In the West Bank, Israeli forces shot and killed 5 Palestinians and wounded 8 during late-night raids in Biddu and Burqin; Israel claimed that the raids were made against Hamas operatives planning an attack; 2 Israeli soldiers were seriously wounded by their own fire during the raid in Burqin. Israel claimed to have found explosives in 1 of the houses raided. 4 were arrested during the raids. Israeli forces also shot and injured 1 Palestinian with live ammunition during a late-night raid in Kafr Dan; 1 was arrested. Elsewhere, Israeli forces violently dispersed Palestinians protesting the killing of the 5 Palestinians earlier in the day by throwing stones and Molotov cocktails at the Israeli forces in Beit Iksa; 4 were arrested. 8 others were arrested during late-night raids in Kobar, al-Mazra’a al-Gharbiya, Beit Fajjar, and Jalazun refugee camp. In East Jerusalem, 1,000 Israeli settlers toured the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. A fire broke out at a research center belonging to Iran’s Revolutionary Guard Corps. It was unclear how the fire, which killed 2 people and injured 1, started. (HA, REU 9/26; AP 9/27)

In the West Bank, Israeli settlers vandalized several Palestinian-owned vehicles in Huwwara. Israeli forces wounded 2 Palestinians during a house arrest in Jenin refugee camp; the Israeli army said the 2 were injured by explosives used by Israeli forces to open their door, but Palestinian eyewitnesses said the 2 were shot by live ammunition and were in critical condition; after the 2 injuries, clashes between soldiers and Palestinians erupted in the camp. Israeli forces also clashed with Palestinians during a raid near Ramallah; tear-gas related injuries were reported. Elsewhere, Israeli forces opened fire on Palestinian workers trying to enter Israel near the separation wall south of Qalqilya, injuring 3 with rubber-coated bullets. Israeli authorities announced that Israel had seized the ancient Roman ruins of Dayr Samaan near Kafr al-Dik along with land totaling 6 dunams (1.5 acres). 1 Palestinian was arrested at a military checkpoint south of Jenin. In East Jerusalem, Israeli forces arrested 5 Palestinians, including 4 Waqf guards who were later released on condition of not returning to the Haram al-Sharif compound for 7 days, and 1 during a raid in Issawiyya. Unidentified Palestinians launch an incendiary balloon from Gaza into southern Israel, where it lands in an open area, causing no damage or injuries. Later, hundreds of Palestinians gather along the border fence near Jabaliya refugee camp to continue the Great March of Return. IDF troops violently disperse them, injuring 3 protesters (1 Israeli soldier is reportedly injured when a Palestinian throws an explosive across the border fence). Israeli artillery then shell 2 Hamas observation posts in the area, causing damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Khan Yunis, Jabaliya refugee camp, and Rafah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian shepherd and steal 2 of his sheep in the northern Jordan Valley. Settlers also assault a Palestinian vegetable vendor in Jenin, causing minor injuries. IDF troops arrest 4 Palestinians during late-night raids in and around Tubas, Hebron, Tulkarm, and Jenin; and patrol near Qalqilya and Hebron. One raid in Tulkarm sparks minor clashes with stone-throwing Palestinian minors; there are no reported injuries or arrests. In East Jerusalem, Israeli police seal al-Rahma Gate leading into Haram al-Sharif. The move reportedly comes in response to certain Palestinian officials praying at the gate last week. Implementing legislation passed in 7/2018, Israel’s security cabinet approves a deduction to the monthly transfers of tax revenues to the PA equal to that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The cuts are expected to total NIS 502,697,000 (approximately $138 million) over a 12-month period. In response, a PA spokesperson calls the Israeli decision “arbitrary” and says that it will be “given a priority” in the Palestinian leadership’s discussions in the coming days. Hamas security forces forcibly prevent PA security forces from staffing the Palestinian side of the Kerem Shalom border crossing, according to the PA (Hamas claims that the PA troops left of their own free will). A senior Hamas official says that Hamas is carrying out “necessary security measures.” Sources in Gaza say that Hamas suspects the PA security forces are allowing Israel to transfer espionage equipment into Gaza. Hamas is reportedly demanding that PA staffers in Gaza submit to questioning and background checks. (HA, TOI 2/17)

IDF troops open fire on 2 Palestinians on a motorcycle at the al-Jalama checkpoint near Jenin, killing 1 and injuring the other. The IDF states that the 2 men threw a suspicious object at Israeli soldiers manning the checkpoint. The Israeli press reports that the device was an explosive. It did not detonate, let alone cause any injuries or damage. Elsewhere in the West Bank, IDF troops arrest 4 Palestinian minors for throwing stones at Israeli vehicles near Nablus; shoot and injure 2 Palestinians during clashes sparked by an arrest raid near Ramallah; arrest 17 Palestinians and confiscate 3 vehicles during further raids near Nablus, Jenin, Ramallah, Hebron, and Bethlehem; and patrol near Tulkarm, Jenin, and Hebron. Israeli settlers puncture the tires of several Palestinian vehicles and spray-paint racist graffiti on the walls of a nearby mosque overnight in Dayr Dibwan village near Ramallah. Along Gaza’s border, IDF troops arrest a Palestinian attempting to cut through the border fence near Rafah. Israeli forces conduct a limited incursion to level land near Dayr al-Balah. After the Popular Front for the Liberation of Palestine (PFLP) and the Democratic Front for the Liberation of Palestine (DFLP) both announce that they will not be participating in Fatah’s plans for a new PA government comprising representatives of various PLO factions, a Hamas spokesperson calls their announcements a “step in the right direction.” He also reaffirms that “there is no alternative to partnership and national consensus.” (JP 2/4)

Unidentified persons detonate an IED along Gaza’s northern border, targeting an IDF patrol in the area. The attack causes no serious damage or injuries. This is the 4th time in recent weeks that Palestinians in Gaza have targeted IDF border patrols with explosives. Following the attack, Israeli forces shell a Hamas post near Gaza City, injuring 1 Palestinian. Late at night, the IAF conducts air strikes on 2 locations in Gaza City and several more in southern Gaza, causing damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City, causing no damage or injuries. In the West Bank, IDF troops conduct raids in Barta‘a near Jenin, the hometown of the Palestinian who allegedly rammed and killed 2 Israeli soldiers on 3/16. They search several homes, damage a number of vehicles, and assault a Palestinian youth. IDF troops arrest 9 Palestinians during late-night raids in and around Nablus, Hebron, Ramallah, Jenin, and Qalqilya; and patrol near Qalqilya, Tulkarm, and Hebron. Israeli settlers assault a Palestinian shepherd working near Hebron, causing moderate injuries. In East Jerusalem, a Palestinian demolishes his own home in the Old City in order to avoid paying Israeli demolition fees. Israeli forces arrest 1 Palestinian during a late-night raid in Issawiyya. Israeli PM Netanyahu says he plans to order the punitive demolition of the Barta‘a home of the Palestinian who allegedly rammed and killed 2 Israeli soldiers on 3/16. “I’m sending condolences from the bottom of my heart to the families of the IDF officer and of the soldier who were murdered yesterday by a terrorist, and wish a speedy recovery to the wounded,” he tweets. An IAF jet attacks 4 unknown assailants attempting to cross the border from Syria into the Israeli-occupied Golan Heights to plant explosives; 3 of the assailants are killed. Hours later, several Arab media outlets release unconfirmed reports that the IAF responded to the attempted explosive attack with air strikes on Hizballah and Syrian army missile batteries nr. the border. IDF troops on the Gaza border e. of Khan Yunis fire live ammunition at Palestinians approaching the border fence, injuring 3. Later, an explosive detonates nr. the PA unity govt. cabinet’s headquarters in Gaza City, causing no injuries. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations to commemorate Prisoners’ Day, and protesting the occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison), and Kafr Qaddum nr. Qalqilya; 9 Palestinians are moderately injured, including a PA minister and a journalist. PA officials and Israel’s COGAT Mordechai reach an agreement for Israel to transfer the full amount of tax revenues collected on behalf of the PA from 12/2014 through 3/2015— approximately NIS 1.85 b., or $472 m.—by 4/20. They also agree that a joint Palestinian-Israel economic comm. will decide what amount should be returned to Israel to pay down Palestinian debts. PA PM Hamdallah pledges to use the funds to pay PA employees the rest of their salaries, which had been reduced while the transfers were frozen. (HA, MNA, NYT, REU, TOI 4/18; AnA, YA 4/19)

In the West Bank, IDF undercover units raid the Nablus homes of 3 AMB mbrs. (Nadir al-Sarkaji, Ghassan Abu Sharikh, and ‘Anan Sobeh) allegedly behind the fatal shooting of a settler on 12/24, killing all 3 and wounding 1 bystander. The deaths constitute assassinations, as the men could have been detained: 2 of them are called to surrender and are fatally shot as they leave their homes unarmed; in the 3d case, soldiers enter the home, and when the wanted man refuses to exit a closet and surrender, soldiers rig the closet door with explosives and detonate the charge, killing him. IDF soldiers surrounding the buildings fire tear gas to disperse stone-throwing Palestinian youths who confront them, hitting 2 (ages 12 and 19) with tear gas canisters, injuring them. PA PM Fayyad denounces the IDF’s failure to coordinate the raids with the Dayton-trained PASF units responsible for security in Nablus, which were in the process of conducting a police investigation of the 12/24 killing. Hamas officials in Lebanon confirm that 2 senior Hamas bodyguards and a 3d person (possibly a Hamas mbr.) were killed and 5 people wounded late on 12/26 in a large explosion at a Hamas office in the Dahiya neighborhood of s. Beirut (Hizballah’s stronghold). In the West Bank, the IDF raids houses in al-Shuyukh nr. Hebron, arresting 3 Palestinians (2 of whom are quickly released); patrols in Izbat al-Tabib nr. Qalqilya, detaining and violently beating 3 Palestinians; conducts late-night raids, house searches nr. Hebron, Nablus, Jenin, and in ‘Ayn alSultan r.c., arresting 10 Palestinians (including 1 teenager); imposes a half-day curfew in Wadi al-Shajana nr. Hebron. (PCHR 10/8)

Israel warns of an expanded ground war in Gaza and begins moving more tanks and reservists to the Gaza border. The IDF drops leaflets and sends out automated phone messages across Gaza, warning of an escalation in fighting.

Combat notes: IDF tanks and artillery pound Gaza throughout the day. The IDF reports making air strikes on about 120 targets, including the home of IQB head Ahmad Jabari (presumed to be in hiding), at least 15 rocket-launching sites, 21 suspected weapons depots (including a mosque and school in Rafah, the homes of several Hamas mbrs.), 16 tunnels, 3 Hamas outposts, 1 police station, and 2 vehicles allegedly transporting weapons. In Khan Yunis, an air strike destroys Gaza European Hospital’s fuel depot, electricity generator, and water supply system. Target areas include Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Gaza City (al-Nasser, Shaykh Ridwan, al-Shuja‘iyya), Jabaliya, Khan Yunis, al-Maghazi, Nussayrat, Rafah. IDF ground forces engage in heavy exchanges with Palestinians in and nr. Bayt Lahiya. Heavy IDF tank and artillery fire are reported in Jabaliya (where 8 family mbrs. are killed by an IDF tank shell that lands outside their home), Khuza (possibly involving white phosphorus, burning 15 homes and 100s of individuals), Nussayrat, and Tal al-Hawa in Gaza City. The IDF claims to kill 16 armed Palestinians, including Hamas’s “leading authority on Grad rockets,” IQB cmdr. Amir Mansi, during a strike on a rocket-launching site. The estimated Palestinian toll reaches 820–840 dead.

Palestinians fire 9 rockets and 10 mortars into Israel, the fewest since OCL began on 12/27; 3 Grad rockets strike Ashqelon (each causing damage and light injuries, including shock), others land in open areas nr. Ashdod and in the Negev (causing no damage or injuries). The IDF reports 7 ground troops lightly wounded in various exchanges.

Humanitarian notes: The IDF observes a 3-hr. humanitarian lull to allow relief agencies to recover casualties and distribute food but does not allow new aid through Gaza’s crossings on the Sabbath.

Of note: The IDF reports that ground troops have been facing extensive tunnel networks inside the Strip, especially in Gaza City, which the Palestinian factions are using to try to ambush soldiers. IDF sources and Israeli journalists embedded with IDF troops report recent incidents in which Palestinian fighters tried to lure troops into a boobytrapped building in al-Zaytun; left a weapons cache rigged with explosives where the IDF would find it (the booby trap did not detonate); and sent a suicide bomber on a failed attempt to attack a group of soldiers. The IDF also acknowledges that it has rounded up and interrogated scores of Palestinians to gain knowledge of local Hamas positions and tactics. Israeli intelligence officers acknowledge phoning Gazans, sometimes overtly and sometimes pretending to be sympathetic Arabs fr. abroad, to gain information about conditions and locations of Palestinian forces on the ground. In Gaza, unidentified Palestinians fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, forcing them to return to shore. On the Rafah border, 3 Palestinians are killed when a smuggling tunnel collapses; Hamas blames Egyptian efforts to seal tunnels using water, gas, explosives for killing 8 Palestinian smugglers since 8/1, calling the tactics irresponsible. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, wounding 7; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya and Tubas, nr. In Gaza, the IDF fatally shoots 2 armed Palestinians laying a roadside bomb nr. the border fence n. of Bayt Lahiya; makes an air strike on a group of IQB mbrs. in Khuza, wounding 2; makes a late-night air strike on and fires a surface-to-surface missile across the border at a 2d group of IQB mbrs. nr. Khuza, killing 3 Hamas mbrs. An explosion destroys Hamas field cmdr. Under cover of morning fog and mortar fire, 3 Hamas suicide bombers driving explosive-laden vehicles (an old PA armored vehicle, 2 trucks painted to resemble IDF jeeps) break through the perimeter fence at the Kerem Shalom crossing, detonating the cars as IDF soldiers approach, wounding 13 soldiers (3 moderately, 10 lightly); the IDF makes a helicopter air strike on a civilian car it claims is connected to the attack, killing 1 Palestinian civilian, wounding 4. Half an hour later,IDF tanks reportedly fire on another vehicle that approaches another Gaza crossing, causing no injuries. During the day, the IDF also conducts air strikes on Jabaliya, killing 4 armed Palestinians and a Hamas-affiliated police officer, wounding 2 armed Palestinians; shells, destroys an empty armored vehicle in Abasan previously belonging to the PA police but seized by Hamas in the 7/07 fighting, wounding 3 bystanders, including a child. In Rafah, an Islamic Jihad mbr. is injured when explosives he is handling detonate prematurely. An Islamic Jihad mbr. injured in a similar incident on 4/17 dies. In the West Bank, the IDF raids a mall in Hebron, giving store owners notice that their properties will be confiscated in 2 days (a children’s library and clinic associated with the ICA are located in the mall). Overnight, Lebanese police and soldiers raid several homes in Tripoli in an attempt to capture a group connected to the tiny militant group, Fatah al-Islam (FI), that was suspected of carrying out a bank robbery on 5/19. The raids spark gun battles that quickly spread throughout the city and to the outskirts of Nahr al-Barid r.c. (pop. 40,000), where FI is based. When FI forces leave the camp to ambush and capture nearby army positions, the Lebanese army fires tank shells, mortars into the camp, quickly precipitating massive clashes (including RPG, heavy weapons fire by FI) that continue throughout the day.
