Israeli settlers also threw stones at Palestinian vehicles traveling near Turmus ‘Ayya, injuring 1 woman. Israeli undercover forces raided Jenin refugee camp, injuring 8 and arresting 3. Israeli forces also issued stop-work notices for 19 Palestinian-owned buildings in al-Zawiya, including for a mosque. In East Jerusalem, 2 Israeli settlers were shot and injured in Sheikh Jarrah, 1 Palestinian minor was later arrested as a suspect. Peace Now reported that Israel secretly approved 189 housing units in the Zayit Raanan settlement outpost, which currently is home to a number of caravans. By approving the new units Israel discreetly created a new settlement out of the outpost which lies northeast of Ras Kaskar. (PCN 4/18)

PA president Mahmoud Abbas met with Saudi crown prince Mohammad bin Salman in Jeddah, discussing developments in Palestine. Abbas praised Saudi Arabia’s support for the Palestinian cause. In the West Bank, Israeli settlers set fire to 2 commercial structures in al-Zawiya, causing damage. Israeli forces demolished 2 houses in Jericho. 14 Palestinians were arrested during late-night raids in Yatta, Dura, Bethlehem, Tuqu’, Bruqin, and Qalqilya. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound, closing it off to Muslim worshippers. 3 Palestinians were arrested during late-night raids in Sur Bahir. Israeli police said that a Palestinian man had confessed to intentionally ramming an Israeli in Tel Aviv on 12/8. The Palestinian man’s lawyer said that the man denies ramming the Israeli intentionally and said that his confession was made under threats and violence by Shin Bet officers. (HA 12/19)

Israeli forces shot and killed 1 Palestinian riding a motorcycle and injured 3 others during a late-night raid in Nablus. Israeli forces also shut the main entrance to Beit Umar for the 2d day in a row. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces injured 1 Palestinian with a baton round and 15 with tear gas during a raid in Silwan. 1 Palestinian family demolished their own home near the Lion’s Gate in the Old City, displacing 8. In an interview with Haaretz, Israeli prime minister Yair Lapid blamed the PA for not creating a situation that allows for a 2-state solution, saying, “I accept that there is external difficulty, and the external difficulty we create. But when Israel was established, we already had a public health system, trains and a positive collective effort. You see very little such effort in the PA.” (HA 9/25)

In the West Bank, Israeli forces shot and injured 2 Palestinian minors during a raid in Rumana; others suffered tear-gas related injuries. The PA security forces and local militant factions in Nablus reached an agreement to end tensions in the city. The PA security forces reportedly promised not to arrest Palestinians in Nablus on behalf of Israel and that the PA would release many of those arrested on 9/20 during the unrest that followed the arrest of Hamas member Musab Ashtaya. UK prime minister Liz Truss told Israeli prime minister Yair Lapid, during a meeting on the sidelines of the UNGA, that she is considering moving the UK embassy of Israel to Jerusalem. A spokesperson for Prime Minister Truss told reporters that Truss’s government is reviewing the current location of the embassy. The PA condemned the news, saying that “opening an embassy in Jerusalem amounts to complicity in Israel’s illegal annexation of the city.” Prime Minister Lapid also met with Jordan’s King Abdullah II and UN secretary-general António Guterres. In the West Bank, 1 Israeli settler shot and killed 1 Palestinian man after he had stabbed and injured 1 other Israeli settler with a screwdriver in a bus near the Efrat settlement south of Bethlehem. Israeli settlers threw an incendiary device at 1 Palestinian minor in Jinba, causing burns to his face and hands. Elsewhere, Israeli settlers attacked 1 Palestinian herder near Fasayil, throwing stones and releasing a dog on him, causing injuries. Israeli forces shot and killed 2 Palestinians and injured 14 others during a daytime arrest raid in Jenin refugee camp. Israel said that the arrest raid was related to the attack on 3/29 in Bnei Brak in which 5 were killed; 31 were arrested during the raid. PA president Mahmoud Abbas condemned the raid, saying Israel wants to escalate tensions ahead of the start of Ramadan. Israel’s police commissioner Kobi Shabtai instructed the Israeli police to halt Palestinian home evictions and demolitions in East Jerusalem and the Naqab during the month of Ramadan. (HA 3/9)

The Israeli civil administration said, after having to respond to a freedom of information petition from HaMoked, that during 2021 it had banned 10,594 Palestinians from the West Bank from traveling abroad. According to a source in the civil administration, travel bans can be applied to Palestinians by Israel automatically, for example, in cases where the person is a relative of someone deemed by Israel to be involved with terrorism. PA civil affairs minister Hussein al-Sheikh met with Israeli foreign minister Yair Lapid. Civil Affairs Minister al-Sheikh said he stressed to Lapid the need for a political horizon and an end to Israeli settlement expansion. (WAFA 3/9)

The Jewish Agency said that “[i]f all goes well, we will bring tens of thousands [of Ukrainians] to Israel in the coming year,” referring to the refugee crisis in Ukraine as Russia has declared war on the country. (HA 3/9)

Elsewhere, Israeli settlers with Israeli military escort attacked Palestinians harvesting olives and a member of Rabbis for Human Rights in Awarta, using pepper spray against the member of Rabbis for Human Rights, who was hospitalized. Israeli forces delivered stop-work orders for 12 houses in Duma. Israeli forces also denied Palestinian farmers entry to their lands in Jalud. A hearing at the Israeli supreme court did not yield a decision on the eviction case of the Dweik family in Silwan. The family of 26 is under threat of eviction by the Israeli settler organization Ateret Cohanim, which claims to own the family’s homes. The Palestinian family has lived on the property for more than 50 years, from when Silwan was controlled by Jordan. (AJ, HA 10/25)

PA president Mahmoud Abbas promised a delegation from the 6 Palestinian rights organizations that were classified, by Israel, as terrorist organizations on 10/22 that the PA would take action against the decision. The head of the Israeli Labor party and transportation minister Merav Michaeli also criticized the Israeli government’s decision. In Sudan, the prime minister of the transitional government Abdalla Hamdok was placed in house arrest and 4 cabinet ministers were arrested in a military coup. Sudan’s interim government made moves to normalize relations with Israel in 2020 after a deal was made with the U.S. to take the country off the list of state sponsors of terror and to erase state debt to the U.S. Later in the day, the U.S. announced that it would freeze $700 million in aid for Sudan and that the normalization deal with the U.S. and Israel will have to be reevaluated. In the West Bank, Israeli settlers tried to steal sheep in Qarawat Bani Hassan before being chased away by Palestinians. Israel advanced 1,355 Israeli settlement units in the West Bank by inviting bids for construction, the last step before they are constructed. It was the 1st time that Israel promoted new settlement units since U.S. president Joe Biden took office in 1/2021. Of the 1,355 units, 729 are for the Ariel settlement, 324 are for the Beit El settlement, 102 are for the Elkana settlement, and some are for the Geva Binyamin, Immanuel, Karnei Shomron, and Betar Illit settlements. The Israeli construction and housing ministry said it is working toward doubling the settler population in the Jordan Valley by 2026. The UN envoy to the Middle East Tor Wennesland said that the UN is “deeply concerned” about the settlement expansion. The U.S. state department spokesperson Ned Price said, after being asked, that the U.S. is “concerned” and asked both Israel and the PA not to take steps to undermine a 2-state solution. Israel’s Knesset passed a bill to connect homes built without a permit before 2018 to the electricity grid inside of Israel. The bill, pushed by the United Arab List, will provide electricity to many Palestinian Israelis living in the Negev desert. (HA 10/24)

Israeli Labor leader Merav Michaeli and Meretz leader Nitzan Horowitz, both part of the Israeli government coalition, demanded in a cabinet meeting that prime minister Naftali Bennett put a hold on the 10/22 labeling of 6 Palestinian rights organizations as terrorist organizations and further settlement expansion. In the West Bank, some 60 Israeli settlers from the Yitzhar settlement threw stones at Palestinians harvesting olives in Burin. Israeli settlers from the Telem settlement also uprooted and vandalized some 100 olive seedlings in Tarqumiyah. Israeli forces razed land near al-Lubban ash-Sharqiya, leading to a confrontation with Palestinians protesting the attack on their land; 1 was physically assaulted and 4 were injured by rubber-coated bullets. Haaretz reported that the Israeli military did not refer an incident to the Israeli police where an Israeli settler took an assault rifle from an Israeli soldier and shot at Palestinians on 6/26. The Israeli military said it had referred the case to the Israeli police, but the police denies it ever received notice of the incident. Palestinian eyewitnesses said that the Israeli soldier gave the settler the gun for him to shoot with. The Israeli military also refused to respond to Haaretz’s enquiry about an incident in May where a masked Israeli soldier shot and killed 1 Palestinian in ‘Urif. The soldier in question was also a settler and was not on duty when he shot and killed the Palestinian man, wearing only a face covering and army pants. (HA 10/7)

At Americans for Peace Now’s annual gala, Democratic senator Bernie Sanders (D-VT) said that he and Senate majority leader Chuck Schumer (D-NY) are working to significantly increase the U.S. humanitarian aid to Gaza as the Senate is working on a bill to give Israel $1 billion in military aid, allegedly to replenish the Iron Dome missile defense system arsenal. Senator Sanders said giving Israel $1 billion in military aid without addressing the suffering of the people in Gaza “would be wrong and unconscionable.” Sanders explicitly called for the U.S. to condition its military aid to Israel, saying that “[i]t is totally appropriate for the United States to say what that aid may and may not be used for.” Sanders also said that he is unimpressed by the policies of Israeli prime minister Naftali Bennett, saying that Bennett is pursuing the same policies as Benjamin Netanyahu when it comes to occupied Palestinian territories. In the West Bank, Israeli settlers with military escort forced Palestinian shepherds to leave the area they were grazing their sheep in east of Khirbet Makhul. Israeli settlers also stole olive harvests from a Palestinian farmer near the Rachelim settlement. Israeli forces delivered demolition notices for 3 agricultural structures, 2 houses, and 1 house under construction in Huwwara and confiscated a caravan east of Yatta. In Gaza, 10,477 applications to work in Israel were submitted at the local chamber of commerce in Jabalia refugee camp. Many of the applications were from Palestinian laborers, but the 7,000 available work permits were earmarked for merchants. According to Israeli officials, the decision to earmark the permits for merchants was made at the request of Hamas. A judge at the Jerusalem magistrate’s court ruled that Jewish worshippers are allowed to pray in silence at the Haram al-Sharif compound, drawing condemnation from the PA, Hamas, Turkey, and Jordan. The Israeli high court of justice ordered the Israeli government to explain why it is allowing Israeli settlers to work 1,000 dunams (247 acres) of Palestinian-owned land in the Jordan Valley. The land was declared a closed military zone in 1969 and its Palestinian owners have been barred from entering it since then. The court also ordered the state to explain why Palestinians have not been allowed to work the land. In the West Bank, 3 Israeli settlers set fire to a Palestinian marble factory in Jamma’in near Huwwara, causing damage of around $920,000. 6 Palestinians were arrested during raids in Zabbuba and al-Walaja. In East Jerusalem, 4 Palestinians were arrested in the Old City. In Gaza, an explosion at the Zawiya market killed 1, injured 14, and caused damage. According to the Palestinian Centre for Human Rights (PCHR), the explosion was caused by explosives stored in a residential building at the market. After the PCHR reported its findings, it was smeared and threatened by the National and Islamic Factions’ Follow-up Committee in the Gaza Strip. Haaretz reported that although the ban on family reunifications for Israeli citizens married to Palestinians expired on 7/6, it has not been possible to make an appointment to process an application. The Israeli government told the Israeli high court of justice that it would not grant work permits to Palestinians seeking asylum in Israel based on anti-LGBTQ persecution or domestic violence, saying that the PA “does not systematically persecute people because of their sexual orientation.” (HA 7/23)

In Syria, Israeli forces conducted air strikes for the 2d time in 1 week, this time in the Quseir region. It was unclear if there were any casualties.
