At least 25 Senate Democrats (of 53 total) meet with reps. of 17 American Jewish groups in Washington for talks on Iran and other domestic issues. The senators challenge the Jewish leaders’ portrayal of Obama as weak on Iran, stating that more time is needed for strong sanctions to have deep impact. The off-the-record function is organized by the Democratic Steering and Outreach Comm. roughly every yr. to 18 mos. Sen. Meeting in Sharm al-Shaykh, Israeli PM Netanyahu asks Egyptian pres. Mubarak to press the Palestinians to return to “direct, intensive, and serious negotiations,” but Mubarak replies that Israel must change its stance on settlement construction if it hopes to reach a final status accord with the Palestinians, blaming Israel for the latest impasse. Mubarak also cautions Israel against carrying out a major offensive against Gaza over escalating rocket and mortar fire in the past wk. (NYT, WP 1/7)

The PFLP fires 3 mortars fr. Gaza toward the IDF base at the fmr. Kissufim crossing into Gaza (closed in 8/2005); only 1 shell strikes inside Israel, causing no damage or injuries. The IDF makes synchronized late-night air strikes on an IQB building in Gaza City and an open area e. of al-Shuka village in s. Gaza; no injuries are reported in either incident. In the 1st serious breach of the Gaza cease-fire, 1 IDF soldier is killed, 3 are wounded when Palestinians remotely detonate a roadside bomb nr. an IDF patrol near the Gaza border inside Israel, e. of Dayr al-Balah, nr. Kissufim crossing; Hamas denies involvement and says it is unclear who staged the attack; no group asserts responsibility. IDF soldiers make a brief incursion into Dayr al-Balah under cover of helicopters to bulldoze land along the border fence, directing heavy helicopter and machine-gun fire on nearby residential areas, wounding 1 Palestinian. Later, an IDF drone fires a missile at a Hamas-affiliated police officer riding a motorcycle in Khan Yunis (wounding him and 2 Palestinian children, ages 5 and 13, nearby) and briefly sends troops into Khan Yunis, withdrawing after several hrs. As Israeli PM Olmert begins a 3-day visit to Washington, Israel announces that, in keeping with its Annapolis pledges to ease Palestinian movement, the IDF has removed 4 manned checkpoints (improving access to the Jordan Valley, Dead Sea, areas n. of Nablus, s. of Hebron) and 70 unmanned checkpoints (of around 600) across the West Bank, and plans further steps to ease the movement of agricultural goods btwn. the Jordan Valley and the northern West Bank. Israel also pledges to issue new permits to allow 5,000 Palestinian workers to remain overnight in Israel, 500 West Bank Palestinian businessmen to enter Israel, and 130 NGO employees and Palestinian VIPs to travel in and out of Israel more easily; authorizes the PA to set up 20 new police stations for new units undergoing training in Jordan. Palestinian gunmen fire on an IDF unit patrolling the Israeli side of Gaza’s Kissufim crossing (nr. Khan Yunis; closed since Israel’s 9/05 disengagement fr. Gaza), wounding 1 soldier. Palestinians fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF uproots 47 olive trees nr. Ni‘lin for construction of the separation wall; conducts daytime house searches in Dahaysha r.c. nr. Bethlehem; conducts late-night arrest raids, house searches in and around Jenin town and r.c. and nr. Nablus, Ramallah, Tulkarm. Jewish settlers protesting the lifting of an IDF roadblock in Hebron block Palestinian traffic in parts of the city. Palestinians throw stones at Jewish settler vehicles nr. Egyptian intelligence chief Omar Sulayman secures a pledge by Hamas, Islamic Jihad to suspend rocket fire fr. Gaza unilaterally while he works to obtain a more formal bilateral cease-fire agmt. with Israel. In Jerusalem, an armed Palestinian enters the library of Mercaz Harav, Israel’s leading Zionist yeshiva and the ideological home of the far-right religious settler movement, and opens fire on students with an AK-47, killing 8 Israelis and wounding 9 before an IDF soldier and 2 undercover policemen enter the building and shoot him dead; Israeli security officials identify the attacker as a bus driver for the school and an East Jerusalem resident who apparently acted alone. In the West Bank, the IDF demolishes the Bethlehem home of a wanted Palestinian; conducts late-night arrest raids, house searches in and around Tulkarm r.c., nr. The IDF makes an air strike on a car in Gaza City suspected to be carrying wanted Palestinians, missing the target and hitting a nearby home, causing heavy damage but no injuries. Islamic Jihad fires 10 mortars at the IDF base at Kissufim crossing, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron, and in Bethlehem, Qalqilya, nr. Hebron and Nablus; raids the offices of a children’s charity in Jenin, confiscating documents. For a 2d day in Jerusalem, Israeli police escort a group of Jewish settlers into the al-Aqsa Mosque compound to mark the Tisha B’Av holiday. A Jewish settler fr. Kiryat Arba seriously injures a 10-yr.-old Palestinian boy in a deliberate hit-and-run in Hebron. Jewish settlers severely beat a Palestinian teenager nr. Nablus. In Ramallah, PA presidential guardsmen halt a car carrying the son and daughter of jailed Fatah tanzim leader Marwan Barghouti (seen as a potential challenger to Abbas), harass them both, detain and beat the son at the PA headquarters. Pro-Fatah students at al-Najah University in Nablus attack, beat pro-Hamas students protesting Abbas’s ouster of the Haniyeh government, leading to police intervention and an exchange of fire that leaves 3 students wounded, 1 critically. As daily clashes continue at Nahr al-Barid r.c., FI kills 3 Lebanese soldiers—2 by a mortar, 1 by a booby-trapped device. The estimated death toll to date is 120 soldiers, 81 FI members, 41 civilians. (WT 7/25)

Four Islamic Jihad and AMB gunmen in an armored jeep marked “TV” and “press, carrying RPGs and supported by mortar fire, break through the Gaza border fence nr. the Kissufim crossing, engage IDF troops for 2 hrs. in what Islamic Jihad describes as an attempt to capture a 2d IDF soldier (Cpl. Gilad Shalit was captured in 6/06 and is still being held); 1 Palestinian is killed. The IDF continues operations in Shuka, bulldozing 33 d. of Palestinian land, exchanging fire with local Hamas mbrs., leaving 1 Hamas mbr. dead. Palestinians detonate a roadside bomb nr. an IDF tank n. of Bayt Hanun, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. Hebron and in Jenin town and r.c., Tulkarm. Jewish settlers fr. Hebron severely beat a Palestinian teenager nr. the Ibrahimi Mosque/Tomb of the Patriarchs; an ambulance sent to the scene is barred by the IDF, stoned by settlers; the IDF arrests the teenager. Separately in Hebron, Jewish settlers fr. Ramat Yishai severely beat a 9-yr.-old Palestinian. The Lebanese army escalates attacks on FI, sending special forces and armored personnel carriers into areas around Nahr al-Barid r.c. to root out FI mbrs., increasing tank, artillery shelling of FI positions inside the camp to the highest level to date. FI replies with mortar and sniper fire. The army reports 6 soldiers killed, more than 40 wounded during the day. FI reports 4 mbrs. killed, 6 wounded. At least 60 FI mbrs., 49 soldiers, 20 civilians are thought to have been killed since fighting began on 5/20, but figures for casualties inside the camp cannot be confirmed. (WP, WT 6/10)

IDF troops on the Gaza border fire on Palestinian agricultural areas e. of Khan Yunis, sparking a fire that destroys a wheat field; discover, disarm a roadside bomb nr. the former Kissufim crossing e. of Khan Yunis. The Israeli navy fires on Palestinian fishing boats off the Bayt Lahiya coast, forcing them to return to shore. In the West Bank, the IDF makes a predawn raid on Nablus, firing on residential areas and exchanging fire with Palestinian gunmen who confront them, shooting and wounding a pregnant Palestinian woman inside her home, causing her to lose her baby; 2 armed Palestinians, 1 IDF soldier are also wounded. The IDF also conducts arrest raids, house searches nr. Bethlehem (targeting the AMB) and in Balata r.c., Tulkarm; issues stop-work orders for 10 Palestinian homes, a mosque in villages nr. Negohot settlement w. of Hebron that would constrain eventual expansion of the settlement. Israel’s Jerusalem Construction and Planning Comm. approves plans to build 3 new ultra-Orthodox settlements on the outskirts of occupied East Jerusalem to create territorial unity btwn. Jerusalem and Gush Etzion s. of Bethlehem and btwn. The IDF withdraws fr. Nablus, officially suspending (but not ending) Operation Hot Winter, which has left 1 Palestinian dead, 5 wanted men (and 10s of other Palestinians) arrested. The IDF also detains an Italian film crew in Hebron making a documentary on Palestinian children in the city; conducts arrest raids in and around Hebron, in Jenin, and nr. Bethlehem, Nablus, Qalqilya, Tulkarm. IDF troops on the Gaza border e. of Rafah fire on farmers who stray nr. the border fence, causing no injuries. The Israeli navy fires on Palestinian fishing boats off the Gaza coast nr. Rafah, forcing them to return to shore, causing no damage or injuries. Islamic Jihad mbrs. fire 6 rockets fr. al-Qarara nr. Overnight, the IDF pulls troops out of central Gaza; makes air strikes on the PA Economics Min. offices in Gaza City (causing no injuries), a factory in Gaza City (killing 1 Palestinian, wounding at least 9), a bridge nr. Bureij r.c.; fatally shoots an unarmed Palestinian who strays close to the Kissufim crossing. Palestinians fire several rockets into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron. A Palestinian dies of injuries received during the IDF’s 7/6 failed assassination attempt on Zubaydi and Sadi. The IDF escalates its attacks on Lebanon, completing the naval blockade of the coast; making air strikes on Hizballah offices, homes of Hizballah leaders and a senior Hamas official; hitting scores of civilian infrastructure targets, particularly in pro-Hizballah neighborhoods in s. Beirut and s. Lebanon, and roads and bridges in e. and n. Lebanon (including destroying the last bridge on the Beirut–Damascus highway), also destroying numerous gas stations, fuel depots (including hitting Jiyeh terminal for a 2d day, creating a major oil slick), a major power plant s. of the capital; shelling ports in Amshit, Batrun, Beirut, Juniyah, Sidon, Tripoli, and Tyre and hitting a radar installation in the new Manara lighthouse in Beirut to disable Lebanon’s coast radar defenses. At least 16 Lebanese civilians are killed in an air strike on a civilian convoy fleeing Marwahin village in s. Lebanon after Israel warned residents to evacuate, bringing the estimated death toll since the start of the crisis to 92 Lebanese killed and at least 250 wounded, almost all of them civilians. Hizballah fires some 90 Katyushas at n. Israel during the day, hitting Tiberias for the 1st time, as well as Carmiel and Nahariya, lightly injuring at least 11 Israelis. Overnight, the IDF drops 2 quarter-ton bombs on a 3-story building in Gaza City in an attempt to assassinate chief Hamas bomb-maker Muhammad Dayif, 4 times previously the target of Israeli assassination since 2000, wounding Dayif, killing senior Hamas mbr. Nabil al-Salima,his wife and 7 children, wounding Izzeddin al-Qassam Brigades n. Gaza cmdr. Ahmad al-Gander and at least 33 bystanders, seriously damaging 15 surrounding homes. At the same time, the IDF also expands Operation Summer Rains with a major incursion into central Gaza, sending 10s of tanks, APCs, armored bulldozers across the Kissufim crossing under helicopter and drone escort and moving troops north fr. positions nr. Abasan, cutting the Strip in half, ordering PA security forces to leave the area, shelling and bulldozing surrounding areas. During the day, the IDF reportedly kills at least 22 other Palestinians and wounds at least 14 in major gun battles nr. Dayr al-Balah in central Gaza and in air and artillery strikes around Dayr al-Balah and Khan Yunis; the PRC’s Salah al-Din Brigades Khan Yunis leader Hisham Abu Nusayra, a PA policeman are killed in separate air strikes in Khan Yunis and a police station in alQarara is hit. The IDF also bulldozes 65 d. of agricultural land, partially demolishes 8 Palestinian homes and a car, and occupies 10 Palestinian homes as military posts in Dayr al-Balah; withdraws fr. the Qarni industrial estate (held since 7/8), allowing humanitarian and commercial imports to resume, and from Dahaniyya airport (held since 6/28), allowing PA security forces to enter the airport and the Rafah crossing and around 1,000 displaced Palestinians (see 7/8) to return to their homes. Palestinians try to fire rockets fr. Gaza toward Kissufim, but they fall short, causing no damage or injuries. In the West Bank, the IDF sends undercover units into Dura, Nablus to conduct arrest raids. A Palestinian militant dies of injuries received during the 7/7 IDF air strikes on Bayt Lahiya. Before dawn, Hizballah launches a crossborder attack on Israel, dubbed Operation True Promise, firing rockets across the Blue Line into n. Israel as a diversion; sending fighters in to n. Israel to attack an IDF patrol btwn. Zarit and Shetula, capturing 2 IDF soldiers, killing 3 soldiers, wounding 2. The IDF sends troops into Lebanon to search for the missing soldiers, where an IDF tank hits a mine, killing 4 IDF soldiers and marking Israel’s 1st ground incursion into Lebanon since its 5/00 withdrawal. (An 8th IDF soldier is killed, 2 others are wounded in Lebanon late in the evening as they try to recover the remains of the 4 tank occupants.) The IDF also launches air strikes and directs heavy artillery, tank fire on some 40 Hizballah positions, roads, bridges, power stations in s. Lebanon, killing at least 2 Lebanese civilians, 1 Lebanese soldier, wounding at least 10. The Lebanese government requests that UNIFIL broker a cease-fire, but Israel says a cease-fire would be contingent upon return of the captured soldiers. Hizballah leader Shaykh Hasan Nasrallah says the group plans to hold the 2 soldiers for the release of 3–4 Lebanese held by Israel. During the day, IDF Chief of Staff Dan Halutz calls up a reserve infantry division for deployment to the n. Israel border and sends the Israeli navy into Lebanese waters, threatening a massive invasion of Lebanon; makes air strikes on a Palestinian guerrilla base s. of Beirut. The IDF continues for a 2d day to bulldoze Palestinian land inside the Gaza border s. of Kissufim crossing. Unidentified Palestinian gunmen allegedly wearing PA police uniforms kidnap 2 Hamas mbrs. in Shati‘ r.c.; in response, Hamas mbrs. detain, seriously beat a PA general intelligence officer. In the 2d such incident in 2 days, a Palestinian man knifes, wounds an IDF soldier at a checkpoint outside Nablus, is shot, wounded, arrested. (NYT 10/6; MEI 10/12)

As the IDF completes the demolition of settler and IDF structures in Gaza, Israeli DM Mofaz announces that he, as a religious person, cannot order the demolition of synagogues in the Gaza settlements as Israel agreed with the PA. In Gaza, the IDF fatally shoots 1 Palestinian, wounds a 2d who cut through a perimeter fence of an evacuated settlement; blows up an underground military installation in the evacuated Ganei Tal settlement; dismantles a settler-only bridge linking 2 roads nr. the evacuated Gush Katif bloc; bulldozes land nr. Abasan and al-Qarara for construction of 2 roads, firing on nearby residential areas to keep Palestinians away; also fires on residential areas of Rafah. In the West Bank, the IDF conducts arrest raids, house searches, interrogations in Hebron. The PA negotiates the release of Manhal Arafat (kidnapped by the PRCs on 9/7). Meanwhile, the PRCs’ Salah al-Din Brigades issues a statement denying responsibility for the Musa Arafat assassination. Israel deports 2 Palestinian prisoners who hold Jordanian passports to Jordan (see Quarterly Update in JPS 137). Inside Israel, some 70 ultra-Orthodox Jews attack, severely beat a Druze man harvesting his vineyard in Bayt Jan in the upper Galilee; 100s of Druze come to the scene and clash with the Jews, leaving 4 injured; Israeli police intervene, separate the groups. The IDF completes the evacuation of Gadid (est. 1982, pop. 350, size 1,600 d., hrs. to evac. 3); halts operations at sundown for the Sabbath, planning to resume on 8/21; starts demolishing homes in Kerem Atzmona; begins digging 8-ft. trench around Gush Katif settlements to prevent Palestinians fr. entering before evacuation is complete. During the day in Gadid, where almost all residents left on 8/17, some 200 disengagement protesters set fires, erect roadblocks to block troops. Palestinian gunmen fire on Gadid, causing no damage or injuries. Also in Gaza, 2 Hamas mbrs. are injured when a roadside bomb they are planting explodes prematurely. In the West Bank, disengagement protesters set fire to a gas station outside Sanur. Jewish settlers take over 2 Palestinian homes nr. At midnight local time, the grace period runs out for Jewish settlers in Gaza to withdraw voluntarily in compliance with Israeli PM Ariel Sharon’s disengagement plan; at least 50% of the estimated 8,500 settlers have already left, including all settlers fr. The IDF tightens restrictions on Palestinian movement inside Gaza, declares the n. West Bank a closed military zone in preparation for disengagement; begins going door to door in the Gaza settlements, asking residents to leave within 48 hrs. In Aley Sinai, 56 of 59 families who had agreed to leave rescind their decision, vowing to resist evacuation until the Israeli government finds permanent living solutions for the community as a whole; the government had promised them space together in an Ashkelon hotel, but only today learned that not enough space was available. During the day, some 1,000 right-wing settlers in various locations in s. Gaza simultaneously begin marching toward Gush Katif to block troops, but are prevented fr. reaching the settlement bloc by IDF troops and border police. In the West Bank, the last residents of Ganim (est. 1983, pop. 172) and Qadim (est. 1983, pop. 169) evacuate voluntarily by evening, while settlers in the other 2 West Bank settlement slated for removal, the hard-line enclaves of Homesh (est. 1980, pop. 228) and Sanur (est. 1982, pop. 105), refuse to accept their notices. The major Palestinian factions, including Hamas, agree to oversee jointly how the PA uses land evacuated by settlers and the IDF; the PA expects 5% of the land to revert to individual Palestinian owners, with the rest being state land that will fall under PA jurisdiction.
