During the day, the IDF makes an air strike on a lumber store in Gaza’s Jabaliya r.c., destroying it, heavily damaging 20 other stores, wounding 11 Palestinians (including 5 children ages 1–6). Late in the evening, an IDF drone fires on 2 PRC mbrs. riding a motorcycle nr. Khan Yunis, assassinating PRC mbr. Ali al-Qidra, wounding a 2d PRC mbr. Israel allows 109 truckloads of humanitarian aid and commercial goods into Gaza, as well as a limited amount of fuel for Gaza’s power plant. In addition, Israel permits Gazans to export 25,000 carnations to Europe via the Kerem Shalom crossing and Ben-Gurion Airport, marking the 1st permitted exports in nearly a yr. Emile Habibi receives prestigious Israel Prize for Literature from Pres. Herzog, PM Shamir [see 3/17]. Tehiya party leader Yuval Ne'em'an disrupts ceremony by rising from the audience and announcing he was returning the Israel Prize awarded to him 23 years ago to protest awarding of prize to Habibi, whom he described as anti-Israeli. [Habibi had been urged by many Palestinian writers in Israel, o.t., and abroad to refuse the award. He stated that he decided to accept it, however, to pay tribute to achievements made by Palestinian population of Israel]. (MM 5/8)

Undercover unit shoots, injures Palestinian youth in Sa'ir near Hebron. Second Palestinian tries to drive youth to a hospital but is chased by the troops, who open fire on his car, killing him. (MM 5/8)

Israeli defense ministry announces Israel will control export of anti-ballistic missile technology in response to pressure from the U.S., which reportedly included threat to stop accepting Israeli bids for U.S. defense contracts. U.S. is pushing for Israeli compliance with the Convention for the Limitation of the Spread of Missile Technology, adopted in 1987 by the U.S. and other industrialized nations. Israel has been pursuing a research program for developing the Arrow anti-ballistic missile. Most of the funding for the program has been provided by the U.S. (WP 10/4)

PLO delegation led by Exec. Comm. Mbrs. Mahmud 'Abbas, Yasir 'Abd Rabbuh, 'Abdullah al-Hawrani, and Sulayman al-Najjab arrives in Amman to brief Jordanian officials on decisions of PNC and discuss formation of a joint delegation. Jordanians participating in the talks include PM Tahir al-Masri, FM Kamil Abu Jaber, Royal Political Advisor 'Adnan Abu 'Awda. PLO is demanding right to name Palestinian delegates to the joint delegation, and is pushing for adoption of a joint negotiating point demanding end to Israeli settlement building in o.t.
