility. The closure of the clinic happened after days of warnings by health professionals that East Jerusalem is becoming a hot spot for the virus. The United Nations Interim Force in Lebanon (UNIFIL) reported that its troops had broken up a standoff near the Lebanese-Israeli border. A photo depicts Israeli and Lebanese troops with their guns drawn, separated by UNIFIL soldiers. In the West Bank, Israeli forces demolished a shack and razed 6 dunams (1.4 acres) of agricultural land in Bayt Umar. Palestinians in Hebron observed a general strike protesting Israel’s plans to make a new settlement and closed fruit and vegetable market in the city, announced on 12/1. During a protest march against the settlement, clashes broke out between protesters and Israeli forces, leading to tear-gas related injuries. 11 Palestinians were arrested during 9 late-night raids in and around Hebron, Dura, Ramallah, Jenin, and Tulkarm; and 2 at a flying checkpoint near Jenin. In East Jerusalem, Israeli settlers damaged 160 Palestinian-owned cars by slashing tires and houses were defaced by racist graffiti like “Arabs = enemies” in Shu‘fat. A Palestinian family demolished a room in their house in Jabal Mukabir after receiving a demolition order on 12/6. 2 Palestinians were arrested during evening raids in the Old City and Issawiyya. In the West Bank, 2 Palestinian families were notified that Israel intend to seize 4 dunums of their land in Jaba‘ for construction of a parking lot for Israeli military vehicles. A Palestinian family from Ya‘bad accused Israeli soldiers of stealing money and jewelry from their house during a late-night raid. Israeli forces also demolished 2 Palestinian-owned water tanks near Tubas and seized a cement mixer near Salfit. 12 Palestinians were arrested during late-night raids in and around Ramallah, Nablus, Jericho, and Hebron. In East Jerusalem, 2 Palestinians were detained in al-Aqsa Mosque during prayers; both were released after 5 hours of interrogation and banned from entering the mosque for 2 weeks. During a visit by the Irish minister of foreign affairs Simon Coveney to Israel, Gaza, and the West Bank, the ministry announced that Ireland was funding a $8.8 million project for construction of solar panels in Gaza in partnership with the French Development Agency. In France, the French parliament passed a resolution to combat anti-Semitism that included anti-Zionism and criticism of Israel. The resolution adopted the language of the International Holocaust Remembrance Alliance’s working definition of anti-Semitism which equates some criticism of Israel as anti-Semitic. The resolution was passed despite a petition signed by 129 Jewish and Israeli scholars warning the French parliament about equating anti-Zionism with anti-Semitism. (HA 9/4)

At the UN, 5 resolutions pertaining to Israel and Palestine passed in the General Assembly. 13 countries changed their vote, compared to previous years, on the resolution in support of the Division for Palestinian Rights of the Secretariat. The 13 countries that previously abstained on the yearly vote were Germany, the Czech Republic, Austria, Bulgaria, Denmark, Estonia, Greece, Lithuania, the Netherlands, Romania, Slovakia, Brazil, and Colombia. In the West Bank, Israeli forces began demolishing 13 apartment buildings housing 70 apartments in Wadi Hummus, located in Areas A and B on both sides of the separation wall. The highly publicized demolitions had 700 Israeli police officers and 200 Israeli soldiers involved and drew condemnation from many different international organizations and countries. During the demolitions, several Palestinians were injured by Israeli forces while protesting the demolitions. Israeli forces also detained the Palestinian owner of 1 of the buildings for several hours; upon his release he was banned from the neighborhood until 7/25. Israeli forces also arrested 16 Palestinians in and around Hebron, Ramallah, Nablus, Jenin, and Qalqilya. In Israel, a Palestinian man from the West Bank was shot by Israeli police after allegedly having pulled out a gun when stopped by the police officers. German navy intercepts German ship transporting 16 Czech-made, Soviet-designed T-72 tanks to Syria near Strait of Gibraltar, forces it to return to Germany, where investigation will be launched to determine whether or not German laws governing shipment of military materiel were violated.
