In the West Bank, some 20 Israeli settlers attacked Palestinian shepherds in Dahariya, bruising 1 Palestinian who was taken to a hospital for treatment. Israeli settlers also uprooted dozens of olive trees in Taybeh. Israeli forces violently dispersed Palestinians protesting an Israeli raid in Biddu, causing tear-gas related injuries. Israeli forces also violently dispersed Palestinians during a protest in Beita, injuring 2 with rubber-coated bullets and 34 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with rubber-coated bullets. 3 Palestinians were arrested, including 2 during late-night raids in Qabatiya and Bayt Jala, and 1 was arrested at a checkpoint north of Ramallah. In East Jerusalem, 5 Palestinians were arrested at the Haram al-Sharif compound, including 4 minors. The Israeli Jerusalem district court overturned a ruling by the Jerusalem magistrate’s court from 10/6, which had ruled to allow Jewish worshippers to pray in silence at the Haram al-Sharif compound. Israeli public security minister Omer Bar-Lev supported the district court’s decision, saying that a change to the status quo could ignite a new wave of confrontations. In Syria, 2 people were killed and 6 injured in air strikes at the T-4 military base near Homs. Several media outlets reported that Israel had conducted the strikes. (AP, HA 10/8)

Human Rights Watch (HRW) called for an independent investigation into Facebook’s censorship of Palestinians and their supporters on its platforms, including Instagram. HRW said that Facebook’s acknowledgement of the censorship was insufficient, and that Facebook needs to be more transparent about its decisions to censor people and groups on its platforms. In the West Bank, Israeli settlers with military escort attacked Palestinians in Hebron, leading to tear-gas related injuries. Israeli forces violently dispersed Palestinian celebrations of the ceasefire (see below) in Hebron and Bethlehem, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 2 with rubber-coated bullets and live ammunition; others suffered tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Huwwara, injuring 2 with live ammunition; others suffered tear-gas related injuries. Israeli forces also violently dispersed protesters in Kafr Qaddum, injuring 3 with rubber-coated bullets; others suffered tear-gas related injuries. 3 Palestinians were arrested during late-night raids in Bani Na‘im, Abu Njeim, and Jaba‘. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound after the Friday noon prayer, confiscating Palestinian flags, arresting 17, and injuring 23 worshipers with rubber-coated bullets. During the raid, 1 Agence France-Presse journalist was also beaten by Israeli forces. Israeli forces also closed down Shaykh Jarrah to all Palestinians, including those living in the area. In Gaza, 17 Palestinians, including 2 children, were found dead in rubble from Israeli air strikes, raising the comprehensive death toll since 5/10 from 236 to 253, including 67 children and 3 pregnant women. 1 toddler was found dead in rubble from an air strike on Gaza City 5/11; 1 child was found in rubble from an Israeli air strike on a house in al-Shati refugee camp on 5/15; and 15 Palestinians were also found dead in rubble from Israeli air strikes in a tunnel hit by Israeli missiles. In Israel, before the ceasefire took effect (see below), 1 Israeli was injured by rocket shrapnel and 1 house in Kibbutz Be’eri was damaged by a rocket from Gaza. A ceasefire agreement between Hamas and Israel, brokered by Egypt, took effect at 2 a.m. 263 Palestinians were killed in Gaza, including 68 children, and 12 people were killed in Israel, including 1 soldier, 2 Thai citizens, 1 Indian citizen, and 2 Palestinian citizens of Israel. Around 2,000 Palestinians and 345 Israelis were wounded over the 11 days. Israel partially reopened the Kerem Shalom crossing after the ceasefire, allowing some humanitarian aid and goods into Gaza. U.S. secretary of state Antony Blinken said he would meet with Israeli and Palestinian officials during a trip in the coming days. The Gaza housing ministry said that 16,800 housing units had been damaged by Israeli missiles, including 1,800 that had become unfit for living. Some 90,000 Palestinians in Gaza were reported to be internally displaced due to the Israeli attacks, including more than 66,000 seeking shelter at UNRWA facilities. It also reported that Palestinians in Gaza were getting between 3-4 hours of electricity a day, while they previously received 12 hours a day before the escalation started on 5/10. Israel said that some 4,350 rockets had been fired from Gaza toward Israel and that the Iron Dome had intercepted approximately 90% of them. Both Israel and Hamas declared victory. Egyptian officials also arrived in Gaza to discuss with Hamas officials about maintaining the ceasefire. Islamic Jihad in Palestine said that 19 of its fighters were among the 263 Palestinians killed by Israel in Gaza during the latest escalation. Hamas later said that 80 members of its militia had been killed. PA president Mahmoud Abbas discussed the Israel-Hamas ceasefire and the need for humanitarian aid with U.S. secretary of state Antony Blinken. In a phone call between President Abbas and Saudi king Salman, the latter condemned Israeli aggression in Jerusalem and Gaza. (AJ, WAFA 5/21)

The owner of 1 of the high-rise buildings in Gaza bombed by Israel said he is filing a formal complaint to the ICC about the attack on his building, calling it a war crime. His building, al-Jala Tower, housed AP and Al Jazeera offices in Gaza as well as many residential units. PA prime minister Mohammed Shtayyeh also pledged to refer the Israeli attacks on Gaza to the ICC. (AJ, WAFA 5/21)

Digital rights group 7amleh said Israel and the companies TikTok and Facebook, including its subsidiary Instagram, are cooperating in order to silence Palestinian voices and content on the social media platforms. Posts and hashtags have been deleted from the platforms and users, banned. 7amleh said it was especially concerned related to Gaza and Shaykh Jarrah, which had been censored. Sada Social also sent a formal complaint to Facebook, condemning the censorship. (AJ, WAFA 5/21)

Lebanese president Michel Aoun wrote a letter to the parliament, saying that prime minister-designate Saad Hariri is incapable of forming a cabinet. (HA, REU 5/21; MEMO 5/22)

The U.S. state department circumvented a potential obstacle from Congress by granting Boeing an export license for $735 million’s worth of weapons to Israel. U.S. senator Bernie Sanders (D-VT) said on 5/20 that he wanted the Senate to review the sale. (JC 5/25; ALM 5/27)

A bomb killed 7 people at a Palestinian solidarity rally in Chaman City, Pakistan. The bomb was said to have targeted a political leader who had organized the event. Pakistan’s foreign minister had declared the day a “day of solidarity” with Palestinians. (AJ 5/20; HA, MEMO 5/21)

China said it would send aid to Gaza to help treat the injured and house the homeless. (AJ 5/20)

Israel begins phase 2 of OCL, a massive ground advance into Gaza, in the evening. The IDF states that “the objective . . . is to destroy the terrorist infrastructure of the Hamas in the precise area of operation, while taking control of some of [sic] rocket launching areas used by Hamas in order to greatly reduce the quantity of rockets fired at Israel and Israeli civilians.” Israeli FM Livni acknowledges that Israel has broader aims, stating that toppling Hamas is “a strategic Israeli objective,” but that it might take more than one large-scale military operation such as OCL to do the job.

Israeli actions: Before phase 2 begins in the evening, the IDF launches artillery strikes on some 40 targets concentrated in open areas around Bayt Hanun, east of Rafah, and along Gaza’s main north–south artery in an apparent effort to clear the areas of mines and tunnels, to move Palestinians away from those areas in preparation for the insertion of ground forces.

The IDF also continues air strikes and naval bombardments across Gaza. Target areas include Bayt Lahiya, Gaza City (al-Nasser, al-Rimal, al-Shuja‘iyya, al-Tuffah, al-Zaytun), Jabaliya, Juhur al-Dik, Khan Yunis, Khuza, al-Mughraqa, Nussayrat, Rafah, al-Shuka (e. of Rafah). Targets include 2 mosques in Bayt Lahiya and Jabaliya, killing at least 13 worshipers and injuring 30 during evening prayers; a car in Khan Yunis, assassinating senior Hamas military cmdr. Muhammad Ma‘aruf; 2 PA security compounds in Gaza City; the al-Aqsa Radio and the al-Risala newspaper offices in Gaza City; tunnels on the Rafah border; suspected rocket-launching sites and weapons depots. By evening, the Palestinian toll reaches at least 460 dead and more than 2,000 wounded.

At dusk, the IDF drops leaflets on n. Gaza warning residents that troops will soon operate in this area and that they should evacuate for their safety. Around 8:00 P.M. local time, the IDF cuts power to the Strip and begins sending ground forces into n. Gaza, taking up positions on the outskirts of Bayt Hanun and Bayt Lahiya (occupying homes as operational bases); securing areas e. of Gaza City nr. the Qarni crossing, but notably keeping a distance from Jabaliya (considered a Hamas stronghold), and just inside the s. Gaza border e. of Rafah (with tanks firing flechette shells at houses and agricultural areas, killing 1 Palestinian and wounding 7 inside their homes). Heavy gun battles are reported, with Hamas issuing a statement that it is firing mortars at IDF ground forces. After ground operations begin, the IDF announces a naval blockade of Gaza out to 20 nautical miles.

Palestinian actions: During the day, Palestinians fire 28 rockets and 7 mortars into Israel, hitting as far as Ashdod and Ashqelon to the n., and Netivot to the e., lightly damaging 3 homes and an apartment building, lightly injuring 2 Israelis.

Of note: Embedded with some IDF ground units are the first Israeli journalists and 2 foreign reporters (BBC and Reuters) allowed into Gaza since late 10/08. These journalists have been given “trusted” status by the government for their “long history of relations with the IDF” and are under the strict rules of the IDF censor; the general ban on foreign journalists is still in place, despite a 12/31 High Court ruling ordering the government to allow journalists access. In Gaza, the IDF expands ground operations in Bayt Hanun under artillery fire, occupying the town, firing on residential areas (killing 2 Palestinians), bulldozing land and homes, occupying houses as military bases, forcing some residents to flee; fires 2 artillery shells at a group of Palestinian children playing soccer in al-Bureij r.c., wounding a 14-yr.-old; fires on residential areas of Abasan, wounding 1 Palestinian. Palestinians fire at least 7 rockets fr. Gaza into Israel, lightly injuring 2 Israelis. In the West Bank, the IDF makes a raid on Nablus, where Palestinian militants throw an explosive device at troops, killing 1 IDF soldier, wounding 6; sends undercover units into Bethlehem to detain a wanted AMB mbr.; conducts late-night arrest raids nr. Nablus, Qalqilya. For a 2d day (see 7/16), the IDF detains al-Jazeera satellite TV’s Jerusalem bureau chief for questioning regarding violating Israeli military censorship rules. The IDF intensifies attacks on e. and n. Lebanon, hitting Lebanese army barracks in Tripoli and army bases in Baalbek (killing 9 Lebanese soldiers), homes of Hizballah officials in the east; conducting heavy bombing of s. Beirut to destroy underground bunkers where Nasrallah and Hizballah’s senior leadership may be hiding; hitting fuel depots at the Beirut airport for a 2d time. In total, at least 38 Lebanese (mostly civilians) are killed during the day, including 12 civilians killed when the IDF targets a minibus in s. Lebanon. Hizballah responds by firing at least 30 rockets on n. Israel, including hitting Haifa with 3 rockets, shearing the front of an apartment building, wounding 6 Israelis. Overnight, the IDF launches heavy missile barrages and air strikes on s. Beirut suburbs (leveling wide swaths around the Hizballah headquarters) and s. Lebanon, hitting a major power station. In response, Hizballah fires some 20 rockets on Haifa, killing 8 Israelis and wounding 7 at a rail yard, hitting the city’s main oil refinery and gas depot, and a busy downtown street at rush hour; the IDF says that 4 of the rockets fired were Iranian made Fajr missiles (which, if confirmed, would mark Hizballah’s 1st use of the weapons), but Hizballah says it fired only Raad-2 and Raad-3 missiles. The IDF strikes back during the day, ordering Lebanese to evacuate 7 villages in s. Lebanon; hitting at least 80 targets across Lebanon, killing at least 45 Lebanese and wounding more than 100, including killing 20 in an air strike on a government civil defense building in Tyre (also wounding 50) and 8 dual Canadian citizens in a strike on a minibus in s. U.S. Congress begins inquiries into the arms sales to Iran [BS 11/20]. U.S. Pres. Arab World: Rival PLO factions unite to defend the Burj al-Barajinah refugee camp against Shi'i forces. Eight are killed, 38 wounded in the fighting near Beirut. The Lebanese pound hits a record low against foreign currencies [WT, NYT 11/20].

Occupied Palestine/Israel: Israeli authorities drop distribution of Arabic daily al-Fajr for seven days for censorship violations (JP, FBIS 10/2). Jerusalem Post reports occupation authorities in West Bank are blocking distribution of new Arabic evening paper for territories, al-Masa', wanting paper to take a pro-Jordanian editorial line. Publisher Mahmud Abu Zuluf says paper is independent (JP 10/1).

Occupied Palestine/Israel: Israeli Cabinet approves series of harsh security measures in the occupied territories, capital punishment not among them. Measures include deportation of "persons who constitute a security risk," indefinite "administrative detention" without charges for Palestinians suspected of security offenses, an increase in prison capacity in the West Bank, and closing Palestinian newspapers that violate censorship regulations [LAT 8/5]. Forty-three Palestinian local councils in Israel and their employees hold rally outside Israeli prime minister's office to protest government failure to provide promised funds to alleviate their financial difficulties. They demand budgets equal to those of Israeli local councils. The 43 councils have an accumulated debt of $10 million; some have not been able to pay employees for 3 months [FJ 8/2, 8/9]. Public opinion poll by Pori Research Institute published in Ha'Aretz shows 10.6 percent of those who voted for Likud in last Knesset elections would now vote for Kach. Another poll by the Modi'in Ezrachi Institute shows Kahane would increase his Knesset seats to 5 if elections were held now [JTA 8/5].

Arab World:The Sunday Times reports testimony of British doctor on conditions in the 3 Beirut refugee camps besieged 2 months ago. According to Dr. Swee Chai Ang, over 1,500 Palestinians are missing, feared to have been kidnapped or killed. Palestinians are still being killed, although war of the camps technically ended in June and the camps of Sabra, Shatila, and Burj al-Barajinah are now protected by Lebanese army and internal security forces [LT 8/4]. Libya, which had threatened toboycott Arab summit, sends senior official [WSJ 8/5].
