The IDF withdraws to the outskirts of Ramallah. Nr. Hebron, 1 Palestinian is shot dead, 2 are wounded allegedly by Israeli undercover units. The dead man, Issa Dababsa, reportedly had run-ins with local settlers over land he owns adjacent to their settlement. A 2d Palestinian is killed by heavy IDF gunfire in Khan Yunis. A 3d Palestinian dies of kidney failure at an IDF roadblock nr. Jinin after being denied passage to a hospital for dialysis. The PA High Court orders the immediate release of 2 PFLP mbrs. arrested in connection with the 10/17 Ze'evi assassination, saying the PA had violated its own legal procedures in making the arrests, there is not enough evidence to hold the pair. The Israeli Interior Min. demolishes bedouin homes in the Negev that housed 60 individuals. (HA 11/8)

The U.S. convenes another trilateral security comm. mtg. to press Israel to withdraw fr. Jinin, Qalqilya, Ramallah, and Tulkarm. No agmt. is reached. Israel says the U.S.'s repeated urgings are as counterproductive, only encourage Palestinian obstinacy. (NYT, State Dept. briefing, WT 10/30)

Meanwhile, the IDF shells residential areas of al-Maghazi refugee camp, a PSF post in Tulkarm; bulldozes a Palestinian home in Dayr al-Balah; announces that a permanent fence will be build around 3 Jewish settlements in n. The Israeli General Security Service (GSS) announces it has arrested 11 Israeli Arabs on suspicion of planning "terrorist attacks," including kidnapping, murdering soldiers. In response to Palestinian gunfire overnight, the IDF tanks enter PA-controlled Hebron before dawn to shell PSF posts, injuring 5 Palestinians. This evening, an Islamic Jihad suicide bomber kills 2 IDF soldiers, wounds 9 others at a bus stop in Binyamina inside Israel. In response, the IDF sends tanks into Jinin, Tulkarm to shell PSF posts there. DM Ben-Eliezer places forces on alert, cancels a trip to Washington for a mtg. with Powell. The Knesset Foreign Affairs and Defense Comm. holds a closed session to discuss the "Arab demographic threat" and the "dangers facing the survival of Israel as a Jewish state." Arab MKs denounce the mtg. as "naked racism." (al-Ahram [Internet] 7/19)

Overnight, international leaders press Israel, the PA to show restraint, deescalate tensions in light of the 6/1 suicide bombing. Powell phones Arafat to warn him to declare a cease-fire and immediately arrest Hamas and Islamic Jihad mbrs., or the U.S. would sever all relations with the PLO and would not intervene with Israel to prevent a massive retaliation. German FM Joschka Fischer, in Israel on other matters, races to Ramallah to meet with Arafat, whom he warns to make a statement in is own words calling for a halt to violence or lose all EU political and economic support to the PA. During a heated session, Fischer, UN special coordinator Terje Larsen work with Arafat to draft a statement condemning the bombing and ordering an immediate and unconditional cease-fire, which Arafat reads publicly this morning. Meanwhile, Sharon holds a 7 hr. mtg. with his security cabinet to discuss how to respond to the 6/1 bombing. According to an anonymous U.S. admin. official, they draw up plans to "carry out a massive, full-force invasion" of PA-controlled territory lasting up to a wk. After Arafat reads his cease-fire call, the security cabinet places its strike plan in reserve but declares that the IDF will resume instigating actions against Palestinians (see 5/22). Meanwhile, 2 Israelis injured in the 6/1 bombing die, bringing the Israeli toll to 18. Nr. the site of the bombing, 100s of Israeli Jews surround a mosque, chanting "Death to Arabs!" stoning the mosque, breaking windows, trapping some 20 worshipers inside, attacking journalists, setting fire to 2 cars outside. Although the situation builds for hrs., Israeli police look on but do not intervene, saying, "We don't have enough manpower, and we won't use tear gas against Jews." Israelis also gather at the disco where the bombing occurred, carrying signs saying, "Enough passivity. We want war." In Jaffa, a mob of Israeli Jews sets fire to a restaurant owned by Israeli Arabs. The IDF tightens internal closures on PA areas, reports only a handful of incidents of sniping at Jewish settlements. Hamas says it will not abide by Arafat's cease-fire. Israeli-Palestinian clashes escalate, leaving a total of 7 Palestinians, 1 Jewish settler dead. In Ramallah, an explosion destroys a home, wounding 5 Palestinians, killing 2 children and a Palestinian wanted by Israel for 1/18 murder an Israeli civilian in the West Bank. Israel claims the wanted Palestinian accidentally detonated a bomb he was building; the PA claims the IDF assassinated him. In Gaza, 2 Hamas mbrs. are killed when a bomb in their car, parked in a garage, explodes, destroying the building, wounding 4 bystanders. Israel claims a car bomb exploded prematurely; Hamas, noting that 2 IDF helicopters were reported in the area at the time, claims the IDF assassinated the pair with a remote controlled device. A Palestinian worker at a Gaza settlement is killed, another is wounded when a bomb in his employer's car explodes; the IDF claims the men were planting the bomb when it exploded. Palestinian snipers fire on 2 settler vehicles, wounding 1 settler and causing 1 car to crash, killing another settler. Palestinians fire mortars at a Jewish settlement in Gaza, causing no damage. The IDF responds by heavily shelling residential areas of Khan Yunis. Jewish settlers open fire on the Palestinian villages of Bazarim and Burka, causing no injuries. The IDF also "eases" the blockade on Bethlehem and Qalqilya, allowing residents "to enter and exit the cities through 1 roadblock for each city after undergoing stringent security checks." Israeli-Palestinian clashes continue, leaving a total of 6 Palestinians, 2 Israelis dead. A Palestinian suicide bomber detonates a nail bomb at a bus stop just inside Israel, nr. Qalqilya, killing 2 Israelis, wounding 4. Hamas, and a previously unknown group named the Popular Army Front Return Battalions claim responsibility. Israeli sappers disarm bombs in the Israeli cities of Petah Tikva, Netanya. This evening, after the Arab summit ends, Sharon orders air, land, sea strikes against Force 17 targets in Dayr al-Balah, Jabaliyya, Khan Yunis, Rafah, Ramallah, killing 3 Palestinians, injuring 62. Nr. Beitunia, a Palestinian woman is shot dead by IDF troops. In Rafah, a Palestinian boy is killed when he triggers unexploded IDF ordnance. The IDF reinforces its troop presence around Abu Sunayna in Hebron with 8 tanks, 15 troop carriers, numerous military jeeps and 3 new outposts; shells residential areas in Nablus; confiscates 28 dunams of Palestinian land in Beitunia to expand an IDF post; bulldozes Palestinian land in Mount Jarzim, Wadi Silqa. Israel issues demolition orders for 19 Palestinian homes in East Jerusalem for construction of the "ring road" linking the Jewish settlements around Jerusalem; 658 dunams of Palestinian land is slated to be bulldozed for the project. The IDF detains 5 Palestinians traveling in a minibus outside Khan Yunis, takes them to Netzarim settlement for interrogation, after which 1 is arrested, 4 are released. The IDF also shells Palestinian residential areas nr. Erez (destroying a PSF building, a gas station), in Khan Yunis, nr. Netzarim settlement. Another ailing Palestinian dies en route to a Nablus hospital when her family's car is turned back fr. an IDF checkpoint, forced to take a longer route to the hospital. A group of IDF soldiers in the Israeli-controlled section of Hebron assault a 14-yr.-old Palestinian whom they thought was making fun of him, beating him for 30 mins., leaving him unconscious. The IDF shells residential areas in Khan Yunis and Rafah, nr. Netzarim settlement, along Gaza's Salah al-Din road (destroying a Palestinian gas station); bulldozes 55 dunams of Palestinian agricultural land in Bayt Lahia to build a new settler bypass road linking the settlements of Dugit, Aley Sinai. At the World Economic Forum in Davos, Arafat gives a speech condemning Israel's military action against Palestinians.
