In the West Bank, Israeli settlers attacked 2 Israeli soldiers and 1 Palestinian man with tear gas when the 2 soldiers were asking the Palestinian about settler vandalism at al-Mughayyir near the Adei Ad settlement outpost. Israeli settlers from the Ariel settlement also vandalized Palestinian property in Marda, spraying racist graffiti on walls and vehicles and puncturing tires. Elsewhere, Israeli settlers stole olive harvesting equipment in Burin. Israeli forces issued a demolition notice for a newly built road connecting Ya‘bad and Khirbat Emreha. Israeli forces also delivered notices for the seizure of 40 dunams (9.9 acres) of land in Yasuf. 10 Palestinians were arrested during late-night raids in and around ‘Azzun, Beita, Burqa, Nawawrah, Beit Umar, and Hebron; during the raid in Beit Umar, Israeli forces damaged 2 vehicles and fired tear gas at Palestinians confronting the soldiers. In East Jerusalem, Israeli forces violently dispersed Palestinians from the Damascus Gate plaza, forcing them to leave the area. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of Gaza; no injuries were reported. The Jerusalem local planning committee approved the expropriation of land in the planned East Jerusalem Israeli settlement of Givat Hamatos, where 1,257 housing units are planned, along with filing plans to expand Pisgat Ze’ev. (AJ, HA, MEE, MEMO 10/14; AP, TOI 10/15)

Some 400 Palestinians held in Israeli prisons started an open-ended hunger strike to protest new restrictions imposed after 6 prisoners escaped Gilboa prison on 9/6. (MEMO, WAFA 10/14)

In Syria, Syrian officials said Israel had conducted an air strike near Palmyra, targeting a telecommunications tower and causing damage. Russia said that the Syrian air defense system did not engage the Israeli-fired missiles because the Israeli jets firing them were using civilian airplanes as cover. 9 people were killed in the attack, according to the London-based Syrian opposition group Syrian Observatory for Human Rights. Chairman of the Religious Zionist party Bezalel Smotrich told Palestinian Israeli lawmakers during a Knesset discussion that they are only in Israel because “Ben-Gurion didn’t finish the job and throw you out in 1948.” Smotrich also called the lawmakers “terror supporters.” (HA 10/13; MEMO 10/14)

Israel’s regional cooperation minister Issawi Frej and deputy minister of foreign affairs Idan Roll met with Sudanese justice minister Nasredeen Abdulbari in Dubai. They talked about promoting future projects between the 2 countries and how to further their normalization deal. (AP 10/13; ALM 10/14)

U.S. secretary of state Antony Blinken met with Israeli foreign minister Yair Lapid and later had a trilateral meeting with Foreign Minister Lapid and foreign minister of the UAE Sheikh Abdullah bin Zayed Al Nahyan in Washington D.C. During a press conference, Secretary Blinken said that the U.S. is moving forward with reopening the U.S. consulate to Palestinians in Jerusalem, despite Israeli opposition. The IDF conducts late-night arrest raids, house searches in 2 villages nr. Salfit (synchronized), in Jericho and 1 nearby village (synchronized), and 1 village each nr. Bethlehem, Jenin, Qalqilya, Ramallah, and Tulkarm. Jewish settlers fr. Adei Ad outpost nr. Nablus beat a Palestinian shepherd grazing his sheep nearby and kill his sheep; an Israeli guard fr. nearby Shilo settlement intervenes and the settlers flee; the guard summons Israeli border police, who photograph the scene and take the shepherd’s formal complaint. In Israel, 1,000s of Israelis demonstrate in Tel Aviv to mark the 1st anniversary of the launch of the 2011 social justice protests against the rising cost of living. During the protest, one of the prominent activists connected with the July 14 Movement, Moshe Silman, immolates himself and is critically injured (he dies on 7/20). (WP 7/17; NYT 7/21)

An armed Palestinian teenager infiltrates the Israeli border e. of Abassan village in s. Gaza before dawn, exchanging gunfire with IDF soldiers who also call in air strikes to target the border area; the Palestinian gunman and 1 IDF soldier are killed. Later in the morning, IDF troops in the area fire across the border into Gaza, causing no injuries but starting a brush fire. Unidentified Palestinians respond by firing 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. Hrs. later, Israeli warplanes fire 3 missiles at a Palestinian car inside Abassan village, killing 2 armed Palestinians and injuring at least 1. In the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning; in Qalqilya in the afternoon; and in Jericho and al-Nabi Salih late at night. The IDF also conducts late-night arrest raids, house searches in Hebron. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, and al-Nabi Salih. IDF soldiers fire live ammunition (al-Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 3 Palestinians (including 1 child) are wounded by live ammunition and 3 are hit by tear gas canisters. In the West Bank, the IDF prevents Palestinian farmers and international activists fr. reaching agricultural lands nr. Bayt Umar n. of Hebron to cultivate olives, beating 1 Spanish and 1 Israeli activist, and forcing the farmers to leave the area. The IDF also conducts late-night raids, house searches in and around Jenin town and r.c., in ‘Aqabat Jabir r.c., nr Tulkarm and Jericho, arresting 4 Palestinians and summoning a number of others for questioning (violently beating the father of 1 suspect when he takes too long to open the door). Palestinian sources report that in the previous wk., at least 50 Jewish settlers fr. Ma’ale Levona attacked Palestinian farmers fr. Sinjil nr. Ramallah headed to their olive fields and were removed fr. the area by the IDF; Jewish settlers fr. the unauthorized settlement outpost of Adei Ad nr. Inside Israel, riots in Acre taper off after Israeli police arrest the Israeli Palestinian whose driving on 10/8 touched off the clashes, charging him with speeding, reckless endangerment, and offending religious sensibilities; the man denies the charges, saying he only drove through a Jewish neighborhood to pick up his daughter from a class. Meanwhile, Israel imposes a general closure on the West Bank, seals Gaza’s crossings for Sukkoth. Overnight, Jewish settlers fr. Adei Ad outpost nr. Ramallah steal olives and destroy olive trees in nearby al-Mughayyir village, sparking fights with Palestinian farmers who arrive in the morning to harvest the groves; no serious injuries are reported. The new synagogue build on East Jerusalem Waqf land, inaugurated on 10/12, opens to Jewish worshipers; Israeli security forces set up checkpoints around the area to prevent Palestinians fr. reaching the site, sparking clashes between the security forces and Palestinians; no serious injuries or arrests are reported. In Hebron, PA security forces claim to find a tunnel under a home, arrest 2 Palestinians allegedly affiliated with Hamas, linking them to the 11 arrested on 10/10 for plotting against the PA.
