In the West Bank, Israeli settlers stole olive harvests from Palestinian farmers near Awarta. Elsewhere, in Rujib, Israeli settlers threw stones at Palestinians harvesting olives. Israeli settlers also flooded Palestinian-owned farmland with sewage discharge in Dayr al-Hatab. Israeli forces detained 12 Palestinians on their way to work in Israel at the Barta‘a crossing. Israeli forces also prevented Palestinian farmers access to their land on the other side of the separation wall near Salfit. U.S. ambassador to Israel David Friedman attended the opening of the Ariel settlement’s new medical school partly financed by American casino magnate Sheldon Adelson. Ambassador Friedman said at the opening, “A new medical school has opened in Samaria [the West Bank] . . . How many people had ever thought that those words would ever be spoken? We at the State Department are very proud to work so closely with Ariel University, along with other universities in Israel.” (JP, TOI 10/27; HA 10/28)

U.S. president Donald Trump announced that U.S. troops had killed ISIS leader Abu Bakr al-Baghdadi in the Idlib province of Syria. (HA 10/27)

PA pres. Mahmud Abbas addresses the UNGA in New York, announcing as expected that his government will seek non-member observer state status for Palestine (see Doc. B4 in JPS 166). Abbas also refers to current Israeli policies as ‘‘ethnic cleansing,’’ singling out settlement construction and home demolition for particular criticism. Hamas and the Popular Front for the Liberation of Palestine (PFLP) criticize the speech for not offering anything new, but Fatah praises it as ‘‘historic.’’ Israeli PM Benjamin Netanyahu also addresses the assembly, notably literally drawing a ‘‘red line’’ on a cartoon of a bomb to illustrate his claim that Iran would be capable of making a nuclear weapon within a year. In contrast, U.S. officials play down the notion that Iran is on the brink of achieving a nuclear weapon. Meanwhile, Reuters reports that Iran is making progress in building a research reactor capable of potential weapon material, and Israeli media describe the Netanyahu government as urging the EU to impose further sanctions on Iran in light of the economic damage achieved by sanctions to date. Israel approves a proposal to allow 5,000 additional entry permits for Palestinian construction and agricultural workers, bringing the total number of work permits issued by Israel to West Bank Palestinians to over 45,000. Israel also allows, for the 1st time since 2007, 3 truckloads of furniture to be exported from the Gaza Strip to the West Bank, destined for PA-run schools. This marks the 3d time in 2012 that Israel permitted the passage of goods from Gaza to the West Bank. Meanwhile Egypt informed Palestinian officials of their intention to ease travel through the Rafah crossing over coming days. (JP, MNA 9/27)

In the West Bank, Jewish settlers fr. Beitar Ilit settlement nr. Bethlehem dump sewage water on agriculture lands in the Fukin valley. Jewish settlers fr. Brakha settlement nr. Burin village s. of Nablus cut down over 60 olive trees. In the West Bank, the IDF patrols in 2 villages nr. Jericho, 2 villages nr. Ramallah, and 1 village nr. Jenin in the morning; patrols in 1 village nr. Qalqilya and 1 village nr. Ramallah in the afternoon; patrols in 3 villages nr. Ramallah, 1 village nr. Tulkarm (firing sound bombs), and 1 village nr. Hebron at night; conducts a house raid and summons in Qalqilya in the morning and house raids in 1 village nr. U.S. and Lebanese government officials allege that Hizballah has sent military advisers to help the Asad government in Syria. UNRWA estimates that the total number of refugees fleeing Syria will reach 700,000 by the end of 2012. (REU, WP 9/27)

In the morning, the IDF makes an air strike on a minivan nr. Khan Yunis, assassinating 5 Hamas mbrs. and wounding 1 allegedly responsible for the Izzeddin al-Qassam Brigades’ rocket program; makes air strikes on a 2d Hamas vehicle, missing it, allowing the targets to escape. Also in the morning, IDF troops on the Gaza border nr. al-Bureij r.c. fire on a group of Palestinian children who stray nr. the border fence, wounding 1. In response to the air strikes, Hamas fires 25 rockets fr. Gaza into Israel, killing 1 Israeli, wounding 2, and damaging a home and factory in Sederot. The IDF responds with air and artillery strikes on suspected rocket-launching sites nr. Jabaliya r.c. and Gaza City, killing 1 Islamic Jihad mbr., 3 Palestinian civilians (including boys ages 12, 13), wounding 12 (including 5 children ages 8–14); fires across the border, wounding a Palestinian in al-Shuka. In response, Palestinians fire another 15 rockets, causing no damage or injuries. In the evening, IDF warplanes drop 3 guided missiles on Gaza’s Interior Min. building (empty at the time), destroying it, killing a 6- mo.-old Palestinian baby, wounding more than 25 Palestinians; also launch air strikes on at least 4 other sites in Gaza City and Khan Yunis suspected of manufacturing rockets, causing no reported injuries. An Islamic Jihad mbr. dies when a roadside bomb he is laying nr. the border fence e. of al-Bureij r.c. explodes prematurely. Gaza municipal authorities warn all Gazans to boil their water to prevent disease, reporting that waterworks still receiving electricity have run out of chlorine to treat sewage; Israel last allowed the import of chlorine on 1/21. In the West Bank, the IDF sends undercover units into Nablus, where they ambush and fatally shoot wanted al-Aqsa Martyrs Brigade (AMB) mbr. Ibrahim Masimi in an apparent assassination, wounding and arresting 4 AMB mbrs. and a construction worker nearby; Masimi and 2 of the wounded AMB mbrs. were among those granted amnesty by Israel in 7/07. The IDF also patrols in, fires on residential areas of Balata r.c., exchanging fire with local gunmen, killing 2 armed Palestinians, wounding 2; conducts late-night arrest raids, house searches in and around Hebron, and nr. The Israeli Ministerial Comm. on Jerusalem Affairs grants the Jerusalem Municipality a $40-m. budget supplement for building infrastructure (e.g., roads, sewage and water systems) to connect East and West Jerusalem. The PA says such construction would prejudice the outcome of final status negotiation. The Prime Minister's Office declares that Jerusalem is, will always be united under Israeli sovereignty; the grant is meant "to align this declaration with reality." (IDF Radio 1/26 in WNC 1/28)

Abul Abbas, leader of PLF group responsible for 5/30 attempted seaborne raid on Israel, says that he is prepared to accept disciplinary action from PLO Exec. Committee, adds that Arafat may "take any measure he sees as necessary to protect the national achievements of our people." Abbas adds that he has given to Arafat a file on the attack to show raid had been aimed at military targets [NYT 6/24].
