Israeli-Palestinian clashes continue. Another ailing Palestinian dies en route to a Nablus hospital when her family's car is turned back fr. an IDF checkpoint, forced to take a longer route to the hospital. A group of IDF soldiers in the Israeli-controlled section of Hebron assault a 14-yr.-old Palestinian whom they thought was making fun of him, beating him for 30 mins., leaving him unconscious. The IDF shells residential areas in Khan Yunis and Rafah, nr. Netzarim settlement, along Gaza's Salah al-Din road (destroying a Palestinian gas station); bulldozes 55 dunams of Palestinian agricultural land in Bayt Lahia to build a new settler bypass road linking the settlements of Dugit, Aley Sinai. At the World Economic Forum in Davos, Arafat gives a speech condemning Israel's military action against Palestinians. In Israel, Barak, angry over Arafat's words, vows there will be no further talks with the PA before elections. Arafat forces resist rocket and artillery attack on Baddawi camp, shells fall in Tripoli,more oil storage facilities hit; cease-fire in Tripoli accepted by combatants late in day; small arms fire directed at Marine positions in Beirut; PSP and LF militias engage in fierce artillery battles south of Aley; leader of IDF-backed militia in Kharouf shot and seriously wounded.

Casualties:

F-14 naval jet fighter on training mission from carrier John F. Kennedy crashes into Mediterranean, 2-man crew missing, presumed dead; UNRWA official in Tripoli says casualties in Nahr al-Bared fighting were exaggerated, 13 civilans were killed, 45 wounded.

Political Responses:

Palestinians/ Lebanese: Factional representatives meeting in Geneva report agreement in principle on constitutional and political changes in Lebanon, including Muslim-Christian parity in parlianment, establishment of supreme court.

Arab Governments: Delegations from Tripoli and from Gulf Cooperation Council in Damascus to discuss Tripoli cease-fire.

US and Other Countries: US State Dept. says it is revolted that once again the people of Lebanon, this time around Tripoli, are subjected to terror and injury by the radical and brutal behavior of Palestinian factions and their supporters.

Military Action:

IDF Border Police and General Security Services HQ in Tyre destroyed by car bomb, Islamic Jihad group claims responsibility; Israeli Air Force attacks PSP and Palestinian targets in Aley, Bhamdoun and Sofar areas near Beirut-Damascus highway, Syrian positions at Sofar reportedly hit, 16 T-54 tanks destroyed; heavy fighting continues in Tripoli around Baddawi and Nahr al-Bared refugee camps.

Casualties:

Israeli/ Occupied Territories: Arens says it doesn't matter who mounteid attack on IDF HQ in Tyre, Lebanon is one big network of murderers and Israel will hit back strongly; advocate Lea Tsemel reveals that Israeli prison service used teargas against 30 Palestinian women prisoners in their cells at Neve Tertza prison on October 3 1.

Palestinians/ Lebanese: Geneva talks adjourn, Gemayel to travel to US, European and Arab capitals, talks to resume on November 14; Arafat, under fire in Tripoli, says Syrians want to eliminate him so as to gain control of PLO as part of American-Syrian deal.

Military Action:

IDF completes overnight withdrawal; heavy artillery, machine-gun battles between LF [Lebanese Forces-Phalange militia] and PSP militia as each moves to occupy former IDF positions; LAF dislodges PSP forces at Kf. r Matta and Khaldeh, fires artillery at PJP positions in Chouf; Israeli jets strafe column of Syrian tanks, reportedly under PSP control, attacking LF positions near Sofar, several tanks destroyed; LF encircles PSP stronghold at Aley, PSP militia encircles Bhamdoun.

Casualties:

34 killed, 25-71 wounded in Beirut and Chouf; car bomb in Shi'ite neighborhood of Haret Hreik kills 11, injures dozens.

Israel/ Occupied Territories: Arens warns Syria against entering areas evacuated by IDF; Mustafa Dudeen, chairman of West Bank Villages Leagues, resigns.

Military Action:

IDF imposes indefinite curfew on 11 towns and villages in South Lebanon, begins house-to-house search for arms and guerrillas, eventually detains 200 civilians on suspicion of involvement in terrorist activities; 2 rockets hit port of Jounieh, north of Beirut; fighting continues in Chouf mountains.

Casualties:

18 killed, including 6 Syrian soldiers, in Tripoli; 1 wounded in Jounieh.

Israel/ Occupied Territories: Sharon reveals "working paper" after secret negotiations with Lebanese officials that could lead to normal relations between Israel and Lebanon, but refuses to name Lebanese met with; Sharon angry over Reagan Administration refusal to meet with him during last week's visit to US, accuses US of delaying negotiations by linking them to Reagan peace proposals.

Palestinians/ Lebanese: Arafat, in interview, says agreement with Jordan reached on "future confederation between independent Palestinian state and Jordan"; Lebanese officials "working paper" and discussions with Sharon; Gemayel, Wazzan and Salem meet Habib and Draper concerning possibility of partial withdrawal.

US and Other Countries: Shultz says troop withdrawals from Lebanon unlikely by end of year.

Lebanese police move into buffer zones between battling militias, call cease-fire in Tripoli after four days of fighting; IDF lifts two-day old curfew in Aley, reimposes it after 3 hours as fighting erupts; leader of Shiite Amal militia kidnapped by Phalange.

Casualties:

2 killed, 3 wounded by sniper fire in Aley during curfew break (110 estimated killed in Chouf fighting in past 6 weeks); US-led bomb squads searching for unexploded weapons and munitions have found 250 kinds of explosives from 17 countries.

Political Responses:

Israel/ Occupied Territories: Sharon says only 479 killed in massacre (only 20 children, 15 women), contradicting his own Commission testimony; Ezer Weizman may head new center party.

Palestinians/ Lebanese: Lebanese Foreign Minister Elie Salem leaves Britain without firm commitment on troop expansion but is "satisfied."

Booby-trapped car explodes, as rival militias battle in streets of Tripoli; Druze gunmen fire on Phalange jeep in Aley, IDF troops seal off village.

Casualties:

8 killed, 10 injured in Tripoli; 2 Phalange soldiers killed, 3 wounded in Aley.

Israeli/ Occupied Territories: Begin and 8 other officials given additional week to amend Inquiry testimony; Begin, in letter to Commission, declines to reappear or cross-examine witnesses; 400,000 workers-one third of entire workforce-go on strike as Histadrut pressures for new wage agreement, closing schools, clinics, municipal offices, cancelling all but TV news programs, affecting embassies and consulates around the world; Jerusalem Post poll shows nearly half of Israeli population believes Israel's recent policies have caused a rise in anti-Semitism, three-quarters of Labor supporters blame government.
