In the West Bank, Israeli settlers threw stones at Palestinian vehicles and attempted to break into a house in Sinjil. Israeli settlers also blocked a main road in the Masafer Yatta area. Israeli forces violently dispersed Palestinians protesting against settler violence in al-Lubban al-Sharqiya, assaulting 4 protesters and causing tear-gas related injuries. Israeli forces also delivered demolition orders for 3 homes, an agricultural structure, and a retaining wall in al-Walaja. In East Jerusalem, Israeli forces delivered demolition orders for 3 commercial structures in Jabel Mukaber. 1 Palestinian family started demolishing their own home in Bayt Hanina, displacing 7. 4 Palestinians were arrested, including 2 at the Damascus Gate plaza and 2 at the Haram al-Sharif compound. In Israel, Israeli prison forces assaulted Palestinian prisoners in their cells in 2 sections of Rimon Prison. In Gaza, Israeli forces opened fire at a landfill east of Dayr al-Balah; no injuries were reported. The World Zionist Organization said it plans to make 1,000 portable structures available for Ukrainian immigrants in the West Bank, the Golan Heights, and Israel. Israel is expecting a large wave of immigration of Ukrainians with Jewish heritage as Russia attacked Ukraine on 2/24. The Israeli government will have to approve the placement of the portable structures for the Ukrainian immigrants. (AJ 3/4)

Israeli officials told Axios that U.S. president Joe Biden was disappointed that Israel refused to co-sponsor a UN security council resolution condemning Russia’s invasion of Ukraine on 2/27. Israel, however, did vote in favor of a resolution at the UN general assembly condemning Russia’s invasion on 3/2. Israel is said to have asked the U.S. to understand its vague position regarding Russia’s invasion, given Israel’s cooperation with Russia on matters relating to Syria. In a major attack in East Jerusalem, Israeli forces shoot and kill 2 Palestinians at a gate to the Old City after the 2 allegedly carry out a stabbing attack on a group of Israelis, killing 1 and injuring another (a 2d Israeli civilian is killed by Israeli crossfire). Meanwhile, Israeli forces shoot and injure 4 Palestinian students n. of the city on the pretext that they were throwing stones; assault and arrest 3 Palestinians in a nearby village; arrest 4 Palestinians on raids in Jabal Mukabir and the Old City. In the West Bank, IDF troops arrest a Palestinian in c. Hebron when they allegedly find her carrying a knife through a checkpoint. They also raid 2 villages nr. Ramallah and ‘Askar r.c. nr. Nablus, sparking minor clashes with stone-throwers and injuring 14 Palestinians. The IDF conducts further house searches and raids in 1 village nr. Jenin, Tubas, Tulkarm, in and around Hebron, and in 2 villages nr. Nablus, arresting 16 Palestinians; patrols in Tulkarm, as well as 4 villages, al-Fawar r.c., and al-‘Arub r.c. nr. Hebron. Israeli forces reopen a street leading to Ramallah, having kept it closed for mos. Along Gaza’s border, Israeli forces conduct a limited incursion e. of al-Bureij r.c. to level land. The Israeli Knesset passes into law, 53–48, a new measure formalizing the role of the World Zionist Organization’s Settlement Division, giving the Israeli govt. more control over certain policies in West Bank settlements. (+972 12/29)

A female Palestinian suicide bomber (mother of 2 small children) detonates a device at the Erez crossing, killing 3 IDF soldiers, 1 Israeli security officer, wounding 12; Hamas’s Shaykh Yasin claims responsibility for the attack, saying it was a joint operation with the AMB, noting Hamas’s 1st use of a female bomber, vowing to escalate attacks. Israel seals Gaza, sends home 4,000 Gazan laborers working in the Erez industrial zone. The IDF raids Budrus nr. Ramallah, detaining Ayid and Na‘im Morrar, the coordinators of the nonviolent protest group Popular Comm. Against the Wall, which stages rallies against the separation wall; places a curfew on Tulkarm r.c., demolishes 3 Palestinian homes there; raids a nursery in Hebron, confiscating files, demolishing furniture. Palestinians fire 2 Qassam rockets at Erez industrial zone, a mortar at a Jewish settlement in Gaza, causing no damage or injuries in either incident. The Knesset authorizes (53-25 with 1 abstention) a 1-yr. amendment of the citizenship law to deny citizenship, permanent residency status to Palestinians fr. the territories who marry Israeli citizens, forcing couples to live apart or leave Israel, preventing automatic citizenship of a child born of 1 Palestinian, 1 Israeli parent. The World Zionist Organization (WZO) plans 30 new Jewish settlements in the Galilee and Negev to offset the rapid bedouin and Israeli Arab growth rates there and “ensure that Israel remains a Jewish state.” (JTA 7/31)

Overnight, the IDF sends troops into Jenin, killing 1 Palestinian; fatally shoots a 3d Palestinian nr. Ramallah. The IDF openly assassinates local AMB leader Walid Sbeh in al-Khadir. A Palestinian suicide bomber detonates a device nr. a border police unit nr. Tulkarm, causing no injuries. In Gaza, the IDF begins work on an iron barrier at Netzarim Junction, apparently to better control Palestinian movement on the main road btwn. n. and s. Gaza; orders Khan Yunis fishermen to move their operations to Rafah harbor; demolishes an industrial complex nr. Gaza City, including the only factory in Gaza for producing bottled oxygen for hospitals. The IDF also fires on Palestinians circumventing the Surda checkpoint (nr. Ramallah), injuring 4. The 4-day 34th World Zionist Congress opens in Jerusalem. The 750-seat congress convenes every 4-5 years to negotiate the policy of the World Zionist Organization, which makes up half the decision-making power of the Jewish Agency. The Jewish Agency controls a $350 m. annual budget, which is used for immigration and absorption, as well as worldwide religious, political, education programs. (HA, JTA 6/18)

Sec. Baker tells NATO allies he expects Saddam Hussein to take dramatic step, such as partial pullout from Kuwait, just before UN resolution authorizing use of force goes into effect on 1/15. Iraq asks European Community to go ahead with scheduled high-level meeting on 12/20 in Rome between European leaders and Iraqi F.M. Aziz [NYT, WP 12/18].

Shmeul Goren, coordinator of gov't. activities in o.t., tells Knesset committee that Gulf crisis has cut in half annual aid of $140 million from Gulf Palestinians to o.t. Pres. Bush announces he is suspending 18-month U.S.-PLO dialogue because of PLO's failure to condemn 5/30 attempted raid on Israel. Arab World: Israeli troops sweep through several east Beqaa villages, arresting, cuffing and blindfolding scores of people, driving them off toward Galilee. Israeli patrol fired upon from speeding car in S. Lebanon, 1 Israeli wounded.

Syrian troops and Lebanese militia exchange gunfire in Tripoli, 1 killed, 2 injured.
