In the morning, Israeli drones make an air strike on a car driving w. of Gaza City, assassinating Army of Islam (AOI) senior mbr. Muhammad al-Nemnem, wounding 2 bystanders; Israel later accuses Nemnem of involvement in “attacks against Israeli and U.S. targets in the Sinai Peninsula.” The IDF makes a brief incursion into c. Gaza e. of al-Bureij r.c. to level land and clear lines of sight; an Israeli tank fires a shell at the surrounding area, but no damage or injuries are reported. In the West Bank, the IDF patrols without incident in al-Yamun village in the afternoon; conducts late-night arrest raids, house searches in and around Hebron and in Nabi Salih. In East Jerusalem, Israeli security forces conduct early morning arrest raids, house searches in Silwan, detaining 5 Palestinians (including 4 children ages 13–16). Of note: Israel prevents fmr. PA PM and negotiations adviser Ahmed Qurai‘ from crossing into Jordan via the Allenby crossing, citing a previously unannounced decision by the government that from now on only Pres. Abbas and PM Fayyad would receive special treatment; Israeli security officials say the decision had to do with Qurai‘’s recent statements denouncing Israel’s settlement policy. The PASF for the 1st time arrests a Palestinian for selling goods made in a Jewish settlement, enforcing the PA’s 4/2010 law prohibiting the sale of settlement-produced products (see Quarterly Updates in JPS 156–57); the defendant is jailed in Bethlehem pending trial. In the West Bank, the IDF fatally shoots the bodyguard for PA chief negotiator Ahmad Qurai‘ during an arrest raid on his Ramallah home, claiming he supplied weapons to Palestinian factions; conducts arrest raids, house searches in Hebron; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (lightly injuring 2). Armed Palestinians ambush, fatally shoot 2 offduty IDF soldiers (settlers fr. Kiryat Arba) hiking nr. Hebron; the soldiers manage to fire back, killing 1 Palestinian gunman, wounding 1; 2 others are believed to have escaped; responsibility is claimed jointly by the AMB and Islamic Jihad, and separately by Islamic Jihad and Hamas; the PA immediately denounces the attack. Jewish settlers fr. Gush Etzion nr. Bethlehem, angry over the attack, stone Palestinian vehicles driving nr. the settlement, damaging a taxi. In Gaza City, Hamas-affiliated security forces raid the Fatah-affiliated al-Azhar University, arresting 40 Fatah mbrs., confiscating 100s of banners they are preparing for rallies to mark Fatah’s 43d anniversary; prevent a smaller Fatah anniversary rally fr. being held in Nussayrat r.c. Hamas-affiliated police raid an area of Bayt Hanun to arrest a wanted Fatah mbr.; fire in the air to disperse angry residents who confront them with stones; no injuries are reported. Suspected Fatah mbrs. fire on a Hamas-affiliated internal security detention center in Gaza City, wounding 2 internal security officers. An IDF soldier, who deserted 2 mos. ago to protest disengagement and moved to the right-wing West Bank settlement of Tapuach, boards a Haifa–Shafa‘ Amr bus, still dressed in fatigues and carrying his military issue weapon; when the bus enters the Israeli Palestinian town of Shafa ‘Amr, the driver asks him whether he’s on the right bus; the soldier then shoots the Israeli Palestinian driver dead and opens fire on the passengers, killing another 3 Israeli Palestinians, wounding 20 before a mob beats him to death. Sharon denounces the “reprehensible act by a bloodthirsty Jewish terrorist”; YESHA settlers council also condemns the attack; the U.S. terms it a “terrible act of terrorism.” In Gaza City, the PA opens (symbolically on Arafat’s birthday) a 2-wk. “victory festival” to celebrate the pending disengagement and a wk.-long UNDP-funded publicity campaign called “Gaza—Reclaiming our Gem”; 10,000s of Palestinians, predominantly Fatah supporters, rally outside Gaza’s PC headquarters to hear speeches by Abbas, Qurai‘, Dahlan, who emphasize national unity, call on Palestinians not to take any actions that would jeopardize the national image, emphasize that the world is watching how Palestinians react to disengagement and assume responsibility for Gaza. The IDF raids Ramallah, arrests Islamic Jihad spokesman Shaykh Khadir ‘Adnan; conducts arrest raids, house searches in Aida r.c. (arresting a PA security officer), Bayt Fajjar, Hebron (occupying 2 houses as observation posts), al-Til, Yatta; patrols in Bethlehem; arrests a PA security officer at a checkpoint outside Jerusalem. A Jewish settler fr. Neve Dekalim throws a Molotov cocktail at a Palestinian home in al-Mawasi, causing damage but no injuries. Israel announces plans to build 72 new housing units in Beitar Ilit settlement nr. Jerusalem. A Palestinian dies of injures received on 8/2 in Bayt Hanun. The BBC reports that papers in the British National Archives show that in 1958, Britain secretly sold Israel 20 tons of heavy water vital for production of plutonium and the manufacture of nuclear weapons at its Dimona reactor. No “peaceful use only” condition was placed on the sale. (BBC 8/4) The World Bank releases a report showing Israel to be 2d only to Italy as the most corrupt, least efficient of developed countries. The report states that “Israel is considered one of the riskiest places in the Western world, with an unstable, inefficient regime, low accountability, a relative high rate of state corruption, and poor law enforcement.” (HA 8/4)

Israel announces that the IDF will resume targeting Islamic Jihad mbrs. for assassination. The PA warns that the move could rupture the unofficial cease-fire, but Israel argues that the targeting would still be in line with truce provisions, which it claims allow Israel to defend itself against imminent attack if the PA security forces fail to do so; the PA rejects this. Later, the IDF fires missiles at a group of Islamic Jihad mbrs. in Bayt Lahiya in an apparent assassination attempt. The IDF also conducts major arrest raids, house searches in Balata r.c. and Nablus, clashing with local gunmen, leaving no reported casualties; conducts other arrest raids, house searches in Hebron, nr. Jenin; demolishes 10 Palestinian homes in Jiftlik nr. Jericho; bulldozes 5 d. of land in, fires on residential areas of Khan Yunis; conducts patrols in Kafr Dik nr. Nablus, Tamun nr. Jenin. A Palestinian grabs the gun of an Israeli security guard at the Barkan industrial zone nr. Ariel settlement, shoots and wounds the guard, flees. Palestinian gunmen fire on an IDF outpost nr. Gush Katif, causing damage but no injuries. IDF undercover units arrest 3 wanted Islamic Jihad mbrs. in an operation nr. Ramallah. Jewish settlers fr. Keddumim set fire to 100 Palestinian olive trees. Some 40 armed Palestinians open fire in Jenin’s city center, stage a sit-in in front of PA PM Ahmad Qurai‘’s Jericho home to protest the PA’s failure to honor commitments to integrate them into the PA. The IDF fires on a group of Palestinians who attempt to sneak into Israel nr. Gaza’s Sufa crossing to find work, killing 1 Palestinian, detaining 2; conducts arrest raids, house searches in Nablus. A Jewish settler seriously injures a 12-yr.-old Palestinian, a 13-yr.-old Palestinian in a hit-and-run nr. Qalqilya; an Israeli ambulance refuses to evacuate the children to an Israeli hospital, taking them to Nablus instead. Jewish settlers fr. Karme Tzur nr. Hebron seize 25 d. of neighboring Palestinian land to expand their settlement. Some 20 Jewish settlers fr. Kiryat Arba seize 15 dunams (d.; 4 dunams = 1 acre) of Palestinian land to build a settler-only road linking the settlement to the Ibrahimi Mosque/Tomb of the Patriarchs, scuffle with Palestinian residents, injuring 3. After the Palestinian Council (PC) gives its approval (54–12, with 4 abstentions, 14 not attending), PA Pres. Mahmud Abbas swears in PM Ahmad Qurai‘’s new cabinet. Abbas says that the cabinet’s first main goals will be providing security, reform, holding legislative elections. Abbas is sworn in as PA pres.; reappoints Qurai‘ as PM, calls on him to form a government; calls for immediate talks with Israel, recommends going beyond the road map to include parallel talks on final status issues. Israel replies that there is “no necessity to find an alternative to the road map.” Abbas also vows to hold legislative elections on 7/17. In Damascus, Abbas, PA PM Ahmad Qurai‘ hold reconciliation talks with Syrian pres. Bashar al-Asad, agree to resume high-level contacts, suspended by Syria in 1993 over the signing of the Oslo Accord. Abbas, Qurai‘ also hold talks with Hamas leader Khalid Mishal and the leadership of Islamic Jihad, Popular Front for the Liberation of Palestine–General Command to press them to support or take part in Palestinian presidential election, to keep a lid on violence in the run-up to elections in order to bolster national unity. Within hrs. of Arafat’s death, the PC, in keeping with the Basic Law, formally swears in PC speaker Rawhi Fattuh as interim head of the PA until elections are organized within the next 60 days;Qurai‘ maintains the position of PM, responsible for daily PA operations. Qaddumi is elected as head of Fatah by the 15-mbr. Fatah Central Comm. Abbas is voted head of the PLO by the PLO Exec. Comm. In ongoing operations in Bayt Hanun, the IDF raids, severely damages a school, bulldozes additional land. The IDF also fires on residential areas of Khan Yunis, severely injuring a Palestinian inspecting the remains of his demolished home; bulldozes 7 Palestinian homes in Khan Yunis, 1 in Tulkarm; fires on residential areas of Tulkarm r.c.; conducts arrest raids, house searches nr. Qurai‘ rescinds his 7/17 resignation after Arafat orders the PC to refer corruption cases to the PA general prosecutor for possible legal action and promises (without a timetable) to permanently consolidate security forces into 3 bodies, give the PM more authority over PA police. The IDF fatally shoots a 16-yr.-old Palestinian standing on the roof of his home in Bayt Hanun; sends troops into Nablus, sparking stone-throwing, then firing on demonstrators, wounding 1; fires on Palestinian residential areas of Hebron; conducts arrest raids, house searches in Dahaysha r.c., Dayr al-Balah, Tubas, Yatta. The IDF bulldozes a main street, a deserted Palestinian home, water and sewerage networks nr. Bayt Hanun; fires on residential areas of Dayr al-Balah. Late in the evening, the IDF sends troops, military vehicles, helicopters into Rafah, firing on residential areas, demolishing 18 Palestinian homes; fires missiles at a workshop in Khan Yunis, destroying it. Palestinians fire a Qassam rocket into a Negev kibbutz, damaging a home but causing no injuries. Armed AMB mbrs. kidnap Nablus local governate head Fadil Shuli; accuse him of collaboration with Israel, corruption, failing to provide local security; release him after several hrs. without explanation. To calm protests in Gaza, Arafat named Brig. Gen. ‘Abd al-Raziq al-Majayda as head of public security for the West Bank and Gaza, making him Musa Arafat’s superior. The AMB, National and Islamic Higher Coordinating Comm. for the Intifada (NIHC) say the change is insufficient, only true reforms and halt to corruption will improve conditions in Gaza.
