In the West Bank, the IDF sends undercover units into Jenin to ambush and capture a wanted Palestinian, shooting and wounding him, 2 bystanders; demolishes 2 Palestinian homes in Azariyya, 2 in Bayt Hanina (also outside Jerusalem), 1 in East Jerusalem; conducts arrest raids, house searches nr. Jenin. After overnight talks in Gaza City, Fatah, Hamas announce a renewed cease-fire that general holds throughout the day, though mbrs. of the factions trade fire in Gaza City and 1 Hamas mbr. is fatally shot by a Force 17 mbr. in Khan Yunis (in fallout fr. violence there on 1/29). A Palestinian suicide bomber fr. n. Gaza hikes through the Egyptian desert into Israel, hitches a ride to Elat with an Israeli motorist, detonates a device at a bakery there, killing 2 Israelis, 1 foreign worker fr. South Africa, wounding 1; the AMB, Islamic Jihad jointly claim responsibility for the attack, which is the 1st inside Israel since 4/17/06. Islamic Jihad says the bombing sends “a clear message” to Fatah and Hamas to end infighting and unite against Israel. In response, the IDF makes an air strike on a smuggler’s tunnel on the Rafah border, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Ramallah. In Gaza, at least 5 Palestinians (2 ESF mbrs., 1 PA police officer, 2 bystanders) are killed in Fatah-Hamas fighting in Gaza, with clashes reported in Bayt Lahiya, Gaza City, Jabaliya, Khan Yunis. In the West Bank, the IDF patrols in, fires on residential areas of Tubas. In Gaza City, Fatah-led protests demanding that the Hamas-led government pay back salaries owed civil servants escalate dramatically, with some 3,000 Fatah-affiliated security forces attacking members of the predominantly Hamas ESF, sparking clashes that leave 6 Palestinians dead (3 bystanders, 1 Force 17 officer, 1 PSF officer, 1 ESF officer), around 61 wounded; the ESF reportedly uses grenades, antitank weapons, rifles to break up the demonstration and arrests 25 protesters. During the day, demonstrations spread to Khan Yunis (where Fatah-affiliated security officers clash with the ESF, leaving 26 wounded), al-Bureij r.c. The IDF completes its withdrawal fr. Lebanon at 2:30 A.M. local time (8:30 P.M. 9/30 ET) but vows to continue surveillance overflights of Lebanon until UN Res. 1701 is implemented in full, including the release of 2 captured IDF soldiers and disarmament of Hizballah. In Gaza, the IDF withdraws fr. Khuza‘a, ending a 3-day operation. In the West Bank, the IDF sends undercover units in cars with Palestinian license plates into Qabatya, shoots, wounds 2 Palestinians (at least 1 of whom is a wanted AMB mbr., Rashid Zakarna), also shoots, wounds 2 unarmed Palestinians who come to their aid; the units detain all 4 men, shooting execution style Zarkana and 1 of the men who came to his aid, Kamil al-Lubani; the units then raid a wedding party nearby, firing indiscriminately, wounding 12 Palestinian civilians (1 is declared clinically dead). The IDF patrols in Hebron; raids the Prisoners’ Supporters Association (PSA) offices in Jenin, Nablus, Qalqilya, and Salfit, confiscating computers and files, sealing the offices for 2 yrs.; conducts arrest raids, house searches in Jenin (also raiding the offices of attorney Fadl Bushnaq, confiscating computers and files, sealing the office for 2 yrs.; bulldozes 50 d. of Palestinian land nr. Israel lifts the air blockade on Lebanon but continues to patrol off the Lebanese coast after its self-declared 6:00 P.M. deadline, stating that too few international vessels have taken up patrols to enforce an arms embargo. Israel also continues surveillance overflights of Lebanon, saying it has no plans to end them. (NYT, WP, WT 9/8)

The IDF conducts arrest raids, house searches in and around Nablus (firing on residential areas and stone-throwing youths who confront the troops, seriously wounding 1), in Hebron, and nr. Bethlehem, Jenin. Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. Abbas deploys mbrs of Force 17 (under his command) to Qarni crossing to take over security responsibility fr. security forces under Interior M Siyam’s control. Unidentified gunmen kidnap, shoot and wound a PA intelligence service officer nr. Gaza City. Following the ESF attack on 6/23, ESF, PSF mbrs. exchange fire in Khan Yunis, leaving 1 PSF mbr. wounded. Khan Yunis, 2 dunams nr. a PA Preventive Security Force (PSF) post in Hebron, some citrus groves outside Gaza City; conducts arrest raids in Beitunia, Bethlehem, Hebron, Jenin, al-Khadir, Nablus, Qalqilya, Ramallah, Tulkarm; fires on residential areas of Beitunia, Ramallah, Tulkarm town and r.c.; demolishes 4 Palestinian homes s. of Rafah, 1 in Bayt Furik, 1 in Tal. Palestinians fire Qassam rocket at Sederot, causing no damage or injuries. While driving in Ramallah, Force 17 officer Mahmud Zayid is fatally shot, possibly in an internal Palestinian dispute; the PA says it has no proof he was deliberately shot by the IDF, though he may have been hit by crossfire. In a massive predawn operation, the IDF sends tanks, troops into Gaza City fr. 3 directions, firing heavy machine guns, demolishing the Palestine Broadcasting Center, taking Palestinian TV and radio off the air. IDF helicopters strike the PA military intelligence, military police, Force 17 buildings in the city. The IDF also sends bulldozers into enter Brazil r.c., killing 6 Palestinians; dispatches F-16s to bomb a PA security building in Khan Yunis, helicopters shell a Force 17 building in al-Bireh, naval vessels shell a PA naval police station in Bayt Lahia. Nr. Jerusalem, a Palestinian fires on an IDF post, injuring 2 IDF soldiers before being shot dead. A 8th Palestinian is fatally shot at an IDF checkpoint for "acting suspiciously"; an Israeli Arab is killed in an incident elsewhere. The PSF arrests 3 senior PFLP mbrs. suspected of involvement in the 10/01 assassination of Israel's Tourism M Rehavam Ze'evi. Israel, which had made the arrests a condition of easing Arafat's confinement, says the PA must also arrest anyone behind the Karine A arms shipment, Arafat must achieve complete quiet before Israel will allow him to leave his Ramallah compound. In a TV address, Sharon urges Israelis to stiffen their resolve but does not offer a vision for how to achieve a cease-fire or durable peace; announces plans to create buffer zones to impose "security separation" between Israeli and Palestinian territory; demands the "complete demilitarization" of the PA areas as a "prelude" to a final settlement; denounces "expressions of disobedience" such as the IDF conscientious objection petition, which he says "encourage terrorist organizations." At a UN Security Council (UNSC) emergency session in New York, UN Secy-Gen. Kofi Annan warns that the Israeli-Palestinian conflict is "sliding toward a full-fledged war"; says that the Mitchell and Tenet plans have clearly not succeeded, that an active international effort and "new thinking" are necessary. The Israeli, U.S. reps. strongly reject anything other than U.S. mediation. (NYT 2/22)

The IDF kills 8 Palestinians in clashes (including 6 PSF officers in Salfit, 2 Palestinians nr. Qarni crossing); conducts arrest sweeps in Asira Shamaliyya, Dura, Hebron, Nablus, Salfit, Tal, arresting at least 50 Palestinians; demolishes 3 Palestinian homes in Salfit, 36 in Khan Yunis (leaving over 350 people homeless); occupies 3 homes in Salfit, 1 home in Khan Yunis as military posts; sends tanks, bulldozers into Tamun in the West Bank. In retaliation for mortar fire, Israeli F-16s drop bombs on a Force 17 complex, a PSF office in Gaza City, injuring 7 Palestinians. Eyewitnesses in Salfit say at least 2 of the PSF officers killed were disarmed by IDF soldiers, told to lie on the ground, then were fatally shoot by soldiers. Palestinians in and around Ramallah, al-Bireh say they are suffering shortages of medicine, basic foods due to the ongoing IDF encirclement of the area. The mayor of the Jewish town of Upper Nazareth announces plans to enlarge its jurisdiction by 3,700 dunams for construction of new neighborhoods, shopping centers. The 3,700 dunams will come fr. land expropriated in 1976 fr. the Arab town of `Ayn Mahil. Last wk., Upper Nazareth authorities bulldozed 2,000 old growth olive trees on confiscated `Ayn Mahil land for a new Jewish neighborhood that will be linked to Upper Nazareth. Nablus, then open fire on the bus, 2 cars traveling with it, the medical workers who come to the scene, killing 9 Jewish settlers, 1 Israeli border police officer, wounding 30; 1 Hamas mbr. is run over, shot dead by the IDF. In Gaza, 2 Hamas suicide bombers detonate devices outside a Jewish settlement, wounding 4. Sharon severs all contacts with the PA, declares Arafat "irrelevant," says Israel will no longer wait for the PA to "wipe out terror networks" but will do the job itself. Israel strikes PA targets for a 2d day, shelling Arafat's Ramallah compound (though not hitting the building housing his office, where he is staying), sending F-16s to hit PSF, Force 17 offices in Gaza City. The IDF also shells PSF, Force 17, PA military intelligence offices in Bayt Lahia, Jabaliya, Khan Yunis, Salfit, Qalqilya, and Tulkarm and the Information Min. offices in Ramallah; reoccupies the village of Iktaba and areas of al-Bireh, Nablus, Ramallah; fires on the home of PLO Exec. The U.S. says it has more evidence linking Bin Laden to the 9/11 attacks. Laying the groundwork for a military response, Bush labels the attacks "acts of war," begins to rally "an international coalition to combat terrorism." The U.S. presses Pakistan in particular to cooperate with any U.S. military action against neighboring Afghanistan, Bin Laden's base of operations. Congress adopts (100-0 in the Senate, 408-0 in the House) a joint resolution that the admin. says frees the White House from having to seek a formal declaration of war to carry out military action.
