The IDF raids a section of Gaza City nr. Netzarim settlement, occupies an abandoned house, shells a house (causing extensive damage but no injuries), bulldozes 20 dunams of land. The IDF also bulldozes 4 Palestinian homes, 2 “animal farms,” 45 dunams of land, an irrigation network in Khan Yunis; razes 10s of dunams of citrus trees nr. Bayt Lahia; conducts house searches, arrest raids in Jenin r.c., Qalqilya. A Palestinian fires on, tosses a grenade at an IDF post nr. Bayt Hanun (causing damage but no injuries), escapes. The International Court of Justice (ICJ) issues its nonbinding opinion on the separation wall, ruling (14-1, with only American judge Thomas Buerghenthal dissenting) that segments built on occupied Palestinian territory violate international law and should be removed or not built. The IDF reoccupies Bethlehem following Christmas celebrations, reimposes a 24-hr. curfew on residents; assassinates local AMB head Jamal Yahya in Tulkarm; assassinates Hamas mbr. Bassam Ashqar, ambushing his car in Ramallah, also killing a Palestinian bystander; raids Qabatiyya, assassinating local Islamic Jihad leader Yusif Abu Rub, demolishing his family house, arresting local Izzeddine al-Qassam Brigades head Natzir Nazal, senior Hamas mbr. Palestinians fire 2 mortars at a Jewish settlement in Gaza, causing damage but no injuries. This evening, Israeli DM Shaul Mofaz orders the IDF to step up pressure on militant groups in the territories. A Palestinian suicide bomber fr. Bethlehem detonates a device on a bus in Jerusa-lem, killing 11 Israelis, wounding 48 (8 of them seriously). Hamas, Islamic Jihad both take responsibility, but family, friends of the bomber say he supported Islamic Jihad. Sharon convenes his security cabinet; does not invite fmr. PM and current FM Benjamin Netanyahu, who is challenging him for the PM candidacy in the upcoming Likud primaries on 11/28. Fearing that Sharon will stage a major retaliatory attack, the PSF evacuates its offices in Bethlehem. After the mtg., Sharon spokesman Raanan Gissin states that in light of U.S. military intentions against Iraq, “We are not going to allow any kind of escalation.” The IDF shells a PA military intelligence post nr. Netzarim settlement, killing 1 PA intelligence officer; makes a predawn raid on 3 villages nr. Khan Yunis in s. Gaza, demolishing the home of a senior DFLP mbr., firing on residential areas, wounding 4 Palestinians; bulldozes 39 dunams of Palestinian land e. of Dayr al-Balah, 11.5 dunams and several structures nr. Israel ends the siege on Arafat's compound in Ramallah, allowing Arafat, all those inside with him to leave; troops remain in Ramallah however. A Palestinian heart attack victim dies at an IDF checkpoint nr. Khan Yunis when troops deny his passage to a hospital for several hrs. Palestinians in Nablus defy the curfew by reopening schools. The IDF surrounds 3 Nablus schools, forces them to close; fires on curfew breakers in nearby Balata r.c., injuring 3 children. The IDF also fires tear gas into an education center for children and the mentally disabled in Shu`fat r.c., injuring 150 children; demolishes 4 Palestinian houses nr. Netzarim settlement; fires on stone-throwing Palestinian children nr. Bayt Hanun and Khan Yunis, injuring 4. The Jerusalem Report, citing Britain’s respected Jane’s Foreign Report, claims that IDF special forces are currently operating inside western Iraq, with the knowledge of the U.S., to locate missile launchers that could be used against Israel. (JP 9/29)

The IDF launches Operation Defensive Shield, sending scores of tanks into Ramallah before dawn to encircle Arafat's compound, reoccupy tall buildings as sniper and observation posts, dig up roads, create roadblocks, demolish water mains, declare a 24-hr. curfew. As the day progresses, the IDF bulldozes the compound walls; sends tanks, APCs, armored bulldozers, and troops into the complex, moving room-to-room to collect documents, demolishing 9 of 10 buildings, trapping Arafat and his closest aides in a windowless office of the remaining building; 5 Palestinians, 2 IDF soldiers are killed, around 50 Palestinians are injured, and another 70 (mostly Force 17 mbrs. guarding the compound but also including medical workers) are detained. IDF soldiers fire at a Nilesat TV car, seriously injuring a cameraman. The U.S. states that it "understands the Israeli government's need to respond to these acts of terror."      As Israel's Ramallah operation proceeds, an 18-yr.-old Palestinian girl, an AMB mbr., detonates a suicide bomb in Jerusalem, killing 2 Israelis, wounding 31. In Gaza, a Palestinian gunman infiltrates Netzarim, fatally shooting 2 Jewish settlers before being shot dead by the IDF; no group takes responsibility. (NYT, WP, WT 3/30)

Israeli-Palestinian clashes continue, leaving 5 Palestinian dead, including senior DFLP mbr. Firas Qasim Saba'na, who is assasinated by IDF troops in Jinin. A 6th Palestinian dies of injuries received earlier. In Gaza, clashes erupt when the IDF attempts to remove a roadblock outside Khan Yunis. When the IDF responds to stone throwers with heavy weapons, PA police and Palestinian gunmen fire back, killing 1 IDF soldier. The IDF also shells a Palestinian hotel in Bethlehem "to flush out gunmen." Palestinian gunmen fatally shoot a Jewish settler in the West Bank. The IDF bulldozes 18 dunams of Palestinian land nr. Kefar Darom settlement, 35 dunams nr. Netzarim settlement. For the 7th straight wk., Israel bars Palestinians under 45 fr. attending Friday prayers at al-Aqsa Mosque. The IDF says that since 11/22, it has arrested 119 West Bank Palestinians suspected of throwing stones, Molotov cocktails. Arafat and Barak agree to resume security coordination during a 3-way phone conversation arranged by Russian pres. Vladimir Putin. Arafat, who is in Moscow on a 1-day visit to meet with Putin, suggests Russia convene a Madrid-style international conference on the peace process, but Barak rejects the idea. Early this morning, Arafat, Peres wrap up talks, and Barak announces that the sides have agreed to try again to implement the 10/17 Sharm al-Shaykh arrangements. The Israeli cabinet suspends punitive attacks on Palestinian targets. Differences quickly arise, however, over plans for Arafat, Barak to issue statements on ending the violence. As the sides discuss how to resolve their differences, 2 Islamic Jihad activists detonated a car bomb in West Jerusalem, killing 2 Israelis, wounding 9. Israeli-Palestinian clashes continue, leaving 2 Palestinians dead, 80 wounded. Nr. Nablus, Jewish settlers uproot a Palestinian olive grove; attack Palestinian cars and property around Hawwara, Hebron, Tulkarm. The IDF confiscates and levels 70 dunams of Palestinian land to build a road linking Morag, Gush Katif settlements. However, Israel acknowledges that PA police are making more of an effort to halt stone throwers; Arafat unequivocally denounces the Islamic Jihad bombing; and Barak phones Arafat to express condolences over today's Palestinian fatalities. While in New York, Israel's Ben-Ami (promoted to FM today) reportedly sets up a public relations (PR) headquarters to aid in Israel's PR efforts in the North America. The office head, fmr. IBA dir. gen. Aryeh Mekel, will coordinate among the FMin.'s PR dept., a special steering comm. of senior officials of U.S. Jewish organizations, and 6 major U.S. PR firms that have been contracted.
