In Gaza, the ESF arrests Army of Islam spokesman Abu Khattab al-Makdisi, 2 other Army of Islam mbrs. in effort to find kidnapped BBC correspondent Johnston; the Army of Islam captures several Hamasaffiliated students in retaliation. Meanwhile, in the West Bank, the IDF unleashes attack dogs on, then fatally shoots a 15-yr.-old Palestinian boy during an arrest raid in Hebron; conducts arrest raids, house searches in and around Hebron and Nablus, in Qabatya, and nr. Jenin, Qalqilya. A Jewish settler woman in Hebron beats a 14-yr.- old Palestinian boy who refuses to give her his puppy; the IDF arrests the boy. In Gaza, the IDF bulldozes Palestinian land in 2 areas along the n. Gaza border; shoots, wounds a Palestinian who strays nr. the border fence e. of Bayt Hanun. Israel announces that Israeli police and Shin Bet have arrested 11 senior Hamas mbrs. in Jerusalem for allegedly “recruit[ing] support for Hamas and giv[ing] the organization a foothold on the Temple Mount, in coordination with Shaykh Raed Salah’s Islamic Movement,” and have seized more than $95,000 in funds allegedly transferred fr. Palestinian gunmen representing the AMB, Islamic Jihad, the PRCs fire on a Jewish settler vehicle nr. Gaza’s Kissufim crossing, killing 2 Israeli civilians (visiting Jewish settler relatives), wounding 4; IDF soldiers at the crossing return fire, killing 2 Palestinians; 2 soldiers are wounded in the exchange. Israel says it captured an AMB mbr. who infiltrated Israel fr. Gaza with an 11 lb. bomb, with plans to carry out a suicide bombing in Tel Aviv; arrested a 2d Palestinian accomplice in Jaffa (with an Israeli ID card, married to an Israeli Arab). An IDF drone fires 2 missiles at a group of armed Palestinians nr. Bayt Lahiya, causing no injuries, in what may be an assassination attempt. The IDF also sends troops into Sa’ir nr. Hebron, fires on stone-throwing Palestinians who confront the troops, seriously injuring 1 bystander; fires on residential areas of Rafah; severely beats a Palestinian at a flying checkpoint nr. Salfit; conducts arrest raids, house searches in Balata r.c., villages around Jenin. Jewish settlers fr. Ramat Yishai attack, vandalize a Palestinian home in Hebron. Palestinian groups linked to Fatah, Popular Front for the Liberation of Palestine fire rockets at Gush Katif, causing no damage or injuries. An armed Palestinian in fatigues raids the Rafah apartment of 4 American International Solidarity Movement workers, forces 1 of them (a 75-yr.-old man) into a car with 3 other masked Palestinians, holds him at a local school for 1 hr. before releasing him unharmed; no reason is given. Secy. of State Baker tells Congress that U.S. will not comply with Israeli requests for aid if it feels the aid would be used to further policies the U.S. opposes. (NYT, WP 2/7)

19 Knesset members send letter to PM Shamir demanding inquiry into 2/4 death of Palestinian detainee Mustafa 'Akkawi. Demand notes that as a carrier of Israeli identity card, 'Akkawi should have been detained inside Israel and not in the o.t. (MM 2/6)

Concerned over possibility that peace talks could lead to Palestinian autonomy in o.t., Council of Jewish Settlements in o.t. passes resolution urging permanent IDF presence and continuation of settlement activity in o.t. (Ha'Aretz 2/7 in FBIS 2/11)

Following several corrections of the information it originally issued, IDF admits to Israeli press that bus fired on by IDF soldier 2/3 in Gaza was actually several kilometers from the checkpoint it supposedly failed to observe and that it could not explain why the soldier had shot at it, killing a Palestinian passenger. IDF also suspends the officer commanding the soldier's unit after it determined the soldier "did not observe regulations". (MM 2/6)

Dir. gen. of International Atomic Energy Agency arrives in Syria to secure Syrian ratification of IAEA safeguards treaty, which provides for IAEA inspection of nuclear facilities. IAEA decided to discuss the treaty with Syria following disclosures that China has agreed to sell a 24-megawatt reactor to Syria. Syria has not signed the safeguards treaty because it did not possess any nuclear facilities and because of Israeli refusal to allow IAEA inspection of its own nuclear facilities. After meeting with German officials, leaders of the American Jewish Committee state Germany will eventually provide loan guarantees for Israel to compensate for E. Germany's failure to pay reparations to Israel after World War II as W. Germany did. (MM 2/5)

Following agreement between Labor, Likud on date for new elections, Knesset passes law dissolving itself effective 3/17/92. New elections set for 6/23. (Qol Yisra'el 2/4 in FBIS 2/5; MM 2/5)

Mustafa 'Abdallah 'Akkawi, E. Jerusalem resident carrying Israeli identity card who was arrested 1/22 on charges of membership in PFLP, dies at Shin Bet detention center in Hebron. He had complained to a military court 2/3 that he was being tortured while in detention. (WP 2/6)

Occupied Palestine/Israel: IDF reports $3 million in stolen army property returned by citizens during November "month of grace" [JTA 12/7]. 5 members of Gaza "Islamic military group" sentenced from 9 to 13 yrs. for membership, arms and currency violations [JP 12/7]. Umm al-Fahm attorney Hussein Abu Hussein arrested on political charges based on "secret testimony"; supporters cite his activity in Abna' al-Balad movement and defense of W. Occupied Palestine/Israel: Nablus Chamber of Commerce submits memorandum to "civil administration" outlining city's urgent social and economic problems; no response from authorities. 19 Palestinians arrested for stone-throwing during MK Kahane's attempted entry into Umm al-Fahm (8/29). Israeli troops raid Qalandiya refugee camp, detain several youths suspected of commandeering bulldozer from nearby quarry and flattening Israeli-built barrier at camp entrance.
