In the West Bank, Israeli forces delivered notices that it will seize 170 dunams (42 acres) of land in Qusra, affecting 20 families. Israeli forces also demolished 1 sheep pen in Qalandia. 20 Palestinians were arrested during late-night raids in Silat al-Harithiya, Nur Shams refugee camp, Nablus, al-Khader, Bethlehem, Halhul, and Dheisheh refugee camp. In Israel, 50 Palestinians returning to the West Bank after working in Israel were forced off a bus in Bnei Brak to allow 3 Jewish Israeli men on the bus who did not want to ride with Palestinians. The bus company Tnufa said 1 of the Jewish passengers had impersonated an employee of the Transportation Ministry, who told the bus driver to remove the Palestinians. (HA, MEE 8/9; MEMO 8/10)

The Gaza power plant said it had to reduce the daily supply of electricity from 8 hours to 2-3 hours due to not receiving fuel from Israel, as Israel has closed all crossings into Gaza. (HA, PCHR 8/4; MEMO, MEMO 8/5)

In the West Bank, Israeli forces demolished 1 house under construction in Aqabah. In East Jerusalem, Israeli settlers raided the Haram al-Sharif compound, closing off parts of it to Muslim worshippers. 16 Palestinians were arrested during late-night raids in Isawiya, al-Tur, and Hizma. Israeli Palestinian Bedouins protested outside of the official residence of Israeli prime minister Naftali Bennett against neglect of the Bedouin communities in Israel and the Jewish National Fund’s displacement by forestation project. The protesters also demanded that Israel release all people detained during the protests in the Naqab against the forestation project. The protest was organized by the Higher Arab Monitoring Committee and the National Council for Arab Mayors. Palestinians also demonstrated outside of the Jerusalem municipality building against demolitions in East Jerusalem. (HA, WAFA 1/30)

The PFLP reaffirmed that it will not participate in the upcoming PNC meetings, citing fears that the meetings will deepen the divide amongst Palestinian parties. (MEMO 1/31)

Israeli media reported that PA president Mahmoud Abbas asked Israeli defense minister Benny Gantz to release 25 Palestinian prisoners during their meeting at Gantz’s home on 12/28/2021. The reporting said that the 25 prisoners have been detained before 1993 but did not name who President Abbas was asking to have released. In the West Bank, Israeli settlers raided Palestinian homes in Birin, causing damage. Israeli settlers also stopped 3 Palestine TV journalists while driving near Bittin, forcing them out of their car and beating them, causing bruising. Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Tubas. Israeli forces also violently dispersed Palestinian protesters in Burqa, causing tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinians throwing stones at a checkpoint near al-Arroub refugee camp, causing tear-gas related injuries. Israeli forces shot and killed 2 Israeli forces in a friendly fire incident in the Jordan Valley, believing the 2 were Palestinians. 9 Palestinians were arrested during late-night raids in ‘Askar refugee camp, Qabatiya, Qatanna, and Zeita. In East Jerusalem, 1 Palestinian demolished his own store under construction in Shu‘fat refugee camp. 2 Palestinians were arrested during late-night raids in Isawiya. In the Naqab desert, Israeli forces violently dispersed Palestinian protesters near Sawa, injuring 3 and arresting 13; it was the 4th day in a row that Palestinians have protested a forestation program in the Naqab designed to displace Bedouins. Israeli Channel 13 News reported that Israeli foreign minister Yair Lapid met with PA intelligence chief Majed Faraj in the days after PA president Mahmoud Abbas met with Israeli defense minister Benny Gantz, at Gantz’s home on 12/28/2021. Members of the Jewish National Fund’s executive board called a meeting to gain clarification about why it had not been consulted about the forestation project in the Naqab that had led to large protests from Palestinians due to the displacement of Bedouins in the area. (HA 1/13)

The Citizen Lab said it had found NSO Group’s Pegasus spyware on dozens of phones belonging to Salvadorian journalists and human rights activists. The spokesperson of Salvadorian president Nayib Bukele said that El Salvador is not a client of NSO group. (AJ, AP, HA 1/13)

In the West Bank, Israeli settlers attacked 1 Palestinian surveyor in Kafr Qalil, causing injuries to his head. Israeli settlers with military escort made roadblocks around Sabastia. Israeli forces arrested and assaulted 1 80-year-old Palestinian American man in Jiljilyya during a late-night raid, leading to his death; the man was found dead by Palestinians in an empty house in Jiljilyya after being arrested by the Israeli forces; the U.S. called for an investigation into his death. Israeli forces also delivered stop-work notices for 2 houses and for work on the electric grid in Bayt Dajan. Elsewhere, Israeli forces demolished 1 house, 2 water wells and 2 agricultural structures in al-Fakhit. Israeli forces also shot and injured 1 Palestinian journalist with a rubber-coated bullet during a raid in Beitunia. 12 Palestinians were arrested during late-night raids in Halhul, Hebron, Asira ash-Shamaliya, and Silat al-Harithiya. Haaretz reported that U.S. military personal charged with training Palestinian forces were given a tour of Hebron, including of al-Ibrahimi Mosque by settler advocate Noam Arnon. The tour was arranged by the Israeli military’s central command leader Yahuda Fuchs. (HA 1/12)

The Israeli supreme court reduced the sentence handed to an Israeli settler who had thrown a stun grenade at a Palestinian home in Sarta from 20 months to 12 months, reinstating a plea agreement a lower court had deemed too lenient. (HA 1/12; MEMO 1/13)

The United Arab List (UAL) boycotted sessions in the Knesset today in protest over a Jewish National Fund (JNF) forestation project in Bedouin-inhabited areas of the Naqab desert. In wake of the UAL boycott, the Israeli opposition passed 5 bills in preliminary votes. In the West Bank, Israeli settlers razed Palestinian-owned land around the Yitzhar settlement. Israeli settlers with military escort also threw stones at Palestinian vehicles traveling near al-Bireh, causing damage. Israeli forces clashed with Israeli settlers as they evacuated the Oz Zion settlement outpost north of Jerusalem. Israeli undercover forces raided Birzeit University campus, forcing 5 students into a van with Palestinian license plates; 2 other students attempting to aid the 5 were shot and injured. The 5 students were released hours later. The PA condemned the raid. Israeli forces also demolished 2 residential structures and 1 agricultural structure near Idhna. 17 Palestinians were arrested during raids in Beit Fajjar, al-Khader, Jalazun refugee camp, al-Am’ari refugee camp, Beita, and Anzah. In East Jerusalem, Israeli settlers led by deputy mayor of Jerusalem Aryeh King and MK from the Religious Zionist party Itamar Ben-Gvir made a provocative tour in Sheikh Jarrah. Israeli forces assaulted 1 Palestinian and confiscated his flag during the settler tour in Sheikh Jarrah. Israeli forces also demolished a car wash in Isawiya and a cemetery under construction in Umm Tuba. 3 Palestinians were arrested during late-night raids. In the Naqab desert, as the Jewish National Fund began a forestation project near Sawa in defiance of protest from local Palestinian Bedouins of the al-Atrash tribe who use the land for agriculture, Israeli police violently dispersed Palestinian protesters near Hura; leader of the United Arab List Mansour Abbas threatened to boycott Knesset sessions if the work continued. Secretary general of the Fatah Central Committee Jibril Rajoub said at a press conference in Damascus that PA president Mahmoud Abbas would visit Syrian president Bashir al-Asad in Syria soon. The visit would be the 1st since the Syrian civil war. The UAE has lead the rehabilitation of President al-Asad’s government and King Abdullah II of Jordan recently followed suit with a phone call to al-Asad. (MEE 1/11; ALM 1/16)

Members of the U.S. House and Senate formed the Abraham Accords Congressional Caucus to promote normalization deals between Israel and various Arab and Muslim countries. Senator Jacky Rosen (D-NV) said that the bipartisan caucus will work to “strengthen existing partnerships and widen the circle of peace to new countries.” (MEMO, TOI 1/11)

Pro-Palestine activists shut down a facility in Oldham that produces technology for the Israeli weapons manufacture Elbit. Activists have, through different methods of civil disobedience, obstructed the work at the factory over an 18-month period. During that time, 36 activists have been arrested by English police. In the West Bank, Israeli settlers from the Yitzhar settlement threw stones at 1 house and 2 vehicles in Burin, breaking the windshields of the cars. 1 Israeli settler also rammed 1 Palestinian child with his car near the Kiryat Arba settlement. Israeli forces raided Aqabat Jaber refugee camp, leading to a confrontation with Palestinians; tear-gas related injuries were reported. 4 Palestinians were arrested during late-night raids in Fahma, Jaba‘, and Tubas. In Gaza, Israeli forces violently dispersed Palestinian protesters east of Jabalia refugee camp, killing 1 Palestinian and injuring 5 others with live ammunition; Israeli forces claimed Palestinians threw explosives at them. Israeli forces also shot and injured 1 Palestinian with live ammunition east of Abasan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of al-Sudaniyya, injuring 1 with live ammunition. In Syria, Israel conducted air strikes near Damascus, causing damage. Syrian state TV said the country’s missile defense system had intercepted most of the Israeli missiles. During the attack, 1 surface-to-surface missile was fired at Israel but landed in the sea. (AJ, HA, JP, TOI 9/3)

Israel released 1 pregnant Palestinian woman from prison after international and Palestinian pressure. The woman was released to house arrest and on $12,000 bail. She is accused by Israel of an attempted stabbing in March outside of an Israeli settlement in the West Bank. (WAFA 9/1; HA, MEMO, TOI, WAFA 9/2; HA, MEE 9/3; AJ 9/5)

Hamas said it rejected the framework agreement between the U.S. and the UNRWA signed on 7/15, calling it “dangerous and humiliating.” Hamas said that the framework threatens the refugee issue and is an obstacle to UNRWA employees. (MEMO 9/3; ALM 9/23)

PA president Mahmoud Abbas met with Egyptian president Abdel Fattah al-Sisi and Jordanian king Abdullah II in Cairo. The 3 leaders were said to have been coordinating their stance on Israel for the upcoming UN general assembly meeting in October. President al-Sisi’s spokesperson said after the meeting that al-Sisi emphasized that the creation of a Palestinian state depends of reconciliation between the PA and Hamas. President Abbas called for renewed peace negations under the auspices of the International Quartet for Middle East Peace. An unnamed PA source said, according to Haaretz, that the Biden administration has conveyed to the PA that it will not exert pressure on the Israeli government to engage diplomatically with the PA while Israel is in budget negotiations. The Jewish National Fund (JNF) approved a project that will seek to obtain from Palestinians 530 properties in the West Bank and 2,050 properties in East Jerusalem by reviewing documents only registered by the JNF to see if they can be used to evict Palestinians using Israeli courts. The JNF has set aside $31 million for the settler project. (HA 9/2)

In the West Bank, Israeli settlers set up mobile homes outside of the Shvut Rachel settlement near Jalud to expand the settlement. Israeli forces demolished several structures in Khirbet Humsa after demolishing more than 30 structures on 7/7. Israeli forces also demolished 1 large Canaanite-era cemetery near al-Khader to expand a settlement road; the cemetery was dated around 2300 to 1550 B.C.E. Elsewhere, Israeli forces demolished a large water tank in Bayt Dajan. Palestinian students from Birzeit University held a sit-in protest at the university for the mass arrest of 33 students on 7/14 by Israeli forces in Turmus ‘Ayya, were the students were visiting the family who were victims of a punitive demolition on 7/8. All of the 33 students were released the same day. 10 Palestinians were arrested during late-night raids in and around ‘Asira al-Qibliya, Marah Rabah, Deir Qaddis, Abu Dis, and ‘Anin. In East Jerusalem, 1 Palestinian was arrested during a house raid in al-Tur. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of Khuza‘a; no injuries were reported. The Intercept and Local Call reported that Israeli settlers and soldiers had cooperated in the deliberately killing at least 4 Palestinians on 5/14, a day where Israeli soldiers and settlers ultimately killed 11 Palestinians across the West Bank. In videos obtained by B’Tselem, it is evident that Israeli settlers stand side by side with Israeli soldiers firing automatic rifles at Palestinians trying to protect themselves from a settler raid in ‘Urif. Similar joint attacks by settlers and soldiers led to killings of Palestinians in Iskaka, ‘Asira al-Qibliya, and al-Reihiya. (+972, INT 7/15; HA 7/16)

Haaretz said that documents they had examined revealed that the Israeli defense ministry had worked with a Jewish National Fund subsidiary, Himanuta, to purchase Palestinian-owned land in the West Bank and to prevent Palestinians from accessing the land in question. The deals between Himanuta and the defense ministry were made in 2018 and 2019. Among the purchases were a 1,000-dunam (250 acres) plot of land near the Hamra settlement, which Israel closed off to its Palestinian owners more than 50 years ago; a plot of land near Ramallah; the home of the Bakri family in Hebron; and a 218-dunam (54 acres) plot of land near the Argaman settlement. The New York Times reported that Israel is refusing to extricate a Mexican former federal prosecutor, Tomas Zeron De Lucio, who is wanted for falsifying evidence, torture, and misuse of the NSO Group’s Pegasus spyware. According to NYT sources, Israel is refusing the extradition because of the country’s perception of Mexico as supportive of Palestine. The Canadian cybersecurity research group Citizen Lab said that spyware from the Israeli company Candiru was used to spy on more than 100 activists from several countries including Saudi Arabia, Israel, Hungary, Indonesia, the UK, Palestine, Iran, Lebanon, Yemen, Spain, Turkey, Armenia, and Singapore. Spyware was installed on the users’ computers using the Microsoft operating system Windows. Microsoft said it had updated its software to close the hole in its security. 1 of the ways the spyware infected users’ devices was when a user clicked on a URL set up by the attacker. Lebanese prime minister-designate Saad Hariri resigned 9 months after being picked to try to form a government. Hariri’s resignation followed a meeting with President Michel Aoun on 7/14, where he proposed a 24-minister cabinet. Facebook suspended the account of a Palestinian user who uploaded a letter from the Palestinian political prisoner in Israeli jail Khalida Jarrar to her recently deceased daughter. The account was initially suspended for 60 days but was unblocked by Facebook on 7/20. (HA 7/20; HA 7/21)

Chinese foreign minister Wang Yi said at a conference hosted by the Geneva Institute that China plans to increase its involvement in resolving the Palestinian-Israeli conflict. At the virtual conference were also a member of the Knesset from the Meretz (Vigor) party and Ahmad Majdalani, the PA social development minister. (HA 7/15)

A football exhibition match between Beitar Jerusalem and the Spanish F.C. Barcelona was canceled after Barcelona demanded the game should not be held in Jerusalem, which the owner of Beitar Jerusalem refused. Barcelona’s demand came after weeks of pressure from Palestinians, including chairman of the Palestinian Football Association Jibril Rajoub and Joint List member of Knesset Sami Abu Shehadeh. In the West Bank, Israeli authorities announced that it would seize 193 dunams (47.7 acres) of Palestinian-owned land near Dayr Dibwan for settlement expansion. 17 Palestinians were arrested during raids in and around Hebron, Tulkarm, Rujeib, Qalqilya, Ramallah, Rummana, Sawahara al-Sharqiyya, Aida refugee camp, Nablus, and Qusra. Israel imposed a general closure for Palestinians in the West Bank and Gaza, closing all checkpoints for the Jewish Purim holiday. The closure was scheduled to be in effect from midnight on 2/25 to the night of 2/28. (HA 2/25)

Israel said that an Israeli-owned ship was attacked by 1 or 2 missiles in the Gulf of Oman. Other reports said that the damage done to the ship was caused by a blast, to which the cause had not been determined. Israeli defense officials claimed that the missiles were fired by the Iranian Revolutionary Guard Corps. No injuries were reported, and the ship was able to continue to the UAE to repair the damage. Haaretz reported that 2 U.S. senators, Ben Cardin (D-MD) and Rob Portman (R-OH) were circulating a letter to U.S. secretary of state Antony Blinken calling on him to take a more forceful stance on the ICC’s investigation of Israel and Hamas, in order to shield Israel. The pro-Israel group J Street said it was circulating their own letter, calling Cardin and Portman’s letter an “unnecessary act of political posturing,” saying the U.S. state department already rejected the ICC’s decision. J Street also criticized the Cardin and Portman letter for using “distributed territories” instead of “occupied territories” to describe the West Bank. (HA 2/25)

The U.S. attacked what the Pentagon said were Iranian-backed militia groups in eastern Syria, killing 17 people. The Pentagon said the strikes were in retaliation for 1 missile fired at a U.S. facility in Irbil, Iraq, which killed 1 U.S. national and injured 6 others on 2/15. Japan donated $39.7 million to UNRWA, $30.2 million for UNRWA core programming, and $9.5 million for expanding school services in Gaza. (WAFA 2/25)

In the West Bank, Israeli settlers attacked a bus carrying Palestinians south of Nablus, causing damage to the bus. Israeli forces delivered demolition notices for 15 Palestinian homes in Yatma. In East Jerusalem, 1 Palestinian family demolished their own barns in Silwan to avoid exorbitant Israeli demolition fees. 6 Palestinian minors were arrested during raids in Shu‘fat and al-Tur. The Qatari envoy to Gaza Mohammad al-Emadi said Qatar had brokered a deal between the PA and the Israeli gas company Delek to deliver natural gas to Gaza and to install a gas pipe to the Gaza power station from an offshore rig. According to the deal, European countries will fund the maritime parts of the gas pipe within Gaza’s maritime borders and Qatar will fund the extension to the gas rig. The Jewish National Fund’s (JNF) leadership approved a change in policy that will allow the JNF to purchase land in the West Bank for Israeli settlement expansion. The JNF’s board of directors still needs to approve the new policy and is said to decide after the 3/23 Israeli elections. The JNF leadership also approved allocating $11.7 million for buying land in the West Bank, a decision that also needs the board of director’s final approval. Syrian state media said Israel fired missiles at Damascus from the Golan Heights but did not report any casualties. The Syrian Observatory for Human Rights said 6 people were killed in the attack. (AJ, AJ, AP, HA 2/15)

Israeli forces delivered demolition notices against 4 residential structures, 1 water tank, and 2 sheds near Nablus, 3 houses in al-Khadir, and 1 agricultural structure in Halhul. 19 Palestinians were arrested during raids in and around Bayt Umar, Hebron, al-‘Arub refugee camp, Dayr Nidham, Jenin, Tubas, and al-Khadir; during the raid in Bayt Umar, Israeli forces also confiscated 1 vehicle and during a late-night raid in Ramallah, clashes erupted, leading to tear-gas related injuries. In East Jerusalem, 1 Palestinian from the West Bank was arrested in al-Tur for not having an East Jerusalem ID. In Israel, 1 Palestinian from the West Bank was arrested at his workplace. PA civil affairs commission chairman Hussein al-Sheikh met with Marwan Barghouti in the Hadarim prison in Israel to discuss whether Barghouti will be running in the upcoming Palestinian elections. Barghouti is serving 5 life sentences and 40 years in Israeli prison. The Palestinian Central Elections Commission said that 2.4 million Palestinians, around 85 percent of eligible votes, have registered to vote in the West Bank and Gaza. (HA, WAFA, WAFA 2/11)

Israel’s Walla news reported that the Jewish National Fund (JNF) is expected to announce that it will start buying land in the West Bank to expand Israeli settlements. It is already operating in the West Bank but using a subsidiary. According to the proposal, which will be discussed at the JNF’s highest level on 2/14, the JNF will focus on expanding settlements around East Jerusalem such as the Gush Etzion settlement bloc between Jerusalem and Bethlehem. Spokesperson of the U.S. state department Ned Price responded to questions about the plan by saying that neither party should engage in unilateral steps to undercut negotiations for a 2-state solution. Israeli soccer club Beitar Jerusalem, notorious for its racist fans, announced that it will no longer move forward with selling half of the ownership of the club to UAE royal Sheikh Hamad bin Khalifa Al Nahyan. Al Nahyan had started acquiring ownership of the club shortly after the UAE-Israeli-U.S. normalization deal in August. According to the club, the Israeli football association had been questioning Al Nahyan’s integrity and actual financial assets. (HA 2/11; AJ 2/12)

Israeli forces were said to have attacked 2 locations in Syria, including in the Quneitra province and near the border of Syria and Iraq. There were no reports of damage or casualties. (HA 2/12)

Oman’s foreign minister Badr al-Busaidi said his country is “content so far with the level of our current relations and dialogue” with Israel. (HA 2/11)

In the West Bank, Israeli settlers assaulted 2 Palestinians west of Salfit. Israeli forces delivered stop-work orders for 1 shack, 1 room, 1 house, 1 residential tent, 1 tin residential structure, and 1 water well in al-Twana. 10 Palestinians were arrested during late-night raids in and around Nahalin, Aida refugee camp, Hebron, ‘Araba, and Bayt Duqqu. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Gaza City; no injuries were reported. A Palestinian family of 18 lost an appeal in an Israeli court to prevent their eviction. The court told them they have until 8/16 to leave their house in Silwan and pay the KKL-Jewish National Fund $5,800. The 1st application for the eviction of the family was filed in 1991 and asserted that the father of the family had abandoned the property. The court found that the family had failed to prove ownership of the building. (HA 7/1)

The secretary of state of the Vatican summoned the ambassadors of the U.S. and Israel to express the Holy See’s concern over Israel’s intentions to annex parts of the West Bank. (REU 7/1)

In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 2 Palestinians with rubber-coated bullets. Israeli forces also confiscated a bulldozer belonging to the Taqqua municipality. Israeli settlers assaulted a Palestinian man on his land in Baytin and smashed the windshields of 3 Palestinian-owned cars in the area. In East Jerusalem, 1 Palestinian was arrested during a house raid in Issawiyya. An Israeli court ordered the eviction of 18 Palestinians from their home in Silwan, handing their property to the Jewish National Fund (JNF). The eviction order ends a 30-year-long legal battle between the family and the JNF. In Gaza, 109 Palestinians were injured during the 75th Great March of Return protest, including 52 injuries by Israeli live ammunition.
