King Abdallah of Jordan meets with U.S. pres. Barack Obama, special envoy Mitchell at the White House. Obama lays out his admin.’s working plan, still in the formulating stage, for jumpstarting the peace process, asking the king to relay a request to the 22-mbr. Arab League to amend its 2002 peace initiative “to make it more palatable to Israel,” specifically by dropping demands for the Palestinian refugees’ right of return and setting a timetable for normalization with Israel. Israeli-Palestinian clashes continue, killing 5 Palestinians. A car bomb explodes in the Israeli town of Netanya, lightly injuring 39, seriously injuring 1 (the suspected perpetrator); Hamas claims responsibility. Israel shuts Gaza airport completely, tightens the internal closure on the West Bank, Gaza. The IDF demolishes 3 Palestinian homes nr. Kefar Darom settlement as part of work on a new settler bypass road; bulldozes agricultural land nr. Morag settlement; fires on residential areas of al-Matahin Junction, Rafah. 1,500 Jewish settlers blockade several West Bank roads, occupy a hilltop nr. where Kahane's car was ambushed on 12/31 to set up a "protest encampment." According to British government files made public today, on 9/19/70, King Hussein of Jordan asked, through Britain and the U.S., for Israeli air raids on the Syrian army, which was supporting Palestinian factions during the Black September revolt. Israeli PM Golda Meir's response is not noted, but intervention by the Israelis was ultimately unnecessary, when Jordanian forces defeated the Palestinians. (NYT 1/2; WT 1/3; WJW 1/4)

Fighting between Sunni and Shiite militias in Tripoli; Chouf region tense following more clashes, IDF surrounds Brih and Kfar Nabrakh to stop fighting; Phalange calls on East Beirut residents to cooperate with Lebanese Army as it moves into center of East Beirut with support of French and Italian forces; US Marines postpone deployment into East Beirut; 6 Israeli Druze in IDF court-martialled for entering Lebanese Druze village without permission; Finland agrees to send 460-man battalion to replace Nepalese soldiers in UNIFIL in South Lebanon; grenade tossed at IDF vehicle in center of Sidon, following similar incidents along coastal road.

Casualties:

Estimates of 8 to 20 Lebanese killed, over 21 wounded in Chouf fighting; UPI reports death toll in Beirut massacre now estimated at 1,962; IDF concedes troops looted in Lebanon "in a number of isolated instances," but claims all looters were severely punished.

Massacre continues in refugee camps by Phalange and Haddad militia (allowed into camps by IDF), eyewitnesses say Phalangists enter camps from access road formerly controlled by IDF, spray houses with machinegun fire while bulldozers bury victims under rubble as quickly as possible; houses in camps bulldozed, dynamited into rubble, often with inhabitants inside; many refugees flee north into Hamra district through IDF lines; 20 US and European doctors and nurses removed from Gaza Hospital by Phalange, forced to abandon patients and march through camps, see 400 civilians held by Phalangists, freed only after IDF intervention; eyewitnesses say units dressed in Haddad militia uniforms involved in Shatila massacre, Haddad, in Beirut, denies involvement; thousands reported missing or removed from camps by militiamen; IDF claims Phalangists slipped into camps without IDF knowledge (two days earlier, IDF claimed control of "all key points" in Beirut, all refugee camps "encircled"); Phalange units withdraw from camps through IDF lines with truckloads of Palestinian prisoners; Drori orders IDF into Fakhani neighborhood north of Shatila; late in day, IDF seals off access to Shatila.
