PA pres. Mahmud Abbas addresses the UNGA in New York, announcing as expected that his government will seek non-member observer state status for Palestine (see Doc. B4 in JPS 166). Abbas also refers to current Israeli policies as ‘‘ethnic cleansing,’’ singling out settlement construction and home demolition for particular criticism. Hamas and the Popular Front for the Liberation of Palestine (PFLP) criticize the speech for not offering anything new, but Fatah praises it as ‘‘historic.’’ Israeli PM Benjamin Netanyahu also addresses the assembly, notably literally drawing a ‘‘red line’’ on a cartoon of a bomb to illustrate his claim that Iran would be capable of making a nuclear weapon within a year. In contrast, U.S. officials play down the notion that Iran is on the brink of achieving a nuclear weapon. Meanwhile, Reuters reports that Iran is making progress in building a research reactor capable of potential weapon material, and Israeli media describe the Netanyahu government as urging the EU to impose further sanctions on Iran in light of the economic damage achieved by sanctions to date. Israel approves a proposal to allow 5,000 additional entry permits for Palestinian construction and agricultural workers, bringing the total number of work permits issued by Israel to West Bank Palestinians to over 45,000. Israel also allows, for the 1st time since 2007, 3 truckloads of furniture to be exported from the Gaza Strip to the West Bank, destined for PA-run schools. This marks the 3d time in 2012 that Israel permitted the passage of goods from Gaza to the West Bank. Meanwhile Egypt informed Palestinian officials of their intention to ease travel through the Rafah crossing over coming days. (JP, MNA 9/27)

In the West Bank, Jewish settlers fr. Beitar Ilit settlement nr. Bethlehem dump sewage water on agriculture lands in the Fukin valley. Jewish settlers fr. Brakha settlement nr. Burin village s. of Nablus cut down over 60 olive trees. In the West Bank, the IDF patrols in 2 villages nr. Jericho, 2 villages nr. Ramallah, and 1 village nr. Jenin in the morning; patrols in 1 village nr. Qalqilya and 1 village nr. Ramallah in the afternoon; patrols in 3 villages nr. Ramallah, 1 village nr. Tulkarm (firing sound bombs), and 1 village nr. Hebron at night; conducts a house raid and summons in Qalqilya in the morning and house raids in 1 village nr. U.S. and Lebanese government officials allege that Hizballah has sent military advisers to help the Asad government in Syria. UNRWA estimates that the total number of refugees fleeing Syria will reach 700,000 by the end of 2012. (REU, WP 9/27)

Israel releases Hamas-affiliated Palestinian Council (PC) mbr. Ahmad ‘Attoun, discharging him at the Qalandia crossing and ordering him to Ramallah. Israel revoked ‘Attoun’s Jerusalem residency status in 9/2009 on the grounds that he was affiliated with a “terrorist organization” (i.e., Hamas) and warned him in 5/2010 to leave the city or face deportation to the West Bank (QU in JPS 157). He was arrested in East Jerusalem on 9/26/11, when he went to address a protest rally in Shaykh Jarrah, and was charged with “being illegally present in the city.” (MNA 12/6; PCHR 12/8)

Israeli municipal forces in East Jerusalem demolish a Palestinian home. IDF troops make a brief incursion into al-Shuja’iyya neighborhood in Gaza City, leveling land to clear lines of sight and exchanging gunfire with Palestinians, causing no injuries. Late in the evening the IDF carries out 2 air strikes at armed Palestinians preparing to fire rockets fr. Gaza City into Israel, the 1st killing 1 Islamic Jihad mbr. and wounding 2 in al-Shuja’iyya, and the 2d seriously wounding an unidentified armed Palestinian in al-Zaytun neighborhood. In the West Bank, the IDF patrols in 3 villages nr. Jenin during the day; conducts late-night arrest raids, house searches in Nablus and nearby Balata r.c., detaining around 12 PFLP mbrs. (including 1 senior mbr.) and 1 senior Hamas mbr. The IDF reports that 3 IDF soldiers have been arrested on suspicion of participating in “pricetag” attacks in the West Bank. Health officials in Gaza report that Gaza’s Central Drug Store is lacking 120 essential medicines and 140 essential medical supplies, including medicine for the anesthesia, cancer, hemophilia, and kidney dialysis (450 patients); the shortage is the result of poor coordination between the Min. of Health branches in Gaza and the West Bank (where no shortages are reported). The IDF begins dismantling observation posts around Gaza settlements, replacing them with armored vehicles and tanks in preparation for disengagement; sends troops into Nur al-Shams r.c., searches homes, fires on stone-throwing youths who confront them, killing 1 Palestinian bystander, wounding at least 1; fires tank shells at a graveyard in Khan Yunis where Palestinian reportedly were preparing to launch a mortar, causing damage but no injuries; fires on residential areas of Rafah; conducts arrest raids in ‘Azun, Balata r.c., Dura, al-Khadir; occupies a house in Silat al-Dahir, turns it into an observation post; patrols in Nablus. Palestinian gunmen loyal to Fatah head Qaddumi kidnap 2 foreign UN workers, their Palestinian driver in Khan Yunis to pressure the PA to secure the release of Fatah mbr. Farah (arrested 8/7); the PA security forces storm the home of a local AMB cmdr., exchange fire with the kidnappers (2 kidnappers, 1 bystander are injured), free the 3 captives unharmed; Farah remains in custody. Citing incidents in Khan Yunis today and on 8/7, the ICRC suspends operations in Gaza to protest the lack of security. The IDF begins delivering letters to the roughly 1,600 Jewish settler families in the Gaza Strip and 4 West Bank settlements slated for removal under disengagement, giving them until 8/15 to evacuate their homes and receive full compensation; those remaining on 8/17 will be forcibly removed, will not be allowed to return to collect their belongings (which will be packed and shipped by the IDF), will not receive full compensation. The IDF fatally shoots a Palestinian involved in a traffic altercation with an IDF jeep nr. Jenin; occupies 2 medical clinics in Nablus, firing fr. the facilities on stone-throwing Palestinians, killing 1 Palestinian; fires on 3 Palestinians allegedly attempting to infiltrate the Israeli border fence in the Negev, killing 1 Palestinian (2 others escape); fatally beats a 17-yr.-old Palestinian for violating the curfew in Hebron; demolishes 1 Palestinian home in Dura; denies an ailing Palestinian woman passage through a checkpoint to a clinic, allowing her to die; conducts arrest raids nr. Tulkarm. Israeli courts sentence an Israeli Arab taxi driver to 15 yrs. for driving 2 suicide bombers to Tel Aviv, an East Jerusalem Palestinian to 6 yrs. for providing Palestinian militants with information used to carry out attacks on Israelis. The Israeli Central Elections Comm. decides to follow Atty. Gen. Rubinstein’s 2/19 advice to disqualify Israeli Arab MK Ahmad Tibi (Ta’al) fr. running in 1/03 elections on the grounds that he does not support the Jewish character of the State of Israel, supports armed attacks against it (a charge he denies); turns down a similar request to bar MK `Abd al-Malik Dahamshe and his United Arab List; rules that Herut mbr. Baruch Marzel, the fmr. head of the outlawed Kach movement who placed 2d on Herut’s slate of MK candidates, can participate in the 1/28 elections. The Knesset bans mbrs. of Kach, which advocates the deportation of Arabs fr. Israel and the occupied territories, from holding parliamentary office.
