In the West Bank, Israeli forces handed notices informing residents that Israel will confiscate 13 dunams (3.2 acres) of land in Hizma. Israeli forces also confiscated 25,000 NIS ($7,000) during a raid in Bayt Furik. 16 Palestinians were arrested during raids in and around Abu Dis, al-Bireh, Dheisheh refugee camp, Kafr Malik, Birzeit, ‘Azun, al-Khadir, Nablus, Hebron, and Dura, including 6 members of the same family during a house raid in Hebron. In East Jerusalem, Israeli settlers with police escort moved into 16 apartments in Silwan that had been sold to the settler organization Ateret Cohanim. Israeli forces banned a children’s event in the Old City, claiming it was funded by the PA. Israel said it would not cooperate with the ICC investigation into alleged war crimes committed in the occupied Palestinian territory after 2 days of meetings between Israeli prime minister Benjamin Netanyahu, Foreign Minister Gabi Ashkenazi, and Defense Minister Benny Gantz. Israel said that its rejection is based on its belief that the ICC does not have jurisdiction over the occupied territory, since it argues that the PA is not a state and Israel is not a party to the ICC. Israel fired missiles at Syria near Damascus, killing at least 3 people. Syrian state news said it had intercepted most of the missiles. (AJ, HA, JP, TOI 4/8)

In the West Bank, Israeli forces prevented Palestinians from reaching a rally against annexation and Palestinian officials from reaching a meeting in Fasayil in the Jordan Valley, leading to tear-gas related injuries. Israeli forces also demolished 1 house under construction in Bayt Sira and 1 house in Beitunia. Elsewhere, Israeli forces delivered an eviction notice to 1 Palestinian in al-Khadir. Israeli settlers destroyed 85 Palestinian-owned olive trees near Bardala. 22 Palestinians were arrested during late-night raids in and around Qalqilya, ‘Azun, Jenin, Awarta, Nablus, Baytin, Ramallah, Hebron, and Qalandia. In East Jerusalem, Israeli setters seized a tract of Palestinian-owned land in Issawiyya. Israeli forces also demolished 1 Palestinian-owned home in Bayt Hanina. The Jerusalem district court denied a request by the Greek Orthodox Patriarchate to void the sale of its property in the Old City to the settler group Ateret Cohanim, ending a 16-year-long legal battle. (HA 6/26)

U.S. president Donald Trump aide Kellyanne Conway told reporters that President Trump will have “a big announcement” about the U.S. position on Israeli annexation of parts of the West Bank after White House officials met for a 2d day in a row to discuss the issue. Conway also characterized concerns over potential reactions in the Middle East to Israeli annexation as overblown. (AJ 6/24; HA 6/25)

At a virtual UN Security Council meeting, the UN secretary general António Guterres called on Israel “to abandon its annexation plans.” After the meeting, the current and incoming EU members of the UN security council—Germany, Ireland, France, Estonia, Belgium, and France, as well as the UK and Norway—released a joint statement supporting Secretary General Guterres’s “grave concern.” Separately, more than 1,000 European parliamentarians from 25 counties signed a letter denouncing Israel, saying “[a]cquisition of territory by force has no place in 2020 and must have commensurate consequences.” Meanwhile, U.S. secretary of state Mike Pompeo told reporters that decisions about annexations are “for Israelis to make.” (AJ, BBC, German Foreign Ministry, HA, REU, REU, WAFA 6/24; AJ 6/25)

At an extraordinary meeting hosted by Sweden and Jordan to fundraise for UNRWA, 75 governments and non-governmental organizations pledged $130 million to the UNRWA budget. (WAFA 6/24)

In the West Bank, Israeli forces seized agricultural equipment belonging to a Palestinian farmer in Khirbat Jabara near Tulkarm. In Nablus, Israeli forces fired at Palestinian security forces in what Israeli forces called a mistake; 1 Palestinian police officer was injured. 12 Twelve Palestinians were arrested by Israeli forces during late-night raids in and around Tulkarm, Nablus, Ramallah, and Hebron. In East Jerusalem, 3 Palestinians were arrested during late-night raids. Meanwhile, a Palestinian was handed a demolition order for his house. In Gaza, a Palestinian medic who was shot during the Great March of Return protests in May succumbed to his wounds. This brings the death toll stemming from the Great March of Return to 222. The Israeli supreme court ruled in favor of the settlement group Ateret Cohanim’s acquisition of 3 buildings in the Christian quarter of the Old City in East Jerusalem belonging to the Greek Orthodox church. The ruling ended a 14-year-long legal battle that started when church officials sold the buildings without the knowledge of the larger body of church officials, leading to the ousting of the then patriarch. The International Atomic Energy Agency chief Yukiya Amano said that Iran had increased its uranium enrichment. Iran had previously announced that it would start increasing its uranium enrichment if Joint Comprehensive Plan of Action signatories did not uphold their commitments to the agreement. (HA 6/10)

In the West Bank, Israeli forces demolish a Palestinian carwash north of Hebron. An IDF driver runs over a Palestinian as he attempts to cross a road near Hebron, causing major injuries. It’s unclear if the crash was an accident or a ramming attack. IDF troops patrol in and around Nablus, Hebron, and Tulkarm. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Bayt Lahiya, causing no damage or injury. Israel’s High Court of Justice rules to allow Ateret Cohanim, a settler organization, to continue its legal campaign that would evict 700 Palestinians from their homes in Silwan. The ruling upholds a 2002 decision, but it defers a decision on most of the case’s central issues to a lower court. (HA, TOI 11/22; EI 11/27; PCHR 11/29)

Unidentified Gazans launch a rocket into southern Israel, where it lands in an open area, causing no damage or injuries. Israeli aircraft then conduct air strikes on 8 Hamas sites across Gaza late at night, causing extensive damage (there are no reported injuries). Earlier in the day, Israeli forces strike a Hamas outpost in southern Gaza allegedly used as a staging area for incendiary kite and balloon attacks on Israel. On the other side of the border fence, Israeli firefighters put out 7 fires that were reportedly sparked by such attacks. Meanwhile, IDF troops violently disperse hundreds of Palestinians gathering along Gaza’s border fence near Rafah to continue the Great March of Return; 8 Palestinians are injured. In the West Bank, IDF troops arrest 6 Palestinians during late-night raids in and around Nablus and Hebron; and patrol near Nablus and Hebron. In East Jerusalem, Israeli forces arrest a Palestinian suspected of planning to carry out an attack on Israelis after a car chase through the city. They also forcibly remove several Coptic priests from an entrance to the Church of the Holy Sepulchre in the Old City. The priests were holding a sit-in protest against some recent Israel-led restoration work on a contested part of the church. Several of the priests suffer minor injuries. Meanwhile, the Israeli authorities evict a Palestinian family from a 4-story building in Silwan. The family were the last Palestinian tenants of the building remaining after settler group Ateret Cohanim seized control of much of the building in 2015. Fanning the flames across East Jerusalem, at least 20 Israeli settlers escorted by Israeli forces overtake a building in Silwan, claiming that the settler organization Ateret Cohanim had purchased it. A Palestinian man refuses to leave his apartment, so the settlers only move into 4 of the 5 floors. Later, Israeli forces close off a main street in al-Tur nr. the site of a firebomb attack on 8/26. Along Gaza’s border, Israeli forces arrest a Palestinian attempting to cross into Israel e. of Khan Yunis. Egyptian authorities allow the body of a Palestinian who recently died in an Egyptian hospital to be returned home through the Rafah border crossing. In the West Bank, IDF troops patrol in a village nr. Ramallah, sparking minor clashes with stone-throwing Palestinian youths and arresting 1 Palestinian. They also conduct house searches and raids nr. Qalqilya, issuing 1 Palestinian an arrest summons. Israeli forces demolish 4 buildings in Israeli settlement outposts nr. Nablus and arrest 3 settlers protesting the demolitions. In Israel, dozens of Palestinians gather nr. the bedouin village Umm al-Hiran in the Negev to protest the preconstruction phases of 2 Israeli Jewish towns, which Israeli forces began on 8/23. Palestinian UN envoys formally submit a UN General Assembly (UNGA) res. that would allow non-mbr. observer states—Palestine and the Vatican—to display their flags at the UN’s headquarters and offices. Unidentified Palestinians fire 4 mortars fr. Gaza toward Israel; 3 land inside Israel, causing no damage or injuries, while 1 lands harmlessly in Gaza. Late in the evening, the IDF responds with air strikes on a smuggling tunnel on the Rafah border and on the destroyed Dahaniyya airport site in s. Gaza (causing no injuries), as well as on a Hamas building in Bayt Hanun (destroying it, damaging 26 houses, 23 shops, a clinic, the local municipal building, and a sports club nearby, injuring 15 Palestinian bystanders, and knocking out electricity to some areas). Unidentified Palestinians detonate a bomb hidden in a donkey cart by the Gaza border fence as an IDF border patrol unit on the Israeli side of the border passes, killing the donkey but causing no IDF injuries. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging construction materials fr. former settlement sites nr. the border twice during the day, causing no injuries; also fire warning shots at farmers who stray nr. the border fence nr. Bayt Lahiya, causing no injuries. Later, IDF troops make an incursion into the n. Gaza buffer zone nr. Bayt Lahiya to search the area, opening fire but causing no injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in Tubas and nr. Hebron, Nablus. Israel’s Jerusalem District Court upholds a decision to evacuate and seal the Beit Yonatan building in the Palestinian neighborhood of Silwan in East Jerusalem, built without a permit in 2004 by the right-wing group Ateret Cohanim and housing 8 settler families. Palestinian gunmen (1 Islamic Jihad mbr., 1 PRC mbr.) ambush a Jewish settler vehicle nr. Gush Katif, killing a Jewish settler woman, her 4 children, wounding 2 IDF soldiers in a car escorting them; the soldiers return fire, killing the 2 gunmen. The IDF retaliates by assassinating the senior Nablus AMB military cmdrs. Nadir Abu Layl and Hashim Abu Hamdan, firing a missile at their car as they drive through Nablus, also killing 2 AMB mbrs. traveling with them, injuring 3 bystanders. The IDF then rockets a building in Gaza City that houses a Hamas radio station (possibly attempting to assassinate a senior Hamas mbr. who reportedly was being interviewed at the time), the offices of al-Ayyam and al-Quds newspapers, a Fatah radio station; no one is injured. The IDF also raids Wadi al-Silqa nr. the site of the ambush, orders all Palestinian residents to leave their homes, searches homes, arrests 1 Palestinian, bulldozes 15 Palestinian homes. The IDF also bulldozes 4 Palestinian homes and 6 dunams of land nr. Morag settlement, 2 Palestinian homes in Rafah; fires on a funeral procession in Khan Yunis, wounding 2 Palestinians; fires on residential areas of Tubas, sparking protests, then opening fire on stone-throwing youths; conducts arrest raids in and around Jenin. Late in the evening, 4 Jewish settler families, escorted by IDF soldiers and 100s of mbrs. of the radical Ateret Cohanim settler group, expel 2 Palestinians families fr. their homes in Abu Dis, occupy the buildings, surround them with a fence, claming they stand on part of an 80-dunam plot they purchased in 1927. Arab foreign ministers representing Syria, Egypt, Jordan, along with representative of Lebanon's foreign ministry and head of PLO political department meet in Damascus to discuss strategies for peace conference. Members of the Jewish Ateret Cohanim seminary move into a house in the Muslim quarter of E. Jerusalem. Group claims the house was owned by Jews driven out by Palestinian rioting in 1929. Settlers occupying a building in Silwan seized 10/9 from Palestinian residents petition Israeli high court of justice to allow them to remain. Group also seeks permission to move into four other buildings from which they had been evicted by police. (MEM 10/24)

European Community official announces EC, Israel have reached agreement over long-standing dispute over status, place of residence of EC official who will be sent to monitor EC economic aid to Palestinians in the o.t. EC had sough to post the official in the territories; Israel objected, seeking to place the representativen Tel Aviv instead. The EC has set aside $100 million in aid for Palestinians in the o.t. Human rights organization Middle East Watch issues report on condition of 18,000-20,000 stateless Palestinians in Kuwait. The Palestinians, who were either born in Gaza during the British Mandate, during the period of Egyptian administration of Gaza (1948-67), or who are descendants of those born there, have lived in Kuwait for decades but do not hold citizenship in any country. They do not carry Israeli Gaza identity cards but merely hold Egyptian travel documents, and are thus unable to legally live anywhere. According to the report, Kuwait intends to expel these persons to Iraq 11/15. (MEM 20/24)
