By this date, Palestinian factions have agreed to an Egyptian proposal to resume their national unity dialogue in Cairo on 11/9. Hamas and Fatah are considering a draft memorandum of understanding on national reconciliation proposed by Egypt that would be issued at the close of the Cairo summit (see Quarterly Update).
