Israeli media reported that the Israeli military began to prepare the eviction of more than 1,000 Palestinians from the Masafer Yatta area 2 months ago and that it had presented the plans to the new Israeli government after it was sworn in at the end of December. The Israeli Supreme Court greenlit the evictions in May last year, accepting the government’s position that there were no permanent structures in the area when Israel declared it a firing zone. The Knesset approved the preliminary reading of 7 draft laws that will revoke citizenship and residency status from Palestinians living in Israel that receive funds, directly or indirectly, from the PA after being convicted of terrorist acts. (HA 1/11)

The Israeli justice ministry released a draft of its proposed overhaul of the relations between the judicial and legislative branches of the Israeli government. If enacted the Knesset will be able to amend Basic Laws without Supreme Court interference and allow the government to freely appoint Supreme Court justices. The new Turkish ambassador to Israel Şakir Özkan Torunlar presented his credentials to Israeli president Isaac Herzog in a ceremony in Jerusalem. The previous Turkish charge d’affaires in Israel was recalled by Turkey in 2018 due to Israel’s deadly response to the Great March of Return protests in Gaza. (ALM 1/11)

EU commissioner for crisis management Janez Lanericic said that Israel must pay reparations for structures it demolishes that are funded by the EU. Commissioner Lanericic said that the EU “repeatedly requested that Israel compensate for the loss of European taxpayers' money,” but that diplomatic efforts have been ineffective. In the West Bank, Israeli forces razed land planted with olive and almond trees and demolished an irrigation pond in Wadi Fukin. Israeli forces also demolished 1 agricultural structure and uprooted some 50 olive tree saplings in Battir. 11 Palestinians were arrested during late-night raids in Nil‘in, Aida refugee camp, Idhna, Jaba‘, Ya‘bad, Fahma, and Bruqin. Yesh Din said that less than 1% of Israeli army probes into misconduct resulted in indictments between 2017 and 2021. Of 1,260 cases, only 11 indictments were filed in instances where Israeli soldiers were accused of offenses against Palestinians. (AP, HA, Yesh Din 12/22; MEE 12/23; WAFA 12/24)

Israel Hayom reported that the U.S. embassy in Israel is considering denying visas to Israelis suspected of violence and incitement against Palestinians. It was reported that the policy change was meant to pressure Israel into taking action against settler attacks in the West Bank. (HA, MEE, MEMO 12/22)

Chilean president Gabriel Boric told members of the Palestinian community in Chile that the country will open an embassy to Palestine. The Chilean foreign minister Antonia Urrejola confirmed the plans on 12/22, saying that a timeline has not been drawn up yet. (AJ, AN, MEMO, WAFA 12/22; MEE 12/23)

In the West Bank, the body of 1 Druze citizen of Israel was kidnapped for a 2nd time after it was arranged that the body would be transferred to Israel in a Red Crescent ambulance. The ambulance was stopped by armed men and the body taken to an unknown location. The Druze man was taken from a hospital in Jenin on 11/22. Hundreds of Palestinians marched in Jenin calling for the release of the body to his family. 1 Palestinian man succumbed to injuries sustained by Israeli live fire during a raid in Nablus in July. Israeli settlers threw stones at Palestinian vehicles near al-Bireh, causing damage. Israeli settlers also set fire to 1 Palestinian vehicle and threw stones at a house in Burin, causing damage. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara, causing damage. Israeli forces shot and killed 1 Palestinian minor during a raid in Nablus and injured 4 others. Israeli forces also demolished 1 Palestinian school serving 22 Palestinian children in the Masafer Yatta area. Elsewhere, the Israeli Nature Authority seized 12 Palestinian-owned cows near Umm al-Ghabar in the Jordan Valley. Israeli forces delivered stop-work orders against 11 residential structures and ordered the demolition of 20 agricultural structures near Jericho, delivered stop-work orders against 2 houses in ‘Azzun, a demolition notice against a house under construction in Forush Bayt Dajan, and demolished 1 house in al-Khader. Meanwhile, Israeli forces closed the Jalameh checkpoint. 3 Palestinians were arrested during late-night raids in Ya‘bad, Bir al-Basha, and Fahma. In Jerusalem, 2 bombs went off at a bus stop in Givat Shaul, killing 1 Canadian Israeli minor and injuring 22 others. Itamar Ben-Gvir, who is slated to become the next Israeli public security minister, called for collective punishment of towns and villages where alleged Palestinian attackers are from and for assassinations of Palestinian members of militant groups. (HA, MEMO 11/23)

Prime Minister-elect Benjamin Netanyahu made an agreement with the Religious Zionism party that it will be granted control of the Civil Administration, which oversees the Israeli occupation of the West Bank. (HA 11/23)

In the West Bank, armed Israeli settlers chanted racist slogans at Palestinians traveling near the entrance of Nabi Salih. Israeli settlers also threw stones at a Palestinian vehicle in the Masafer Yatta area, causing damage to the car. Israeli forces seized 1 tractor in the Jordan Valley. Israeli forces also blocked an agricultural road near Qusra with dirt mounds. Elsewhere, Israeli forces dismantled and seized 2 residential structures in al-Ouja, displacing 12. Israeli forces also raided Bayt Liqya, leading to a confrontation with Palestinians; 3 were injured by rubber-coated bullets and others suffered tear-gas related injuries. 32 Palestinians were arrested, including 2 at a checkpoint near Burqa and 30 during late-night raids in Abu Dis, Tuqu‘, Madama, Tell, Kafr al-Labad, Kafr Abbush, Illar, Ya‘bad, Fahma, and Tayba. Haaretz reported that declassified material from the Shin Bet revealed that Israel funded and ran the Khaim prison together with the South Lebanon Army in the southern part of Lebanon. The documents revealed that from 1985 to 2000, prisoners in the Khaim prison were tortured and held in indefinite detention without a trial. (HA 3/23)

In the West Bank, 1 Palestinian who was shot by Israeli forces during a protest in Burqa on 3/1 succumbed to his wounds. Israeli settlers uprooted and stole grape saplings and damaged a stone wall and barbed wire fence in Kafr ad-Dik. Israeli settlers also razed a plot of land near Battir. Israeli forces violently dispersed a memorial service held for a Palestinian killed by Israeli forces on 3/1 at the Khadouri Technical University campus north of Hebron, injuring 3 with rubber-coated bullets and others with tear gas. Israeli forces also confiscated 2 water pumps and electric cables in Birin. Elsewhere, Israeli forces demolished 1 Palestinian-owned home in Khallet al-Eideh near Hebron and assaulted 2 Palestinians resisting the demolition. Israeli forces also delivered a demolition order for a residential structure in the Abu al-Nuwwar Bedouin community east of Jerusalem. 20 Palestinians were arrested during late-night raids in Jalazun refugee camp, al-Ram, Deir Abu Mash‘al, Tuqu‘, Hebron, Yatta, al-Zawiya, Jenin, and Fahma. Israel’s police commissioner Kobi Shabtai instructed the Israeli police to halt Palestinian home evictions and demolitions in East Jerusalem and the Naqab during the month of Ramadan. (HA 3/9)

The Israeli civil administration said, after having to respond to a freedom of information petition from HaMoked, that during 2021 it had banned 10,594 Palestinians from the West Bank from traveling abroad. According to a source in the civil administration, travel bans can be applied to Palestinians by Israel automatically, for example, in cases where the person is a relative of someone deemed by Israel to be involved with terrorism. PA civil affairs minister Hussein al-Sheikh met with Israeli foreign minister Yair Lapid. Civil Affairs Minister al-Sheikh said he stressed to Lapid the need for a political horizon and an end to Israeli settlement expansion. (WAFA 3/9)

The Jewish Agency said that “[i]f all goes well, we will bring tens of thousands [of Ukrainians] to Israel in the coming year,” referring to the refugee crisis in Ukraine as Russia has declared war on the country. (HA 3/9)

Israeli president Isaac Herzog met with Turkish president Recep Tayyip Erdoğan in Ankara. President Erdoğan told reporters after the meeting that he believes the 2 countries are entering an era of mutual ties. (AJ, ALM, AP, AX, HA, NYT, REU 3/9; HA, TOI 3/10)

Former U.S. vice president Mike Pence toured Hebron, including al-Ibrahimi Mosque, with Israeli settler activists MK Itamar Ben-Gvir and Baruch Marzel, who were both leaders of the Kach movement. Vice President Pence also received an honorary degree from the settler university in Ariel and met with former Israeli prime minister Benjamin Netanyahu, current prime minister Naftali Bennett, president Isaac Herzog, and foreign minister Yair Lapid. In the West Bank, Israeli forces raided Zeita, leading to the evacuation of students from an elementary school. 6 Palestinian prisoners, including the former al-Aqsa Martyr Brigade leader Zakaria Zubeidi, escaped Gilboa prison in Northern Israel near the West Bank, using a tunnel dug over a period of at least 10 months. All other prisoners in the Gilboa Prison were relocated to other prisons as Israeli authorities investigated the flaws in the prison structure that facilitated the escape. The Israeli prison service also restricted yard exercise time from 4 hours to 1 hour a day as a collective punishment. The Popular Resistance Committees in Gaza said in a press statement that it had suspended the Gaza fence protests until the middle of September to allow Egyptian and Qatari mediators to facilitate an end to the Israeli siege of Gaza. (ALM 9/10)

Qatar’s ambassador to Gaza Mohammed al-Emadi said Qatar, the UN, the PA, and Israel had agreed to a deal that would allow Qatari aid to enter Gaza. Israel did not comment on the announcement and it was unclear when the deal would be implemented. (AJ, HA, MEMO, REU 9/6)

In the West Bank, Israeli settlers from the Yitzhar settlement threw stones at 1 house and 2 vehicles in Burin, breaking the windshields of the cars. 1 Israeli settler also rammed 1 Palestinian child with his car near the Kiryat Arba settlement. Israeli forces raided Aqabat Jaber refugee camp, leading to a confrontation with Palestinians; tear-gas related injuries were reported. 4 Palestinians were arrested during late-night raids in Fahma, Jaba‘, and Tubas. In Gaza, Israeli forces violently dispersed Palestinian protesters east of Jabalia refugee camp, killing 1 Palestinian and injuring 5 others with live ammunition; Israeli forces claimed Palestinians threw explosives at them. Israeli forces also shot and injured 1 Palestinian with live ammunition east of Abasan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of al-Sudaniyya, injuring 1 with live ammunition. In Syria, Israel conducted air strikes near Damascus, causing damage. Syrian state TV said the country’s missile defense system had intercepted most of the Israeli missiles. During the attack, 1 surface-to-surface missile was fired at Israel but landed in the sea. (AJ, HA, JP, TOI 9/3)

Israel released 1 pregnant Palestinian woman from prison after international and Palestinian pressure. The woman was released to house arrest and on $12,000 bail. Hamas said it rejected the framework agreement between the U.S. and the UNRWA signed on 7/15, calling it “dangerous and humiliating.” Hamas said that the framework threatens the refugee issue and is an obstacle to UNRWA employees. (MEMO 9/3; ALM 9/23)

PA president Mahmoud Abbas met with Egyptian president Abdel Fattah al-Sisi and Jordanian king Abdullah II in Cairo. The 3 leaders were said to have been coordinating their stance on Israel for the upcoming UN general assembly meeting in October. President al-Sisi’s spokesperson said after the meeting that al-Sisi emphasized that the creation of a Palestinian state depends of reconciliation between the PA and Hamas. President Abbas called for renewed peace negations under the auspices of the International Quartet for Middle East Peace. An unnamed PA source said, according to Haaretz, that the Biden administration has conveyed to the PA that it will not exert pressure on the Israeli government to engage diplomatically with the PA while Israel is in budget negotiations. The Jewish National Fund (JNF) approved a project that will seek to obtain from Palestinians 530 properties in the West Bank and 2,050 properties in East Jerusalem by reviewing documents only registered by the JNF to see if they can be used to evict Palestinians using Israeli courts. The JNF has set aside $31 million for the settler project. (HA 9/2)

Along Gaza’s border, IDF troops shoot and fatally injure a Palestinian farmer working near Khan Yunis (he dies later in the day). The IDF later claims that soldiers feared the man was preparing to cross the border fence. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Jabaliya refugee camp, causing no damage or injuries. In the West Bank, IDF troops patrol in Fahma village near Jenin, sparking minor clashes; there are no serious injuries. They also arrest 7 Palestinians during late-night raids in and around Salfit, Ramallah, Tulkarm, and Hebron; and patrol in and around Qalqilya and Nablus. As the quarter opens,Israel’s blockade of Gaza enters its 6th mo., allowing no goods or people out (except for very limited medical emergencies) and letting only limited food and fuel supplies and a handful of diplomats and international aid workers in; Palestinians are receiving on average 6–8 hrs./day of electricity and 2–3 hrs./day of water after Israel’s bombing of Gaza’s sole generator on 6/28. The Israel Defense Forces (IDF) continues Operation Summer Rains (see Quarterly Update in JPS 141), which began on 6/28 after the capture of an IDF soldier in a Palestinian cross-border raid fr. Gaza on 6/25, making occasional ground incursions into Gaza, maintaining troops at the Dahaniyya airport site outside of Rafah. In Gaza, the IDF launches air strikes, destroying a empty Palestinian home in Gaza City, causing no injuries; sends at least 50 armored vehicles into the outskirts of Bayt Hanun, firing on residential areas, bulldozing large areas of agricultural land, ordering residents of 15 houses to surrender for ID checks, arresting 2 before withdrawing across the border. Also in Gaza, 1 Palestinian is killed, 3 are injured when they apparently prematurely detonate explosives they are handling. In the West Bank, the IDF patrols in Azun nr. Qalqilya (firing on stone-throwing youths who confront them, wounding 2), Fahma nr. Jenin (firing on residential areas, damaging homes), Jenin town and refugee camp (r.c.; wounding 1 Palestinian), al-Khadir nr. Bethlehem (firing on residential areas); conducts arrest raids, house searches nr. Hebron, Salfit. In Khan Yunis, a 14-yr.-old Palestinian boy is killed in crossfire btwn. Two days after an Israel-Hizballah cease-fire went into effect ending 34 days of war (Israel dubbed its offensive Operation Change of Direction; see Chronology in JPS 141), the Lebanese government reaches a compromise agreement with Hizballah under which only the army will be allow to “carry weapons” s. of the Litani (allowing Hizballah to store weapons nr. the border with Israel) and the Lebanese cabinet votes to order the army to prepare to deploy across s. Lebanon (a precondition for an Israeli withdrawal). The UN estimates that since 8/14, more than 200,000 Lebanese have returned to their homes and 60,000 have returned fr. Syria, leaving more than 700,000 still internally displaced. The Lebanese government now puts the comprehensive toll at 1,152 Lebanese killed and some 3,700 wounded, with numbers expected to rise as more bodies are recovered. In Gaza, the IDF conducts air strikes destroying the Jabaliya r.c. home of an Islamic Jihad mbr. accused of firing rockets into Israel (residents are warned in advance to evacuate, but 14 bystanders are injured, 11 nearby houses damaged), the Bayt Hanun home of a PRC mbr. thought to be holding a weapons cache (residents are warned in advance to evacuate, but 1 bystander is injured); shells a group of Palestinian civilians nr. Bayt Hanun attempting to cart away a disused rocket launcher to sell as scrap, killing 3 Palestinian civilians, wounding 3; conducts arrest raids, house searches in al-Shuka;. Palestinians fire 4 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in, fires on residential areas of Araba and Fahma, both nr. Overnight, the IDF continues air strikes on s. Beirut and in the Biqa‘ Valley, killing at least 7 Lebanese, while Hizballah fires rockets into n. Israel. Minutes before the 8:00 A.M. local (1:00 A.M. ET) truce deadline, violence quiets. During the day, 10,000s of Lebanese displaced by the fighting begin returning to their homes to assess damage, although IDF warnings on vehicular movement in s. Lebanon remain in place; 1,000s of Lebanese begin returning fr. Syria. In a televised address, Nasrallah promises Lebanese that Hizballah will provide funds to rebuild; on the ground Hizballah mbrs. in areas of s. Lebanon and s. Beirut take charge of clean-up and rescue efforts, with the help of Lebanese civil defense teams and army units.
