In the West Bank, Israeli forces shoot and injure 2 Palestinians during a raid in Qabatiya. Israeli forces also arrest 30 Palestinians during raids in and around Jalazone refugee camp, Hebron, Tulkarm, Nablus, Jenin, and Tubas. In Gaza, Israeli forces bomb Rafah, Gaza City, Khan Yunis, Jabalia refugee camp, Nuseirat refugee camp, and Maghazi, killing at least 81 people, including 30 people sheltering in a home near al-Shifa Hospital. Israeli forces also continue to besiege the Nasser, al-Shifa, and al-Amal hospitals. In Lebanon, Israeli forces bomb Tayr Harfa, Baalbek, Hermel, Ayta ash Shaab, Kafr Kila, and Dhahirah, killing 3 people. Hezbollah forces fire rockets at Avivim, damaging a winery, and at the Mount Meron air base. In Jordan, police violently disperse protesters outside of the Israeli embassy. In Syria, Israeli forces bomb Deir ez-Zor, killing 17 people, including a WHO staffer and an Iranian military advisor. More than 32,414 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,787 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 440 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 251 Israeli soldiers have been killed and 1,509 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 193 trucks carrying aid enter Gaza. The Gaza Media Office says 12 people have drowned trying to retrieve airdropped aid that landed in the sea and 6 have been killed in stampedes while trying to reach airdropped aid in the past week. Hamas political leader Ismail Haniyeh meets Iranian foreign minister Hossein Amir-Abdollahian in Tehran. Haniyeh says in a press conference that the UN Security Council resolution demanding a ceasefire from 3/25 indicates that “the Israeli occupation is experiencing unprecedented political isolation” and that Israel has not been able to achieve “any of its military or strategic objectives” in Gaza. Israel recalls its negotiating team from Qatar, saying Hamas insists on “extreme demands: immediately ending to the war, a complete withdrawal of the IDF from the Gaza Strip and to remain in power.” Reuters reports that the negotiation team has been recalled for consultations and a small Israeli team remains in Doha. Israel’s military spokesperson Daniel Hagari says Hamas deputy military commander Marwan Issa was killed on 3/11. The U.S. announced on 3/18 that Issa had been killed. (AJ, AJ, HA 3/26)

Israeli defense minister Yoav Gallant meets with U.S. secretary of defense Lloyd Austin in Washington, D.C. Austin calls the situation in Gaza a “human catastrophe” and says the civilian death toll is “far too high.” Gallant says Gaza will not be governed by Hamas or Israel after the war. German foreign minister Annalena Baerbock calls for unhindered access for aid to Gaza and says the “humanitarian situation in Gaza is hell” during a visit to Israel. (AJ, AJ, AP, HA, REU 3/26)

U.S. State Department spokesperson Matthew Miller says an Israeli ground invasion of Rafah “would hurt Israel’s national security,” citing the potential to further isolate Israel globally. Miller also says Israel’s assertion that the passing of the UN Security Council ceasefire resolution had an impact on the ceasefire negotiations is “inaccurate in almost every respect,” noting Hamas’s response to the Israeli proposal was prepared before the Security Council vote. Lastly, Miller says the U.S. has not made a conclusive determination as to whether Israel is using U.S.-supplied weapons in accordance with international law or hindering U.S. aid from entering Gaza. During a speech at the UN Human Rights Council, UN special rapporteur on the occupied Palestinian territories Francesca Albanese says “Israel has committed 3 acts of genocide causing serious bodily or mental harm to members of the group, deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part, and imposing measures intended to prevent birth within the group.” Albanese also says Israel has dropped 25,000 tonnes of explosives on Gaza since 10/7/2023, equivalent to 2 nuclear bombs. Colombian president Gustavo Petro says the international community should break diplomatic relations with Israel if Israel does not comply with the Security Council ceasefire resolution. (AJ, HA 3/26)

An Israeli woman held captive in Gaza until she was released on 11/30/2023 tells the New York Times that she was sexually assaulted by one of the people guarding her. Hamas official Basem Naim tells the Times that the allegation will be investigated but that it cannot be done at the moment due to “the current circumstances.” (NYT 3/26)

In the West Bank, Israeli settlers physically assault and pepper spray a Palestinian man in Nablus during a raid near Joseph’s Tomb. Israeli settlers also begin constructing a settlement outpost in al-Muarajat. Israeli forces shoot and kill an 11-year-old child and injure 2 others during a raid in Burin. Israeli forces also shoot and kill a 16-year-old child during a raid in al-Am’ari refugee camp. Elsewhere, Israeli forces shoot and injure a Palestinian child in Fawwar refugee camp. Israeli forces also punitively demolish the home in Jenin of a Palestinian man killed by Israeli forces in May 2023. Meanwhile, Israeli forces raid Tulkarm and Nur Shams refugee camp, uprooting streets. Israeli forces also arrest 55 Palestinians during late-night raids in and around Hebron, Tubas, Bethlehem, Qalqilya, and Ramallah. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Khan Yunis, Gaza City, Rafah, Bayt Lahiya, Jabalia refugee camp, and Nuseirat refugee camp, killing at least 124 people. A Palestinian child dies of hunger at the Abu Youssef al-Najjar Hospital in Rafah. Al-Awda Hospital in Jabalia refugee camp partially resumes operations after receiving fuel. In Lebanon, Hezbollah forces attack Israelis near the Blue Line, killing an Indian national and injuring 7 others near Margaliot. U.S. president Joe Biden tweets that he will not give up on pushing for a 6-week ceasefire. Vice President Kamala Harris meets with Israeli war cabinet member Benny Gantz. A White House readout of the meeting says Harris reiterates Israel’s right to defend itself, expresses deep concern for the humanitarian situation in Gaza, and urges Hamas to accept a 6-week ceasefire. Israeli finance minister Bezalel Smotrich says Gantz is in the U.S. to advance U.S. plans to establish a Palestinian state. Deputy Assistant to the President and Senior Adviser for Energy and Investment Amos Hochstein meets with Lebanese Parliament speaker Nabih Berri in Beirut, discussing the escalation between Hezbollah and Israel. UNRWA says some of its staff have been forced to give confessions under torture and ill-treatment by Israeli forces. The statement follows an Israeli claim that there are more than 450 Hamas and Islamic Jihad affiliated people working for UNRWA and the release of audio files purporting to be evidence that 2 UNRWA workers confessed to taking part in events on 10/7/2023. Commissioner-General Lazzarini says Israel “seeks to eliminate [UNRWA’s] role in protecting the rights of Palestinian Refugees.” (AJ, AP, HA 3/4; AJ, HA, UNOCHA 3/5)

UN special representative of the secretary-general on sexual violence in conflict Pramila Patten says during a press conference that a UN investigation team has found that Palestinians in the West Bank are subject to “cruel, inhuman and degrading treatment” in detention and are subject to “disproportionate physical and sexual violence, including sexual harassment and threats of rape during house raids, including at night, and at checkpoints.” Patten also say that the team has “found clear and convincing information that sexual violence, including rape and sexual torture” has been committed against Israeli captives released after being held in Gaza and that there are “reasonable grounds to believe conflict-related sexual violence” occurred on 10/7/2023 in at least 3 locations. Patten says some highly publicized allegations of sexual violence were determined to be unfounded and stresses that the report is not the result of an investigation as Israel did not share any evidence of allegations. In the West Bank, Israeli settlers vandalize a Palestinian home in Sinjil with graffiti and stones. Israeli settlers also assault Palestinian shepherds in al-Minya. Elsewhere, Israeli settlers destroy water pipes in Susiya. Israeli forces shoot and injure 4 Palestinians, uproot streets, and bomb a home in Jenin refugee camp. Israeli forces also raid Tuqu’, causing tear-gas related injuries. Elsewhere, Israeli forces raze land in Husan for the second day in a row. Israeli forces also arrest 26 Palestinians, including 2 who were released during the prisoner exchange in November 2023 and 6 children, during raids and around Abud, Ramallah, Hebron, Tulkarm, Bethlehem, Nablus, and Jenin. In East Jerusalem, Israeli forces demolish an 8-story residential building under construction in Bayt Hanina. In Gaza, Israeli forces bomb Gaza City, Khan Yunis, Rafah, Nuseirat refugee camp, al-Bureij refugee camp, Maghazi, and Dayr a-Balah, killing at least 103 people. 18 people are evacuated from the Nasser Hospital, 118 patients are still inside the hospital. UNOCHA releases a report saying that Palestinians in the West Bank were prevented from harvesting olives in more than 96,000 dunams (23,622 acres) of land due to Israeli restrictions during the 2023 harvesting season. Palestinians suffered a loss of $10 million from not being able to harvest olives. The report also notes that there were 113 incidents of Israeli settlers attacking Palestinians harvesting olives and stealing their crops between September and November. (UNOCHA 2/20; AJ 2/21)

The Israeli Justice Ministry is investigating 3 Israeli police officers who are suspected of sexually assaulting a man they arrested at the Hizma checkpoint in late December 2023. The unnamed victim told an Israeli court that the police officers “stuck whatever they had in the car into my anus.” A sexual assault examination conducted by the Institute for Forensic Medicine found that he had been sexually assaulted. Israeli military chief of staff Herzl Halevi calls on Israeli military officers to “distinguish between terrorist and non-terrorist, not to take anything that is not ours – a souvenir or military item – and not to film revenge videos . . . We are not on a killing spree, revenge or genocide . . . We will not make a mistake and allow it to achieve anything in the international arena.” +972 Magazine and Local Call reports that Israeli soldiers are stealing Palestinian property in Gaza with the blessing of their commanders. Hamas political leader Ismail Haniyeh travels to Egypt for ceasefire negotiations. Hamas spokesperson Osama Hamdan says the U.S. veto of a ceasefire resolution at the UN Security council (see below) shows the U.S. is an accomplice to Israeli crimes. At the UN Security Council, the U.S. vetoes an Algerian draft resolution demanding an immediate ceasefire. The UK abstains, while the 13 other members vote in favor. U.S. ambassador to the UN Linda Thomas-Greenfield calls the resolution “wishful and irresponsible.” The U.S. has offered its own draft resolution calling for a temporary ceasefire as soon as it is practical, but the resolution was not formally presented for a vote. PA ambassador to the UN Riyad Mansour calls the U.S. veto “absolutely reckless and dangerous.” The PA Presidency condemns the veto, saying U.S. support for Israel makes it “a partner in the crime of genocide, ethnic cleansing, and war crimes.” France, Jordan, Oman, Kuwait, the OIC, and Saudi Arabia say they regret that a ceasefire resolution could not be adopted. On the second day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, South Africa says the occupation is “inherently and fundamentally illegal,” that Israeli apartheid is even more extreme than that in South Africa, and calls Israel’s occupation settler colonialism. Algeria, Saudi Arabia, the Netherlands, Bangladesh, Belgium, Belize, Bolivia, Brazil, and Chile also deliver statements on the question of Israel’s occupation. UK crown prince William says in a statement after visiting the UK Red Cross headquarters that “[s]ometimes, it is only when faced with the sheer scale of human suffering that the importance of permanent peace is brought home,” adding that “too many have been killed” in Gaza. In the West Bank, the IDF conducts house searches and arrest raids in 3 villages nr. Hebron, Tulkarm, and 1 nearby village, Nablus, Tubas, and 1 village nr. Ramallah at night; patrols in Jenin and 1 nearby village, and 1 village each in Bethlehem and Hebron. Jewish settlers attack Palestinian-owned vehicles nr. Nablus, causing damage but no injuries. UNESCO’s World Heritage Cmte. in Phnom Penh passes a Jordanian-sponsored resolution in an 8–3–10 vote condemning Israeli actions in Jerusalem, such as developments of the Western Wall and Temple Mount site, and resolving to maintain the places of the Old City and Church of the Nativity in Bethlehem on its World Heritage Sites in Danger list. Israel’s Ministry of Foreign Affairs criticizes the resolution, saying it is a “dark day for UNESCO.” (ToI 6/26)
