The Palestine Chronology

In the West Bank, Israeli settlers attacked Palestinian farmers in Lasayfer in the Masafer Yatta area, forcing them to leave the area. Israeli settlers also fenced off Palestinian farmland near Khirbet as-Samra in the Jordan Valley. Israeli forces shot and injured 1 Palestinian during a raid in Beit Umar. Israeli forces also shot and injured 1 Palestinian during a raid in Jaba‘. Elsewhere, Israeli forces shot and injured 1 Palestinian with a baton round during a late-night raid in Dheisheh refugee camp. 6 Palestinians were arrested during late-night raids in al-Am‘ari refugee camp, Dheisheh refugee camp, Bethlehem, and Tuqu’. In Gaza, Israeli forces opened fire at Palestinian farmers east of Khan Yunis; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen northwest of Rafah; no injuries were reported. The Knesset passed the so-called Ben-Gvir law, granting incoming National Security Minister Itamar Ben-Gvir of the Otzma Yehudit party more authority over the Israeli police when he is sworn in. The law broadens the national security minister’s authority over police policy and police investigations. The coalition agreement between Benjamin Netanyahu and Ben-Gvir will see the Border Police become an independent entity under Ben-Gvir’s authority. The incoming government coalition also published a text laying out some policies, including that “[t]he Jewish people have an exclusive and inalienable right to all parts of the Land of Israel. Jordanian king Abdullah II told CNN that he is prepared for conflict with Israel if the incoming government crosses his red lines regarding the Haram al-Sharif compound. (HA, MEE 12/28; MEMO, WAFA 12/29)

The IDF makes a brief early morning incursion into c. Gaza, searching and firing on residential areas in Bureij r.c., but entering no buildings and making no arrests. In the West Bank, the IDF demolishes 4 tents, 3 barnyards, and 3 residential barracks in a bedouin encampment in al-Maleh in the Jordan Valley; demolishes 2 barnyards nr. Tubas. The IDF also patrols in 1 village nr. Ramallah in the morning, 1 village nr. Qalqilya in the afternoon, and 1 village nr. Ramallah in the evening; conducts late-night arrest raids, house searches in and around Hebron, nr. Bethlehem, and nr. Ramallah (firing on the occupants of 1 raided home, wounding 3 Palestinians); conducts late-night patrols in 1 village nr. Qalqilya. Jewish settlers fr. Brakha settlement nr. Nablus attack Palestinian farmers working their land nearby; the IDF observes but does not intervene. Jewish settlers escorted by IDF troops begin leveling a large area of Palestinian agricultural land in Kafr Lakif village nr. Qalqilya; local Palestinian gather to protest and are informed by the IDF that the area has been approved for construction of an industrial zone; the soldiers agree to suspend the digging until the matter is clarified but bar Palestinians from the site. Jailed Fatah tanzim leader Marwan Barghouti issues a statement on the 10th anniversary of his arrest by Israel that is read to a crowd of supporters in Ramallah, stating that “the launch of large-scale popular resistance at this stage serves the cause of our people.” He also calls for “stopping all forms of security and economic coordination [with Israel] in all areas immediately.” (JPI 4/6)

Israel severs working relations with the UNHRC over the 3/22/12 res. calling for an investigation into settlements, calling the council biased against Israel. (NYT, WP, WT 3/27; JPI 4/6)

The U.S. Supreme Court orders a lower court to decide whether Americans born in Jerusalem can claim Israel as their birthplace on their passports. Congress approved legislation in 2002 allowing this, but the executive branch has claimed Congress overstepped its authority by attempting to override the president’s right to set foreign policy. The U.S. officially recognizes Jerusalem as occupied Palestinian territory and does not recognize Israel’s claim to united Jerusalem as its capital. (NYT 3/27; WJW 3/29)

J Street holds its annual conference. Fmr. Israeli PM Ehud Olmert gives the keynote speech at the gala dinner, emphasizing that PA pres. Abbas “wants peace with Israel and he accepts the existence of Israel as Israel declares itself to be.” (JPI 4/6)

In Gaza, IDF troops occupy the Dahaniyya airport, seal the Rafah crossing (reopened on 8/10), raze large areas of agricultural land, destroy several greenhouses and sites used by the PA security forces, blow up what it says is a smuggler’s tunnel. In the West Bank, the IDF raids 2 hospitals in Hebron, conducts random ID checks on the streets in search of wanted Palestinians, but makes no arrests; patrols in, fires on residential areas of Azun, Jenin; conducts arrest raids, house searches in Balata r.c., nr. Bethlehem. Jewish settlers fr. Kiryat Arba attack Palestinian homes in Hebron. Unidentified gunmen shoot, wound a PA General Intelligence officer in Gaza City. (OCHA 8/16; PCHR 8/17)

Hizballah, the Lebanese government endorse UN Res. 1701, Hizballah says it will maintain its “natural right to resist” in keeping with international law as long as IDF troops “are practicing an occupation and acts of aggression” inside Lebanon. Meanwhile, the IDF continues heavy air and artillery strikes across Lebanon, mostly targeting infrastructure and roads, including destroying electricity plants nr. Sidon, a Lebanese army base in the Biqa‘ Valley, 2 homes nr. Bint Jubayl (killing at least 15 Lebanese civilians); air strikes are concentrated around Sidon and Tyre (cutting electricity to Tyre), in the north btwn. Akkar and Arida, and in central s. Lebanon nr. Bint Jubayl. The IDF also rapidly expands ground offensives in the south, sending in additional troops and artillery, with heavy clashes reported in the Bint Jubayl area, in Ghanduriyya and Dayr Sirin s. and w. of Marja’uyun, and s. of Tyre. Hizballah continues to fire rockets into n. Israel (hitting targets in Kiryat Shimona, Ma’alot, Safad and nearby Amirim) and downs an IDF helicopter, killing 5 IDF soldiers (including Israel’s 1st female combat fatality). The casualty toll during the day includes 24 IDF soldiers dead (2 when an IDF tank rolls over them) and 70 wounded, and at least 26 Lebanese civilians, 1 Lebanese soldier killed; the IDF claims to have killed 50 Hizballah mbrs. in the previous 24 hrs. GCC ends 4-day summit in Doha with statement and communique warning Iraq that war is only alternative unless Saddam withdraws from Kuwait; drops usual reference to PLO as "sole legitimate representative of Palestinians" [NYT, LAT, WP 12/26; CSM 12/27].

In annual Christmas message, Pope John Paul II calls for negotiations to end Gulf crisis, but seems to hint Iraq should leave Kuwait, saying "the inalienable rights of people and nations" must be respected. John Paul also calls for solution to Israeli-Palestinian conflict, one that acknowledges "the legitimate expectations" of each side [LAT 12/25, 12/26; NYT, WT, WP 12/26].

USSR's 1st consul in Israel since 1967 presents his credentials in Jerusalem while Israel's 1st consul does likewise in similar ceremony in Moscow [LAT, WP 12/26; JPI 1/5].

Occupied Palestine/Israel: Several W. Bank and Jerusalem Palestinian political activists are arrested, charged with organizing demonstrations [WP 9/17; FJ 9/20]. Bethlehem U. students hold symbolic funeral to commemorate 5th anniversary of Sabra and Shatila massacres [FJ 9/20]. Inner cabinet adopts economic and cultural sanctions against S. Military Action

Arab World: Lebanese National Resistance Front, groups of Syrian-sponsored Palestinian and leftist Lebanese fighters, attack Israeli patrol just north of Israeli border, killing 3 Israelis. Israeli sources allege guerrillas were trying to infiltrate border and take hostages. In Rashayyah, Israeli infantry and helicopters follow group of fighters spotted approaching Israeli border; 3 guerrillas are killed [WP 9/17].

Palestinians/ Lebanese: PLO Chairman Arafat in Moscow press conference releases communique that Soviet Union shows understanding of the PLO position on confederation on the basis of voluntarity between an independent Palestinian state and Jordan; following Habib-Begin meeting, Israel and Lebanon, in talks held in Kiryat Shemona, agree on agenda for talks (including concurrent discussion on "termination of the state of war; security arrangements; framework for mutual relations, including issues such as liaison, ending hostile propaganda, the movement of goods, products and persons, communications, etc.; program of complete withdrawals, conditions for Israeli withdrawal, within the context of the evacuation of all foreign forces; possible guarantees"); Lebanese Parliament delegation visits Amman seeking Jordanian support in talks with Israel.

Arab Governments: Foreign Minister Abdel Halim Khaddam, at non-aligned conference in Nicaragua, says Syria will resist any agreement which does not call for Israeli withdrawal from all occupied territories and does not recognize inalienable rights of Palestinians.

US and Other Countries: Pentagon refuses to sign draft agreement on US access to Israeli military data due to unreasonable restrictions; secret plan revealed for mini-Rapid Deployment Force in Jordan to guard internal stability, respond to emergencies in friendly Gulf States, and possible use in inter-Arab wars; Henry Kissinger says Lebanon crisis has consequences helpful to prospects for peace, shows USSR can supply arms but not solutions, rout of PLO restores US military credibility; Representative Council of French Jewry protests French Middle East policy, says Foreign Minister Cheysson's recent statements show anti-Israel bias, asks government to close PLO Paris office and expel PLO representative Ibrahim Suss.
