In the afternoon, after seeing a draft UN res. on halting violence that he says he cannot accept, Olmert authorizes the IDF to expand ground operations in s. Lebanon. The IDF quickly begins moving additional troops, armor into s. Lebanon, while troops already in Lebanon prepare to move toward the Litani. During the day, the IDF continues air and artillery strikes, hitting targets in s. Beirut, areas of n. Lebanon (including Abu Diya, Akkar), s. of Sidon, and in the Biqa‘ Valley (including strafing some 1,300 cars evacuating some 3,000 residents of Marja’uyun, occupied by the IDF on 8/10, who chose to follow a convoy of 350 UNIFIL and Lebanese army troops evacuating the area in coordination with the IDF; 6 Lebanese civilians, 1 Lebanese soldier are killed and 36 are wounded). Ground operations continue in Labuna in the east, Aita al-Sha‘b in central s. Lebanon, and Khiyam, Markaba, Qantara, Qlei‘a further to the northeast. Hizballah fires 124 rockets into n. Late in the evening, the UN Security Council unanimously passes Res. 1701, calling for Israel and Hizballah to halt violence in place as of 8:00 A.M. on 8/14 local time (1:00 A.M. ET), demanding that Hizballah cease all attacks and that Israel stop offensive operations (allowing “defensive” responses if they perceive a threat). (IFM, NYT, WP, WT 8/12; NYT 8/14; NYT 8/15) 

In the morning, the IDF says that 70% of Gaza settlers have been evacuated, most Gaza residents have not resisted the evacuation, most protests and resistance are by West Bank settler youth (and some American Jewish youth) who have come to Gaza in recent wks. to block the withdrawal. During the day, the evacuations of Gan Or (est. 1983, pop. 350, size 1,692 d., hrs. to evac. 5), Kefar Darom (est. 1989, pop. 490, size 276 d., hrs. to evac. 12), Kefar Yam (est. 1983, pop. 15, hrs. to evac. 3), Netzer Hazani (est. 1973, pop. 460, size 250 d., hrs. to evac. 5), Neve Dekalim (est. 1983, pop. 2,700, size 1,443 d., hrs. to evac. 35), Shirat Hayam (est. 2001, pop. 40, hrs. to evac. 5) settlements are completed. An increasing number of settlers set fire to their homes and to greenhouses as they leave to prevent them fr. being turned over to Palestinians. For the 1st time, 1 armed resident in Kefar Yam, 4 armed disengagement protesters in Shirat Hayam threaten to shoot IDF soldiers if they follow orders to remove settlers, but only if soldiers fire first; the incidents defuse without violence. Some Shirat Hayam residents also throw rocks at Palestinians in Mawasi as they evacuate. In Kefar Darom, 65 resident families agree to leave, but as many as 2,000 outside protesters refuse, many of them barricading themselves inside and on the roof of a synagogue; for the 1st time during the disengagement, the IDF uses water cannons against protesters and 2 IDF soldiers refuse to obey their orders, are removed by fellow soldiers; 58 Israelis are injured in clearing the synagogue, including at least 3 IDF soldiers, 27 border police (1 seriously when he falls accidentally); protesters throw paint thinner at IDF Southern Command chief Maj. Gen. Dan Harel, several soldiers. In Neve Dekalim, some 1,500 disengagement protesters hole up in 2 synagogues, refusing to leave even after residents have voluntarily evacuated, but are eventually extracted. Jewish settlers in s. Gaza spread nails along the coastal road in alMawasi to prevent movement of Palestinian vehicles. Meanwhile, Palestinians fire a rocket at Netzarim (still inhabited), lightly injuring an IDF soldier; 2 mortars at Gadid settlement (still inhabited), 3 mortars at Morag (evacuated) causing no damage or injuries. Palestinian gunmen fire on IDF troops nr. Kefar Darom, lightly injuring 1. The IDF conducts arrest raids in al-Mawasi; fires on residential areas of Bayt Lahiya, seriously injuring 1 Palestinian. In the West Bank, Jewish settlers fr. Homesh and Sanur attempt to break into a Palestinian home in nearby Asa’sa village; the IDF intervenes to stop them. Jewish settlers fr. Keddumim throw stones at Palestinian shops, cars nr. Qalqilya. The IDF also conducts arrest raids, house searches in Dura, nr. Tulkarm; confiscates 500 d. of agricultural land nr. Eli settlement nr. After mos. of IDF operations in which an Islamic Jihad leader was assassinated on 3/10, another leader survived an attempted assassination on 7/10, and more than 300 cadres were arrested following the 2/25 suicide bombing carried out by a renegade Islamic Jihad mbr., an Islamic Jihad suicide bomber fr. al-Til outside Tulkarm detonates a device outside a mall in Netanya, killing 3 Israelis, wounding up to 48, marking the 1st suicide bombing since 2/25/05 (1st inside Israel since 11/1/04); Islamic Jihad at first denies, then confirms responsibility. Israel suspends all contacts with the PA regarding disengagement, seals the West Bank and Gaza, vows to respond harshly against the group. Abbas states, “We condemn this terrorist attack. It’s a crime against the Palestinian people. Those traitors are working against the Palestinian interest. . . . They did a stupid thing that they should be punished for,” though he notes Islamic Jihad’s denial. At almost the same time as the bombing, a stolen car breaks through the fence of Shavei Shomron settlement in the West Bank and explodes, injuring the driver but causing no other casualties; the IDF says the driver was an Islamic Jihad mbr. who had been working as an informant for Israel; he had been handcuffed to the wheel of the car and the bomb he was carrying was detonated by cell phone, suggesting an attempt to assassinate him for collaboration. The IDF demolishes 2 Palestinian homes built without permits in Issawiyya and Silwan, East Jerusalem, where Israel intends to construct a park; conducts house searches, detains Palestinians for interrogation in Bayt Fajjar nr. Bethlehem. Palestinians detonate aroadside bomb under an IDF jeep outside Netzer Hazani settlement in s. Gaza, injuring 2 soldiers. Masked Palestinian gunmen fire on senior PA Interior Min. Ibrahim Salama as he drives in Ramallah, force his car to stop, severely beat him; no group takes responsibility. Zahir Ashqar in an exchange of gunfire during an arrest raid in Tulkarm. In Washington, King Abdallah holds talks with Bush on the peace process, dangers of striking Iraq. Abdallah urges Bush to outline specific steps, time line for moving the peace process forward. Bush says that he's still committed to the creation of a Palestinian state in 3 yrs. but he does not think any new steps by Israel are necessary at the moment. U.S. Amb. Indyk, U.S. Consul General Ronald Schliecher hold talks with Sharon on the Mitchell Comm. findings, especially regarding a settlement freeze. Sharon calls for an unconditional cease-fire, which he says must be followed by a 2-mo. "cooling-off period" before any "concessions" can be discussed; orders the IDF to "stop taking the initiative in attacking Palestinians." The PA says sees no reason to clamp down on the intifada, make preemptive arrests without some confidence building gestures fr. Israel. Although Sharon calls on the IDF to stop instigating attacks, the IDF continues to retaliate for Palestinian actions, responding to "life-threatening" incidents of stone-throwing with live fire, rubber-coated steel bullets, shells, and heavy machine gun fire, particularly at residential areas east of Jerusalem, Hawara, Khan Yunis. The IDF demolishes 2 Palestinian homes in East Jerusalem, 1 in al-Mughraqa; bulldozes Palestinian land in Beitunia, Hebron, al-Mughraqa, al-Qarara; erects new posts in al-Qarara, outside Ramallah. 100s of Palestinians stage a nonviolent march in Hebron to protest continued Israeli attacks on medical workers. Israeli-Palestinian clashes continue to escalate, leaving 1 Palestinian, 1 Jewish settler dead in separate shooting incidents. Claiming revenge for the death of Fatah mbrs. on 4/25, a group calling itself the Four Martyrs fires mortars at a Kefar Darom, Netzer Hazani, and Nissanit settlements in Gaza, wounding 5 settlers (1 seriously) in Netzer Hazani. Fatah denies any connection to the group; Israel blames Arafat directly. The IDF directs shells, heavy machine gun fire at residential aras of Khan Yunis; bulldozes 100s of dunams of Palestinian nr.
