In the West Bank, 1 Palestinian man succumbed to wounds sustained during an Israeli raid in Nablus on 2/13. An Israeli settler shot and injured 1 Palestinian woman after she allegedly attempted to stab a person near the Ma‘ale Adumim settlement. Israeli settlers also opened fire at buildings in Nabi Salih; no injuries were reported. Israeli forces shot and killed 1 Palestinian man during a raid in al-Arroub refugee camp. Israeli forces also demolished commercial structures near al-Jalama. In Gaza, 6 rockets were launched at Israel from Gaza; no damage was reported. Israeli forces conducted airstrikes hitting 2 sites in Gaza and causing damage; no injuries were reported. A day after advancing plans for 3,144 new settlement housing units, the Civil Administration’s Higher Planning Council advanced plans for a further 4,013 new settlement units, including 1,135 in Ma’ale Adumim. The total number of settlement units advanced on 2/22 and 2/23 was 7,157, of which 1,900 were given final approval and the rest were advanced for deposit. Israeli prime minister Benjamin Netanyahu granted Israeli finance minister Bezalel Smotrich authority over the Civil Administration, which was previously under the defense minister’s authority, and allowed Smotrich to create a settlement authority that will seek to improve services and infrastructure in Israeli settlements. The move was described as de jure annexation as Israel transferred the authority of the occupation from the military to a civilian entity. The PA Foreign Ministry issued a statement calling the international community’s response to the Israeli massacre in Nablus on 2/22 “shy and weak.” A general strike was observed throughout the West Bank in protest against the event in Nablus. (WAFA, WAFA 2/23)

The Arab League condemned Israel’s deadly raid in Nablus on 2/22 after an extraordinary meeting was convened in Cairo. The Organisation of Islamic Cooperation also condemned the Israeli actions. (WAFA, WAFA, WAFA 2/23)

In the West Bank, Israeli settlers brought their cattle to graze on Palestinian-owned agricultural land east of Yatta, damaging crops. Israeli settlers also vandalized 15 cars and 3 houses in Kafr Haris. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara. Israeli forces demolished and seized 25 structures, displacing 55 Palestinians, including 32 children, in Khirbet Humsa. Israeli forces also shot and injured 1 Palestinian who was trying to enter Israel for work near Barta‘a. 8 Palestinians were arrested, including 6 during raids in and around al-Mughayyir, Tulkarm, Qalqilya, and Hebron; 2 were arrested at checkpoints near Jit and ‘Azun. In East Jerusalem, 3 Palestinians were arrested during a raid in al-Tur; clashes broke out during the raid, leading to tear-gas related injuries. Israel delivered 2,000 COVID-19 vaccination doses to the PA intended for medical staff. Israel said it intends on sending the PA 5,000 doses. PA prime minister Mohammed Shtayyeh said the PA expects to have received 50,000 COVID-19 doses from 4 different companies by the middle of February. Prime Minister Shtayyeh also announced that the COVID-19-related lockdown of the West Bank was extended by 2 weeks. The WHO announced that Palestine will start receiving 37,000 doses of the Pfizer/BioNTech vaccine around the middle of February though the COVAX program. The U.S. Joe Biden administration made its 1st official contact with Palestinian officials. The newly appointed deputy assistant secretary for Israel-Palestine Hady Amr spoke to several Palestinian officials. This marked the 1st official contract between Palestinian and U.S. officials since December 2017. (AX, HA 2/1)

A Biden administration official also said the administration is using and supporting the International Holocaust Remembrance Alliance’s (IHRA) working definition of anti-Semitism, which has been widely critiqued for conflating criticism of Israel with anti-Semitism. Kosovo’s foreign minister Meliza Haradinaj and Israeli foreign minister Gabi Ashkenazi signed an agreement between the 2 countries, which include Kosovo opening an embassy to Israel in Jerusalem and designating Hezbollah as a terrorist organization. In September, Kosovo, Serbia, the U.S., and Israel signed an agreement to have the 2 Balkan countries open embassies to Israel in Jerusalem in return for financial incentives. Serbia’s foreign minister said Serbia has “invested serious efforts in our relations with Israel in recent years and we are not happy with this decision.” Serbia is displeased that Israel as part of the agreement recognized Kosovo as an independent state. The PA, Turkey, the Arab League, and the Organisation for Islamic Cooperation also publicly criticized Kosovo because of the country’s decision to open an embassy in Jerusalem. Hezbollah said it shot down an Israeli drone flying over Lebanese air space. (AP, HA 2/1)

The Israeli Air Force makes an airstrike in Syria. U.S. officials say that the target was weapons, rather than a building or installation. An anonymous Israeli official subsequently says that the target was a shipment of missiles intended for Hizballah, believed to include a Syrianproduced surface-to-surface guided weapon. Meanwhile, Lebanese sources report several sorties by Israeli air force planes in Lebanese airspace, breaches of sovereignty which are condemned by Pres. Michel Suleiman. (HA 5/3; AP, REU 5/4)

In the Gaza Strip, IDF forces open fire on Palestinians picnicking close to the border fence nr. Jabaliya, causing no injuries. In the West Bank, the IDF patrols in 1 village nr. Jenin and 1 village nr. Ramallah in the morning, in 2 villages nr. Hebron in the afternoon (injuring 4 Palestinians in clashes), and in 1 village each nr. Hebron, nr. Jenin, nr. Qalqilya, nr. Ramallah and 3 villages nr. Salfit at night. Also at night, IDF troops conduct house searches and arrest raids in 1 village nr. Qalqilya in the afternoon and 1 village nr. Salfit. IDF soldiers violently disperse Palestinians, Israelis, and internationals taking part in weekly nonviolent demonstrations against the Israeli occupation and in solidarity with Palestinian prisoners. Demonstrations are held in 4 villages nr. Ramallah (Budrus, Bil‘in, al-Nabi Salih, Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), 2 villages nr. Bethlehem (al-Khader, al-Ma’sara), and al-Shakara area nr. Ramallah. There are no serious injuries, except 1 in in Budrus and 2 in al-Nabi Salih. (PCHR 5/9)

Israel transfers tax revenues to the PA 2 weeks ahead of schedule in recognition of the economic crisis. The PA fin. min. announces it will pay partial salaries to workers. (MNA 10/18, 10/20)

Israel grants final approval to a plan for 800 new homes in East Jerusalem, meaning an expansion of Gilo settlement. (AFP 10/18)

Bedouin citizens of Israel hold a protest outside government offices in Beersheba to call for an end to the pending demolition orders in Bir Hadaj village in the Negev. Meanwhile, Israeli authorities demolish the Bedouin village al-Araqib for the 43rd time. (JP 10/18; MNA 10/19)

In the West Bank, the IDF patrols in 1 village nr. Qalqilya, 3 villages nr. Ramallah, and 2 villages nr. Jenin in the morning; in 2 villages nr. Jericho and 2 villages nr. Hebron in the afternoon; and in al-Bireh, 2 villages nr. Jericho, 1 village nr. Jenin, and 2 villages nr. Hebron (in 1 of which the IDF uses tear gas against stone-throwing Palestinians) at night. In a report submitted to the UN Security Council (UNSC), UN secy.-gen. Ban Ki-moon calls the Hizballah drone sent into Israeli airspace a ‘‘reckless provocation,’’ and criticizes Israel’s use of drones and fighter jets in Lebanese airspace as a violation of sovereignty. (AP 10/18)
