Earlier in the day, unidentified Palestinians fire 1 mortar fr. Gaza into Israel, causing no damage or injuries. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in demolished buildings nr. the border fence n. of Bayt Lahiya, wounding 1. In the West Bank, IDF troops and intelligence units raid the homes of 2 local Hamas leaders and 1 local Islamic Jihad leader in Jenin, stating they had not come to arrest the men but to speak with them; the intelligence officers’ questions focus on relations between the PA and Hamas, the prospects for national reconciliation, Israeli-Palestinian negotiations and prospects for peace, the PA dismissal of Hamas mbrs. fr. public jobs, and the financial and political bans on Hamas. The IDF also bulldozes 18 d. of Palestinian agricultural land in Issawiyya nr. Jerusalem; patrols in Bayt Liqya late at night without incident; conducts late-night arrest raids, house searches in Jalazun r.c. nr. Ramallah and nr. Bethlehem, Hebron, Jenin; conducts late-night patrols in Tulkarm, stopping Palestinian drivers to search their vehicles and check their IDs. Palestinians in Dayr al-Khattab village nr. Nablus report that in the previous wk. settlers fr. nearby Elon Moreh settlement pumped wastewater onto the villages agricultural lands, damaging 220 olive trees. Inside Israel, 100s of Israeli police escort 10s of right-wing Jewish extremists chanting “death to terrorists” on a march through the Israeli-Palestinian town of Umm al-Fahm in a show of force, sparking stone-throwing clashes with Palestinian residents; Israeli police respond with tear gas, stun grenades, and batons; 10 people are arrested, and around 24 injured (including 2 Israeli Arab MKs). The IDF makes an air strike on an ESF post in Abasan in s. Gaza, killing 4 ESF officers; makes a 2d air strike on a suspected rocket-launching site in Jabaliya r.c., hitting a home, wounding 6 Palestinian civilians (ages 1, 3, 29, 30, 75, 82). Palestinians fire 2 rockets, 5 mortars fr. Gaza into Israel, causing damage but no injuries; the IDF shells the launching site, causing no reported injuries. Late in the evening, the IDF sends troops into Dayr al-Balah, conducting arrest raids and house searches, occupying a home as an observation post, leveling land to improve lines of site; launches a similar operation in al-Shuka (Palestinian militants fire on the troops, detonate a roadside bomb, causing no injuries). In the West Bank, the IDF bulldozes the farming community of Khirbat Qussa, located btwn. the separation wall and the Green Line nr. Hebron, demolishing the 15 homes, 12 cave dwellings, and 27 sheep pens comprising the village, evicting the 267 residents to the “Palestinian” side of the separation wall. The IDF also conducts arrest raids, house searches nr. Jenin, Nablus, Salfit; raids a number of stores and a bank in Ramallah. Jewish settlers fr. Brakha nr. Nablus prevent Palestinians fr. reaching their olive groves; the IDF intervenes, forcing the settlers to leave. The IDF also intervenes to prevent Jewish settlers fr. Elon Moreh nr. Nablus fr. blocking Palestinians access to their olive groves nearby. Inside Israel, some 100 Israeli police officers make an overnight raid on the Galilee Druze village of Pekiin to arrest men suspected of vandalizing a cell phone antenna, firing live ammunition at stonethrowing residents who protest the predawn incursion, wounding 10s. By morning, the IDF imposes a general curfew across the West Bank, sealing all Palestinian-controlled areas (including the northern villages of Alar, Qabatya, Sa‘ida, al-Til, Yabad, which are considered Islamic Jihad strongholds), cutting off the n. West Bank from the rest of the West Bank, barring all Palestinian private vehicles in the n. West Bank; recommends that Palestinians leave the n. Gaza border area nr. Bayt Hanun; reshuts the Erez, Qarni crossings (opened 10/26). Overnight IDF air strikes on suspected rocket launching sites in n. Gaza damage a bridge but cause no injuries. During the day, the IDF continues mock air raids, sonic booms over Gaza; sends 35 jeeps, Apache helicopters into Jenin to arrest local Islamic Jihad leader ‘Abd al-Halim Izzeddin (a leading moderate in the group), 3 other Islamic Jihad mbrs.; also arrests the father of the 10/26 bomber, 13 suspected Islamic Jihad mbrs. in raids across the n. West Bank in connection with the Hadera bombing; 3 Hamas mbrs. are also arrested. In addition, the IDF clashes with more than 150 radical settler youths while evacuating 5 unauthorized settlement outposts nr. Efrat, Elon Moreh, Keddumim, Kiryat Arba, Worshippers Way in Hebron, leaving 1 IDF soldier hospitalized. Jewish settlers fr. Kiryat Arba harass Palestinians in Hebron. In the evening, the IDF assassinates Islamic Jihad n. Gaza cmdr. Shadi Muhanna, Muhanna deputy Muhammad Qandil, 5 others (including at least 3 bystanders), wounding 19 in an air strike on Muhanna’s car as he drives in Jabaliya r.c. just as evening prayers let out; also conducts several F-16 air strikes on open areas in n. Gaza (in 1 instance possibly targeting Abu Rish Brigades and Hamas positions in the area, but causing no injuries); conducts patrols, arrest raids, house searches in Dura, Jenin town and r.c., and nearby Kefar Rai. Occupied Palestine/Israel: During the night, Jewish settlers raid village of Bayta, breaking windows of cars and houses. P.M. Shamir and other political leaders speak at funeral of Israeli girl from Elon Moreh settlement killed 4/6 in Bayta; preliminary report of investigation into death indicates girl was shot in head. Following funeral settlers enter Dayr al-Hatab village; soldiers force settlers to leave [WP 4/8]. In Nablus-region village of Rujib, settlers stone Palestinian cars; 1 Palestinian is beaten. Officials demolish house in Shuyukh and 2 in Sa'ir. Closure of W. Bank schools is extended through 5/8 [FJ 4/10].

Arab World: Sec. of State George Shultz meets with King Fahd in Saudi Arabia and retums to Jordan to discuss progress of U.S. peace proposal with King Hussein [LAT 4/8].

Military Action

Occupied Palestine/Israel: Soldier shoots dead Palestinian youth allegedly running from hills near Bayta. Army demolishes 5 houses in Bayta; village remains under curfew [WP 4/8]. At least 4 Palestinians are injured during demonstration in Nablus. There are also clashes in Ramallah and nearby village of Biddu as well as Jenin and village of Qabatiyyah. 'Ayn Bayt al-Ma' remains under army curfew. In Gaza Strip, Beach camp youth is shot, seriously wounded; violent clash is also reported in Jabalya camp [FJ 4/10].

SOCIAL POLITICAL:

Occupied Palestine/Israel: Israeli Dep. Cabinet Min. warns 50-100,000 Israelis may emigrate in 1984. Israeli police report material evidence links shooting of Nablus girls (12/8/83) to Yosef Harnoi (of Tel Aviv & Elon Moreh); Pinhas Mahrabi and Ephraim Segal as accomplices. 19th anniversary of establishment of PLO. Hanna Nakkara distinguished Palestinian advocate, well-known for his work in defense of Bedouin rights and against land confiscation, dies in Haifa.

MILITARY ACTION:

Occupied Palestine/Israel: Rida Hashem Zeid Keelani of Jenin shot dead by Israeli patrol at Jalazoun refugee camp for failing to stop for identity check; occupation authorities force family to bury body at night to avoid attention; IDF later announces victim listed as suspected terrorist. Central Nablus placed under curfew after petrol bomb attack on IDF foot patrol; later, petrol bomb hurled at patrol in Balata refugee camp; petrol bomb attack reported in Jabaliya refugee camp in Gaza Strip.
