In the West Bank, Israeli settlers from the Mevo Dotan settlement assaulted 1 Palestinian farmer in Kafr Rai and vandalized his car. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Jabalia refugee camp; no injuries were reported. (WAFA 8/7; PCHR 8/12)

Adalah sent a letter to the Israeli attorney general Avichai Mendelblit demanding clarification about the municipalities of Natanya, Acre, and Hadera and their efforts to block Palestinians’ access to beaches there. The municipality in Acre said on 8/10 that it would remove the fences around Argaman Beach. Acre’s municipality had cited buses from the West Bank as a COVID-19-related health hazard and the reason for the new fencing. This was done despite encouraging locals to go to the beach on Facebook. Speaking on the 1st day of the UNGA session, Obama rejects the Palestinian statehood bid and gives what some analysts (e.g., WP 9/22) call “his clearest statement of support and sympathy for Israel” and “a retreat from his early ambitions to help broker an enduring peace.” Obama and Clinton each meet separately with Abbas and Netanyahu later in the day. Abbas repeats that the statehood bid is not meant to preclude negotiations, and that the Palestinians hope to resume negotiations as soon as possible, with a settlement freeze and agreement on 1967 lines as the basis of talks. French pres. Nicholas Sarkozy puts forward a last-minute proposal to avert a crisis at the UN, offering to host immediate Israeli-Palestinian talks with broad international mediation and the goal of reaching a comprehensive final status agreement within 1 year, provided that the Palestinians accept observer-state status at the UN and pledge not to “undertake actions incompatible with the continuation of negotiations.” (NYT, WT 9/22)

As the UNGA session opens in New York, 1,000s of Palestinians rally in Ramallah and Nablus in the 1st of 2 big rallies in support of statehood (the other is planned for 9/23). IDF undercover units enter Bayt Umar village nr. Hebron at midday, raiding a carpentry workshop and arresting 1 Palestinian. The IDF blocks at least 30 armed Jewish settlers fr. Jewish settlers fr. Elon Moreh attack a Palestinian family harvesting their olive grove nr. the settlement, destroying the collected olives. Jewish settlers attack Palestinians harvesting olives nr. The IDF fatally shoots a Palestinian with a hearing problem who fails orders to halt nr. Hebron’s Ibrahimi Mosque/Tomb of the Patriarchs; fires on a Palestinian vehicle that passes an IDF post nr. Jenin, killing 1 Palestinian; tightens restrictions on Palestinian movement around Bayt Jala nr. Bethlehem; conducts arrest raids, house searches nr. Hebron, Nablus. A Palestinian is killed in Khan Yunis when the rocket-propelled grenade he launches toward a Jewish settlement misfires. Nr. Gaza City, 2 AMB mbrs. are killed, 3 (including at least 1 Hamas mbr.) are injured allegedly when a roadside bomb they are planting explodes prematurely. In Ramallah, an unidentified masked gunman fatally shoots Palestinian journalist Samir Rantisi, an aide to fmr. PA Information M Yasir ‘Abid Rabbuh; the PA suspects a criminal motive, while the Rantisi family believes he was killed because he was involved in an investigation into certain corrupt PA officials. Gaza, allegedly targeting Islamic Jihad mbrs. attempting to fire a rocket, but no injuries are reported; shells Jabaliya r.c., hitting a home, wounding 2 Palestinians; conducts arrest raids, house searches in Jenin, Ramallah; patrols in Nablus; captures 4 unarmed Palestinians attempting to sneak across the Israeli border fence in central Gaza to find work; detains a Palestinian in Ariel settlement who apparently was living there secretly with his Jewish settler girlfriend (a fmr. The IDF fatally shoots 2 Hamas mbrs. planting a roadside bomb nr. the security fence of a Jewish settlement in n. Gaza; fires on residential areas of Rafah; conducts predawn arrest raids in ‘Azun, Burkin nr. Jenin, Dahaysha r.c., Dura, Hebron, Jenin r.c., Tulkarm. The Jenin AMB takes responsibility for the fatal shooting of an IDF soldier sitting inside his tent at an IDF base outside nearby Mevo Dotan settlement. Palestinians fire 4 mortars at Morag, causing no damage or injuries. A Palestinian wounded in the IDF’s 10/11 attempted assassination of Khalil dies of his injuries. AMB mbrs. in Jenin temporarily take over the local Palestinian Council (PC) and PA tax offices, demanding pay raises, pensions for the children Palestinians killed during the intifada; after several hrs., they agree to leave, but the offices remain locked. A team of Egyptian doctors visits Arafat, who has been suffering severe flulike symptoms since 10/12, in his Ramallah compound, sparking rumors that he is serious ill. The doctors conclude that he is suffering from an intestinal virus and gallstones. Arafat suffered a similar bout of gallstones in 2003. (WT 10/19)

The IDF catches a 16-yr.-old Palestinian boy wearing a suicide bomb at a checkpoint s. of Nablus, defuses the bomb, detains the boy; the Balata r.c. AMB takes responsibility, angering many Palestinians. The IDF also sends 25 tanks, bulldozers into Khan Yunis to raze 5 farms, 7 Palestinian homes that allegedly “provided cover” for Palestinian gunmen, also demolishing a main road and effectively dividing the town in half; fires on stone-throwing Palestinians in Hebron (wounding 8), residential areas nr. Qalqilya; conducts arrest raids in Aida r.c., ‘Ayn Bayt al-Ma’a r.c., Balata r.c., Dahaysha r.c., Jayyus, Nablus, Tubas nr. Jenin; temporarily occupies a Palestinian home nr. Nablus as an observation post. Israeli-Palestinian clashes continue, leaving 1 Palestinian dead. Overnight, Palestinian assailants throw hand grenades at an IDF post nr. Gaza's Dayr al-Balah refugee camp. In retaliation, the IDF sends tanks and bulldozers into the camp at dawn, firing 15 shells, demolishing 5 Palestinian homes and a PSF post; the 700 yd. incursion, the deepest into PA-controlled territory since IDF field cmdrs. were given (5/6) free rein to carry them out, leaves 27 Palestinians homeless.
