In the West Bank, Israeli forces issued a notification to the Deir Istiya municipality that Israel will seize 45 dunams (11.2 acres) of land. Israeli forces also issued stop work notices for 8 residential and commercial structures in Deir Balut. 6 Palestinians were arrested during late-night raids in Arrabah, Ajjah, Bir al-Basha, Bani Na’im, and Beit Fajjar. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 6 nautical miles west off the shore; no injuries were reported. Israeli finance minister Bezalel Smotrich of the Religious Zionist Party resigned his seat in the Knesset, allowing fellow Religious Zionist Party member Zvi Sukkot to take his place. Sukkot, who lives in the Yitzhar settlement, is one of the founders of the Evyatar settlement outpost and has been arrested for terrorist attacks on Palestinians and temporarily expelled from the West Bank for planning terrorist attacks against Palestinians. In the West Bank, Israeli forces rammed into 2 Palestinians riding a motorcycle near Arrabah, injuring both. 15 Palestinians were arrested during late-night raids in Fasayil, Tammun, Balata refugee camp, Tulkarm, Jifna, and Bayt Rima. In East Jerusalem, 2 Palestinians were arrested during late-night raids. In Gaza, Israeli forces made incursions and leveled land east of Dayr al-Balah. UNRWA said it needs $1.6 billion in funding to be able to continue its basic services. In a statement the agency said “[c]ompounding challenges over the last year including underfunding, competing global crises, inflation, disruption in the supply chain, geopolitical dynamics and skyrocketing levels of poverty and unemployment among Palestine refugees have put immense strain on UNRWA.” UNRWA workers in the West Bank began a general strike on 1/23 demanding higher wages. In the West Bank, Israeli forces delivered stop-work orders for 3 agricultural structures in al-Mughayyir. 8 Palestinians were arrested during late-night raids in Arrabah, Jaba‘, Faqqua, Qalqilya, Dheisheh refugee camp, Dura, and Bayt Awa. Israeli forces raided the offices of Union of Agricultural Work Committees, Al-Haq, Addameer, Bisan Research Center, Defense for Children International – Palestine, Union of Palestinian Women’s Committees, and Union of Health Work Committees. The raid was in response to Israel’s terrorist designations against the 7 organizations. The forces seized documents and equipment from some of the Palestinian rights organizations and sealed the doors of the offices. The UN Human Rights office condemned the Israeli raids and the EU called the Israeli allegations against the organizations unsubstantiated. The U.S. expressed concern about Israel’s raids, saying that Israel has not provided sufficient evidence to justify the terrorist designations against the organizations. In a show of solidarity, officials from the EU, Belgium, Chile, Denmark, Finland, France, Ireland, Italy, Mexico, the Netherlands, Norway, Poland, Spain, Sweden, and the UK visited the offices of Al-Haq, which had been forced open by Palestinians after the Israeli forces sealed the entrance. 6 of the rights organizations were deemed terrorist organizations by Israel in October 2021, and 1 was designated as such in 2020. Several EU countries have dismissed the Israeli claims after reviewing files submitted to the EU. In the West Bank, settlers with military protection toured Joseph’s Tomb in Nablus, leading to a confrontation with Palestinians protesting the incursion; 3 Israelis were shot and injured by Palestinian gunmen, including 1 soldier, and Israeli forces shot and injured 1 Palestinian using live ammunition, 16 others with baton rounds, and 40 were injured with tear gas. Israeli settlers also set fire to Palestinian-owned land planted with grapes and olives in Husan and uprooted some 200 cucumber saplings in Halhul. Israeli forces rammed a motorcycle carrying 2 Palestinians with their car in al-Khader, injuring both. Israeli forces also delivered stop-work notices for 2 houses and 1 agricultural structure in Ma‘in in the Masafer Yatta area. 12 Palestinians were arrested during late-night raids in Ni‘lin, al-Am‘ari refugee camp, Qarawat Bani Hassan, Anabta, Arrabah, Aida refugee camp, and al-Arroub refugee camp. PA president Mahmoud Abbas spoke to U.S. secretary of state Antony Blinken in a phone call. According to a statement by the PA, the 2 spoke about preparations for president Joe Biden’s upcoming trip to Palestine and Israel later this month. The members of the Knesset voted to dissolve the parliament, leading to a new round of Israeli elections on 11/1. Foreign minister Yair Lapid will be prime minister beginning at midnight until a new prime minister is elected. (HA 6/29; AJ, AJ, AP, AX, HA 6/30)

The EU sent a letter to Al Haq and the Palestinian Centre for Human Rights (PCHR), informing the Palestinian rights organizations that it will reinstate EU funding that was cut after Israel alleged that Al Haq had financial ties to the PFLP. The EU anti-fraud agency OLAF did not find any indication that the Israeli allegations were true. The EU suspended funding to Al Haq and PCHR in May 2021. (AJ, HA 6/30; WAFA 7/2; MDW 7/5)

In the West Bank, some 30 Israeli settlers attacked Palestinian farmers near Turmus ‘Ayya, injuring 1 Palestinian with stones and setting fire to 1 vehicle. Israeli forces violently dispersed Palestinian protesters at a settler quarry near Kisan, injuring 1 with a tear gas canister and several others with tear gas. In the West Bank, Israeli settlers threw stones at Palestinian homes in the old city of Hebron; no injuries were reported. Israel forces shot and killed 3 Palestinians during a raid in Arrabah; 4 Israeli soldiers were injured in the ensuing firefight. The Shin Bet said the 3 Palestinians were killed during an arrest raid after they opened fire at the Israeli forces. Islamic Jihad said the 3 men were members of the organization. The PA condemned the killings and called on the U.S. to intervene to protect Palestinian lives. Israeli forces also shot and injured 1 Palestinian man before arresting him near Arrabah. In East Jerusalem, Israeli police arrested 4 Palestinians at the Damascus Gate plaza during celebrations for the 1st day of Ramadan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles northwest of Khan Yunis; no injuries were reported. In the West Bank, 25 Israeli settlers posing as soldiers attacked a Palestinian couple in their home in Qaryut, leading to the hospitalization of both Palestinian victims; the settlers also caused significant damage to the interior of their home, their car, and their tractor; Israeli forces did not arrive to investigate the scene until 7 hours after it was reported. Israeli settlers also threw stones at 6 Palestinian homes and set a barn on fire in Burqa; Israeli forces subsequently violently dispersed Palestinians trying to repel the settlers. Meanwhile, Israeli settlers erected a settlement outpost named after the settler killed on 12/16, Nefei Yehuda, near the Kiryat Arba settlement; the Nahala movement financially supported the settlement outpost, as it had the Evyatar settlement outpost in May. Israeli forces violently dispersed Palestinians in Hebron, causing tear-gas related injuries. Haaretz reported that the Israeli company Candiru’s spyware had been purchased by Saudi Arabia, Spain, Israel (for the Shin Bet), Singapore, the UAE, and Germany, and had been used to target people in Catalonia, Lebanon, Yemen, the occupied Palestinian territories, Singapore, Iran, Armenia, and Turkey. It was also reported by the Guardian that NSO Group’s Pegasus spyware was found on jailed Indian dissident activist Rona Wilson’s phone. (AP, GDN, HA, HA 12/17)

The UN general assembly voted 156 for, 7 against, and 15 abstaining on a draft resolution confirming the rights of Palestinians over their natural resources in the occupied territories and the rights of the native population of their resources in the occupied Golan Heights. The resolution also called on Israel to stop exploiting the resources of the territories it occupies. In the West Bank, 6 Israeli settlers attacked 3 Red Cross workers monitoring the olive harvest with pepper spray in Burin. Israeli settlers also uprooted 25 olive saplings in al-Masara. Israeli forces demolished 4 Palestinian stores under construction in Deir Qaddis. Israeli forces also delivered stop-work orders for 4 houses under construction in Idhna. 8 Palestinians were arrested, including 6 during late-night raids in Dheisheh refugee camp, Hebron, Beit Umar, and Dura; 1 was arrested at the Container checkpoint and 1 in his shop in Arrabah. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting the demolition of graves at al-Yusufiya Muslim cemetery; 1 was arrested. Israel’s public security minister Omer Bar-Lev ordered a ban on a cultural festival put on by the Catholic Church, claiming it was connected to the PA. The festival funded by Austria and France was set to take place for 3 days at Beit Abraham at the Mount of Olives in East Jerusalem. Israeli forces closed a performance attended by the French consulate general. The organizer Bernard Thibaud said he was shocked by the Israeli behavior and would speak to the French foreign ministry to complain and possibly take Israel to court. The U.S. state department said it was “deeply concerned about the Israeli government’s plan to advance thousands of settlement units, many of them deep in the West Bank. In addition, we are concerned about the publication of tenders on Sunday [10/24] for 1,300 settlement units in a number of West Bank settlements.” Haaretz reported that U.S. officials secretly had conveyed to Israel that the main concern for the U.S. is construction deep within the West Bank. When asked about the state department’s harsher tone toward Israel, state department spokesperson Ned Price said, “our public messaging on this is consistent with what we are seeing transpire so far. It only stands to reason that our public messaging may shift over time.” It was later reported by Axios that secretary of state Antony Blinken had a “tense” phone call with Israeli defense minister Benny Gantz over the issue of settlements. According to an Israeli official, the Israeli understanding was that the U.S. gave Israel a “yellow card,” a soccer reference for a warning. Israel rebuked the U.S. statement that the U.S. had not been informed about Israel’s decision, from 10/22, to designate 6 Palestinian rights organizations as terrorists. The Israeli deputy director-general of strategic affairs in the foreign ministry Joshua Zarka said that he had told the U.S. about the Israeli decision when he visited the U.S. the week of the announcement. Deputy Director Zarka said that Spokesperson Price probably had not been updated on the issue. UN human rights commissioner Michelle Bachelet also condemned the terrorist designations by Israel, saying they should be overturned immediately. The U.S. secretary of homeland security Alejandro Mayorkas said Israel was among 4 countries the U.S. is considering for its visa waiver program. The subject of an Israeli visa waiver was discussed when Israeli prime minister Naftali Bennett met President Joe Biden in August. (REU 10/26; HA, TOI 10/27)

It was announced by Israel that the country will join the EU Horizon Europe research program. The program provides funding for research and innovation and has a budget of $110 billion. Israel will be prohibited from using program funds to invest in East Jerusalem, the Golan Heights, and the West Bank, according to the deal with the EU. Republican senators in the U.S. congress introduced a bill co-sponsored by 35 senators seeking to block the Biden administration from reopening the U.S. mission to Palestinians in Jerusalem. The bill “Upholding the 1995 Jerusalem Embassy Law of 2021” was introduced by Bill Cassidy (R-LA) and Bill Hagerty (R-TN). (TOI 10/27)

In the West Bank, Israeli settlers opened fire at 1 Palestinian-owned house in Hebron, causing damage, and vandalized 3 Palestinian-owned vehicles. Israeli settlers also uprooted 50 olive seedlings in Kisan. Israeli forces violently dispersed a protest in Beita, injuring 1 journalist with a rubber-coated bullet. Israeli forces also violently dispersed a protest in Beit Umar; no serious injuries were reported. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with rubber-coated bullets. Israeli forces also arrested in Arrabah 3 siblings of 1 of the 6 Palestinians who escaped the Gilboa prison on 9/6 and 2 cousins of another escapee in Bir al-Basha. 3 others were arrested during late-night raids in and around al-Arroub refugee camp, Hebron, and al-Lubban ash-Sharqiya. In East Jerusalem, 1 Israeli settler opened fire at Palestinians in al-Ram; no injuries were reported. Israeli forces shot and killed 1 Palestinian man by the Lion’s Gate in the Old City, claiming that he had tried to stab an Israeli soldier; 1 Israeli soldier was lightly injured by a stray bullet fired by another Israeli soldier. Israeli forces let the man bleed to death without providing aid. Israeli forces also forcefully removed Palestinians during a sit-in protest at the Haram al-Sharif compound, arresting 3. In Gaza, 1 rocket was launched at Israel and was intercepted, after 2 of the Palestinian escapees were arrested. Israel subsequently conducted air strikes at 3 different locations in Khan Yunis and Dayr al-Balah; causing damage. Qatar’s ambassador to Gaza Mohammed al-Emadi said that the PA no longer will partake in facilitating getting Qatari aid to Palestinians in Gaza because of fears that banks in the West Bank could be exposed to lawsuits as Hamas is considered a terrorist organization in several countries. In the West Bank, Israeli settlers smashed the windshields of Palestinian-owned cars in Hebron. Israeli forces violently dispersed Palestinian protesters in the Old City of Hebron, hitting 1 journalist with a concussion bomb. Israeli forces also violently dispersed Palestinian protesters at a checkpoint near Jenin, injuring 1 with a rubber-coated bullet. Protests in support of Palestinian prisoners were also held in al-Arroub refugee camp, Dura, al-Khader, and Bethlehem, leading to tear-gas related injuries. 5 Palestinians were arrested—including 1 relative of 1 of the prisoners who escaped from Gilboa prison on 9/6—during late-night raids in Arrabah, Qalandia, Dheisheh refugee camp, Abu Njeim, and Dura. In the West Bank, Israeli settlers stormed Halhul, leading to a confrontation with Palestinians; 6 Palestinians were shot and injured by Israeli forces using rubber-coated bullets as they were violently dispersing the crowd; others suffered tear-gas related injuries. Israeli settlers also toured Joseph’s Tomb in Nablus, leading to a confrontation between the settlers’ military escort and Palestinians; Israeli forces shot at 1 Palestinian-owned vehicle, which subsequently overturned, leaving the driver injured. Israeli forces also uprooted 200 olive trees in Bayt Dajan in preparation for paving a settler road. A Palestinian citizen of Israel appealed to the Israeli supreme court to be released from administrative detention. The man has been held without charge or trial since 5/17. 14 others are held in administrative detention in Israel, including 2 Palestinian citizens of Israel and 12 Palestinian residents of East Jerusalem. There are more than 500 Palestinians from the West Bank held in administrative detention by Israel. (HA 7/5)

A fire broke out in a government-owned warehouse in Karaj City, Iran. It was unclear what caused the fire; however, Israel was linked to an attack on a centrifuge factory in Karaj City on 6/22. (HA, TOI 7/5)

Norway’s largest pension fund KLP divested from 16 companies linked to Israeli settlements in the West Bank, including Alsom and Motorola. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza shore, forcing them to return to shore. In the West Bank, the IDF makes an early morning incursion into ‘Arraba village nr. Jenin, raiding a home and detaining local Islamic Jihad spokesman Khader Adnan, placing him under administrative detention; Adnan immediately declares a hunger strike to protest his detention without charge. Israel, the PA each complain that the other has not undertaken the steps required in the initial 48 hr. stage of the Tenet plan.
