PA PM Fayyad and Israeli Fin. Min. Yuval Steinitz sign an economic agreement, to go into effect on 1/1/2013, that will regulate taxes and bilateral trade with the aim of reducing illegal trade and tax evasion and building the PA’s tax revenue base. It is the first major IsraeliPalestinian economic agreement since the 1994 Paris Protocol, which sets out in detail the economic relationship between Israel and the PA. (JP, UPI 8/1; JPI 8/17)

Overnight (similar to 7/30), IDF troops on the s. Gaza border fire into agricultural areas along the Gaza border e. of Khan Yunis sporadically for hours, causing no reported injuries. In the West Bank, the IDF patrols in Tulkarm and 1 village nr. Jenin in the morning; patrols in 1 village nr. Jenin late at night. Jewish settlers fr. Halmish settlement nr. Ramallah uproot and burn 30 Palestinian olive trees on Palestinian land nr. al-Nabi Salih. OCHA reports that Israeli authorities demolished an extension to a Palestinian home in East Jerusalem. With the Tal Law exempting the ultraOrthodox from military service set to expire at midnight, Israeli DM Barak orders the IDF to start drafting ultraOrthodox Jewish men and gives IDF officials 1 mo. to draft official guidelines to implement the order. (NYT, WP, WT 8/1)

Israeli pres. Peres’s office releases the text of a letter that it says is from Egyptian pres. Mohamed Morsi, formally responding to a Ramadan greeting Peres sent on 7/15/12. The text, welcomed by Israel, pledges to work to promote Middle East peace and get bilateral Israeli-Egyptian relations back on track, particularly regarding border security. Morsi aides deny that any letter was sent, but Peres’s office releases copies that show Morsi’s name typed (not signed) and an accompanying letter from the Egyptian amb. on embassy letterhead, indicating that the letter had been cleared with Morsi’s office. Official bilateral relations do not suffer, and public optimism on future relations increased. Most analysts believe (e.g., NYT, WP 8/1) that the incident simply reflects Morsi’s attempt to speak to 2 audiences, Israel and the international community, and his constituency in Egypt, hostile or at best ambivalent concerning the peace treaty with Israel. Israeli crews begin demolishing the fmr. Shepherd Hotel site (built in the 1930s as a villa for the grand mufti of Jerusalem) in East Jerusalem’s Shaykh Jarrah neighborhood to make way for a controversial new settlement housing project. In Gaza, unidentified Palestinians fire 1 Qassam rocket into Israel, causing no damage or injuries. The IDF retaliates late at night with at least 5 air strikes targeting an IQB site in Khan Yunis and the fmr. PA General Intelligence building in Jabaliya, causing damage but no injuries in both incidents. In the West Bank, the IDF conducts patrols in 2 villages nr. Jenin, 2 nr. Qalqilya, and 1 nr. Ramallah during the day; conducts late-night arrest raids, house searches nr. Hebron and in Jenin (questioning a local Hamas leader but not detaining him). Islamic Jihad mbrs. fire 6 mortars fr. Gaza at the IDF base at the fmr. Nahal Oz crossing (closed in 1/2010), injuring 3 Thai workers (1 seriously) at a kibbutz nearby. Late in the evening, unidentified Palestinians fire 1 mortar, 2 Qassam rockets fr. Gaza into Israel in 3 barrages; 1 rocket lands nr. a truck, causing light damage and lightly injuring the driver. In the West Bank, IDF troops fatally shoot a Palestinian who runs toward a checkpoint nr. Nablus (the same one where another Palestinian was fatally shot on 1/2) and ignores orders to halt; the IDF says he was carrying a bag that contained a pipe bomb and other explosives, but Palestinian witnesses say he was not carrying anything. The IDF also patrols in villages nr. Jenin and Salfit in the morning; conducts late-night arrest raids, searches in and around Qalqilya; conducts late-night patrols in 3 villages nr. Salfit, summoning 2 Palestinians for questioning. Jewish settlers fr. Gilad settlement nr. Qalqilya vandalize nearby Palestinian agricultural land and damage a well. Israeli naval vessels seize a Palestinian fishing boat off the Gaza coast, detaining but quickly releasing 4 fishermen. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. Late in the evening, the IDF makes 2 air strikes on an IQB training site nr. Dayr al-Balah (partially damaging a building but causing no injuries) and a smuggling tunnel on the Rafah border (injuring 1 Palestinian). In the West Bank, the IDF enters al-Ras village in the afternoon, arresting 3 Palestinians off the street; conducts late-night arrest raids, house searches nr. Bethlehem, Hebron. AOI mbrs. fire a Qassam rocket fr. Gaza into Israel that lands nr. an empty school nr. Ashqelon, causing light damage and injuring 1 Israeli. In the afternoon, an IDF drone makes a missile strike on a Hamas building in Rafah, injuring 2 IQB mbrs.; an hr. later, Israeli war planes make 3 air strikes on the same site, destroying it but causing no further injuries. IDF chief of staff Gabi Ashkenazi warns that the tension along the Gaza border is “fragile and explosive,” adding that while small Palestinian groups seem to be behind the recent rocket fire, Israel will hold Hamas responsible. Meanwhile, IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. settlement sites, wounding 1. In the West Bank, the IDF demolishes a Palestinian home in al-Nu‘man village nr. East Jerusalem’s Har Homa settlement (Jabal Abu Ghunaym), firing tear gas and beating Palestinians who attempt to stop the demolition, moderately injuring 1; the family had already been fined more than $13,500 for building without a permit. IDF troops also patrol in Silat al-Harithiyya nr. Jenin in the afternoon, firing tear gas at stone-throwing Palestinians who confront them and then raiding several Palestinian homes, summoning 1 Palestinian for questioning. The IDF also conducts latenight arrest raids, house searches in Nur Shams r.c. nr. Tulkarm and nr. Hebron. In East Jerusalem, Israeli authorities force a Palestinian to demolish his own home in Ras al-Amud or pay the government nearly $5,500 for doing the job. Israeli authorities demolish a 2d Palestinian home in Sur Bahir, southeast of Jerusalem; the family had already paid nearly $1,750 for building without a permit. Unidentified Palestinians fire 4 mortars fr. Gaza toward Israel; 3 land inside Israel, causing no damage or injuries, while 1 lands harmlessly in Gaza. Late in the evening, the IDF responds with air strikes on a smuggling tunnel on the Rafah border and on the destroyed Dahaniyya airport site in s. Gaza (causing no injuries), as well as on a Hamas building in Bayt Hanun (destroying it, damaging 26 houses, 23 shops, a clinic, the local municipal building, and a sports club nearby, injuring 15 Palestinian bystanders, and knocking out electricity to some areas). Unidentified Palestinians detonate a bomb hidden in a donkey cart by the Gaza border fence as an IDF border patrol unit on the Israeli side of the border passes, killing the donkey but causing no IDF injuries. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging construction materials fr. former settlement sites nr. the border twice during the day, causing no injuries; also fire warning shots at farmers who stray nr. the border fence nr. Bayt Lahiya, causing no injuries. Later, IDF troops make an incursion into the n. Gaza buffer zone nr. Bayt Lahiya to search the area, opening fire but causing no injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in Tubas and nr. Hebron, Nablus. Israel’s Jerusalem District Court upholds a decision to evacuate and seal the Beit Yonatan building in the Palestinian neighborhood of Silwan in East Jerusalem, built without a permit in 2004 by the right-wing group Ateret Cohanim and housing 8 settler families. As Israeli-Palestinian fighting continue as Israel marks Yom Kippur. Barak warns if clashes continue, the IDF's will begin targeting Arafat's offices, PA police stations, top cmdrs.; Israel may implement a "sanctions package" (including, sealing the West Bank and Gaza, halting all monetary transfers). At Netzarim Junction, the IDF demolishes 2 apartment buildings formerly used as PA police barracks, a factory, an office, several homes, a water well, and an 20-dunam orange grove. A settler rabbi is found shot to death in a West Bank cave. Armed Jewish settlers enter Palestinian areas of East Jerusalem and Hebron, Bidya, Husan, Salfit, Shuafat camp, burning shops, beating Palestinians, shooting at houses, and wounding at least 8 Palestinians, 1 of whom bleeds to death as settlers hold off ambulances with gunfire. Inside Israel, Jewish residents of Upper Nazareth attack Israeli Arabs, property in Nazareth. Lebanon places its forces on alert as Israel reinforces troops on the blue line, conducts overflights of Beirut, and warns Hizballah, Lebanon, and Syria of "decisive action" if Hizballah does not release the 3 IDF soldiers kidnapped on 10/7. In Amman, 100s of Jordanian students attempt a march to the U.S., Israeli embs. but clash with riot police; at least 5 are injured, 10 arrested. In Beirut, 25,000 Lebanese and Palestinians march in funeral processions for 2 Palestinians shot by IDF on the blue line on 10/7. In Cairo, 9,000 Egyptian students hold a rally.
