In the West Bank, 1 Israeli settler was shot and injured while driving in Huwwara, Israeli forces then shot, injured, and arrested a Palestinian man alleging that he was the perpetrator and closed a number of checkpoints in the area. Israeli settlers threw stones at Palestinian vehicles traveling near Baytin, causing damage. Israeli forces forced Palestinian farmers to leave their land in al-Khader. In East Jerusalem, 2 Israeli settlers broke into the Church of Gethsemane in the Old City and attempted to vandalize church property before being confronted by a Palestinian. Israeli settlers toured the Haram al-Sharif compound. 2 Palestinian minors were arrested during a raid in Silwan. In Syria, 1 member of Islamic Jihad was shot and killed by unknown perpetrators using a weapon equipped with a silencer outside of his home near Damascus. Islamic Jihad said that he was “assassinated by gunfire that carries the fingerprint of the Zionist enemy.” (AP, HA 3/19; ALM, AP 3/20)

At a summit in Sharm El Sheikh, attended by officials from the PA, Israel, Egypt, Jordan, and the U.S., Israel said it would halt discussions for new settlements for 4 months and halt authorization of settlement outposts for 6 months. The parties also agreed to de-escalate tensions, create a political horizon, and let the PA police Area A. The PA’s participation was criticized and condemned by Hamas, Islamic Jihad, and other Palestinian parties. Speaking in Paris, Israeli finance minister Bezalel Smotrich told the audience at a memorial ceremony that “there is no such thing as Palestinians because there is no such thing as a Palestinian people,” calling the term an invention. Smotrich then said that he and his family are the real Palestinians. The French government had announced that no officials would meet Smotrich during his trip to the country. PA prime minister Mohammad Shtayyeh attended the COP27 climate summit in Sharm el-Sheikh, Egypt. At the sidelines of the summit Prime Minister Shtayyeh attended a meeting with Israeli environmental protection minister Tamer Zandberg, Lebanese prime minister Najib Mikati, Iraqi president Abdul Latif Rashid, and officials from Oman and Jordan and other countries in the Middle East. Israel and Jordan also signed a memorandum of understanding to continue work on an agreement made in November 2021 to exchange water, provided by Israel, for energy provided by Jordanian solar farms. A convoy of 15 trucks carrying fuel from Iraq to Syria was attacked in an air strike after entering Syria, killing 10 people. The attack was attributed to Israel. (HA 11/9; AP 12/14)

In an interview with Kan, U.S. ambassador to Israel Tom Nides said that he will see how the next right-wing government speaks and acts before taking a position on the possibility of the Otzma Yehudit party forming part of the government. Ambassador Nides also said "[t]his is a country that is a democracy with elected leadership and I intend to work with them." The White House is reportingly considering not engaging with the Itamer Ben-Gvir-led Otzma Yehudit. (HA 11/10)

In the West Bank, Israeli settlers vandalized more than 20 Palestinian-owned vehicles in al-Bireh with racist graffiti and by slashing tires. Israeli settlers with military escort brought their cattle to graze on Palestinian lands, leading to a confrontation between Israeli soldiers and Palestinians; tear-gas related injuries were reported. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Burqa and the Za‘atara checkpoint, causing damage. Israeli forces razed an olive grove in Wadi Fukin, uprooting 30 olive trees. Israeli forces also raided Qalandia refugee camp, injuring 7 with rubber-coated bullets and dozens of others with tear gas; 1 was arrested. 9 other Palestinians were arrested during late-night raids in Abu Shukheidim, Jalazun refugee camp, Tuqu‘, Hebron, Nablus, and Awarta. In East Jerusalem, 2 Palestinians were arrested in the Old City and Silwan. In Israel, 1 Palestinian citizen of Israel stabbed 6 Israeli Jewish people and rammed them with his car in Beersheba, killing 4 and wounding 2 others before he was shot dead by an Israeli bus driver. The Palestinian man, who was a resident of Hura, was said to be a supporter of ISIS and was reportedly arrested in 2015 and 2016 for attempting to join ISIS in Syria. In a report to the UN Human Rights Council, the UN special rapporteur Michael Lynk charged Israel with committing crimes of apartheid. Special Rapporteur Lynk wrote that Israel has “an institutionalized regime of systematic racial oppression and discrimination ... where Israeli Jews and Palestinian Arabs in East Jerusalem and the West Bank live their lives under a single regime which differentiates its distribution of rights and benefits of the basis of national and ethnic identity, and which ensures the supremacy of one group over, and to the detriment of, the other.” (NYT 3/23; HA, WAFA 3/24; WAFA 3/25)

Clinton meets with Abbas in Ramallah, then stops in Amman to brief King Abdullah on the Sharm al-Shaykh talks. Clinton and Mubarak issue statements saying that they have jointly recommended a short 3 or 4 mo. extension to the settlement freeze during which Israel and the PA would focus on border issues in hopes of solving which settlements would stay and go under final status. The Palestinian woman who carried out a suicide bombing on 1/27 is identified as Wafa Idriss, a Red Crescent volunteer medical worker who reportedly was distraught over the Palestinian casualties inflicted by the IDF. Most recently, a boy she treated, who had been shot by the IDF and left in a coma died, on 1/25. AMB claims she was "one of our female fighters," but family and friends say she had no connection to the group; she also was not religious, never attended al-Najah University. Israeli-Palestinian clashes escalate again. In Ramallah, 2 IDF reservists--"at least partially in uniform," driving a private vehicle, most likely armed--stray deep into area A, cross paths with a funeral procession. The crowd, assuming the soldiers are on an undercover operation, attack them and set their car afire. (Some reports say a body burned beyond recognition, possibly a 3d IDF soldier, is found in the vehicle.) PA police intervene and take the 2 reservists into protective custody, removing them to a nearby police station. When news of the incident spreads, 1,000s of Palestinians descend on the station (manned by 21 officers), break in, and kill the soldiers, injuring 15 policemen in the process. Declaring that the PA has "crossed the line," Barak seals borders with Egypt and Jordan, authorizes IDF air strikes against Arafat's headquarters in Ramallah and Gaza, the Palestinian Broadcasting Center in Ramallah, the Gaza port, various PA police stations, including those in Hebron, Nablus, Ramallah. When the strikes occur, Arafat is in his Gaza office waiting for CIA Dir. Tenet to arrive to discuss the possibility of convening the U.S.-Israeli-PA trilateral security comm. (formed in 1998) to explore ways of halting the violence. Neither Arafat nor Tenet is injured, but 43 Palestinians are wounded. In Gaza City, Palestinians pack belongings into cars, prepare to flee. In Jericho, Palestinians set fire to a 6th-century synagogue. Jewish settlers attack, fire on Palestinian cars nr. Bethlehem, Jinin. In the U.S., the primary concern of the public, government, and media is the attack on the USS Cole, while Israel's attacks on the Palestinian infrastructure, PA offices are viewed as a limited military response to the death of Israeli soldiers in PA custody, if not at the hands of the PA. Clinton, Albright express outrage over the murder, call on both sides to halt the violence. Clinton says he appreciates Palestinian frustration, but "there can be no possible justification for mob violence." 96 senators send Clinton a letter urging him to express solidarity with Israel "at this critical moment."
